Executive Summary
Ayrshire has a long history of innovation,
entrepreneurship and partnership working
That drive and ambition is still alive today with a willingness
not only to further collaborate but to embrace the changes
required. This will ensure our young people are work
ready, have a positive attitude, enthusiasm for learning and
the ability to transfer knowledge into the workplace.
Developing Ayrshire’s Young Workforce will bring together the
public, private and third sector to ensure young people develop
both the skills and positive attitudes they require to take the
next steps towards the world of work. The Group will be led
and hosted by Ayrshire Chamber of Commerce working closely
with key stakeholders including East, North and South Ayrshire
Councils, Ayrshire College, Skills Development Scotland, FSB
and the wider business community. The result of this close
partnership will ensure the creation of Ayrshire’s Future Workforce.
Private/public and third sector businesses representing all sectors
will be invited to support the students and Education Services and
work closely with the Economic Development Services to ensure
they access the support they need to grow and create jobs.
The partnership will be built on transparency and trust bringing
experience, labour market intelligence and future skill gaps
knowledge. This approach will enable current networks to be
extended to work towards achieving our ambitions for Ayrshire
whilst putting young people at the core of all activities.
The work of the partnership will be aligned to the priorities
of the three Ayrshire Community Planning Partnerships
to maximise the benefit of all partners’ contributions to
deliver change and tackle youth unemployment.
Employer engagement at both school and college level in
Ayrshire is well established. We will build on these strong
foundations to ensure all young people regardless of their
academic level, gender or abilities reach their full potential,
nurture the confidence to develop career and vocational
interests including entrepreneurship and ambition.

Aims and Objectives
The Commission for Developing Scotland’s Young
Workforce sets out how to improve opportunities for
young people across Scotland and the pivotal role
employers should play in developing young people.
Recommendation 14 calls for the creation of employer led groups
to provide leadership and a single point of contact between
employers and education. The focus of the group is:
• To encourage and support employers to engage directly with schools and colleges
• To encourage more employers to recruit more young people
To deliver on these recommendations a new group will be established in
Ayrshire and will have representatives from employers, employer bodies, local
authorities and the regional college. The new group will work closely with the
26 secondary and associated 137 primary schools, 11 ASN schools, across 5
Ayrshire College campuses and those young people not currently engaged.
Our proposal will demonstrate:
• Private sector leadership
• Engagement from regional partners and a wide ranging employer base
• Plans to further develop employer engagement with schools and colleges
• Plans to support employers to recruit more young people
• Breakdown of how Scottish Government funding will be used
• Plans to leverage in kind funding or secondments from
employer and public sector partner agencies
• Plans to move the partnership to self-sustaining basis by end of funding period
• Contribute to all Recommendations that make a difference to young people

• Develop an accessible and inclusive strategy to improve
opportunities for young people moving into the workplace
• Support national curriculum through employer engagement
• We will tackle inequality by working with all unemployed young people, no matter the
cause, to identify their skills and promote their abilities and talents to local employers.
Our key aim is to create a fairer Ayrshire giving all young people
support tailored to their needs and equip them with the skills and
attitudes required to help Ayrshire businesses grow and prosper.

The Host
Ayrshire Chamber of Commerce
Ayrshire Chamber of Commerce welcomes
the opportunity to work in partnership with the
Scottish Government and our key stakeholders
to deliver this programme of work.
We are a not for profit, membership funded organisation with over
850 members ranging from sole traders to multinationals across all
sectors supporting businesses across the whole of Ayrshire.
A national award winning Chamber, Ayrshire is the largest noncity Chamber in Scotland and one of only seven British Chamber
of Commerce Accredited Chambers in Scotland.
We are governed by a volunteer Board, a Finance Strategy & Planning
Committee and a Remuneration & Nominations Committee. At present
we have a team of 14 people based at Glasgow Prestwick Airport.
Working closely with key stakeholders and partners will ensure
the work of Developing Ayrshire’s Young Workforce Partnership
is aligned with all the current employability provision.

Ayrshire Chamber is committed to supporting young
people and have delivered several related initiatives:
• Held contract for last nine years, (individual basis) with North, South and East Ayrshire
to assist schools to engage with business originally as part of Determined to Succeed
• As above we have co-ordinated the Work Experience programme across the three
Ayrshire placing approx. 4000 young people per annum including flexible placements
• Ayrshire led a Young Chamber Pilot in Scotland
• Ayrshire first Chamber in Scotland to achieve Invest in Young People Award
• Sponsor student awards at Ayrshire College across three campuses
• Sponsor Young Entrepreneur Awards at the Cream of Ayrshire Awards
• Sponsor Young Enterprise Scotland Ayrshire Award for Innovation
• Introduced Invest in Education and Modern Apprenticeship
Awards at the Ayrshire Business awards
• Manage the MA Community Challenge Programme in Ayrshire
• Contracted by SDS to increase the number of businesses
supporting the Certificate for Work Readiness
• Delivered SCC contract in Ayrshire for the Graduate Recruitment Incentive
• Produced and funded an ebook ‘Ayrshire’s Famous People’ which is in every school

Board and Governance
Several employer focus groups were held to explain the role
and aspirations of Developing Ayrshire’s Young Workforce.
The events also presented an opportunity to carry out employer research
and to seek volunteers to join the Board and Project Groups.
We have a high level of interest and identified the representatives
to join the Board to ensure we had a range of sectors,
business sizes, and experience from across Ayrshire.
Our intention is to create additional workstreams which
will support the work of the Board and utilise the
additional employer and public sector volunteers.

Chair Jim English
General Manager of Hyspec Engineering.
Main responsibilities are to strategically align the business in order to offer full
turnkey solution to all oil & gas OEMs ( Tier 1 ) including fabrication, cladding,
precision machining and surface coating. Also to grow the business in revenue
terms by 200% by 2020. This can only be done through strategic engagement
with enablers, regulators and customers within the sector. Youth development
from grass roots requires to be redirected in order to offer a unique product
away from the traditional way we conduct business within this sector.
Previous to joining Hyspec Jim worked in the capacity of plant director
for Mahle precision engineering. A 3 prong plant strategy brought the
company back into profit, which included employee engagement, taking
the business from 320 employees to 580 over a three year period.
Jim is passionate about developing Ayrshire youth and
experienced persons in order to maximise our business
opportunities for the future. He is also Chair of the Ayrshire
Engineering Alliance and Board member of Ayrshire College
Vice Chair Jackie Galbraith
Vice Principal for Strategy, Planning and
Performance, Ayrshire College.
Jackie’s responsibilities include strategic engagement with employers, business
organisations, community planning partnerships and national agencies.
Immediately before joining the college, Jackie was senior adviser to the Minister for
Youth Employment. She was instrumental in developing the government’s youth
employment strategy, including the creation of the Youth Employment Scotland
initiative and the establishment of the Make Young People Your Business campaign.
Jackie is enthusiastic about ensuring young people have access
to high quality vocational education. She has a particular interest
in tackling the persistently low numbers of women studying
and working in science, engineering and technology.

Monitoring and Reporting
The normal standards for public sector contracts will apply
as directed by Scottish Government and the national group.
It is anticipated that this will include an annual audit.
The Budget will be held in a client managed account which
will ensure all funds are used solely for this project.
Data will be collected via client management system with reporting
capability to monitor progress against Key Performance Indicators.
The Full Partnership Board will meet on a quarterly basis with the addition
of regular meetings between Chair/Vice Chair and Project Executive.
It is proposed that 6 monthly progress reports/meetings will be held in year 1
between the Scottish Government, Partnership Chair/Chamber CEO and Project
Executive. A written report, which will demonstrate performance against KPIs,
budget, value added will be produced in advance of these meetings. Following
review of year 1, report arrangements will be put in place for future years.
Performance information will also be contained within and reported through
each Community Planning Partnership’s Single Outcome Agreement.

Baseline Study and Research
Given Ayrshires current high level of activity in the
field of employer engagement it was key to map
out existing relationships to ensure the Regional
Partnership will be adding value, consolidating best
practice to avoid duplication and drive efficiency.
Research carried out with key stakeholders will assist the
formation of the Partnership’s Strategy and KPIs.

Where are we now and

KPIs will be based on both increasing level
of activity but will also focus on both the
quality and sustainability of the activity.
Given impending changes due to the model for work
experience and careers guidance we have given conservative
targets in year 1 and will review the success of these for
year 2 and 3 once the Partnership is fully embedded.
Ultimate aim is getting it right for all Ayrshire young people.

Employer engagement takes place in many forms within schools and
colleges across Ayrshire. These include: Career related events & talks,
mock interviews, links to the curriculum and challenges & project.

young person in Ayrshire, who would benefit
from it, will get a work experience placement.

Regional Outlook and Priorities
• Employment in Ayrshire is expected to remain stable until 2016 and then increase
steadily up to 2022 at a marginally slower rate than Scotland as a whole
• The greatest employment increases in Ayrshire over the coming decade are
forecast to come from the health and social work sector. Support services,
professional services and construction are also expected to experience growth
• The long term decline in employment within traditional industries, such as
manufacturing, mining and agriculture, is set to continue. There are also
expected to be job losses in public administration, defence and education
• Replacement demand will result in over 52,000 job openings in the region
over the coming decade. These openings will occur across all types
of jobs, including those that are expected to decline in net terms
• The majority of job openings in Ayrshire over the coming decade will require
individuals with higher level skills and qualifications. There will be limited
opportunities available to those with low or no qualifications at all.

Ayrshire has identified key growth sectors which include : Engineering,
Food & Drink, Tourism, Renewables, Health & Social Care, Marine &
Coastal and Aerospace. Skills analysis are currently being undertaken
across these sectors to enhance SDS Regional Skill Assessment.
We will increase our focus on supporting young people move
into work, and to sustain positive destinations.
We will tackle inequality by working with all unemployed young people, no matter the
cause, to identify their skills and promote their abilities and talents to local employers.
Our purpose is to uncover natural talent, facilitate its growth in the perfect
environment, educational or workplace, whilst instilling self-belief.
Resources and Sustainability
We are seeking funding from the Scottish Government to support Developing
Ayrshire’s Young Workforce to deliver its objectives over a 3 year period.
This budget has been compiled based on activity which
will be delivered through the Partnership.
It is intended that a sustainability plan will be developed within
the first 12 months of the Partnership’s operation.
Early approaches have been made to private sector businesses and a
foundation trust who are supportive of the work we intend to carry out and
who may provide future funding when the impact of activities are shared.

Added Value:
In comparison to other areas current levels of employer related activity is
relatively high across Ayrshire and takes many forms. This is partly a result of the
current arrangement with the Chamber and is achieved with limited resource.
However Ayrshire continues to rank 1, 2 and 14 in the youth unemployment
league tables tables therefore more proacative, systematic engagement is
needed to achieve the changes required to get more of our young people into
jobs. The work of this group will ensure a consistent, meaningful and innovative
programme of activities is available to all young people. Activities will be linked
closely to the skills required now and in the future by Ayrshires key sectors.

With the plan of our new programme we will be
bringing in employers from a variety of job families to
get the most up to date and relevant info to our pupils.

I believe that the continued support of the business community and
teachers who are more proactive in working alongside industry will
help develop the areas above within the school environment. Key to
this process is the ability for young people to access some form of
work experience from an earlier age.

I know an apprenticeship is low paid and you learn the trade on the job.
Have you done work experience?
Limited subject related work experience offered to school. Advantage of
finding your own placement means you have experience of looking for a
job. This was a positive experience as the people I worked with were sports
leaders so they could give me advice. My work experience was beneficial, it
was what I want to do when I leave school.
Have you had help with CV, application forms and/or job interviews?
No I don’t have a CV. I have had no interviews experience or advice.
How do you think the school can link your work experience with your
subject better?
School should ask pupils what they want to do and work around that to
source placements.

Careers Advice
This was very limited and basically consisted of a 10
minute interview with a teacher with no apparent
training or interest.
Work Experience
The biggest impact on daughter’s careers choice was her work
experience. After a week at Greenwood Academy PE department
she knuckled down to gain the qualifications she needs to apply for
university to become a PE teacher.
Employability Skills
School was only interested in statistics and league
tables and not in any non-academic or non-science
orientated skills that would be of benefit to pupils.
Careers Advice
Son participated in a STEM Engineering project at primary that
made him interested in following a career path in Engineering.
Employability Skills
No employability skills given ie interview techniques,
letter writing, CV No introduction or experience to
the types of business and career paths available.

Appendix 2 - Early Priorities
Early Priorities
Whilst the Strategy and Planning sub group of the Board will
direct early activities recognition will be given to the feedback
from employers regarding workforce skills (Pg 23).
The following Innovation Activities will be scoped out and planned for delivery early 2016.
Learn for Life
A series of soft-skills workshops and activities based on the feedback on
skill deficits identified by local employers. These activities will focus on Oral
Communication, Problem Solving, Customer Handling, Team Working, and
Planning & Organisation. Additionally, there will be workplace-based training,
such as telephone skills and complaint handling provided by local employers, as
well as employability skills guidance. The programme would then conclude with
a team project to allow those involved to use their new skills set. We will seek to
have the above two programmes accredited by the SQA to add further value.
Job Shop
Skills Academies will be developed for sectors identified as potential growth areas
yet struggling to recruit. These would include mock interviews with employers,
followed by vocational training and qualifications relevant to the sector such
as World Host, CSCS, REHIS. The participants would also have access to a
discretionary fund for clothing, work-related equipment, and travel costs.
Employers will be encourage to offer guaranteed interviews to
those young people participating in the academies.
A similar programme will be developed to work with teachers to ensure they are
aware of the opportunities linked to their particular area of the curriculum.
Teachers Employer Exchange
Starting with a convocation of teachers and local employers to launch the new group,
this programme will be aimed at those who offer skills/careers guidance in schools. This
will be supplemented with sector specific networking sessions via Job Shop enabling
an increased awareness of how their subject relates to employment. To support this,
an e-newsletter will be produced to increase awareness of developments in the local
labour market, along with promoting the programme to those interested parties. The
Exchange Programme will also offer industry related work experience for teachers.

Literacy for Work
“Literacy is fundamental to all areas of learning, as it unlocks access to the
wider curriculum. Being literate increases opportunities for the individual in
all aspects of life, lays the foundations for lifelong learning and work, and
contributes strongly to the development of all four capacities of Curriculum
for Excellence.” (Literacy and English, Principles and Practice Paper.)
One of the aims of this project focuses on marrying these fundamental issues
and implementing strategies to meet the evolving needs of our young people.
Young people who have reached their potential in their English qualifications
should still be given the opportunity to achieve Literacy at National 5 Level
without having to do so in the English classroom. The SQA Literacy qualification
involves evidencing your competency in the skills of reading, writing, talking
and listening. What better way to prove this than by preparing for work?
Aim is to work alongside employers to prepare young people for
the jobs which they are likely to apply for and at the same time
use this as a basis for assessing National 5 Literacy.
Outcome of this is to produce better qualified, work ready and motivated young
people with skills relevant to current and local employment opportunities.
Furthermore, it should also strengthen the links between employers and educators
as they work together to develop the learning and teaching material.
These aims are designed to ‘future proof’ literacy as defined in the
Principles and Practice document which defines literacy as ‘the
set of skills which allows an individual to engage fully in society
and in learning, through the different forms of language, and
the range of texts, which society values and finds useful.’

Expanding Employer Engagement
The Chamber has 850 members across Ayrshire but has engagement with
the wider business community. Details of the aims and objectives of the new
Regional Group will be disseminated via a range of communication channels:

Sample Case Study 1
St Matthew’s Academy and Seamill Hydro
As part of St Matthew’s Skills Academy, held to support their National 3
students at the end of term, the pupils were invited to take part in a number
of practical events to increase their employability and expose them to the
world of work. Throughout the 6 week programme, the pupils had a CV
presentation, visits to Sky Academy in Livingstone and Eglinton Park in Irvine,
as well as visits from Police Scotland and the Scottish Ambulance Service. They
also completed a mock interview process which involved the pupils applying
for a mock job and being interviewed by a range of local employers.
One of the more practical undertakings was a visit to the prestigious Seamill
Hydro Hotel in West Kilbride. The pupils spent the day working alongside the
head chef and other staff to gain an understanding of how a modern kitchen
operates and how to work as part of a team in a time-pressured environment.
At the conclusion of the Skills Academy, Seamill Hydro hosted an awards event
to recognise the contribution of the pupils to the success of the programme.
At the conclusion of the awards event, it was revealed that 4 of
the pupils had impressed the head chef sufficiently to be offered
a summer job working alongside him in the kitchen.
Of the pupils who were involved, many had attendance and behavioural
issues, and were generally disengaged from the normal school
curriculum. The chance to learn in a new, exciting way, with a heavy
focus on practical tasks and team working, really brought out the best
in these pupils, resulting in 100% attendance by all those involved.

Sample Case Study 2
Senior managers from GE Caledonian and Ayrshire
College engineering staff recently celebrated being
Highly Commended for an Employer Engagement
Award by the College Development Network.
This recognised the creative approaches the College has taken to engaging with
employers, in particular an innovative pre-apprenticeship engineering programme
which helps young people gain vital on-the-job experience. Building on the success of
this programme, GE Caledonian worked with the College to create a bespoke course to
meet its needs, and the company now recruits apprentices only from Ayrshire College.
Going further, the College and GE Caledonian created a sector-leading
schools programme where fifth and sixth year pupils attend the College on a
day release programme to undertake key elements of the pre-apprenticeship
programme, and continue with science and technology subjects at school.
Ged Freel, Curriculum Leader for Science, Technology, Engineering and
Mathematics at Ayrshire College said “Ayrshire College is delighted to continue
this successful partnership, which benefits both our students and our partner
GE Caledonian. This initiative allows our students to see a clear path from the
College to a career in Engineering, which gives them motivation and focus.”
Laura Robertson, Apprentice Co-Ordinator with GE Caledonian said “The
Engineering Department at Ayrshire College works hard to understand the needs
of the industry and ensure the College is at the cutting edge of technology.
We have developed a close relationship with the College during the past
couple of years, evident in the open and honest communication pathway we
have created to improve and build on our students’ learning experience.
Their input has helped us implement improvements at GE Caledonian
related to our SVQ level 3 training and assessing, which has been
very beneficial. Staff in the College’s Engineering Department
are extremely knowledgeable about the industry, which is crucial
to us and other companies who work with the College.

Sample Case Study 3
Building Skills Initiative – Hope Homes
The Building Skills Initiative is delivered as a partnership between The
Wee House Company, Hope Homes and East Ayrshire Council. The
initiative enables us to educate and involve young people through handson training, alongside our own experienced craftsmen. We feel that this is
vital to aiding regeneration and ensuring sustainability in local areas.
The Building Skills Initiative began life as the Knockroon Enterprise Initiative, a
partnership with East Ayrshire Council which promoted the training of twelve fifth year
pupils from Auchinleck and Cumnock Academies, over the course of a school year.
Following the success of this initial project, the Building Skills Initiative was created
to further advance this into a full-scale training programme for young people.
The Building Skills Initiative is there to complement the existing education that our
students receive in school. By working alongside skilled craftsmen, they not only gain
first-hand experience of many trades, from joinery to plumbing, but also develop the
skills and attitudes that help to ready them for the world of work. To say, at the age
of 16 or 17, that you have built a house, gives a true feeling of accomplishment.
Alongside the practical trade skills, students also receive training
in presentation, interview skills and CV writing. Altogether, the
hard work that our students contribute enables them to leave
the initiative with an SQA Level 4 Employability Award, a Skills
for Work: Construction Award and a wealth of experience of the
building trade. They are a sound investment for any employer.

Sample Case Study 4
Border Cars Young Creative Competition
Border Cars Group in Ayr invited Primary Schools in Ayrshire to
enter their Young Creative Competition in 2013/2014.
School pupils from 20 Ayrshire Primary Schools were given a brief to come
up with a bold, colourful and creative design which followed a low carbon
energy theme and advertised Border Cars. Representatives from Borders Cars
and Ayrshire Chamber visited participating schools to launch the challenge
and talk to pupils about the importance of low carbon energy and design.
The winning designs to be transferred onto 3 courtesy cars and driven around
Ayrshire by Border Cars customers throughout 2014. Each winner, from the
P3-4, P5-6 and P7 categories winning £100, with the overall winner receiving
a tablet and £1000 worth of computer equipment for their school.
All the school pupils, who had taken part, were invited to attend the
Final. Competition entries were displayed around the showroom.
Kristy O’Toole, Marketing Executive at Borders Cars, said;
“It was a fantastic evening, there was a great buzz around the
showroom. It was a great opportunity for Border Cars to go out and
meet the community and to give something back. The evening was
all about the pupils who had put so much effort into their designs and
had worked so hard to come up with something unique, colourful and
eco-friendly. Here’s to Border Cars Young Creative Student 2016!”

You will be responsible for managing and co-ordinating a programme of work to effect
change around youth opportunities. You will support an employer led programme,
supported by a small team within the Chamber of Commerce. The main function of
the role will be to support the creation of an employer led group, design and deliver
a programme of work that will achieve the Indicators set out by the national group.
As Project Executive you will be responsible for all aspect of the programme
including strategic planning and delivery, ensuring the Partnership is an
established part of the strategic landscape in Ayrshire, and representing the
group on relevant forums such as Employability Partnerships. A key part of
your role will be to support the Board and any sub groups, using this to inform
delivery from within the team. The role requires management of a small team
and you will be responsible for ensuring they deliver against Indicators.
