CA4HEALTH FoodBEAMS® SHASTA REPORT BASELINE – MAY 2013 PROJECT BACKGROUND CA4Health is a 5-year Community Transformation Grant from the CDC focused on reducing the burden of chronic disease in rural communities throughout California. One of the project’s four strategic directions is reducing consumption of sugary beverages in each of the 12 participating California counties. As part of the evaluation of CA4Health, observational assessments were conducted on a college campus, a reservation, an exploration park, and in schools to document the quantity and types of beverages offered for sale and to determine adherence to the Public Health Institute (PHI) beverage standards. In Shasta County, beverages were assessed at five locations in November 2012: Anderson New Tech High School, Shasta College, Redding Rancheria, Central Valley High School, and Anderson High School in November 2012. One additional location, Turtle Bay Exploration Park, was assessed in April 2013.Using FoodBEAMS, all observed beverages were entered by county staff or their trained designee. Beverage data from FoodBEAMS were then exported and compared to the PHI beverage standards to determine adherence. Results of the beverage analysis for the six sites are provided below. Beverage adherence was measured across all 6 sites and for each individual site. PUBLIC HEALTH INSTITUTE BEVERAGE STANDARDS In 2012, PHI convened nutrition experts to review existing beverage recommendations and standards in order to inform the development of its beverage standards. Four standards were developed specific to particular environments including: adult settings, schools, non-school youth settings, and childcare settings (for children 0-5 years of age). Detailed descriptions of these standards can be found on page 6. All beverages served to children 0-5 years old must be in effect 24 hours a day and can only include: • 0-12 Months o Breast milk (best option). o Baby formula with iron. • 12-23 Months o Unflavored* whole cow’s milk with no added sweeteners. o Water with no additives, including vitamins, minerals (e.g. electrolytes), stimulants (e.g. caffeine) and sweeteners. • 2-5 years old o Unflavored* non-fat or 1% cow’s milk with no added sweeteners. o Water with no additives, including vitamins, minerals (e.g. electrolytes), stimulants (e.g. caffeine) and sweeteners. SCHOOLS Access to free, safe drinking water. • Require that there is access to free, safe drinking water wherever beverages are served and sold on campus (beyond during meal times in food service areas). All beverages served and sold to students must adhere to the beverage standards below throughout the school day, 30 minutes before school and 30 minutes after school. Beverages can only include: • Water with no additives, including vitamins, minerals (e.g. electrolytes), stimulants (e.g. caffeine) and sweeteners. • Unflavored* non-fat or 1% cow’s or goat’s milk with no added sweeteners. o Must contain vitamins A and D and ≥ 25% of the Daily Value for calcium per 8 fluid ounces. • Unflavored* non-dairy milk alternatives with no added sweeteners. o Must contain vitamins A and D and ≥ 25% of the Daily Value for calcium per 8 fluid ounces. o ≤ 2.5 grams of fat per 8 fluid ounces. • Fruit or vegetable-based drinks that are composed of ≥ 50% fruit or vegetable juice, ≤ 160 calories and ≤ 230 mg of sodium per container and no added sweetener. NON-SCHOOL YOUTH SETTINGS ADULT SETTINGS Access to free, safe drinking water. • Require that there is access to free, safe drinking water wherever beverages are offered and/or sold. All beverages served and sold in non-school youth settings must adhere to the beverage standards outlined below 24 hours a day and can only include: • Water with no additives, including vitamins, minerals (e.g. electrolytes), stimulants (e.g. caffeine) and sweeteners. • Unflavored* non-fat or 1% cow’s milk with no added sweeteners. • Unflavored* non-dairy milk alternatives with no added sweeteners. o ≤ 2.5 grams of fat per 8 fluid ounces. • Fruit or vegetable-based juice drinks that have ≤ 160 calories and ≤ 230 mg of sodium per container and no added sweetener. • 100% fruit or vegetable juices with ≤ 160 calories and ≤ 230 mg of sodium per container and no added sweeteners. Access to free, safe drinking water. • Require that there is access to free, safe drinking water wherever beverages are offered and/or sold. o At meetings, for example, it is recommended that safe tap water, rather than individual bottles of water, be offered. If safe tap water is not available, then it is recommended that large jugs of water are utilized. All beverages served (e.g., at meetings) and sold (e.g., in the cafeteria and vending machines) in adult settings must adhere to the beverage standards below 24 hours a day and can only include: • Water, plain. • Unflavored* non-fat or 1% cow’s milk with no added sweeteners. • Unflavored* non-dairy milk alternatives with no added sweeteners. o ≤ 2.5 grams of fat per 8 fluid ounces. • Fruit or vegetable-based juice drinks that have ≤ 160 calories, ≤ 230 mg of sodium per container and no added sweeteners. • 100% fruit or vegetable juices with ≤ 160 calories and ≤ 230 mg of sodium per container and no added sweeteners. • Coffee and tea with no added sweeteners. Only compliant milk and non-dairy alternatives, as defined above, may be added to the coffee and tea. • Zero-calorie beverages, including those that have non-caloric sweeteners added (e.g., zero-calorie vitamin enhanced waters, zero-calorie sodas, and zero-calorie sports drinks). *Excludes flavored milk and flavored non-dairy milk alternatives (e.g., chocolate, strawberry and vanilla).
