Executive Summary
The plastics industry is becoming increasingly
important to Georgia’s economy. Currently, there
are over 470 plastic production facilities in the
state.
Growth in Georgia’s plastics industry has outpaced
that of the U.S. overall. Since 1991, plastics
shipments in Georgia have increased by 112
percent. Employment has grown by 88 percent.
By comparison, plastics shipments in the U.S. grew
by 86 percent since 1991 while employment grew
by 42 percent.
Defining the plastics industry is a challenge
due to the way plastic products and
components have entrenched themselves into
the fabric of our everyday lives. Market
categories ranging from packaging to building
and construction to transportation to
consumer and institutional products are
inundated with plastic components and
additives.

Additionally, plastics industry capital investment in Georgia
grew at a faster rate than that of the U.S. overall. Between
1994 and 1999, Georgia’s plastics industry capital investment
grew by 59 percent. U.S. capital investment grew by 57
percent.
Plastics shipments in Georgia reached $10.7 billion in 2000,
making the state the 11th largest in value of shipments in the
nation. Georgia ranks 3rd nationally in shipments growth.
Over 39,000 Georgians work in the plastics industry. From
1996 to 2000, Georgia was the 4th fastest growing state in the
nation in terms of plastics industry employment. In 2000, the
state ranked 14th nationally for plastics industry employment.
Georgia’s average weekly wage for the plastics industry is 8.3
percent below the national average.
Membership in Georgia’s three active unions that have
plastics manufacturing workers continues to shrink,
decreasing by 34 percent over the past ten years. Overall,
Georgia’s union membership levels are the 11th lowest in the
country.
The plastics industry in Georgia is supported by a number of
organizations and programs. The Georgia Department of
Technical and Adult Education offers a variety of training
opportunities for workers. Georgia’s award-winning Quick
Start program offers customized training at no cost to new or
expanding companies. World-class research and development
programs at the Georgia Institute of Technology focus on
bringing cutting-edge technology to real world applications.

Introduction
Some view the rise of polymer technologies as
one of the most important innovations of the
twentieth century. Certainly our everyday lives
have been transformed by the use of plastics in
everything from orange juice containers to
components in airplanes.
Increasing product shipments and employment
trends exceeding those of overall manufacturing
attest to the growing demand for plastic products.
Plastics are polymers – mostly
thermoplastics, which can be heated and
reformed over and over again. Polymers’
resistance to chemicals, thermal and electrical
insulating properties, light weight, and
processing flexibility give them unique appeal
and the capability to be manufactured to meet
very specific needs.
Georgia’s 1999 rubber and plastics industry Gross
State Product (GSP) contribution of $1.5 billion
represented 3.3 percent of total manufacturing
GSP – up from 2.5 percent in 1980. Nationwide, rubber and plastics contributed $55 billion
to Gross Domestic Product in 1999 compared to
a $17 billion contribution in 1980.
While U.S. employment in manufacturing
declined by 0.5 percent annually between 1980
and 2000, employment in plastics increased by 2.1
percent. In Georgia, rubber and plastics
employment increased by 4.3 percent annually, far
outpacing the state’s 1.1 percent manufacturing
employment increase.
The number of plastics-producing facilities is also
on the rise. Since 1991, the number of plastic
producers in Georgia grew from 368 to 474, a 29
percent increase. Many of the top plastics
processors in the country, such as Pactiv
Corporation, Sweetheart Cup, and Owens-Illinois
have facilities in Georgia.
The data in this report reflect numbers from both
the primary and captive plastics industries. The
primary plastics industry includes Standard
Industrial Classifications (SICs) 2671, Plastic
Packaging, 2673, Plastic Bags, 2821, Plastics

Materials and Resins, and 308-, Miscellaneous
Plastics Products. Plastics industry NAICS
codes (North American Classification
System), adopted in the most recent
Economic Census data from the Census
Bureau, include all the 3261 segments (Plastics
Product Manufacturing) as well as 325991
(Custom Resins).
The captive plastics industry includes those
activities related to the primary industry but
performed in plants classified in other
industries. The most obvious example would
be the production of plastic milk bottles
taking place in a milk processing plant.

Since 1991, Georgia’s employment in these
classifications has increased 88 percent while
shipments have increased 112 percent.
Between 1994 and 1999, capital investment
grew by 59 percent. With such substantial
growth, Georgia’s plastics industry will remain
competitive at the national level and offer a
wealth of opportunity for investment in the
future.
More specific primary industry information
will be given for nine separate four-digit
classifications in SIC 308 – (NAICS 3261 and
325991) shown in the following table. As a

Plastics Shipments
Georgia is the 11th largest plastics producer
nationally in terms of primary and captive
plastics industry shipments. With shipments
totaling $10.7 billion, Georgia is one of only
two southeastern states in the top eleven. The
state alone generated over 3 percent of the
nation’s total industry shipments. Combined,
the top eleven states for plastics
manufacturing make up 63 percent of the
nation’s $330 billion plastics industry
shipments.

Over 470 plastics facilities, most of which are
classified in SIC 308-, contributed to
Georgia’s high level of production. The 308
and 2671/2673 SIC subcategories (or 3261 &
325991 NAICS) made up over $4.2 billion of
Georgia’s plastics shipments in 1999.
The value of shipments from the largest fourdigit SICs, Miscellaneous Products, Foam
Products, and Film, totaled $2.5 billion.
Approximately 75 percent of the plastics
manufacturing companies in Georgia are
classified in one of three SICs; 3089, 3086 or
3081.

3081 are listed in the table on the following
pages.

The plastics industry in
Georgia is quite diverse
with a variety of
companies, both large
and small, making a
variety of products.

Plastics Employment
The rapid expansion trend for plastics
industry shipments is paralleled by the equally
exceptional growth in plastics employment.
Over 1.5 million U.S. workers were employed
in primary or captive plastics manufacturing in
2000.
Georgia’s employment numbers are even
more impressive. Currently 39,400 Georgians
work in the primary and captive plastics
industry.
Over 18,400 of these plastics employees have
been added to Georgia’s workforce since
1991. This 88 percent increase substantially
exceeded national plastics industry growth of
42 percent.
Nearly 440,000 of these jobs have been added
since 1991, representing a 42 percent increase
over the past nine years.

Georgia’s average weekly wage for the
primary plastics industry (SICs 2671, 2673,
2821 and 308-) is 8.3 percent below the
national average. Weekly wage rates for the
plastics industry in Georgia averaged $687 in
2000 versus $750 nationally.
At a finer level of detail, wage comparisons
for four-digit SICs show Georgia’s weekly
rates are below the national averages in all but
two of twelve classifications.

According to the Bureau of National Affairs,
overall union membership in Georgia is
shrinking. From 1987 to 2001, total union
membership for all private manufacturing
dropped from 15.1 percent to 8.3 percent.
Total union membership for all three unions
is only 1,421. Membership has been steadily
declining, decreasing by 834 or 34 percent
over the past ten years.
Georgia’s union membership level (8.3
percent) is the 11th lowest in the country and
well below the U.S. average of 14.6 percent
for private manufacturing.
There are currently three active unions in
Georgia that may have plastics manufacturing
workers as part of their membership. The
largest union, Glass/Pottery/Plastics,
currently has 1,002 members.

Throughout the nation, plastics industry
shipments and employment numbers
have historically increased more rapidly
than that of other manufacturing
groups. Georgia is no exception.
Employment
Employment in Georgia’s rubber and plastics
industry experienced a surge during the 90s. From
1991 to 2000, the number of workers in rubber and
plastics increased by 68 percent or 5.8 percent
annually. As mentioned earlier, employment in

After a brief decline in 2001,
Georgia’s rubber and plastics
employment forecast calls for
resumed growth starting in
2003. Georgia’s manufacturing
employment will grow by 0.41
percent annually between 2001
and 2015 while rubber and
plastics will grow by 0.17
percent yearly over the same
period. Given the robust
expansion of the 90s, these

have contributed to and capitalized on
Georgia’s extensive growth in the plastics
industry. Since 1998, 24 plastics companies

While the nation’s plastics industry is hot,
Georgia’s is even hotter. As mentioned
earlier, plastics shipments in Georgia were up
from $5 billion in 1991 to $10.6 billion in
2000, making Georgia the third fastest
growing state.

Plastics companies in Georgia have access to a
number of resources for improving their
competitive position and productivity.
The Georgia Department of Technical
and Adult Education (DTAE)
www.dtae.org and Georgia’s Quick Start
Program
Because of the importance of the plastics
industry to the state's economy, the Georgia
Department of Technical and Adult
Education’s Quick Start Program has focused
its efforts on meeting the training needs of the
industry.
Through DTAE's network of 34 technical
colleges, a wide range of training programs is
available. At selected technical colleges,
Plastics Technology is available in both degree
and diploma programs. A three-year MoldMaking Apprenticeship Program provides
technical training combined with hands-on
experience. Operator Training is available for
a variety of processes including injection
molding, extrusion molding, blow molding
and thermoform molding.
At each of Georgia's technical colleges, a
Certified Manufacturing Specialist Program

Recent Workforce Training Success Stories
Piolax Corporation: “We were badly in need of mold
makers and other skilled workers … We went to
Appalachian Technical College and presented our
problem. Since then, with the help of the wonderful people
at Appalachian Tech, we’ve been able to grow, knowing
that a pool of trained workers is being created. We have,
traditionally, a low turnover rate thanks to this training” -Gary Gray, Manager, Human Resources.
Wilden Plastics: Through Griffin Tech, the company
established an apprenticeship program in mold making.
Currently, five companies arrange apprenticeships through
Griffin Tech. The success of the program has prompted
Griffin Tech to expand its curriculum to include a full
plastics technology program. Wilden expects to expand its
Georgia location in the near future.

supervisory skills. Customized training to
meet specific company requirements is
available through each technical college. All
programs qualify for HOPE grants or
scholarships, making training affordable and
accessible. A 91 percent job placement rate
points to the effectiveness of DTAE’s
programs.
Quick Start provides high-quality training at
no cost to qualified new or expanding
companies. By partnering with local technical
colleges and the company, Quick Start’s
approach to training gives employers the
prepared workforce they need to be
successful.
The next step in extending training
opportunities for the industry will be the
Plastics Training Center, part of Griffin
Technical College's expansion plan.
Scheduled to open in 2003, the Center
will provide entry-level training as
well as career enhancement
opportunities. Designed with
industry input, programs will
include introduction to
manufacturing and introduction to
plastics for new employees; operator
training in injection, extrusion,
thermoform and blown film; technical
training in plastics technology and industrial
maintenance; and apprenticeship programs in
mold-making and set-up technician. The
Center also will accommodate specialty
programs such as ISO/QS 9000, as well as
seminar presentations on timely topics.
DTAE and Quick Start are committed to
ensuring the growth and expansion of the
industry within the state. Quick Start works
closely with the Georgia Plastics Industry
Council, Society of Plastics Engineers, Society
of Plastics Industries, and American Plastics
Council.

Georgia Institute of Technology
A number of facilities involved extensively in
plastics research are located in Atlanta, on the
Georgia Tech campus. The following
research centers and laboratories combine
expertise from a variety of disciplines and
provide world-class research capabilities for
the plastics industry here in Georgia and
globally.
Composites Education and Research Center
www.cerc.gatech.edu (CERC) promotes
multidisciplinary education and research
opportunities in the areas of materials and
structures among six participating schools at
Georgia Tech (Aerospace, Civil/ESM,
Chemical, Mechanical, Textile and Fiber, and
Materials Engineering). CERC also works to
develop close relationships with industrial
users and manufacturers of composite
materials and with government agencies.
Short courses are offered for industrial
participants. With 29 faculty member
affiliates, Georgia Tech’s CERC is unique
among universities around the world and
gives the program the depth required to fully
explore complex composite technology. For

Research contracts with industry and
government are regularly undertaken
through the Composites Manufacturing
Research Program (CMRP) which operates
the Polymer Composites Processing
Laboratory in the Manufacturing
Research Center at Georgia Tech. The
lab conducts research in composites
manufacturing and testing covering the
span between polymer synthesis
through compounding, prepreg
formation to product manufacture and
mechanical and non-destructive testing.
Lab facilities include a 3,500 square foot
high-bay area which houses industrial
polymer and composites processing
equipment and an 800 square foot
chemistry and non-destructive testing

Polymer Education and Research Center
coordinates multidisciplinary education
and research opportunities in polymer
science and engineering at Georgia
Tech. The Center is also strongly
committed to providing assistance to
polymer and related industries, assisting
40 to 50 companies per year. Examples
of joint research projects with industries
include investigation of the role of
polymer additives in making rubber
gloves more puncture resistant and
improving the quality of valves used in
heart transplants.
Faculty and graduate students offer
consulting assistance to improve

industrial production capabilities. In addition, the
Center provides a “critical measurements” service to
industry using research facility equipment and offers

High Performance Fiber Formation Laboratory includes a
broad range of facilities for formation of carbon and
ceramic fibers from polymer derived precursors
exists in the School of Textile and Fiber
Engineering.
Ceramic Composites Processing Laboratory
contains equipment for fabrication of ceramic
composites and measurement of their physical
properties. A UNIX-based DEC 3100 workstation
is used for process modeling and simulation.
Extensive networking within and beyond the
Georgia Tech campus provides access to additional
mainframe and supercomputer facilities. State-ofthe-art visual data analysis software allows effective
display and presentation of multi-dimensional and
multi-variate model results.
The Mechanical Properties Research Laboratory is the
nucleus of all-experimental fracture, fatigue, creep
and deformation behavior research at the Georgia
Institute of Technology.
The Advanced Composite Structures Laboratory is located
in the School of Aerospace Engineering. Facilities
include an autoclave, a hot compression molding
press, a filament-winding machine for manufacture
of composites, two servohydraulic materials testing
machines, and a miniature tensile tester with
acoustic emission. Other capabilities include x-ray
radiography, acousto-ultrasonics, ultrasonic c-scan
and microscope-videoscope systems.
Nondestructive Testing and Evaluation of Composites
has extensive facilities for x-ray computed
tomography. It is located in the School of
Materials Science and Engineering.
The Optics Laboratory for Nondestructive Evaluation
is located in the School of Civil Engineering.
Its facilities allow investigation of both the
optical generation and detection of elastic
waves in solids.
The Southern Section of the Society of
Plastics Engineers
The local chapter of this national professional
association meets monthly from August
through May in the Atlanta area. The group
focuses on the technological developments in
the plastics industry and promotes education
in plastics. Active members include
individuals, scientists, engineers, sales
professionals, educators, students, and others
interested in the design, development,
production and utilization of plastics
materials, products and equipment. A student
chapter operates from the Georgia Institute of

(Affiliated with the American Plastics

GPIC is a trade association representing
Georgia businesses involved in the plastics
