It has been nearly ten years since then Lake Waukomis HOA president Walter Pugsley inked a contract with Cingular Wireless putting the Lake Waukomis Association in the cell tower business. The decision to approve the cell
tower did not come easy. Town hall meetings were held and a tall crane
was set on site to give folks a conception of what the structure would look
like. There were spirted concerns, and discussions were held over a period
of weeks. Then after a favorable community straw vote, it was decided to
move forward with the project. So let’s fast forward and we have a cell tower. I have heard some people say the tower looks like a giant arrow stuck in
the ground or like the mythical key that fits a lost temple in the movie “The
Fifth Element”. Of course some people think it looks like a cell tower, some
ignore it, and a new resident asked “we have a cell tower”?
In reality we do have a cell tower, and it has an address of 1132 Northwest
South Shore Drive. There is a building, a tower and a land footprint of approximately 550 square feet and a height of 110 feet. The tower provides
service for three AT&T leases and over the past nine years your Lake Association has received over $182,000 in lease income. We are currently in the
second term of a five term contract (5 years per term). After the fifth term,
the contract will run in perpetuity until canceled. Fact is, cell towers will be
needed to provide cellphone service for years to come, meaning the Lake
Waukomis Association rental income over the next 15+ years will be substantial.
The management of our cell tower has changed from Cingular Wireless to a
firm named Crown Castle. They have approached us with a request to raise
the tower 30 feet, add Verizon Wireless as a carrier, then increase our cell
tower rental income. Basically, this would involve adding three new lease
areas on top of the three existing lease areas. Given the revenue opportunities, the Lake Waukomis Association Board of Directors feels it advantageous to pursue this prospect. However, before the initiation of any negotiations, it is the Board of Directors desire that all residents be aware of this
proposal and have the opportunity to express any concerns. Our next Association Board meeting will be held June 14th, 7 pm, prior to any negotiations
with Crown Castle. Residents are encouraged to attend to express any
concerns or ask questions.

Since last year when the reverse 911 system was abolished as a method
of alerting citizens regarding important emergency situations, our Police
Chief Donnie Hachman has written several articles urging residents to
sign up for Nixle alerts. I would like to add my name to the endorsement
of that system as a valuable tool for everyone. We have been using this
method of alerting lake residents when severe weather is approaching,
whenever it is necessary to close the spillway due to high water, when the
roads are icy or snow covered, etc., and it has proven to be very effective.
However, we still have a large number of residents who have not signed
up. To sign up for Nixle, go to www.nixle.com and click on "sign up". You
will be asked to enter your e-mail address, a password, full name, home
phone number, cell phone number, your preferences on how you wish to
receive information, then click on "accept" and you will begin receiving
notifications. I use my cell phone to receive alerts, but it is possible to
receive them on both your cell phone and your computer via e-mail. Chief
Hachman and I believe this free service will allow us to keep you informed
in the most convenient and reliable way possible. Please sign up today
while you are thinking about it.
At the May 11 monthly meeting, the city’s Board of Aldermen passed an
ordinance to raise water and sewer rates, plus established a user fee for
sewers. This was the first raise in water rates for our residents since
2009. Since that last increase, the cost of water from Missouri American
Water has increased over 25%, and annual sewer charges from Kansas
City have increased over 80%. In addition, the expenditures for the city to
maintain and repair the aging system have increased approximately
$80,000 annually since 2009. This combination of increased expenditures
can no longer be absorbed in the city budget, thus the need for an increase in water rates, as well as the establishment of a sewer user fee
that most communities already have in place. In consideration of folks
who live alone, including a number of senior citizens, the monthly minimum water charge for 1,000 gallons or less will remain at $31.32 per
month plus sewer charges of $53.00. The new total minimum will go from
$75.32 to $84.32. However, those residents who use over the 1,000 gallon minimum will see an increase in their water rates, depending on the
number of gallons used. It is very likely the City of Kansas City will continue to adjust monthly sewer rate charges to our residents on an annual
basis, which is a cost over which we have no control. The new water
rates will be effective June 21 and will be used for water bills due July 20.
The ever increasing cost of water and sewers was a major topic of discussion at the Platte County Mayor's Council meeting I attended on May 12.
All communities in Platte, Clay, and Jackson Counties are being impacted.
Perhaps we can take some solace in knowing that Lake Waukomis still
has one of the lowest rates, even with this latest increase.
Recently I took Shadow, my Brittany Spaniel walking companion, for
her annual summer haircut. She definitely has more energy in her
movements when we walk in the mornings now, almost as if she knows
getting her winter coat removed means swimming season is fast
approaching. I can hardly wait. See you on the lake soon!!

There is something about the lake being at full capacity that energizes me.
I love to sit on our patio and gaze at the lake, watching how the lake
changes personality when the wind increases or changes direction, and
observing neighbors pass by on their pontoon boats, simply enjoying the
experience of lake living. Now if we could just save some of this rain for
August.

Drop Off Event
Last month, the police department hosted the National Pill Drop Off and the
Electronic Device Drop Off event at City Hall. The Police Department
collected 59 pounds of old prescription medications and the electronic
device drop off event collected 7,200 pounds! Metro Rolloff provided the
dumpster service for us at no charge. The Police Department will accept
unwanted prescription medications anytime; however, please contact us first
at 816-741-2071 before bringing them to City Hall so that an officer can
meet you there - the city clerk is not allowed to accept them.
Text-to-911
The Kansas City metro area 911 call centers can now accept emergency
text messages. Approximately 70 percent of all 911 calls come from cell
phones, so it’s the primary way the public reaches emergency responders.
Emergency call takers can get information from you much more quickly and
will be able to pinpoint your location much better if you voice call them;
however, there are some situations when speaking out could be dangerous
- like during a kidnapping or home invasion, and that’s what this new system
is made for. This service can be very beneficial to deaf and speech –
impaired residents. When texting to 911, it is important to give an accurate
address or location because the 911 call center cannot pinpoint your
location by your text message alone.
Storm Water
Second tier residents, please remember to keep your storm water ditches
and drain tubes clear of leaves and debris. During the rainy months, storm
water which cannot flow freely floods the ditches and causes extensive
damage to the roadway bed which may not be immediately apparent but will
cost you, the taxpayer, more money to repair and maintain the roadway.
Inspections will be made around the lake the next week and violation letters
will be sent out to the resident / property owner as the first correction action
step. Seven days will be given to the resident / property owner to correct the
violation. Should the violation continue after the seventh day, then a
summons to Municipal Court may be the second step.

Thirty-eight retirees enjoyed the Scootin’
Boots Country Line Dancers at our May meeting. Several of us actually tried to learn (but in
my case, I doubt that I will be asked to
join). Mayor John Douglas shared that sewer and
water rates are going up. Kansas City is raising
the sewer rates due to repair and replacement of
the sewer system.
In 1987, a representative of the J.A. Peterson Company
contacted the Lake Waukomis Association regarding
access to our roadway off the 72nd Street entrance. They
own the land between our roadway and Platte Woods
and wanted to develop the area. The Directors were not
receptive to the offer and noted this was not the first time
an offer was made.
Terry Tipton, Program Director of Shepherd’s
Center of the Northland, will be our speaker at
our June 6th meeting. Scootin’ Boots is one of
their many programs for seniors. We will be
learning about what they do, and what they have
to offer. We start at noon with potluck and all
retirees are welcome.
Now a ‘fishy’ story from NEWS editor Teddi
Wolff:
A man called home to his wife. “Honey,
I’ve been asked to fly to Canada with my boss
and several of his friends for fishing,” he said.
“We’ll be gone for a long weekend. This is a
good opportunity for me to get that promotion
I’ve been wanting. So could you pack enough
clothes for a three-day weekend, and would you
get out my rod and tackle box from the attic?
We’re leaving at 4:30 pm from the office, and I
will swing by the house to pick my things up. Oh!
And please pack my new navy-blue silk pajamas.” His wife thinks this sounds a bit odd, but being the good wife, she does what her husband
asked.
Following the long weekend, he came
home a little tired but otherwise, looking good.
His wife welcomed him home and asked if he
caught many fish. “Yes,” he said. “Lots of walleye, some bass, and a few pike - but why didn’t
you pack my new navy-blue silk pajamas like I
asked you to do?”
“I did,” the wife replied. “They’re in your
tackle box.”

The Platte AARP Chapter 1390 meeting is held at 12:00 noon every
second Tuesday of every month in the Stratford Room at Wexford

Sophie’s Run @ Lake Waukomis

The Lake is full, the weather is warming, fish are biting,
and I have seen some younger folks in the water already.
These are great signs of the awakening of the 2016 lake
season!
Remember to get those ditches cleaned out, so when the
rains come, we will not overrun our roads and send debris
into our lake.
The Men’s Club will be busy this month. We will be starting on the repair and remodeling of the South Park restrooms this month. Thanks to the Green Team for trimming back the bushes around the restrooms to prepare for
painting and construction work, as they will get a new roof
and facelift.
The Men’s Club members also worked the Spring Cleanup
on May 14th that is sponsored by your HOA.
The Men’s Club members also participated in Sophie’s
Run on May 7th which was a great success with over 300
runners/walkers on May 7th.
My heart is full and my mind humbled. I was so busy Friday and
Saturday (mostly due to a few snafu's we had with the event this
year) that I did not have the time to drive the race route and say
hello and thank you to all our volunteers. I realized Saturday afternoon that many of the people who volunteered and participated in
the Sophie’s Run event, posted pictures of another fundraising
event that that they attended Saturday afternoon. You could have
slept in and rested for the afternoon event, but there you were
showing people the spirit of Lake Waukomis.
This was the 10th year that LW has hosted a 5k - 6 years for Sophie's Run @ Lake Waukomis. Many new faces, but the same
show of compassion and spirit that has made this possible and successful since it began. Success is measured, but the spirit is the
heartbeat of success and yours shines. Yes, I am humbled and our
family thanks you for giving of that spirit to this event each and every year. We will be sure and share the gift of communication we are
able to give as we award scholarships to families this year.
Scheduling is now available for the Spring Boat Wash
and Motor Oil Change. There will be a flyer in the newsletter. Get your appointment while they last.

The annual Women’s Club Crumb Crawl is one of my favorite
meetings of the year. Three gracious hostesses, Frankie
Fiddler, Marcia Douglas, and Sandy Massock, opened their
homes to serve appetizers, entrees, and desserts as we ladies “crawled” from house to house. Thank you, also, to the
Women’s Club members who assisted our hostesses by
providing delicious appetizers, entrees and desserts for us to
sample! This year, the weather cooperated, and we had a
great time! After dessert, we voted in the new slate of officers and committee chairs that will be introduced and sworn in
at the June 13th meeting. We also voted for the 2016 LWWC
Woman of the Year.
The Women’s Club has been active in the community this
Spring. With our Hamburger Mary’s fundraiser profits, we
were able to purchase two baby-changing tables that were
installed in the bathrooms in South Park. We also will be
purchasing mulch for the children’s playground areas at
South Park. Thank you to all who participated in that fundraiser – as you can see, it all goes back to our wonderful
community!
And speaking of the community, our Lakewide Garage Sale
is scheduled for June 3rd and 4th. Look for the flyer in the
newsletter.
Our next (and final) meeting before Summer Break will be the
Appetizer and Dessert Cook-off meeting on Monday, June
13th, at 7 pm.. Bring your signature dish and copies of the
recipe to share, and we will vote for the winners in both categories. We will also swear in new officers and announce the
Woman of the Year.

DONAL “DON” MILLARD THOMAS
Donal Millard Thomas, 82, Cameron, MO, formerly of Lake Waukomis, MO,
died April 22, 2016, at the Missouri Veteran’s Home in Cameron. Donal was
born on August 8, 1933, in Cameron, to Millard and Bessie (Mullin) Thomas.
He was a graduate of Cameron High School. Survivors: two nieces, Diana
Kurr and Debbie Skipper, California. Mr. Thomas was cremated under the
direction of Poland-Thompson Funeral Home, Cameron, with interment at a
later date in Cameron Memory Gardens, Cameron.

Memories of Don from Lake Waukomis resident Dick Williams:
“Don was a former TWA employee who lived two houses from us in the 400
block. He was well known in the community and worked, I believe, with the
Green Team in better days. He suffered a driveway fall several years ago
that seemed to begin a decline in his mobility and eventually in other areas.
Don moved from the Lake about ten years ago and lived at Primrose Retirement Center where my mom lived, so I continued to see him daily, but he
was moved to other facilities here in the area and recently to Cameron. He
had only been at the Cameron Veteran’s Home one day when he passed.
His memorial is mainly in the memories of his TWA co-workers and those
who knew Don here on the Lake from the 70s thru the 90s and early
2000s.” [Editor’s Note: Dick Williams kindly donated $50 to the current
Lake Waukomis Green Team in memory of Don Thomas’ past involvement
with the Green Team].
SAUNDRA KAE “SUNNY/SANDY” KREBBS
Saundra Kae "Sunny/Sandy" Krebbs passed away peacefully on Sunday,
April 24, 2016 with her husband of fifty years by her side. Saundra was the
daughter of Rolland and Ruth Holmes, Des Moines, Iowa whom proceeded
her in death. A funeral service was held at 2:00pm, Tuesday, May 3rd with
visitation one hour prior all at White Chapel Funeral Home, 6600 NE Antioch
Rd., Gladstone, MO, 64119. Saundra was born March 28, 1942 in Davenport, Iowa. Her family moved to Des Moines, Iowa when she was five years
old. She attended the Des Moines Public Schools and graduated in 1960
from Theodore Roosevelt High School where she served as a member of the
Riderettes her senior year. After graduation, she attended Ottawa University,
Ottawa, KS, graduating in 1964 and attaining her Bachelor of Arts Degree in
Sociology. While in college, she met her sweetheart Jon Krebbs. They were
married at the Westover Baptist Church, Des Moines, Iowa June 12, 1965.
Soon after, Saundra began working as a social worker for Jackson County
Social Services, later being assigned as the Deputy Juvenile Officer. In
1968, she and Jon moved to Monterey, California where Jon was stationed
after being drafted into the United States Army. She continued her career as
a Juvenile Officer with the Monterey Juvenile Department. While Jon served
in Viet Nam, she worked and took care of the household and took up golf as
one of her favorite past times. After returning to the Kansas City area in
1970, she went to work as a Child Abuse Officer, investigating alleged child
abuse in a six county region. This was a deep passion of hers, to help others
in need, especially children. One of her significant memories was helping a
young beautiful girl out of an abusive home life and placing her in a foster
home until she could be adopted in a loving family. A few years later, she
decided to pursue her intense desire to become a Registered Nurse to further her efforts to help those in need. Through great determination and earnest discussions with the Dean of Admissions, she was accepted in the Saint
Luke's Hospital School of Nursing, achieving her Degree in Nursing in two LO-N-G, but quick years. Her career in nursing spanned over two decades,
having worked for Baptist Medical Hospital, Mid-American Rehabilitation
Hospital and other private-duty agencies as the Director of Medical Services.

Sunny had many varied interests that kept her enthusiastically busy all the time. She
was an avid antique collector, collecting elaborate and eclectic antiques from all over
the country and beyond. She would frequent estate sales and antique auctions weekdays and weekends whenever possible and would have Jon stop at any antique store
along their many cross country jaunts. They often traveled with many of her treasures
half in and half out of their small two door coupe as they drove down the road. One of
her most precious loves and a gift to all was her culinary skills. She was a consummate chef, concocting the most elaborate and wonderful dishes, priding herself in their
complexity, yet simplicity and their presentation. She would host numerous events for
family and friends at the drop of a hat and would painstakingly prepare gourmet dishes to her and everyone's delight. Her love of food and cooking was unmatched.
Through the decades Sandy had many poodles, usually two or more at any one time.
She loved each and every one of them immensely and never missed an opportunity to
spoil them. They were her joy and constant companions throughout her life. Each was
so special in so many ways. She greatly enjoyed the lake home that she and Jon
shared at Lake Waukomis, finding both joy and solace in its beauty and serenity.
Saundra is survived by her husband Jon M. Krebbs of fifty years, her sister Shirley
Rae Dickey, Des Moines, IA., her nephews Mark Dickey (Anita), Overland Park, KS.
and Michael Dickey, Des Moines, IA., great nephew Philip Dickey, great niece Erica
Murphy and great, great nephew and niece, Liam and Cossette Murphy. She is greatly missed by each and will remain an inspiration, being in our hearts and our thoughts

HENRY “HANK” BLUMENTHAL
Henry "Hank" Blumenthal, 87, of Kansas City, MO, formerly of Lake Waukomis, MO,
passed away Friday, May 6, 2016. A celebration of life was held, Sunday, May 15,
2016 from 3-6 pm at his son's home, 7814 N Overland Dr., Kansas City, MO, 64151.
Memorial contributions may be made to the Parkinson Foundation of the Heartland.
Hank was born March 8, 1929 in Brooklyn, NY, the son of Leon and Bessie Grossman
Blumenthal. He graduated from the University of Pennsylvania. Hank was a veteran of
the US army, serving in the Aleutian Islands during the Korean War. His career was in
the retail industry as a store manager and operations manager for Lerner Shops,
Elder-Beerman, Lasalle's, Macy's and Dillards for over 30 years. When he retired, he
became a goodwill ambassador at North Kansas City Hospital, where as a part time
employee he was Employee of the Year in 1998. Hank was an avid gardener and
tennis player, well into his early eighties. Hank enjoyed life to the fullest, living his life
by the motto, do unto others as you would want them to do unto you. Hank was preceded in death by his beloved wife, Evelyn Dafgard Blumenthal and his sister, Lillian
Becker. He leaves behind his son, Jay Henry Blumenthal (Jennifer), beloved granddaughter, Ashley, and a myriad of friends and acquaintances.

VIRGINIA CRAWFORD "GINNY" WRIGHT
Virginia "Ginny" Crawford Wright, 78, Kansas City, passed away April 27, 2016, after
a short illness. Visitation will be Friday, April 29, 2016 from 2:00 – 4:00 PM at McGilley
Antioch Chapel, 3325 NE Vivion Road, Kansas City. Burial will take place Saturday,
April 30 at 2:00 PM at Rose Hill Cemetery in Harrison, AR. Ginny was a long-time
Lake Waukomis resident and a member of Platte Woods United Methodist Church.
Ginny was born Aug. 25, 1937 into a large, loving family in Harrison, AR. Being the
youngest of 12 children, Ginny was the baby of the family. She moved to KC in the
late 1950s. She became a proud employee of the American Hereford Assoc. where
she had many friends. Then she became a homemaker. Ginny was a free spirit who
enjoyed music, movies, books and fashion. Although she loved any event that brought
people together, she also loved the simpler things in life, such as a beautiful sunset or
sitting on her favorite bench to watch the Missouri River flow by Parkville. She is survived by sons Anthony (Teresa) Wright and Lance (Deedee) Wright, and two grandchildren, Ashton and Jared Wright. She has gone to find peace with her Lord. We will
miss you, Mom. The family suggests contributions to NorthCare Hospice,

CONSERVATION

All dogs and cats are required to have a license and it must be on the animal.
This helps if your pet is lost or injured.
All boats entering the waters of Lake Waukomis need to be inspected. Paddleboats, canoes, anything that floats. Boats are required to have lot and
block numbers and the Lake Waukomis Zebra Mussel sticker on them. This
is one way to know the watercraft belongs here. You will see this being more
enforced this year to protect our lake.
Please do not allow your guests to bring a minnow bucket, life jacket, water
toys, etc. that have been in any other waters than Lake Waukomis. Buy these
items and allow your guests to use them, or ask them to buy their own and
leave them with you for their use when they visit you.
Limits are set to help maintain our fish population. Please respect them.
Trout- 2 per person per day till April 1st, thereafter 4 daily
Bass- 6 daily, 12 in possession. Keep fish over 15 inches in length.
Channel Catfish-10 daily, 20 in possession. Keep fish 14 in. or greater.
Walleye- 4 daily, 8 in possession. MUST be over 15 inches in length.
Crappies- 15 daily, 30 in possession.
Bluegill- no limit, keep fish over 6 inches in length.
Support the Missouri Department of Conservation. Buy a fishing license!
ZEBRA MUSSEL TREATMENT AND
QUARANTINE PROCEDURES

CLEAN: Thoroughly wash the item with hot soapy water; pay special
attention to crevices and small hidden areas. Remove any plant material,
mud, sediment. Boats, trailers, motors and other large items must be power-washed at a commercial car wash outside of Lake Waukomis to prevent
runoff inside our watershed. Small items (fishing gear, life jackets, swim
goggles, toys, floaties) should be washed in an indoor sink/tub where the
water will go down the drain to a municipal treatment facility. If adult mussels are found, they must be scraped off. The larvae and eggs (veligers)
are invisible to the naked eye, so thorough washing is important even if
adult zebra mussels are not visible.
DRAIN: Drain all water away from our lake (Including live wells, coolers, etc.). Do not drain water or liquids inside our watershed. Pay attention to small crevices that may hold water.
DRY: Dry thoroughly. Dry crevices with a towel. For clothing and towels, use a dryer on hot setting if possible. For air-drying, use the
"quarantine time" chart, usually 7-30 days. Make sure the item is thoroughly dry. Any dampness creates an environment where the microscopic eggs
and larvae can survive.
QUARANTINE: Wait time is dependent upon air temperature and
humidity levels (see Chart at www.lkwkinfo.org). It takes this long to make
sure any mussels, eggs and larvae have been killed. Remember - you
can't see them. They are microscopic. Allow time for quarantine.
DISPOSE: Dispose of unused bait in the trash. Never put it in the lake.

of water. This includes fishing gear, life jackets, lake shoes,
floatie toys, canoes, paddleboards, kayaks, etc. Swimwear
must be washed in hot water and machine dried, and must
be thoroughly dry for 7 days before use in our lake. As warm
days and "fun at the lake" holidays approach, please inform
and remind your friends of this rule. Residents are responsible for ensuring that all guests follow our rules, and can face
stiff penalties for any infractions. This is all part of our Zebra
Mussel Prevention Program. By working together, we can

SPRING CLEAN-UP DID THE JOB!!

We managed to complete the Spring Clean-up
on a dry and cool Saturday, May 14th, sandwiched between rainy days. Men’s Club members as well as other
residents as usual stepped up to the plate to work at the
dam and on the City trucks, and filled three large dumpsters. Twenty-five residents took advantage of curbside
pick-up. A record-high 50 residents made one or more
trips to the dam to off-load debris and junk, as well as
limbs and brush for chipping. Dale Lightfoot offered
metal recycling and collected multiple trailer-loads. Patti
Clark headed up the lunch lady crew of Sandy Massock,
Donna Rhodus, and Marilyn Steffens and served up a delicious hot lunch to the volunteers (thank you also to Janus Hinson and Ila Greenlee who were not able to help
that day but provided food for the lunch). Thank you to
all the volunteers who helped to make this clean-up a resounding success! Thank you also to the City for the use
of the City trucks and for sharing the cost of the dumpsters; as always, much appreciated!

Guests President Hopper welcomed the following guests: Tom

Minutes Mr. Kieser moved to approve the minutes of the previous
meeting as printed. Mr. Ruckman seconded and the motion carried by
unanimous vote.
Treasurer’s Report Ms. Church reviewed the current financial reports.
Ms. Church moved to approve the bills for payment. Mr. Kieser seconded and the motion carried by unanimous vote.
Guests Addressed the Board
Brenda Scott: Ms. Scott said she plans an addition to her home at 223
North Shore Drive. Mr. Ruckman distributed copies of the plot plan for
her property. (Copy on file) He said when her home was originally built,
it did not have a proper setback and for an addition to be added to her
home, she is requesting the purchase of 99 square feet of LWA parkway
to allow the proposed addition to be built in compliance. After discussion, Mr. Crouch moved to approve the sale of 99 square feet of LWA
property, located at the street side, for the purchase price of $2,400.00.
Mr. Ruckman seconded and the motion carried by unanimous vote.
Robin Packard, Chairwoman of the 4th of July Committee: Ms. Packard
reported on the activity of the 4th of July Committee and outlined the
events planned for the July 2016 Celebration. Discussion followed regarding the water events planned, the efforts to prevent Zebra Mussels,
the funding, etc. The Board thanked Ms. Packard and asked that she
attend the next Board of Directors’ meeting to provide an update and she
agreed.
After her report, Ms. Packard asked about a dying tree close to her
house. Mr. Ruckman and Mr. Landis will check on this tree.
UNFINISHED BUSINESS:
Property Lien – 1068 South Shore President Hopper tabled this topic
until next month.
COMMITTEE REPORTS:
President Hopper called for Committee Reports. All written reports are
on file and available for public review.

Community Appearance Ms. Wolff reviewed her written report.
Community Building Mr. Hoog reported that a changing station has
been purchased for the South Park Restroom, but has not been installed.
Conservation Mr. Landis and Mr. Kieser reported on the waterfowl
population control and the excellent health of our fish population, respectively.
Deed of Restrictions Ms. Church submitted a written report. Discussion followed regarding a dead tree on private property in the 700 block.
Dock Placement Mr. Petersen and Ms. Law submitted a written report.
Mr. Newhouse asked about dock placement in the area of 439 North
Shore as discussed at the previous month. After discussion, President
Hopper and Mr. Ruckman agreed to meet, take photos, seek a legal
opinion and provide more information next month.
Newspaper Ms. Wolff said the deadline for the next issue of the NEWS
is May 14, 2016.
Parkway/Unplatted Property Mr. Ruckman reviewed his written report.
Mr. Kieser asked about a tree adjacent to the access area in the 1000
block. After discussion, Mr. Ruckman said he would check on the tree.
Mr. Petersen asked about the access areas that are not marked. After
discussion, the Board agreed to have the Parkway Committee review the
access areas and determine what should be marked.
Silt Mr. Ellis submitted a written report. President Hopper reported that
the contractor for Edgewood Farms Development, sent a lab report regarding siltation from the run-off on the property to Steve Starrett, our
engineer who monitors silt prevention. Mr. Starrett was satisfied with the
report. In the written report, Mr. Ellis noted the need to clean out the silt
basins on the Peterson property adjacent to the Lake Waukomis city
limits. After discussion, President Hopper said he will talk to representatives of The Peterson Company.
Stormwater Control President Hopper reported that our Platte County
Stormwater Grant application was accepted. The grant was approved for
$39,939.00 or 73% of the total cost. He said North Hills Engineering will
write a contract for the project. Discussion followed regarding a drainage
trench in the 300 block and the need for the ditches and culverts to be
cleared by the residents.
Trailer Park Mr. Crouch reported that all the parking spaces are occupied and he has begun working on weed control.
Water Quality/Zebra Mussel Prevention Ms. Law submitted a written
report.
NEW BUSINESS:
Cell Tower President Hopper said the cell tower management company
requested they be allowed to add another carrier to the existing tower
that would require the tower be raised another thirty feet. During the
discussion that followed, President Hopper said he will place an article in
the next edition of the NEWS and encourage comments from the residents.

CALL TO ORDER: The regular meeting of the Board of Aldermen of the City
of Lake Waukomis, Missouri was called to order by Mayor John Douglas at 7:00
PM, on May 11, 2016 at the Community Building. Alderwoman Hankinson and
Aldermen Hogewood and Todd were present as the roll was taken by Jennifer
Miller, City Clerk. Alderman Roepe was absent.
PLEDGE OF ALLEGIANCE:

Accounts Payable
Alderman Todd moved to approve the consent agenda, Alderman Hogewood seconded and the motion carried by unanimous vote.
Reports: The following written reports were submitted and are on file at
the City Office: Financial/Collector, Water Department, Building Inspector, Police Department and Municipal Court.
Financial/Collector: A list of residents who are delinquent in paying city
personal and city real estate taxes was provided to the aldermen.
Water Department: The State of Missouri, Department of Natural Resources determined our drinking water to be satisfactory April 05, 2016.
Parks/Dam: Alderwoman Hankinson reported the park restroom project
is still on schedule.
Ed Landis reported pavement damage on the spillway from the storms
and discussed getting quotes for repairs.
Maintenance: Ed Landis submitted a proposal for the cost to increase
the water meter at the lake to 6” and for the installation of a blow off on
the water line by the spillway. The reason for the blow off is to have a
larger opening for flushing and an outlet for the pigging process. Ed also
submitted a proposal for the cost to replace two fire hydrants. After discussion, Alderman Todd made a motion to replace one fire hydrant and
installation of a blow off, not to exceed $12,000. This was approved by
unanimous vote.
Building Inspector: A written report is on file at the City Office.
Municipal Court: A written report was submitted.
Department of Public Safety: Chief Hachman reported on the spillway and
how quickly it responds when it rains due to new construction around our area.
New construction creates flat surfaces for water to run off of instead of being
absorbed into the ground.
Chief Hachman also reported that Sophie’s Run was a success and everything
went well from a safety standpoint.
Chief Hachman submitted a proposal in regards to purchasing a new police
vehicle. The council is looking at options and will discuss at the next council
meeting.
UNFINISHED BUSINESS:
FEMA Update: Mayor John Douglas stated he is, once again, working with a
new FEMA representative to obtain a final review of our proposal for FEMA
funds to repair damaged culverts. He will continue to keep us updated.
Proposed Ordinance No. 491 RE: Revised Water Rate Increase:
Alderman Todd sponsored Bill No. 05-11-2016-02 and read same by title. Copies
of Bill No. 05-11-2016-02 were available for public review. Bill No. 05-11-2016-02
being “AN ORDINANCE AMENDING SECTION 700.060 “WATER RATES”, OF
ARTICLE VII, CHAPTER 700, OF THE GENERAL ORDINANCES OF THE
CODE OF THE CITY OF LAKE WAUKOMIS, EFFECTIVE JUNE 21, 2016.”
Copies of Bill No. 491 were available for public review. Bill No. 491 was approved by unanimous vote.
Thereupon, Mayor Douglas declared Bill No. 491 a new ordinance and duly
adopted as Ordinance No. 491. Ordinance No. 491 was signed by Mayor Douglas and attested to by the City Clerk. Ordinance No. 491 is on file and available
for public review.
Excavation Roadway Right of Way Permits and Fees –Ordinance
490: was tabled until next month. We will work on creating an excavation permit.
Codification of Ordinances: Mayor Douglas reported we received an
estimate from General Code to update our code book. The cost is not to
exceed $2600.00. After discussion, Alderman Todd made a motion to
move forward on the update, and it was approved by unanimous vote.

Alderman Todd

ANY YOUTHS WANTING TO
LEARN HOW TO FISH?
University of Missouri-Extension and Platte
County 4-H are sponsoring a Special Interest
(SPIN) Club teaching fishing basics for youths
ages 5-10. The 6 hands-on classes will introduce young anglers to fishing basics including
casting, bait selection, boat safety and how to
prepare and cook your catch. The sessions are
scheduled from June 6 to June 23, 2016, on
Tuesdays and Thursdays, from 8:30-10:00AM at Lake Waukomis. The
Castaways Club will be taught by three certified volunteer instructors;
Gary Fiddler, Dale Crouch, and Bill Massock, all Lake Waukomis residents. To help prevent Zebra Mussel population at Lake Waukomis,
participants are asked to supply a new life jacket. Fishing equipment and
materials will be provided. There is a $25 annual program fee if a youth
is not already a 4-H member. Once youths are members, there is no
program fee for additional SPIN clubs. Call the Extension office for more
details and to learn about other SPIN clubs. A small material fee may
apply.
