Greetings. The 2014 SDTA Annual Convention
was September 3rd through September 5th. Once
again we had a tremendous turnout. I would like
to thank all of our members that participated in
this event. The convention was packed with a lot
of fun, camaraderie, a great display by our associate members, and some great updates and
information regarding our industry. Thank you everyone for the opportunity you have given me to be
your chairman for the next two years. I will do my
best to represent all of you.
I would also like to convey a special thanks to all
of our associate members who took the time to set up and display their products and
services. You all did an awesome job. Please welcome Robert Christian as our newest
member on the SDTA Executive Committee. I know he has been and will continue to be
a great asset to this association. As you read through this edition of the Trucking News,
please recognize the folks who received the awards. If you meet them on the road or
anywhere else, give them the congratulations they have earned. Thank them for the
good job they are doing, especially the Driver of the Year and the Safety Director of the
year winners.
The convention kicked off Wednesday evening with a delicious dinner, safety awards
presented by Great West Casualty combined with SDTA, and recognition to our sponsors. Congratulations to all the recipients of these awards and a great big thanks to
all the sponsors. These sponsorships make these conventions possible. Thursday, most
of us headed to The Elks Golf Course for a day of some fun, some frustration, some
bragging, maybe a little swearing and a few beers. The wind was blowing pretty hard
so golfing was a bit challenging. Congratulations to the teams who placed and also
to the pin prize winners. It was a great day!!! Thursday evening another great buffet
was served up, golf prizes were passed out and the live band did a great job. We even
had a few leg shakers on the dance floor. Friday started with a very funny, uplifting,
highly motivated speaker as we all ate a hot breakfast buffet. He encouraged us all
to laugh, learn, love and leave a legacy. Very good presentation. Next we had our first
business session with BNSF. The presentation covered train crossing safety. It was very
interesting and informative. The one statistic that sticks in my mind is the majority
of train-vehicle accidents result from truckers or motorists trying to beat the train to
the crossing. Let's not do that. Please be safe and obey the railroad crossing signs.
Simultaneously another business session was held discussing how to maximize your
insurance coverage effectively and efficiently. This session was run by Bill Rezac of
Boen & Associates. We appreciate that Bill took the time to share some tips and give
professional advice. Our next business session was presented by Kylla Leeburg, Deputy
Director of Truckers Against Trafficking. The presentation was eye-opening. It is hard to
imagine all the young people in our own country that this horrible crime has happened
to or is continuing to happen to. I am so glad that we as an association are supporting
and contributing help to this cause. I encourage everyone to be actively involved in preventing this sort of hideous crime from happening on our back door. Get involved!! The
lunch presentation came from Bill Bronrott, Deputy Administrator of the FMCSA. He did

I am sure you can appreciate that convention planning and preparation are very difficult tasks. Then
following the event there is a period of critique during which potential improvements are discussed.
I assure you that your SDTA Staff carefully goes
through all of these steps. While we usually hear
nothing but positive comments from convention
attendees, there is always room for improvement.
Therefore, I am soliciting both positive and negative comments from all 2014 Annual Convention attendees along with suggestions for future conventions from all SDTA Members. If you did not come to
the recent convention in Rapid City, we would like to know why along with what will
get you to attend in the future.
As I say after every convention, “Those that did not attend missed a great event.”
I would like to highlight several items for all readers. I will not specifically name
the award winners because you will pictorially see the winners in this edition of the
Trucking News. I personally offer my congratulations to the recipients of Driver of
the Year Award, the Safety Director of the Year Award, the Fleet Safety Award winner, the Chairman’s Award winner, the Pride of the Show winner and the Partner in
Safety award winner. All of these award winners are very worthy and deserving; plus
it is even more special when award winners are not expecting to receive their award.
The association also went through a “change of the guard” at the convention. Mr.
Mike Habeck accepted the Chairman of the Board gavel from Mr. Rick Hoogendoorn.
From the entire staff, we want to thank Rick for a job well done for his two-year
term as chairman. I personally appreciate his guidance and dedication. Also, rest
assured, we are in good hands with Mike at the helm.
Several months ago, South Dakota Highway Patrol Captain John Broers called to
tell me the SDHP Carrier Services Officers would be holding their annual meeting
in Rapid City at the same time as the 2014 SDTA Convention. John suggested that
we get the officers from his district together with our convention attendees for some
socializing and to attend some joint seminars. Having those 60 officers with us on
Thursday evening and Friday was very well received. It is always better to meet an
officer on a social basis before you unfortunately meet that officer on a professional
basis. Thanks John, not only for the idea but also for the participation.
Finally, I want to highlight a campaign we launched at the convention. The campaign is titled, “Project 600 Horsepower in 2015”. I hope that I have your curious
attention; let me explain further. We all know that with larger membership we have
greater political horsepower. Well, the SDTA is very close to setting a record for total
membership. Therefore, during the convention we launched a campaign to reach
that goal. Since we have over 550 members, it should not be difficult to find another

Again the annual SDTA convention was packed full of exhibits, seminars and
activities to attend. We had an excellent motivational speaker with a lot of humor and was very enjoyable to listen to. We also heard from Truckers Against
Trafficking (TAT) Deputy Director and co-founder Kylla Leeburg. I picked up a
great deal of literature and a video that we will look at in April at the annual log
haulers convention.
BNSF Railway did a seminar on rail safety and the dangers of trying to out run a train. Sadly during the convention a lady in the Rapid City area tried to out run a train at a railroad crossing and
was unsuccessful; she lost her life. Just a little information to keep in mind, failure to comply with
posted regulation at railway crossings is a 60 day suspension of a CDL license for a first offense
and 120 days for a second.
Bill Bronrott Deputy Director of the FMCSA gave an update on current and future issues on a national level. I had to laugh at one individual who said he has never been in a room with so many
patrolmen, and not been in handcuffs but it was really nice to see so many state law enforcement
individuals there to participate.
I just started my 10 year commitment to the SDTA Executive Committee. I am sure as the years go
by I will look back and wonder how it went by so fast but it is also hard to see Alton Palmer go as
past chairman and Rick Hoogendoorn go to past chairman. However, I know they will still be very
involved and influential as so many past chairpersons are. I now look forward to Mike Habeck's
two years of leadership and know he will be an excellent leader.
For the issues a little closer to home and to put it simple we ended last winter with mill yards short
of log inventory. We then also went through the spring and summer short of inventory and we are
not starting off this fall any better. We need to keep the mills running at full capacity and building
inventory for this coming spring shut down. Every week we fall short of the average number of
loads needed just increases the average number of loads needed each week in the future. Again
we need to maximize hours of service and work smart. Jim Neiman is looking to acquire flatbed
trailers with log bunks and building special log trailers to help with the shortage of regular log
trucks; now we would just need to find tractors to pull them. Anyone reading this column that

Gerald was recognized as the SDTA Driver of the Month in
June of 1997 and again in June 2009. His last 4 million
miles logged for JFI have been accident-free. He has a true
passion for truck driving. He always carries himself with a
positive demeanor. He is exactly what this industry needs!
Gerald is a past competitor of the South Dakota Truck Driving
Championships.
Gerald and his wife Elaine are the parents of 3 adult children, Bill, Eric and Melissa. They reside in Madison, SD.

Medical Examiners must continue to issue Medical Examiner's Certificates.
There seems to be confusion amongst medical examiners about whether or not to give a driver a hard copy of his/her
medical certificate.
Yes, now, medical examiners must give drivers a hard copy of their medical certificate so they can submit it to the state driver's
licensing authority to obtain or maintain their Commercial Driver's License.
FMCSA believes this confusion has been caused by two regulations being published near the same time:
1) The National Registry of Certified Medical Examiners which is the current regulation that went to its compliance date on May
21, 2014.
2) The Medical Integration Rulemaking which we call "National Registry II" for which a Notice of Proposed Rulemaking was
published but it has not been published as a final rule, yet.
Information presented below clarifies the differences between the two rulemakings the current rule and the proposed rule.
Medical Certification Integration (National Registry II)
On May 10, 2013, FMCSA published a notice of proposed rulemaking, the Medical Examiner's Certification Integration (78 FR
27343) (http://www.regulations.gov/#!documentDetail;D=FMCSA-2012-0178-0001). This rule is not in effect, and may change
due to the notice and comment rulemaking process before it is published as a final rule.
What Medical Examination Report and Medical Examiner's Certificate must I use?
Current: Since May 21, 2012, there has been no change in the Medical Examination Report (MER) and the Medical Examiner's
Certificate (MEC). The forms are found at http://www.fmcsa.dot.gov/medical/driver-medical-requirements/medical-applicationsand-forms.
Proposed: FMCSA proposed a revised Form 5875 (Medical Examination Report Form) and Form 5876 (Medical Examiner's Certificate). You should not use these forms, because they are not in effect.
Does FMCSA transmit driver exam results to the State Driver Licensing Agencies (SDLA)?
Current: No, FMCSA does not transmit driver exam results to the SDLAs.
Proposed: FMCSA proposed to require SDLAs to receive and post driver exam results transmitted from the National Registry for
Commercial Driver's License (CDL) and Commercial Learner's Permit (CLP) applicants and holders.
Do I have to issue a MEC to the driver?
Current: Yes, you are required to issue a MEC to the driver if qualified (49 CFR 391.43(g)(2)). Drivers need to carry the MEC with
them when they drive. CDL and CLP holders or applicants must provide a copy to their SDLA, and carry their MECs for 15 days.
Proposed: Yes, even though FMCSA would transmit driver exam results to the SDLAs, drivers would need to carry the MEC with them
when they drive. CDL or CLP holders or applicants would have to carry their MECs for 15 days.
Does the driver have to provide a copy of the MEC to the SDLA?
Current: Yes, CDL or CLP holders or applicants have to provide a copy to their State Driver Licensing Agency.
Proposed: No, FMCSA would transmit driver exam results to the SDLAs for CDL or CLP holders or applicants.
How soon do I have to report driver exam results?
Current: You must report the driver exam results by the end of the month following the exam.
Proposed: You would be required to report driver exam results on a daily basis.

Friday evening. Chairman Rick Hoogendoorn

congratulate him for his achievements and thank him for his
years of service to our industry. The Driver of the Year award
was presented to Dan Wagner of Orion Food Systems. Please
congratulate him and give him a pat on the back next time
you see him for all his accomplishments in his career. The
Safety Director of the Year was presented to Matt Stensland
of Johnson Feed. Please congratulate him and let him know
the good job he is doing for our industry. The passing of the
gavel happened last and that is why you are hearing from
me in this issue. I would like to personally thank Myron Rau
and the rest of the SDTA staff for once again putting on a

Looking forward, we face many challenges in our industry.
Driver shortage, highway funding, and emissions are some
of the big ones. Myron Rau, Alton Palmer and myself will be
traveling to San Diego, CA for the ATA MC&E Convention in
early October. We will be addressing many of these issues at
the Federal level. I will report on the convention in the next
issue. Again, I thank everyone for their participation in our
SDTA Convention and I am very much looking forward to the
next two years as your Chairman.

core mission of preventing crashes, fatalities and injuries involving large trucks and buses.

Truckers Against Trafficking, a 501(c)3 organization
that exists to educate, equip, empower and mobilize
members of the trucking and travel plaza industry to

Matt Stensland started at Johnson Feed in Canton,
SD, in December 1997 in the shop washing tractors,
trailers and doing light mechanic work. At that time
he was also making local deliveries. As the company

it this way ~ he has been driving since the
interstate was either brand new or not yet
completed. Dwayne has logged life experiences
in 49 of the 50 states ~ they have not yet built
a bridge leading to Hawaii. Congratulations!

grew, Matt became a full time driver. He stayed in that capacity until in November 1999
when he made the move from the road into the office. He transitioned into the day to
day freight and product billing as well as driver payroll. His duties expanded to include
shop invoicing, maintenance tracking, inventory and assisting in physical damage claims management. As JFI
kept growing, another transition was in-store.
Matt moved into safety in late 2003. Over the years, regulation changes have caused policy changes and Matt
has handled each change in an effective manner that has put JFI in a better position for the future. One of
the biggest challenges Matt has faced was the “CSA 2010” rollout. With the nature of the industry and the
new scoring changes most companies were going to take a hit when it came to the CSA scores. Matt had the
foresight to make adjustments to policies and driver training almost two years in advance of the CSA starting. JFI did have some work to do after the official scores came out. Again Matt had implemented a plan to correct
a deficient score. Ultimately Matt’s overall plan has succeeded with the result of several years of excellent CSA
scores.
These successes show up every year in our scored insurance audits. Every year the programs Matt has put in
place and administered gain in excess of 90% of the possible score. Also during Matt’s involvement in the
development of our safety programs JFI has seen a significant drop in driver turnover, roadside violations and
preventable accidents.
Another example of Matt’s dedication to safety can be seen throughout the JFI family of companies. Matt has
successfully led us thru four FMCSA compliance reviews in 2010, 2011, 2012 and 2014 without a single dollar
being spent on penalties.
With Matt’s leadership, JFI has become an award winning safety program having received multiple awards from
South Dakota Trucking Association and Tyson Foods to name a couple. Matt has also encouraged and increased
participation in SDTA events such as the South Dakota Truck Driving Championships - even having a driver
reach the national competition last year.
JFI is thankful to have Matt and looks forward to working together well into the future.

Dan Wagner has logged nearly 3 million accident-free miles in his 41 years as a professional truck driver. He has been driving for Orion Food Systems for the past 8 years.
Dan is a professional person all the way around. His customers enjoy working with

Dan taught truck driving at Minnesota West Technical College for 15 years. He has
taken Defensive Driving - the Professional Truck Drivers Class and Truck Inspection
Classes.
Dan is a past participant of the SD Truck Driving Championships. He is also a past
winner of the Driver of the Month in June of 2010.
Dan and his wife Linda are the parents of three adult children. They reside in Sioux
Falls, SD.

Let’s break this down…….
The winner must meet at least one of the following requirements:
• Presented to a person that has contributed immensely to the trucking industry or SDTA
• Presented to a person that has made a positive and recognizable impact to the trucking / transportation business.
Jerry Cudmore, the 2014 Chairman’s Award winner is a shining example of both of these requirements and has done so his entire career. He has been chosen as Driver of the Month
and Driver of the Year for SDTA. Jerry was extremely active in the Truck Driving Championships with an impressive 13 first place finishes. He has competed honorably at the National
Truck Driving Championships taking home a 1st place, 2nd place 3rd place and 4th place finish over the years. He received the American Trucking Associations Professional Excellence
Award during one of his national competitions.
Jerry was selected to be a Captain of American Trucking Associations Road Team, as well as
YRC’s Team Captain and Road Team Captain Trainer. He was even inducted into YRC Freight’s
Driver Hall of Fame.
Jerry co-founded the South Dakota Truck Driving Champions Club for the purpose of training
state winners for national competition. He has become our unofficial photographer for the
Truck Driving Championships as well as many other SDTA events.
Jerry is currently a CDL Training/Instructor for Lake Area Technical Institute in Watertown, SD

Pierre Truck Route Construction Traffic Impact
The Truck Route in Pierre (US Hwy 14B) will be reconstructed this summer (2014) from near the Airport Road / 4th Street and Truck
Route intersection, north to the divided highway in Pierre.
Anticipated bid letting of March 5, 2014 and anticipated start date late April / early May (dates subject to change).
The project will be constructed in three phases:
- Phase 1: Traffic maintained through the project.
- Phase 2: Project closed to through traffic for approximately 3 months.
- Phase 3: Traffic Maintained through the project, with a 12’ width restriction.
Access to the businesses located in the project area will be maintained from the south
(Airport Road / 4th Street).
The median crossover in the divided highway, located at Kingsway / North Airport Road will
be closed during Phase 2.
Commuter and residential truck route traffic will be required to utilize Euclid Avenue during
Phase 2.
Through trucks will be required to utilize a 19-mile detour around the Oahe Dam during Phase 2. Local delivery only permitted to
utilize Euclid Avenue.
Over-width vehicles required to detour around the Oahe Dam during Phases 2 and 3.
A permanent left turn lane will be constructed in the median crossover located at Windsor Place for eastbound traffic that needs
to access the developments to the north of the divided highway.
Temporary traffic signals will be installed at the intersection of Euclid Avenue and 4th Street in Pierre during construction of this
project.

Trucking Route Restrictions through Lead and Deadwood, SD
The Department of Transportation will be performing extensive work on Highway 85 through Lead and
Deadwood, SD through the end of 2016. Width and length restrictions are required along this route in
order to complete planned work in this tight corridor. SDDOT has updated SD511 and Safe Travel USA
to reflect these restrictions and has erected signing guiding trucks to follow US Highway 14A through
and around Lead and Deadwood. However we are still experiencing problems with trucks trying to negotiate the restricted route!
An overview of the restrictions is attached, broken out by year and applicable restrictions. Of importance to note, an overwidth connection is not available between US Highway 85/14A and US Highway
385 in 2015. Overwidth access to US Highway 385 should be made via US Highway 16, approximately
35 miles to the south.
