Planning continues for our third season of Outdoor Movie Night. These events are held on
Tuesday nights in August. This year, in keeping with the Summerfest theme “Under the Sea,” all
our movies will be underwater flicks.

Come enjoy FREE outdoor entertainment. Bring your lawn chair or blanket, snacks, and nonalcoholic beverages. Food and beverages will also be available for purchase. All movies
start about 30 minutes after dusk (8-8:30). Located at the Performing Arts Stage at the corner
of Main and Academy Streets.
JUNIOR FIRE AND POLICE ACADEMY
Once again this year, the Dallas Fire and Police Departments are happy to announce they will
hold their annual “Junior Fire and Police Academy” in August. The Academy will run August 1
through 5 from 1 to 3 p.m. This yearly event is offered to students in grades two through six
and is held at the Gazebo in Dallas City Park.
Students will learn the duties of police officers, firefighters, and paramedics. Other activities
may include fire prevention, crime prevention, personal safety, first aid, boat and water
safety, rope rescue, bicycle safety, and helmet and bike maintenance.
Cost for this fun program is $15 per student to cover the cost of t-shirts. Registration forms are

MEET YOUR COUNCILOR
Each month we will use this space to highlight a different Councilor:
Councilor Beth Jones lives in Dallas with her husband, Ray, and their two
preschool-aged children. Ray serves with the 1249th Oregon Army Guard. Both
Beth and Ray lived in many cities and states before making Dallas their home in
2004. Before becoming a stay-at-home mom, Beth worked in restaurant and
retail management. She earned a BS in Psychology/Family Studies from Corban
University in 2010 and an AA in Multimedia/Design from The Art Institute of
Houston in 2005.
In addition to serving on City Council, Beth started Bambinos in 2008. Bambinos is an outreach
2 | P a g e ministry that serves low-income families in Dallas. As of April 2011, 97 families have been
assisted with clothing, diapers, furniture, and numerous other supplies. Serving the community
in which she lives is a passion and responsibility she takes seriously. Beth is also a Family
Readiness Group (FRG) Coordinator during the deployment of her husband and brother with
the 1249th HHC.
Councilor Jones would like you to know “As your City Councilor, I would like to hear your
thoughts about... anything! No matter how busy my life may seem from the outside I will
always make time for you. No act of public service has value apart from connecting with, and

NATIONAL NIGHT OUT
“Give Neighborhood Crime & Drugs A Going Away Party”
America's Night Out Against Crime!
The "28th Annual National Night Out" (NNO), a unique crime/drug prevention event sponsored
by the National Association of Town Watch (NATW), has been scheduled for Tuesday, August
2, 2011. We cordially invite you to be a part of our NIGHT OUT 2011 TEAM.
Last year's National Night Out campaign involved citizens, law enforcement agencies, civic
groups, businesses, neighborhood organizations, and local officials from over 15,000
communities from all 50 states, U.S. territories, Canadian cities, and military bases worldwide. In
all, over 37 million people participated in National Night Out 2010.
NATIONAL NIGHT OUT is designed to:
•
Heighten crime and drug prevention awareness;
•
Generate support for, and participation in, local anticrime programs;
•
Strengthen neighborhood spirit and police-community partnerships; and
•
Send a message to criminals letting them know that neighborhoods are organized and
fighting back.
National Night Out is traditionally a display of outdoor lights and front porch vigils. It is also a
time for cities and neighborhoods to celebrate with a variety of events and activities such as:
block parties, cookouts, visits from local police department and flashlight walks. NNO has
proven to be an effective, inexpensive and enjoyable program to promote neighborhood
spirit and police-community partnerships in our fight for a safer nation. Plus, the benefits our
community will derive from NNO will certainly extend well beyond the one night.
This year the City of Dallas representatives, police officers and “McGruff the Crime Dog”, plan
to visit our active Neighborhood Watch groups and neighborhoods that will be hosting a
registered National Night Out event in their neighborhood. To register you neighborhood just
contact the police department at 503-831-3516 and ask for a National Night Out participation
form. If you and your neighbors would like to become an active Neighborhood Watch group
contact the Dallas Police Department’s Community Liaison at 503-831-3582 and ask for your
FREE Neighborhood Watch starter packet.

3 | P a g e LOW WATER PRESSURE
Are you concerned about low water pressure? Usually the problem is low flow rather than low
pressure. Generally when customers say not enough water is flowing from a tap or fixture,
something on the customer’s property restricts flow. In some newer homes, especially at the
higher elevations, automated irrigation systems can cause flow problems. If you notice low
flow during the irrigation season, the automated irrigation system is the likely cause. Other
common causes of insufficient water flow include:
Galvanized plumbing pipes
Corroded galvanized pipe in homes and businesses causes 75% of the water flow problems in
homes. Do you have galvanized pipe? Pipes are often exposed near the hot water heater,
under sinks, or on the property side of the water meter. Galvanized pipe is silver when new,
dulling to gray as it ages. It was widely installed in homes built before 1980. You can quickly
see if corrosion is a potential problem by making the following tests:
Run three faucets in your house at the same time. If flow decreases significantly at the first tap
when you turn the others on, your pipes are probably corroded.

If you have galvanized pipe and water is discolored when you first run the tap, you may
have a corrosion problem. Let your tap run for 30 seconds or more – until the water
feels noticeably colder. This flushes standing water out of the pipes and replaces it with
fresh water.
Low-flow fixtures
Low-flow showerheads, faucet aerators, and toilets will reduce the flow of water. The state
plumbing code has required that all toilets installed since 1992 be low-flow, high-efficiency
fixtures.
Parts inside low-flow shower-heads and faucet aerators can become clogged. Remove the
fixtures and flush them out routinely to maintain water flow.
What can I do about a low-flow problem?

Run water from only one tap at a time. Avoid watering the lawn
when you are using water indoors.
Avoid having the irrigation system running at 7:00 a.m. The City has
noted that water usage in the summer consistently peaks at 7:00
a.m. Adjust the irrigation time-clock to complete the watering before 6:00 a.m. or
begin the watering after 8:00 a.m.
Ask yourself whether the flow changed recently. Have you recently had work done on
your plumbing? Was your service shut off for some reason? Check to see that the valve
at your meter is open. It should be in a straight line with the pipe. If it’s not, the Public
Works Department can turn it for you. Call us at 503.831.3562.
If corrosion is blocking the flow of water, you may need to replace pipe. Replacing
galvanized pipe requires a plumbing permit from the City of Dallas, 503.831.3571.
Consult a plumber to see if a pressure booster on your system might help.
If pressure seems too low, and you have a pressure-reducing valve, the valve may
have failed. Consult a plumber to check that the device is operating properly.
Check cartridges on home water filter systems. If a cartridge is clogged, replace it.
ARE YOU A DIY MECHANIC?
Some of us prefer to work on our own vehicles; change the oil, service the transmission,
change the wiper blades, etc. Did you know that Dallas Disposal will pick up and recycle your
used motor oil right at your curbside (just leave it out by your garbage can in sealed plastic
4 | P a g e jugs on garbage day). If you prefer, you can take it to Dallas Disposal’s recycle center
located at 1030 West Ellendale Ave. Many of the businesses that sell vehicle parts and
service stations also accept used oil. Other fluids such as used antifreeze and transmission fluid
can be taken to the household hazardous waste collection events sponsored by Polk County
(visit their website at www.co.polk.or.us/HHW. Remember, be kind to our environment and
never ever allow any used vehicle fluids to enter a storm drain, where it will ultimately end up
in our creek.
PRUNING POINTERS
There are times when the size and shape of a shade tree need to be
controlled. With care and skill, this can be accomplished without “topping”
the tree (an all-too-common practice in the northwest).
There are many reasons why you shouldn’t top your trees. First, topping
removes so much of the crown of the tree that it temporarily cuts off its foodmaking ability, essentially starving the tree. Second, a tree’s crown is like an
umbrella, shading much of it from the direct rays of the sun. By suddenly removing the
protection, the remaining bark tissue can scald. Third, the large stubs of a topped tree have a
hard time forming callus. This makes the stubs vulnerable to insect invasion and decay fungi
spores. Another reason to avoid topping is that at best, the wood of a new limb that sprouts
after a larger limb is cut off is more weakly attached than a normally developed limb. Reason
number five to not top your trees is that while the goal of topping is usually to control the
height and spread of a tree, it actually has the opposite effect. The resulting sprouts rapidly
return to the trees original height and create a far more dense and dangerous crown. One
more reason is that a topped tree is an ugly tree. Even with its regrowth, it never regains the
grace and character of its species. Finally, while topping may cost less in the short run (it takes
far less time and skill to top a tree), the true costs of topping are hidden. These include:
reduced property value, expense of removal and replacement if the tree dies, the loss of
other landscape plants if they succumb to changed light conditions, risk of liability from
weakened branches, and increased future maintenance.
So what are the alternatives to topping? First, start out by planting trees
that will fit your available space when they reach maturity. Then, begin
properly pruning early in the life of your tree. Tree City USA and the Arbor
Day Foundation have a great deal of helpful information on their website
(www.arborday.org) for proper pruning. To avoid rapid growth of your
trees, avoid the use of nitrogen fertilizer. And finally, prune properly and
regularly. A light pruning every three years will keep your tree healthy
and will also have a less drastic effect on your landscape and financial
assets than a neglected older tree.
A GREEN CAR WASH?
Planning a fundraiser car wash this summer or just planning to wash
your own car? If so, avoid letting wash water enter nearby storm
drains. Wash water contains pollutants and if it enters a storm drain
it flows to our creeks, where it will harm fish and other aquatic
organisms. Here are a few ways that you can make your car
washing activities more environmentally friendly.

Use a commercial car wash. Commercial car washes recycle the water they use and
discharge what they cannot recycle to the sanitary sewer.
Wash cars on gravel, grass, or other permeable surfaces. The wash water will

evaporate and/or soak into the ground, where it will be naturally filtered.
Block off the storm drain during carwash events or use an insert to catch wash water
and pump it to a sanitary sewer, grassy area or other landscape area.
Use hoses with nozzles that automatically turn off when left unattended.
Use only biodegradable soaps. Coconut and citrus based soap work well and break
down easily in the environment without causing harm.
If you want to be sure that your car wash is environmentally friendly, call the City Public Works
Department at 502.831.3562. We will work with you and may have some suggestions for your
car wash activity. We can also visit the site where you plan to have your fundraiser carwash
and look for ways to minimize any environmental impact.
DALLAS FRIENDS OF THE LIBRARY ANNUAL BOOK SALE
Ready for the lazy days of summer? Need a good book to read while you relax and enjoy the
good weather? Well, the Friends of the Dallas Public Library have just the thing for you – their
Annual Book Sale is coming up soon. During Friday and Saturday of Summerfest, the Friends
will be holding their Annual Book Sale at the Dallas Civic Center. The Book Sale will be open
from 9 a.m. to 4 p.m. on Friday and from 9 a.m. to 3 p.m. on Saturday. However, on Saturday
from 2 p.m. to 3 p.m. (the last hour of the Book Sale) they will have their traditional "Bag Sale” –
fill a bag with books for just $3.00 per bag (2 bags for $5.00). In the interests of fair play, the
Friends will clear out the room from 1:45 until 2, just prior to the Bag Sale, to straighten the
books and prepare for this special "Closing" of the year's event.
Since last year’s test run was so successful, if you are a Friends
member in good standing (you’ve paid up your dues for 2011),
there will be a special Pre-Sale, held Thursday from 4-6 p.m.
The Friends are still accepting donations of materials in good
condition. However, as in previous years, they are not able to
accept Readers Digest Condensed Books, textbooks or magazines.
Donations may be dropped off at the Library during open hours.

COMPOSTING
There are many benefits to starting your own compost pile, whether your end goal is a lower
environmental impact, a better garden, or just a green, lush lawn. Compost provides benefits
to soil it's used in, improving moisture absorption and drainage. This is especially true if your soil
is of poor quality. That means that by using compost in your garden, you can grow more
plants in soils they wouldn't ordinarily be suited for. While compost isn't a particularly effective
fertilizer on its own, the reduction in runoff that results from its use makes existing fertilizers (both
natural and chemical) a lot more effective. Fertilizer contamination of water is also reduced.
The environmental benefits of using compost are significant. Making use of this material can
help clean up contaminated soil, reducing runoff of toxic materials and binding some toxins.
Compost can help reduce erosion on lake, stream, and river banks, as well as along roads.
Composting also makes use of materials that would otherwise be waste, including food
scraps, yard clippings, small animal bedding, and much more.
Economic benefits of composting include reduction in the cost of fertilizer and other materials
required for healthy plant production. This material is cheaper than using artificial soil, and
6 | P a g e helps cities and communities be environmentally responsible. You don't have to be a town or
municipality to start a compost pile; anyone can make one in their own backyard, using
"brown" matter - leaves, grass clippings, shredded paper, and similar materials - mixed with
"green" matter - vegetable waste and the like. Make sure to keep your
pile where it won't be accessible to scavengers, such as rats and
opossums. Avoid including animal products and waste from meat
eating pets in the pile or it can produce an unpleasant smell and
attract pets. If you maintain your compost pile carefully, you'll be able
to dispose of materials you'd otherwise have to throw out, and the
reward will be great material for helping your plants grow.
You'll know your compost is finished once it's dark, crumbly, and has no additional smell. You
may see worms, snails, or slugs in the pile. Worms can be a great addition to your garden, but
snails and slugs should be removed before adding compost to your plants, because they eat
plant matter. You can spread compost around trees, on flower beds and vegetable gardens,
and even on top of the lawn. Enjoy the great benefits of composting and start your own
compost pile today.
AQUATIC CENTER SUMMER HIGHLIGHTS
Summer is in full swing at the Dallas Aquatic Center. Recreation swim is every weekday
afternoon from 1:00 p.m. to 4:00 p.m.; Tuesday, Thursday, and Friday nights from 7:00 to 9:00
p.m.; Saturday 1:30 p.m. to 5:00 p.m. and 7:00 p.m. to 9:00 p.m.;
and Sundays 2:00 p.m. to 5:00 p.m.
Staying home this summer? Our special discounted rates have
been extended through the summer. City residents enjoy 10% off
an annual membership.
The 5th Annual Kid’s Triathlon for boys and girls ages 5-12 is set for
Friday June 29, from 10:00 a.m. to 1:00 p.m. The cost is $10 for
annual members and $15 for non members. The first 50 sign ups
get a free t-shirt, so sign up today!
DAC is also the home of the Summer Splash Swim Team. This is a fun team for the summer only
with some fun events and meets. Kids swimming at level 3 and above may participate. Call
the Aquatic Center for more information.
Adult Moonlight Swim is July 14, 9:00 p.m. to 10:00 p.m. and August 13, 9:00 p.m. to 10:00 p.m.
We will be closing at 4:00 p.m. on Monday July 4th to celebrate the nation’s birthday.
FREE CAMPS AND FUNDAMENTALS!
The City of Dallas has organized a sports program to keep kids active during the summer,
called the "Summer Sports Programs". The program is FREE to kids and will provide a variety of
sports, primarily focusing on fundamentals. As you read through the brochure (see below)
you will notice a list of camps that are also available in our community that involve a cost. We
highly recommend that you get involved in these camps as well, because they provide
funding for the high school, youth programs, and much more!
The Free Summer Sports Programs provided by the City of Dallas for the 2011 summer has
been a huge success. Dallas high school coaches have been excited to instruct young
athletes in track, basketball, weights, speed and agility, and martial arts. The first day of camp
began June 13. The basketball program had as many as 65 players in attendance, track 32,
7 | P a g e martial arts 34, and weights/speed and agility 30. The objective of this program is to keep kids
active, continue to work on fundamentals, and build relationship with their soon-to-be high
school coaches.
Beginning July 5 and 7 the DHS football program will be offering free camps
as well. July 5 will be offensive position and fundamentals and July 7 will be
defensive positions. See the brochure at the end of this newsletter for more
information.
The Summerfest Fun Run needs volunteers!
The Fun Run is looking for 25 volunteers. We need people willing to help at the start line and
finish line, as well as give directions along the course. To volunteer please contact Sandy Teal

Start times and prices: The Kids run is about 1/2 mile, and follows the parade
route. The 5K and 10K courses are both very flat, and wind through Dallas with
the 10K going through the park.
