reminds people about how quickly, and how
permanently, lives can change when someone
makes the awful decision to drive impaired.
The second highlight was the lighting of Toronto’s CN Tower in the signature red of MADD
Canada’s red ribbon. On the evening of November 5, one of the country’s most recognizable landmarks was lit in red to mark the
launch of the 26th annual Project Red Ribbon
campaign.
The 2013 Project Red Ribbon launch featured
two unique highlights. First was the premiere

MADD Canada Chapters and Communities Leaders have
launched Project Red Ribbon locally with a wide array of
community and media events. From now until January 6,
volunteers and supporters in communities across the
country will be handing out red ribbons and education
materials to remind Canadians they have the power to
prevent impaired driving.
“Impaired driving is not an accident, it is a decision
someone makes,” said MADD Canada National President
Angeliki Souranis. “With every red ribbon tied to a car,
purse, backpack or key chain, that is one more person
who is standing up and making a commitment to never
drive impaired.”

Finding Strength and Support
During the Holiday Season
Since the loss of my son, Craig, in
an alcohol-related crash in 2008,
this time of year has become very
difficult. As so many of our MADD
Canada family can relate, I have
bittersweet emotions about the
holidays. The bright colours of
Christmas lights, favourite holiday
songs, the promise of a New Year
– they are all things I look forward
to, yet, there is a heaviness in my
heart.
As I shop for gifts for my family, I think about all the things
Craig would have loved, and the special times we shared. I
recall the excitement of past Christmas mornings, and the
last year with Craig, when he showed me the gifts he had
lovingly chosen for his entire family. Our family continues
to treasure this special time we spend together, but we
are always, always, aware that a part of us is missing, and
that there is an empty seat at our table.
Finally, please know that you are not alone. Support is
available through your local Chapter or through MADD
Canada’s victim support line at 1-800-665-6233. There
are people who understand the challenges and emotions
you are facing.

Allstate Helps Launch This
Year’s School Assembly
Program – in Two Languages
Matters
This autumn, Allstate Canada was on hand in two provinces
and at two schools to help MADD Canada launch this year’s
School Assembly Program, Smashed.
themselves to get into a situation that could have irreversible
consequences on their lives and the lives of people in their
community.
While the program is always presented in English and in
French for the education of students across Canada, this is
the second time that MADD Canada has made a full French
language production. Helping present the School Assembly Program is something
that Allstate Agents across Canada look forward to. It provides
agents and agency managers with the unique opportunity to
reach out directly to young members of our communities. Effective programs that capture the attention of youth are rare,
and Allstate Canada agents have been increasingly eager to
use the opportunity to address the youth who will soon be
sharing our roads.
This year’s French language launch took place at Polyvalente
Benoit-Vachon in Sainte-Marie, Quebec. Allstate Agent
Marguerite Aubin attended the launch, spoke about the
importance of driving sober and touched on why this issue is
so important to Allstate Canada. She also let the kids know
that from an insurance perspective, our agents see many of
the consequences of impaired driving, ranging from injury and
death, to prison, to loss of license and to the high costs that
people have to pay in order to be on the road again after
making the choice to drive impaired. Thousands of miles away in Edmonton, Alberta, Allstate
Canada’s Lorie Groth took part in the National Launch of
Smashed at Cardinal Leger Junior High School. Lorie took the
opportunity to talk to students about thinking before allowing
Fix Auto Canada Comes Through Once
Again for Student Bursary Program
Five additional bursaries are being awarded to post-secondary
students in need this year, thanks to a wonderfully generous
donation from Fix Auto Canada.
MADD Canada’s Bursary Program assists Canadian students
who have had an immediate family member (mother, father,
legal guardian or sibling) killed in an impaired driving-related
crash and who are pursuing any full-time education program
approved by a provincial Minister of Education. Bursaries of up
to $2,000 are awarded to qualifying students across Canada.
Fix Auto Canada is already a sponsor of the Bursary Program.
When Fix Auto Canada approached MADD Canada last year
about helping the organization, they were immediately drawn
to the Bursary Program. They recognized that their company,
employees and partners could play an important role in
supporting victims as they tried to achieve their educational
goals. They contribute to the Bursary Endowment which
was set up through the donations of caring individuals who
recognized the economic hardships families often face after
an impaired driving tragedy. Page

After the company, the largest network of body shops in
Canada, hosted its 6th annual charity golf tournament in
September and raised $10,000 they immediately contacted
MADD Canada to donate the funds toward five more bursaries.
That brings the total number of students receiving bursaries
this year to 12.
“We are tremendously proud of and grateful to the golfers and
dinner attendees who made donations,” said Daryll O’Keefe,
Ontario General Manager of Fix Auto. “Their support will help
ease the financial burden a little for five more students who
are pursuing their educational goals while still trying to cope
with tragic losses as a result of impaired driving.”
“Fix Auto is building a lasting legacy with their support of the
Bursary Fund,” said MADD Canada National President Angeliki
Souranis. “These students have suffered a tremendous loss,
and these bursaries help ease their minds a little as they try to
move forward and complete their post-secondary education.”
LCBO Gives Back in Annual Holiday
Campaign to Support MADD Canada
programs like Smashed can be presented at no cost to more
than 1,000 schools across Ontario. More than half a million
Ontario students will see this compelling program, which
encourages them to make responsible choices by never
driving impaired and never getting into vehicles with drivers
who are intoxicated and/or under the influence of drugs.”
MADD Canada is pleased to once again be a beneficiary of
the LCBO’s Giving Back In Our Community customer donation
campaign.
From December 1, 2013 until January 4, 2014, the public
can help support MADD Canada by making a donation at
any of the more than 635 LCBO stores throughout Ontario.
Customer service representatives are inviting customers to
add a $2, $5 or $10 donation to their purchase until January
4, 2014. Donation boxes for Project Red Ribbon are also
being displayed at LCBO checkout counters.
“We are honoured to be part of LCBO’s Giving Back in
Our Community campaign,” said MADD Canada National
President Angeliki Souranis. “The support we receive through
this program is crucial to our efforts to educate students
throughout Ontario about the dangers of impaired driving.”
The in-store fundraising campaign gathers funds for MADD
Canada and Ontario’s four regional children’s hospitals.
MADD Canada thanks the public for its support when
shopping at their local LCBO store from December 1, 2013 –
January 4, 2014.
This year, the LCBO hopes to top the record $1.47 million it
raised for MADD Canada in last year’s campaign. The funds
support the production and delivery of MADD Canada’s School
Assembly Program.

MADD Canada’s Position
on Minimum Sentencing
MADD Canada is often asked whether Canada should
have a minimum sentence for offenders convicted of
impaired driving causing death.
Fair and just sentencing in cases of impaired driving
causing death is one of MADD Canada’s policy priorities;
it is something we advance regularly when meeting with
elected officials and policy makers.
MADD Canada does not, however, recommend the
establishment of a minimum sentence for impaired
driving causing death.
While a minimum sentence would eliminate the most
unduly lenient sentences and reduce sentencing
discrepancies, there are risks associated with the
establishment of a minimum sentence.
• A minimum sentence would need to factor in all
mitigating factors which judges consider when
determining a sentence. As such, any minimum
sentence would likely be set at the low end of the
sentencing scale.

• Once established, a minimum sentence often
becomes the average sentence. So even when an
offence warrants a longer jail term (i.e. the case
includes aggravating factors such as a very high
BAC, prior impaired driving convictions, or there
were multiple victims involved), the minimum
sentence is used.
• A minimum sentence may discourage police from
laying charges of impaired driving causing death,
and may increase pressure on prosecutors to plea
bargain to a lesser charge.
Any minimum sentence would have to be high enough to
represent justice for the victims and their families, but
not so high that it results in offenders pleading guilty to
alternative charges which do not carry rehabilitation-based
sanctions (i.e. alcohol/drug assessment and treatment,
interlock conditions, etc.). MADD Canada believes those
sanctions are crucial to changing an impaired driver’s
behaviour.
Finally, minimum sentencing should not be seen as the
‘answer’ to the impaired driving problem. Fair and just
sentencing is absolutely crucial as it ensures the offender
pays a realistic price for his/her crime and represents
justice – or as much justice as there can be – for the
victim and his or her family. However, sentencing has a
limited deterrent impact for other impaired drivers.
Rather than calling for minimum sentences, MADD Canada
has established guidelines on the range of appropriate
sentences for impaired driving causing death. MADD
Canada’s Sentencing Framework for Impaired Driving
Causing Death can be viewed in the Resource Library on
our web site.
We acknowledge that improvements have been made
over the past two decades with respect to sentencing
for impaired driving causing death. In the past, it was
common for impaired driving causing death to result in
a sentence of 2 years or less. Often, it was a conditional
sentence, meaning the offender could serve it at home
rather than in jail. In 2008, after years of effort by MADD
Canada, victims of impaired driving and others, the
federal government eliminated conditional sentences for
violent crimes including impaired driving causing death.
The length of sentences has been slowly increasing as
well. Sentences for impaired driving causing death are
now often in the 4-year plus range, versus the 18 to 24
month sentences which were common in the past.
Even with those improvements, much more needs to be
done. Most sentences still fall far too short and fail to
represent any real justice for victims and their families.
Victims of impaired driving deserve more. MADD Canada
will continue to promote fair sentencing that offers better
justice for the victims of impaired driving.

In BC/Yukon…
MADD Central Okanagan kicked off its
Project Red Ribbon campaign on November
16th at Kelowna Kia with special guests:
MLA Norm Letnick; Kelowna Mayor Walter
Gray; Fire Chief Jeff Carlisle; RCMP
Superintendent Nick Romanchuk; and
several wonderful supporters. Our thanks
to Chapter Vice President Jeff Robinson and
to Eva Gainer. Superintendent Romanchuk
announced that RCMP have seen an
8% increase in calls reporting impaired
drivers since the Report Impaired Driving/
RID 911 signs were installed in the area in
April.
In August 2013, in partnership with the
Municipality of Bowen Island and the RCMP,
MADD Canada launched Report Impaired
Driving/RID 911 signs along four island
corridor roads.

MADD Prince George welcomed the
School Assembly Program, Smashed, to
area schools in November. CKPG TV did
a feature on the program and interviewed
School Outreach Field Representative
Jamie Fisher.
MADD Williams Lake proudly presented
Alysha Mullett with a $500 bursary toward
her post-secondary education. Alysha was
injured by an alleged impaired driver in April
2012. She will be attending University in
Kamloops to complete her third year of
nursing and the Chapter wishes her all the
best.
MADD Kamloops welcomed the School
Assembly Program, Smashed, to three area
schools. CFJC TV came out to view the
program and hear from students about the
impact of the video.

In Ridge Meadows, the first year of the
Report Impaired Drivers/RID signage
resulted in a 25% increase in the number
of reports of suspected impaired drivers in
the communities. Concerned citizens made
a total of 692 calls in the first year of the
program. The city also saw a 25% decrease
in alcohol-related crashes.

11 schools in the Parkland area, MADD
Parkland also presented the Legacy of Life

they are encouraged to take a moment to
view the students’ signatures and then
encouraged to make their own pledge.

MADD Cold Lake members and volunteers,
firefighters, RCMP, Military Police, elected
officials and the general public turned out
for the MADD Project Red Ribbon launch
BBQ on October 18th. The Chapter will be
involved in more Checkstops and other
activities in cooperation with the Military
Police, RCMP, Cold Lake Fire Department,
Peace Officers and Victim Services. They
will also host their annual Candy Cane
Checkstop with the RCMP and participate
in the Santa Claus parade.
MADD Ottawa Chapter held their annual
Candlelight Vigil at the Centennial Flame,
Parliament Hill on October 20th. In November, the Chapter participated in the 2013
National Day of Remembrance for Road
Crash Victims event held at Ottawa City
Hall.

held their 1st annual Voluntary Toll at the

Chapter Notebook
In the Atlantic Region…
MADD Canada Chapter and Community
Leader volunteers throughout the Atlantic
Region participated in a number of festivals,
mall displays and many other community
gatherings throughout the season, including
MADD Charlottetown, which was invited to
participate in a Health and Wellness Fair at
the Delta Prince Edward.
MADD Wellington County organized a
Choose Your Ride event on October 30th at
the University of Guelph (photo courtesy
of Robyn Shoemaker) and held their
annual local Vigil and butterfly release on
September 21st at the Wellington County
Museum.
MADD Windsor & Essex County held their
Project Red Ribbon launch on November
6th at Gus Revenberg KIA in Windsor.
Representatives from Allstate, KIA, Windsor
Police, La Salle Police, OPP, Amherstburg
Police, Windsor Fire & Rescue, Windsor
EMS and Anderson Funeral Home were in
attendance. This year’s launch featured a
wrapped car courtesy of Gus Revenberg KIA
and included a sobriety checkpoint.
In Quebec…
MADD Montreal provided 12 presentations
at Access Driving School classes since
July, in Dorval and St. Lazare. The
presentation is given in the course module
where both students and parents are in
attendance. The presentation, which lasts
from 20 to 30 minutes, starts with an
introduction to MADD Canada and some
statistics, then Chapter President Angeliki
Souranis tells her story. As a conclusion,
the Contract for Life is offered as point of
discussion for both students and parents. Feedback from the school’s management is
extremely positive and the Chapter plans to

In late September, 5 French-speaking volunteers were trained to become Victim Services Volunteers. French victims services
are now available in a number of regions
in Quebec via MADD Ville de Québec,
MADD Beauce, MADD Sherbrooke and
MADD Montréal. A French-speaking Victim
Services Volunteer is also available in the
Gatineau area. Thank you to all the volunteers who have decided to give generously
of their time to complete the training and
offer quality victim services in their region.

MADD Pictou County was pleased to
honour one of their members with the
MADD Canada Long Term Service Volunteer
Recognition Award.
MADD Guysborough County launched its
2013 Project Red Ribbon campaign with a
sobriety road check in partnership with the
Canso RCMP.
MADD Annapolis Valley had a successful
second annual Project Red Ribbon Tour of
Valley Towns, whicn included conducting
sobriety road checks with RCMP Traffic
Services, Kentville Police, EHS, Fire
Services and local elected officials in four
Valley communities.
MADD Inverness South launched their
Project Red Ribbon campaign in conjunction
with their local KIA dealership.
MADD South Eastern New Brunswick
chose the Sackville Moonlight Madness
Shopping Party to kick off their Project Red
Ribbon campaign this year.
Two Aboriginal communities in Nova Scotia
have launched Project Red Ribbon for the
first time. Glooscap First Nations and
Annapolis Valley First Nations have both
conducted ceremonies in early December.
MADD Cape Breton Chapter played
host to the 2013 Nova Scotia Operation
Christmas highway enforcement campaign.
Stakeholders with road safety, from across
the province, gathered in Sydney November
21st & 22nd for this annual two-day event
coordinated by the provincial Department of
Justice. Approximately 20,000 red ribbons
were handed out to law enforcement
officers for distribution at roadside.
Mike Higgs was presented the 15 year
award at a recent reception. Mike spent his
earlier years volunteering with the MADD
Halifax Regional Chapter and did not
hesitate to become involved with MADD
Pictou County when he moved to that area
in 2004. He was the recipient of the 2004
Atlantic Region Volunteer of the Year Award
and currently serves in the Chapter as the
Board Secretary.
Members of the MADD Southeastern New
Brunswick have been working with the
Codiac RCMP in the Moncton area to launch
a special enforcement team dedicated to
getting impaired drivers off the road. The
team is named in honor of Kali and Jeremy
O’Dell who were injured, and in memory
of their parents Greg and Laura O’Dell
who were killed, by an impaired driver in
Salisbury in October 2006. MADD Canada
is grateful to the Codiac RCMP for their
dedication and commitment to highway
safety in this endeavor.
