FELLOW FILMMAKERS,
Here we are now with our seventh edition of

the “Shooting Romania” brochure. The brochure
was a first step of an ambitious plan designed
by ROMANIAN FILM PROMOTION to spread
information about the growing local film industry.
Romanian Film Promotion also edits an annual
brochure entitled “Romanian Films”, presenting
relevant info about the latest years’ Romanian
feature productions.
As you all know, in the last few years Romania
became a favorite location for many foreign
directors and producers. Beautiful locations,
low-costs budgets or high standard equipment
and personnel were some of the main reasons
that made them consider Romania a good
host for their future projects. Moreover, the
international success of increasingly more local
film productions is another sign that Romanian
film industry is at the beginning of a new way.
Romanian Film Promotion, organizer of the
renowned Transilvania International Film Festival,
became a member of the European Film Promotion
in 2006. Over the last years, Romanian Film
Promotion has been involved in developing a series
of projects to support and promote the local film
industry; since 2006, Romanian Film Promotion
has been organizing annually the first Romanian
Pavilion in the Village International at the Film
Festival in Cannes and in 2008 it has organized the
first Romanian Booth at The Berlinale Film Market.
Moreover, since 2007, Romanian Film
Promotion organizes the Gopo Awards, the
traditional annual film industry awards.
In 2010 Romanian Film Promotion organized
with other 3 renowned festivals in the Balkan
(the Sofia International Film Festival- Bulgaria,
Sarajevo International Film Festival- Bosnia
and Herzegovina and the Istanbul International
Film Festival- Turkey), Operation Kino. The
project consists of travelling film caravans in
the most deprived regions of the 4 participating
territories and aims to offer new perspectives
for development of young audiences and talent,
introduce online film accessibility and widen its
reach to a larger number of territories.
Another major event organized by RFP in 2010
to promote Romanian Cinematography and
bring her closer to the audience is the White
Night of Romanian Film. The event took place
during a single night on September the 17th,
simultaneously, in 9 locations from Bucharest.

The second half of this list entitles us to assert
that the Romanian cinema is, nowadays, one of
our best cultural ambassadors. And it goes on and
on. This year’s edition invited in the Un Certain
Regard section ”Loverboy” by Cătălin Mitulescu.
We are positive that this year’s edition will be
ruled, as always, by Jean Cocteau’s words about
the festival, “an apolitical no man’s land, a microcosm of what would be the world if people would
have direct contacts and could speak the same
language.”

Castel Film offers 8 modern sound stages on a
9,590 sq m (104,352 sq ft) back lot. Stage 5 is
one of the largest sound stages in continental
Europe, over 3,354 square meters (over 36,100
sq feet). They also provide production offices,
gated parking, make-up rooms, dressing rooms,
wardrobe rooms, storage facilities, and a fullservice catering area.
MediaPro Studios is the largest production facility in the country, able to provide full production
and post-production services. The Studio has 19
sound stages, including the largest in Romania
and Continental Europe with 4,200 sq m (over
45,200 sq ft), 4 indoor water tanks, a 100 acre
back lot with various standing sets, fully equipped
production offices, make-up and dressing rooms,
conference rooms, and a 35mm screening room.

Among the grip equipment used here, we can
mention dolly packages like the SUPER PANTHER
EVOLUTION with its super jib arm 2 and U-bangi
arm; the SUPER PANTHER III with jib arm 2; the
MATA DOR cart; and the VIP CRANE with a maximum
height of 9 meters.
Location sound departments provide services
for stage and outdoor shooting, and complete
post-production services. The most common sound recording equipment here are the
time-code FOSTEX DAT, the Nagra 4-S, and the
12-channel COOPER mixers. A wide range of
boom and wireless microphones are available so
that all productions meet the required international standards.
MediaPro Studios offers a complete range of
SFX services through its Special Effects workshop.
Thanks to the partnership with Effects Associates,
London, the Studios have the largest inventory of

Studios, and there are many good freelance crew

Casting
Local casting agencies maintain exhaustive photo
files for principal talent and extras. Romania can
offer experienced English, French, German and
Italian speaking actors. Among our internationallyrecognized stars are such familiar faces as Marcel
Iures (with main roles in THE PEACEMAKER and
HART ’S WAR),Maia Morgenstern (in ULYSSES’ GAZE
and THE PASSION OF THE CHRI ST) and Oana Pellea

Romania has one of the biggest textile industries
in Europe. Working at the highest standards, local
teams of costume designers and seamstresses
can make the best costumes to order. From
military to civilian, men and women, ancient to
contemporary, you can find here a vast collection
of costumes with a complete assortment of accessories: wigs, bonnets, belts, hoods, handbags, fur
adornments, boots, bowlers, umbrellas or walking
sticks. Low labor costs allow artists to fully explore
their passion and most foreign designers who have
worked here had the time of their lives.

Post-Production
Romania offers post-production services and fully
integrated facilities, allowing further cost control
for producers. Most of the studios offer complete
editing, transfer, titles and CGI effects.
The largest CGI facility in Romania is located
at MediaPro Studios, where the latest technology in terms of Computer Generated Imagery is
operated by highly trained personnel. The facility
includes: 30 graphics workstations, an ultra-fast
fiber optic network to serve large graphics files,
160-terabyte servers, a “render farm” – the latest
Blade enclosure from HP with 32 8-core processor
blades installed.
Modern post-production equipment is available, as the latest AVID line hardware and software,
full blown Final Cut systems and ProTools suites,
Discreet FLAME suites, FLINT suites, 3-D animation
and modeling suites. ABIS STUDIO also offers the

Shot in Romania
Central European countries, with their low costs, beautiful locations, and
skilled workforce, have attracted many Hollywood moviemakers over the

The National Cinema Center (CNC), which manages the Cinema Fund under
the coordination of the Ministry of Culture, is the only Romanian institution
which offers reimbursable loans to productions involving Romanian
participation, as well as non-reimbursable loans in certain cases.
Any registered production company (or individual
investor) involved in film productions can apply.
CNC grants direct supports to natural and legal
persons who are authorized and registered in the
Registry of Cinematography.
Broadcasters, distributors and promotion
agencies can also apply for the fund regarding film
distributions, exploitation and exhibition. When
Romanian films or co-productions with Romanian
participation are involved, a non-reimbursable
financial support may be granted for distributing
and exploiting films abroad.
Film production
Direct support is granted by the National Cinema
Center to:
↘ Films production of all kinds: fiction films,
documentary films, animation films;
↘ Film projects development;
Direct support for project production and
development may be requested by authorized natural and legal persons who won a
selection session and fulfill several terms,
amongst which:
↘ they are registered in the Registry of Cinematography.
↘ they have a share capital of at least 5000 EUR
(approx.) if they are legal persons, respectively
a bank guarantee letter, the equivalent of the
sum, issued in favour of the National Cinema
Center if they are the natural persons;
↘ they provide a minimum contribution of 6%
of the film production entire budget, paid in
cash, in services, or in kind;
↘ in the case of cinematographic co-productions, the personal contribution of minimum 6%
accounts for the Romanian party participation;
↘ they have obtained, in keeping with this ordinance, a written agreement from the author/
authors of the script to produce the film, as well
as the right to exploit the produced film;

The producer can spend at least 20% of a film’s
budget inside the EU member states or the states
having signed the Central European Free Trade
Agreement. Direct support for a film production is
granted exclusively for the projects having won the
selection contest and it is not transferable.
Co-productions
CNC can grant direct support in the case of
international film productions which fulfill the
following terms:
↘ Co-producers are Romanian natural and
legal persons, identified as such and registered
in the Registry of Cinematography;
↘ Romanian co-producers participated and
won a selection session, in keeping with this
ordinance;
↘ Romanian co-producers cannot participate
with less than 10% of the film production budget, for multilateral co-productions and with
less than 20% of the film production budget for
bilateral co-productions, in keeping with the
provisions foreseen in the regulations.
↘ co-producers, based on a co-production
contract, have the joint property right over the
film negative, corresponding to each ones’ contribution, and they have the exploitation right of
the film within Romania;
↘ Co-producers take responsibility to mention,
on the film support lines and in all advertising materials that the film was made with the
financial support of the National Cinema Center.

tions cannot go over 50% of the Romanian party
contribution to the film creation, with the exception of difficult or low-budget films.
Taxes and incentives
Companies directly involved in the cinematographic films production, distribution and exhibition, registered as such in the Register of Cinematography, benefit by exemption from payment of
custom duties for imports of cinematographic
equipment, film, processing substances and other
goods used in the cinematographic industry, not
produced in Romania.
Even though a tax incentive system is not yet in
place, production costs in Romania offer an attractive alternative. For example, major productions
have included Miramax’s $80m COLD MOUNTAIN,
which apparently saved itself $20m in production
costs, as a result of being shot in Romania.

FUNDING
The Romanin Film Center (CNC) organizes
funding sessions for film projects by granting producers with reimbursable credits in 7 years from
the National Fund for Cinema. You can find further
information on www.cncinema.ro. Romania is
part of the European film structure, like Eurimages, Europa Cinemas, Media Desk or SEE Cinema
Network. Romania has ratified the European Convention on cinematographic co-productions, with
the aims to promote the development of European
multilateral cinematographic co-production, to
safeguard creation and freedom of expression
and defend the cultural diversity of the various
European countries.

Moreover, at the beginning of 2011, EU Commission authorised a state aid for Romanian cinema.
In accordance with the European Union’s rules on
state aid, the European Commission (EC) has authorised a €80.68m (347m RON) funding scheme
for the Romanian film sector, to support development of the film industry, culture and education.
The Commission has greenlighted a Romanian
funding scheme allocating interest-free loans
or non-reimbursable grants for the production
of Romanian films or films made with Romanian backing. In particular, the Commission
judged that the cultural criteria defined by the
Romanian authorities would direct the funding
towards cultural products. Moreover, the measure allows producers to spend up to 20% of the
film’s budget within the European Economic
Area (EEA), not just in Romania. The Romanian
authorities plan to apply this scheme until December 31, 2014.

of its advertising annual income to the Cinema
Fund of the CNC, and may contribute directly to
co-finance film projects.

SEE Cinema Network

SEE Cinema Network is an initiative of the Greek
Film Centre that aims at maintaining and holding
the intellectual, artistic and cultural identity of
southeastern Europe. The association gathers 11
countries - Albania, Bosnia Herzegovina, Bulgaria,
Croatia, Cyprus, Macedonia, Greece, Romania,
Slovenia, Turkey and Serbia & Montenegro. It provides funding for development of features and for
production of short films
Supported project: short fiction film productions
with a running time not exceeding 15 minutes.
Amounts: a non-refundable loan of 10 000 Euro
per films.
Admissibility: projects may be exclusively
national productions of a SEE Cinema Network
member-state* but those structured as international co-productions between two or more
member-states will be given priority. The minority
participation of third co-producers from countries
outside the Network is not excluded. The producer,
director and scriptwriter must come from the Network’s member-states. Shooting of the products
submitted as candidates for funding may not begin
earlier than the date of evaluation of the projects.
Selection criteria:
↘ The dramaturgical integrity demonstrated
by the script.
↘ The project’s potential artistic dynamic.
↘ The originality and novelty of the project.
↘ The recognition that the previous works of
the filmmaker received by the critics, the public
and the festivals.
↘ Proof of financing that the production may
have secured.
↘ The artistic team involved in the project (actors, composer, etc.)

abruptly, though some Romanian films were being
honoured in important film festivals: TERMINUS
PARADIS by Lucian Pintilie, Special Jury Award in
Venice, 1998; CIGARETTES AND COFFEE by Cristi
Puiu, Golden Bear for Best Short Film in Berlin,
2004; TRAFFIC by Cătălin Mitulescu, Golden
Palm for Best Short film in Cannes, 2004; THE
DEATH OF MR. LAZARESCU by Cristi Puiu, Un
Certain Regard Prize in Cannes, 2005; 12:08 EAST
OF BUCHAREST by Corneliu Porumboiu, Camera
d’Or 2006; CALIFORNIA DREAMIN’ (ENDLESS) by

film industry could not compete at the same
level as those in Poland, the Czech Republic and
Hungary, but during recent years, it has realized a
spectacular rebirth.

BETWEEN 2003 AND 2011, the National Film
Centre (CNC) supported more than 100 featurelength films, many of them made by first time
directors, and several short films. In 2008, Marian
Crișan’s short, MEGATRON won the Palme d’Or
in Cannes, while Bogdan Mustață’s, A GOOD DAY
FOR A SWIM took home the Golden Bear in Berlin.
Moreover, BOOGIE, Radu Muntean’s third feature,
was selected in the Directors’ Fortnight section
of Cannes and, in February 2009, RomanianBritish- Hungarian coproduction KATALIN VARGA,
the debut film by Peter Strickland, won a Silver
Bear at the Berlinale. 4 MONTHS, 3 WEEKS AND
2 DAYS by Cristian Mungiu won the Palme d’Or in
the official competition of the 2007 Cannes Film
Festival; CALIFORNIA DREAMING (ENDLESS), by
late Cristian Nemescu, won the Un Certain Regard
prize the same year. Going back in time, in 2006,
12:08 EAST OF BUCHAREST by Corneliu Porumboiu
won the Camera d’Or (also in Cannes), while LOVE
SICK, Tudor Giurgiu’s debut film, was selected in
2006 in the Panorama section at the Berlin Film
Festival. In 2011, Romania was represented in the
Un Certain Regard section at Cannes by LOVERBOY, Cătălin Mitulescu’s second feature film.
