General information
I
t is brought to the attention of all participants of the African caucus 2016 edition, the
annual meeting of the African Governors of the World Bank and of the International Monetary
Fund (IMF), that the following arrangements are made for their stay in Cotonou.
T
he sessions of the caucus will all be held at the Palais des congrès of Cotonou according to the attached programme. Located on one of the main streets of Cotonou, the Palais des
Congrès offers an easy access to the international airport Cardinal Bernardin GANTIN and to
the business centers of Cotonou as well as to the main shopping centers of the city. Most of the
selected hotels to host participants are not far from the conference venue. The discussions will
be translated simultaneously in four languages: french, English, Portuguese and Arabic.
Bilateral or specific meetings, information sessions and press briefings will also take place
at the Palais des Congrès of Cotonou. They will also benefit from interpretation services. A secretariat is set up at the Palais des congrès. Information desks will be available in selected hotels.
The usual rigorous security measures are taken by the Government of Benin. Participants must
wear their badges at all times during the duration of the meeting.
Any loss of badge must be notified immediately to the Caucus Organizing Committee.
Guests are asked to inform the Caucus Organizing Committee of any individual or group outing,
outside the official programme of work. Participants are invited to inform the Committee of organization of Caucus, hostesses or security officers of any unusual behaviors or facts.

Stay in Cotonou
Registration
Participation to the African caucus 2016 is based solely on invitation, including local and
international media. Any invited person/delegation wishing to participate to the activities of the
caucus must register online and upload an identification picture. Guests are asked to register on
the website www.africancaucus.org from Monday, July 11, 2016 and no later than Monday,
July 25, 2016.

nce the required information has been provided, the participant will receive an email of
confirmation and all necessary information. Participants are requested to go to the information
desks, available in selected hotels and at the Palais des Congrès de Cotonou, upon their arrival,
to finalize their registration and retrieve their badge and all available documentation. Information desks are open from Tuesday, August 02, 2016 at 7 am.
Flights to COTONOU
Guests are asked to make their reservations and all the necessary arrangements for their
travel. The city of Cotonou is served by the international airport Cardinal Bernardin GANTIN, located close to downtown, the selected hotels and the Palais des Congrès. Guests are requested
to inform the Caucus Organizing Committee of the dates and hours of their arrival at Cotonou to
facilitate their arrival. The Caucus Organizing Committee will assist participants with the confirmation of their return flights.

The rules of the Organization of International Civil Aviation concerning special flights must
be strictly respected. All information on these flights, the people on board, the crew, the dates
and approximate time of arrival, must be transmitted to the Caucus Organizing Committee to
facilitate the organisation of the special flights. The special flights are landing at the international
airport Cardinal Bernardin GANTIN of Cotonou.
To facilitate the boarding of participants, a letter will be sent to indicate that a free courtesy visa
will be issued at the International Airport Cardinal Bernardin Gantin of Cotonou
Medical SERVICES
The usual vaccinations are required for a stay in Benin. The international vaccination against

Participants start arriving on Tuesday, August 02, 2016. Upon their arrival at the interna-
tional airport Cardinal Bernardin GANTIN of Cotonou, participants are welcomed by the State
of Benin Protocol and the hostesses in order to facilitate the administrative procedures and their
orientation to the selected hotels.
Visa and entry formalities
yellow fever is mandatory. Participants are therefore required to present their valid international
yelow fever vaccination certificate upon their arrival at the international airport Cardinal Bernardin
GANTIN of Cotonou. Medical care services will be provided in selected hotels and at the Palais
des Congrès of Cotonou, with doctors, nurses and ambulances available day and night.
The National University hospital center, the reference health center of the country, is located near
the venue of the meeting and selected hotels. If necessary, specific support will be provided to
participants who feel the need.
Accommodation and food services
Avalid passport is required to enter
Benin. All guests are exempted from formalities or
visa procedures before their arrival to the borders of benin. A free courtesy visa will be issued
to all guests, at the international airport Cardinal Bernardin GANTIN of Cotonou, upon the presentation of their invitation letter.The police and border services, the Benin State Protocol and
hostesses will provide the necessary assistance to the issuance of the visas.

Participants will be responsible for their own accomodation. All participants are requested
to pay their bills (room, meals, telephone calls, room service, laundry, etc.) before leaving their
hotel. Rooms reserved and not occupied because of arrival after the announced date or departure
before the scheduled date as well as early arrival or late departure can be subject to invoicing
according to the rules of the concerned hotel.

However, the Caucus Organizing Committee is willing to facilitate hotel bookings upon request.
For this purpose, some hotels (Azalaï Hôtel de la Plage, Hotel Novotel Orisha Cotonou, Myosotis Residence Hotel & SPA, Best Western Plus NB Airport Hotel, Benin Marina Hotel, Hotel ibis
Cotonou, Benin Royal Hotel) were retained and specific rates have been negotiated. Guests are
asked to indicate the ‘Caucus’ code when booking to take advantage of negotiated discounts. A
summary of the selected hotels and negotiated rates is attached. ( cf. page 21 )
The negotiated rates take into account the breakfast served according to every hotel schedules.
The Government of Benin offers its guests on the Caucus meeting venue coffee breaks as well as
lunches on Thursday 04 and Friday, August 05, 2016. A welcome cocktail and a farewell dinner
cocktail will be held in the gardens of the Palais des Congrès de Cotonou.
A gala dinner will be offered on Thursday 04, August 2016. The transportation of the participants
to the venue of the dinner will be supported by the Caucus Organizing Committee.

The transportation of guests from the selected hotels to the Palais des
Congrès of
Cotonou will be handled by the Caucus Organizing Committee of. Regular shuttles will assure
the transportation of the guests from the selected hotels to the Palais des Congrès of Cotonou.
Special arrangements are made for the transportation of Governors, special guests and heads
of delegations.
Participants wishing for a tailored transportation service should notify in advance the Caucus Organizing Committee. The Caucus Organizing Committee and hostesses will provide the guests,
from a pool of vehicles, the usual transportation facilities to Cotonou city centre.

Benin local time spans a time zone GMT 1
Working hours
Working hours are 08:00 am to 12:30 pm and 3:00 to 6:30 pm. In general, offices and administrations are closed on Saturday and Sunday.
Banking hours
Bank hours are from 8:00 am to 12 pm and from 3:00 to 5:00 pm, monday to friday with a minimum service from 12:00 to 3:00 pm. However, some banks have ATMs in hotels and shopping
centers that stay open beyond those hours. Some banks also open on Saturdays from 8:00 am
to 1 pm. Cotonou has many branches of international banks and currencies can be exchanged in
some hotels or official exchange offices.
Currency and exchange rates
The CFA franc is the only currency used. The CFA has fixed exchange rate with the euro at a rate
of 1 Euro to 655.957 FCFA. Most currencies can be exchanged at the airport, in banks, hotels and
exchange offices. The exchange rate fluctuates. ATMs are available and VISA, MASTER CARD
and others are accepted.
Electricity
Electrical current is 220 volts in all regions and sockets are suitable only for plugs with two rounded pins (type C, E and F). Use the adapters if necessary.

Sightseeing
Climate
Cotonou climate has a temperate tropical climate, with two dry seasons. A large and a small
rainy season from April to July respectively and from October to November a large and small
dry season from december to March, respectively, and from August to September. In August,
the temperature is around 24°C.
Some sightseeing will be planned by the Caucus organizing Committee if the agenda of the
meeting permits. The main touristic and cultural sites are:
Language
French is the official working language. English is also spoken. Fon and Yoruba are the most
spoken national languages in Cotonou.
