t is gonna be a big day for sports-lovers as the finals
of two sporting events - the Wimbledon tennis championships and European football tourney are set to take
place on Sunday.
In Paris, Cristiano Ronaldo’s battle-hardened Portugal
stands between hosts France and a victory in tomorrow’s
Euro 2016 final at Stade de France. The stadium was
targeted by suicide bombers during France’s friendly
against Germany last November in attacks across Paris
that left 130 people dead.
It cast a black shadow over the tournament, but following a joyous semi-final victory over Germany, France
aim to prevail in a third major final on home soil after the
1984 European Championship and 1998 World Cup.
In London, home hope Andy Murray will aim for a
second Wimbledon title when he takes on Canadian
giant Milos Raonic in the summit clash.
Meanwhile, the Tamilnadu government today said it was
in a position to sell surplus wind power generated in the
State and urged the Centre to allocate dedicated transmission capacity on a priority basis for its evacuation.
Chief Minister J Jayalalithaa in a letter to Prime Minister
Narendra Modi said the wind season in the State was
from June to September and presently, 4400 mw of this
power was being utilised in Tamilnadu Grid based on
the evacuation infrastructure available.

Asserting that Tamilnadu has
already met its Renewable Purchase Obligation (RPO) and was
in a position to sell 1000 MW of
wind power to other States, Chief
Minister J Jayalalithaa today urged
Prime Minister Narendra Modi to
speed up the process of establishing the inter-State Green Energy
Corridor (GEC).
In a letter to Modi, a copy of which
was released to the media here,
she said, ‘Many States in India who
are unable to meet the RPO, are
now approaching Tamilnadu for
assistance. To facilitate the sale of
surplus wind power to the States
in need of renewable energy, it is
important that a dedicated interState Green Energy Corridor is
established.’
Stating that the Power Grid Corporation already proposes to establish such an inter-State Green
Energy Corridor, she urged Modi
to instruct the Ministry of Power
to speed up the process of establishing the inter-State GEC at
the earliest to enable Tamilnadu
to transmit renewable power of
1000 MW to other States, which
are in need of such power.
While dedicated infrastructure
would take some time to be created,
in the meantime, the Power Grid Corporation may be directed to allocate

Chennai, July 9:
In an attempt to reduce accidents
and create awareness on road
safety, the Chennai city police has
announced that 10 July (Sunday) will
be observed as ‘Accident-Free Day’,
and has also appealed the public to
be extra cautious tomorrow.
Speaking to News Today, Commissioner T K Rajendran, said, ‘We are
trying to create an awareness among
the public to minimise road mishaps’.
‘This will be a first of its kind awareness day to be held in Chennai’, said
Joint Commissioner of Police, North
Chennai Traffic, T R Ganesamoorthi.
He said that vehicle checks will be
done at several places across the
city, right from 8 am to 8 pm.

Three persons were held
by the city police on Friday,
for allegedly looting Rs 19
lakh from the house of a
businessman in Sowcarpet.
Police sources said, Saravanan and Sudhakar from Ennore, and Naveendhar from
Senkundram, were arrested
for stealing money from the
house of Surendhar Bothra.
Police enquiries revealed
that the trio got away with
the cash from the almirah,
while they were engaged
in electrical repair work at
the businessman’s house.

Meanwhile, an official release from
the office of the City Police Commissioner read, ‘The rise in traffic
accident deaths is a serious cause
for concern throughout the world.
Greater Chennai Police has been
taking various steps to control the
occurrence of traffic accidents and
reduce fatal accidents in Chennai’.
According to the National Crime
Records Bureau data, Chennai recorded 1341 fatalities due to road
mishaps in 2013, and the numbers
reduced to 1046 in the year 2014.
While in 2015, around 886 people
have lost their lives in road accidents.
‘Though the number of fatalities
have reduced through gradual enforcement, that alone is not enough
as the public should also co-operate’,
said an official.

snatching
So, a dog is meant to guard
a house. But at Tirusulam,
it became victim of a theft.
That day, the dog, sporting
chain and collar, was having
a merry time running around

owners found that the chain
and collar were missing from

near the gate happily wagging his tail at a stranger, who had
‘relieved’ of
its burden.

Lately, at 6 pm sharp, a police van makes
rounds at the shopping and residential
areas of this neighbourhood, with a blaring
siren. The noise of the siren is so heavy
that it grabs the attention of everyone. A
shopkeeper was telling his customer: ‘This
sound is enough to alert trouble makers
from a distance itself, so that they can go
into hiding till the police leave the place.’

A man on a two-wheeler was travelling on Sembakkam Main Road.
Suddenly he noticed a marriage
procession going in front of him.
As the road was too narrow, he

moving crowd.

This correspondent was travelling by a share auto, while
a man, his wife and daughter were co-passen- gers.
The man had the toddler on his lap and was
cuddling her. One of the passengers had to
alight and as soon as she did, the door was
shut and the baby started to wail. Only then
it was noticed that her hand had got caught
in the door lever. The shocked passenger
apologised a hundred times but the baby’s
mother started crying. The family alighted
at the next stop for first-aid. The next week,
while travelling by another share auto, the
correspondent noticed a mother sitting next to the door, her toddler’s
leg hanging out. Remembering the
previous incident, the correspondent
cautioned the fellow passenger. It is
infuriating that at their age mothers have to
be taught basic safety measures while travelling.
Determined to go past them, the
man ventured into the parallel
streets.
He turned left at the nearest cross
street and went through various
streets that were parallel to the
main road.
When he felt that he had advanced
much forward, he decided to join
the main road again. But by the
time he came to the main road, the
procession had already crossed
him. So he again trailed behind it.

Taking up the latest detention
of 16 Tamilnadu fishermen by Sri
Lankan Navy, Chief Minister J
Jayalalithaa on Friday urged Prime
Minister Narendra Modi to take
strong, decisive action and secure
the release of all 73 fishermen and
101 boats in Lankan custody.
In her second letter to Modi over
the fishermen issue this week, she
referred to Thursday’s arrest of 16
fishermen and their three boats by
Sri Lanka and sought his personal
intervention to secure their release.
‘I request your personal intervention to secure the immediate
release of the 73 fishermen and
101 fishing boats, including the 16
fishermen and their three fishing
boats apprehended yesterday from
Sri Lankan custody,’ she said.
Seeking ‘strong and decisive action,’ by the Centre, the Chief Minister
said ‘the present situation cannot be
allowed to fester in this manner.’
Expressing concern over the prolonged disuse of the fishing craft
and gear lying with Sri Lanka, she
said, such a condition will make
them unusable and unseaworthy
compounding the financial losses
of the poor fishermen.
She also demanded that the
fishing boats to be given back
to fishermen in a refurbished
condition. She reiterated her
request for an early, permanent
and peaceful solution to the
livelihood issue affecting lakhs
of fishermen of Tamilnadu.
Traders can
file returns
online

Chennai, July 9:
The State’s Commercial Taxes
department has made arrangements for traders and dealers to
file their monthly returns online
from July 2016. Dealers can now
go to https://ctd.tn.gov.in and file
their returns every month, a press
release said.
As part of the department’s ‘total
solution project’ under its “e-C
Tax” initiative, traders and dealers have been able to get their
registration certificates and other
documents online, the release
said. Extending the service, they
would now be able to file their
monthly returns online too.
Training sessions
To educate dealers and traders about the process, training
classes are being made available
at the head office of the department in each taluk; a help desk
has also been set up at each
office of the commercial taxes
department to assist them, the
press release said.
The department has also set up
a 24- hour toll-free helpline, 1800
103 6751, to resolve any queries
of dealers.

q Aortic replacement done without open operation

Chennai, July 9:
Dubbed as the first such surgery in
India, an aortic replacement without
open surgery has been carried out
by the cardiac surgeons at SIMS
Hospital.
Speaking at the press meet here
on Friday, chief of aortic surgery and
cardiothoracic surgeon at SIMS Dr
V V Bashi, said, ‘There were a lot of
risks involved while performing this
surgery. Only very few operations
without open surgery has been done
in our country. The aortic arch is an
important blood vessel as it supplies
blood to the entire body.’
The procedure was considered as
the patient’s aortic arch had developed an aneurysm of about 5.5 cm
that resulted in his renal failure.
Hailing from Hyderabad, 53-yearold Kolla Sathyanarayana already
had an open heart surgery for root
damage. ‘We noticed that his aortic
arch and the descending aorta were
weak but we left it alone as often the
aneurysm develops very slowly. But
in one of the subsequent reviews,
we noticed that the aneurysm was
enlarging significantly. We do not
perform surgeries until the aneurysm
threatens to rupture the blood vessel,’
said Dr Bashi.

Sagar Sheth, a 21-year-old
resident of Adyar, Chennai, has
paved a new way for rescuing
animals in distress.
Thanks to him smartphoneusers can just geo-tag the location of animals anywhere in
the city. His ‘AnimApp’, which
is available for Android users,
works in collaboration with
Blue Cross, Chennai, and tries
to make a positive difference
in the lives of animals. News
Today caught up with Sagar
Sheth recently.

Q: What made you to think up AnimApp?
A: Though, initially, I was not much of an animal lover, I was
drawn into the concept of equality among all species, which
might appear as a far-fetched idea. Also, I would say that two
instances made me think of working for animal welfare. One of
them is when I saw a puppy in need of desperate help during
an awareness marathon. Though around 1,500 people participated and ran past it, no one offered help but just felt pity for
it. That was when I realised that people want to help, but they
don’t know how to do it. Hence, I came up with AnimApp, which
might solve the problem.
Q: How should one proceed
with AnimApp?
A: It is very simple - just like
booking a cab. People can take
up to three pictures of an animal,
which is in need of help, from
anywhere in Chennai. Then they
must select the tick mark on the
top right corner, which would lead
them to the next page in which
they can select the animal name,
the help it needs and severity
of the need. That’s it, job done.
They would get a call, and people
from Blue Cross will attend to the
issue right away by prioritising the
ticket based on the severity of the
animal’s condition.
Q: How is the response for
this initiative so far?
A: The app was launched on 9
June this year and the response
has been positive so far as we
have attended 49 cases in this
three weeks’ time. Though AnimApp can be downloaded from
anywhere, its service is currently
limited to Chennai. We have future plans to extend this service
to other cities.
Q: Being a civil engineer, how was it to develop an app?
A: Right from my childhood, I was more attracted towards technology, and I would say Steve Jobs as my
role model. I wanted to bring about a change for good, through technology. Though software was my cup of
tea, I chose civil engineering due to various other reasons.

The Supreme Court collegium
should immediately give clearance
to the recommendations given by
the Madras High Court collegium on
appointing new judges, considering
the number of cases that are pending,
says Bar Council of TN and Puducherry vice-chairman P S Amalraj.
At present, there are only 36 judges
(against the total sanctioned strength
of 75), with another seven to eight
retiring in the coming year.
‘The delay in the appointment of
judges is because of the difference
over key clauses of a document
between the executive and judiciary
which will guide future appointments
to the higher judiciary,’ said Amalraj.
According to latest data, the 24 High
Courts in the country are short of 470
WHAT LED TO THE CONFLICT BETWEEN
THE EXECUTIVE AND JUDICIARY?
Parliament had enacted the National Judicial Appointments Commission
Act to do away with the over-two-decade-old collegium system where
judges appoint judges. The law was struck down by the apex court on 16
October last year.
A Supreme Court bench, while deciding on ways to make the collegium system
more transparent, had asked the Centre to re-draft the Memorandum of Procedure
(MoP) in consultation with the States. The MoP is a document which guides the
appointment of judges to the Supreme Court and the 24 High Courts. At present,
there are two MoPs -- one for the apex court and the other for the high courts.
The government had sent the MoP to the SC collegium in March. The CJI
had returned the document in May raising objections on the various clauses.

‘In earlier days, notification would be
sent as early as two weeks as soon as
the admission of the case was made,
but now, it takes up to two years. The
Madras High Court collegium has
selected 30 judges and has sent for
the approval of the Supreme Court
collegium. If approval is granted,
the judges can be sworn-in within a
week,’ explained Amalraj.
The Chief Justice of the respective high courts and two other
senior judges of the court comprise

candidates and recommend them

Flying high
t is indeed a matter of pride that India finally boasts of its
own deadly Tejas light combat aircraft (LCA). The multi-role
supersonic fighter will give the much needed shot in the arm of
Indian Air Force apart from being a morale booster because it is an
indigenous product.
No doubt the project dragged on for almost 30 years, but with more
Tejas aircraft joining IAF in the next two years, the much awaited
replacement of the old Russian MiG-21s, nicknamed ‘Flying Coffins’
because of their poor safety record, will finally become a reality.
Far too many aircraft and pilots were lost in multiple crashes of the
MiG-21s. Hopefully the crashes would be a thing of the past with
Tejas recording a flawless performance and no accident in 3,000
hours of flying.
The 45 squadron, nicknamed ‘Flying Daggers’, will be getting a
total of 18 Tejas aircrafts, including four trainers, by 2018. The good
news could not have come at a better time considering that India’s
fighter aircraft fleet, made up of a mix of Russian, British and French
planes, is down to 33 squadrons as against IAF’s requirement of 45
to face Pakistan and China.
Another reason to feel happy is that the Flying Daggers will give
IAF the much required edge over the JF-17 aircraft jointly building
by China and Pakistan. Hindustan Aeronautics Limited (HAL)
deserves kudos for developing Tejas and giving IAF more teeth to
tackle any infringement of our country’s air space. Group Captain
Madhav Rangachari, commanding officer of 45 Squadron, has
already given thumbs up to the multi-role aircraft claiming that it
was like being on the top of the world after flying the aircraft post
its induction in IAF.
The Tejas may have a long way to go provided there are no further
delays in the development of the subsequent two versions — MkIA and Mk-II — in which some shortcomings are expected to be
addressed. The next challenge will be to develop Tejas into a fully
mature and dependable fighter.
But putting aside the debate on why this aircraft was delayed
inordinately, what the defence ministry needs to do is to keep up
the tempo and ensure that the target of empowering the 45 squadron
with 18 aircraft by 2018 is not missed. Along with this, work on
the proposed naval version of the LCA, which is being developed,
should be speeded up to boost Indian Navy’s strike capabilities when
a variant of Tejas would fly off the deck of one of India’s aircraft
carriers out at sea.

I am inclined to put down the steady

stupid VC has chosen to invest somebody else’s money and we might as
well splurge it’). And there are the
earnest spams asking your feedback
about the goods and services of the
place you shopped at. These days
they want you to ‘rate’ everything.

rate our rating scale?’)
But the one spam junk that I am
very fond of are the ones that I am
besieged with whenever I order food
via one of those apps. They carry
minute-to-minute developments with
regard to whatever I have ordered.
The messages are usually tame stuff
about when the food is arriving or
why is it getting delayed. But if ever
they send out what really happens
all along, this would be more like it:
7.15 p.m.: Thanks for placing your
order via ‘WhatSappadu’.
7.16 p.m.: We have placed the order for the same with Hotel Stomach

Roger Federer admits he faces
a nervous wait to discover if he
suffered serious injury when he
fell heavily in the closing stages of
his Wimbledon semi-final defeat to
Milos Raonic on Friday.
However, Federer insisted he will
be back at Wimbledon in 2017,
when he will be pushing 36, despite
his heartbreaking loss to Raonic

Woman, two
daughters
commit suicide

A woman committed suicide along
with her two daughters at their house
at MGR Nagar here, reportedly distressed following the arrest of her
husband, a retired Hindu Religious
and Charitable Endowments Department official.
Police sources said Devarajan,
aged 59, belonged to Chidambaram
and worked as an HR & CE official at
Vallalar Madam in Vadalur. Devarajan was married to Usharani, aged
55, and had two daughters, Kalaivani
and Vijayalakshmi, aged 29 and 27
respectively. They also have a son,
Sivabalan, aged 25, who is said to be
mentally retarded.
Cuddalore district police received a
complaint against Devarajan alleging
that he had received Rs 1 crore from
three persons, including Manoharan,
and cheating them by giving assurance for a government job. Following
these charges against him, Devarajan
and his family absconded after the
police started their investigations.
Later police found that Devarajan
had been hiding in Coimbatore, along
with his family. But after knowing that
his hideout had been revealed to the
police, Devarajan took flight again
with his family.

The effect of the December deluge
sees people taking up initiatives
to ensure there is no repeat of the
flooding. Arappor Iyakkam, a citizens
group that works towards increasing
the participation of the common man
in efforts to solve social issues, has
identified four places that were worst
affected during the Chennai floods
last November-December.
The areas - Villivakkam, Mugalivakkam, Pallavaram and Pallikaranai
- were the most affected, as these
parts serve as water channels for the
Adyar river.
An extensive research by the Iyakkam, under the guidance of Madras
Institute of Development Studies’
Professor Janakaraj, involved vital
factors like irrigation mapping, GIS
mapping, original and current width,
and usable area of the water bodies.
The members dipped into their own
pockets to do the study.
Based on social auditing, the team,
comprising various like-minded
residents, have identified the primary
problems pertaining to these water
bodies.
Elucidating, Jayaram Venkatesan,
convenor, Arappor Iyakkam, says,

of Engineers from various backgrounds and GIS experts took part
in the study and research.
Around 80 citizens, mainly consists of architects, across the city
took part in the social audit.

Information System and digital meters were used for estimation.
Pallikaranai marshland, which is just one or two metres above the sea

‘Pallikaranai belt is a low-lying area,
with elevation being just one or two
metres above sea level. Okkiyam
canal is the only outlet present in
the marshland to prevent overflow.
Previously, Rs 104 crore was spent
on Okkiyam Madavu expansion from
20 metres to 100 metres for 13 km.
But, according to CAG reports, the
project was not successful.’
In 1954, Villivakkam Lake was
spread over 214.063 acres, but in
2016 the water body can claim a mere

Aerospace park
work to start soon

As the State Level Environment Impact Assessment Authority has given
environmental clearance for the
proposed aerospace park in SIPCOT
Vallam-Vadagal Industrial Park, the
work is expected to commence soon.
The aerospace park is being set
up here at an estimated cost of Rs
200 crore. Being set up for manufacture of aerospace components,
maintenance and repair services for
avionics, the venture got the approval
in May, the State government said in
an official release on Friday.
Work for providing basic infrastructure facilities like roads, street lights,
storm water drain in the over 245 acre
facility will begin soon at an estimated
cost of Rs 50 crore. Industries Minister MC Sampath and top government
officials inspected the ongoing work

Income-Tax sleuths continued
their raids against paan and gutkha
manufacturers today for the second
day. According to I-T sources, the
raids were carried out in 26 places in
Chennai alone.
I-T sources said during the
raid conducted yesterday, unaccounted money amounting to Rs
75 lakh was seized. Inspection is
being carried out in two godowns
located in Vadaperumbakkam,
near Red Hills.
Sources said more than a 100
tonnes of tobacco were kept hid-
den in these godowns.
During the raids yesterday, I-T
sleuths are said to have seized
documents related to tax evasion
of close to Rs 400 crore. ‘The actual value of the evasion can only
be known after the documents are
evaluated,’ sources said.
Though tobacco is banned in the
State, there are many places in
Chennai that manufacture them illegally and sell them with a huge profit
without paying tax. These products
are stored in godowns near Red
Hills and Madhavaram and are also
transported to nearby States.
The raids in the godowns began yesterday following the order of Chennai zone I-T director
Balakrishnan. ‘The raids that began
yesterday at 8.30 am continued
throughout the day and the officials
have raided the residence of the godown owners and brokers involved
in the trade of tobacco products in
the State,’ sources added.

According to Jayaram, the organisation will tie up with like-minded NGOs
and present the findings before the
Public Works Department and urge it
to take concrete measures to benefit
the people. But he also insists that
the public take more interest in social issues and lend support to such

The ‘sister city agreement’ between
Chennai and Chongqing is gaining
momentum with the former likely to
benefit from China technology in the
area of solid waste management
for dumpyards in Kodungaiyur and
Perungudi.
On Friday, an exchange of ideas
took place between Chongqing Mayor
Huang Qifan and Chennai Mayor
Saidai Duraisamy at Ripon Buildings
here, which is seen as a step towards
development of the sister cities.
In 2015, Chongqing was announced
as a sister city to Chennai after an
agreement signed by Prime Minister Narendra Modi and his Chinese
counterpart.
Being sister cities means the two
countries have a social agreement
between two cities of the country in
order to promote cultural and commercial ties. This move will also foster
friendship and congenial relationship
between the countries. As a result,
Chongqing Municipality will be replicating various welfare measures of Chennai Corporation like the popular Amma
Canteen where meals are served at
affordable rates for the poor.
During Huang’s visit, the six-member
delegation was said to be impressed
by the Amma Canteen scheme that
was announced in 2013 and followed
by other States like Andhra Pradesh.
Chennai Corporation has also
planned to increase the number of
canteens by 107.

Around 500 students from 15
schools discussed various global
issues at ‘Model United Nation
Conference’ held at Chettinad
Vidyashram, R A Puram on Friday.
The event provided a platform for
budding orators and diplomacy enthusiasts to showcase their skills.
Speaking on the occasion, National Stock Exchange’s (NSEMumbai) first woman managing
director and chief executive officer
Chitra Ramakrishna, said, ‘Model
United Nations Conference is one
of the effective way of developing
the skills of students. I am very
much happy to see such kinds of
initiatives taken up by schools.’
‘We at NSE adopt various initiatives like these to inculcate financial knowledge among students.
As much as 15 lakh students have
been benefited by our initiatives.
Financial literacy is one of the
important factors governing the
country’s economy and happy to
see that students are discussing
world wide issues,’ she said.
This year’s event also saw the
formation of 10 new committees
in addition to the existing ones.
They included Triple Joint Crisis
Committee, The Historic Human
Rights Council, The Futuristic Environment Committee, The Invictus
Summit, The International Police
Task Force, The Intelligence Conclave and four other committees.

G Thyagarajan of Sathyajothi Films, who is
producing Ajith’s 57th flick, said, ‘It is our
immense pride to be associated with Ajith
Kumar.’
Directed by Siruthai Siva, the movie has music
by Anirudh and cinematography by Vettri Mahalingam.
According to Thyagarajan, ‘We as a company
have a tradition to produce films that has commercial value as well as strong content. AK 57 as
it is called now, will be our biggest so far.’
‘This film will be short extensively abroad and the
title and details will be announced very soon’. An
urban-centric movie, the flick brings together Ajith,
Siva and Anirudh, after a huge hit in Vedhalam.

shoot for AAA
The first schedule of Simbu starrer
Anbanavan Asaradhavan Adangadhavan (AAA) began today.
Scenes involving Simbu, Shriya,
VTV Ganesh and Mahat are being
shot in Chennai. The movie is directed by Trisha Illana Nayanthara
fame Adhik Ravichandran and
produced by Michael Rayappan.
Yuvanshankar Raja had been
roped in as the music composer for
AAA. Remember Simbu and Yuvan
had worked together in Manmadhan
and Vallavan before.
The movie would have two more
heroines. Simbu’s look in the movie
was revealed by the director recently.
