FIVE TOWNS PARK FIVE TOWNS PARK UPDATE - JUNE 2014 How plans for the proposed development have changed based on community feedback www.castlefordyoursay.co.uk Introduction Lateral are proposing a sports, leisure, country park and retail development in Glasshoughton. This includes a new 10,000 capacity stadium for Castleford Tigers. We have been consulting with the community since early April 2014 and over 1,200 comments forms have been received from the public. These cover a widerange of specific issues, but the main comments received from the community can be summarised as: 2 ●● Transport and highways ●● Match day parking ●● Local issues, including views from properties ●● Construction period We are keen to work with the community on these proposals. As a result of comments received from public consultation a number of amendments have been made to the plans. This document sets out our responses to these important issues and highlights the main changes we have made as a result of public consultation. All feedback received during consultation is being considered. A planning application will be submitted shortly. 3 Changes to our proposals The numbers on the siteplan opposite indicate where the following amendments will be made: 1 We are introducing match day parking controls in the local area 2 Ensuring good road access to and from Stainburn Avenue is important. We are currently considering several options for this and will discuss these in more detail with residents in due course Providing a new 0.6 mile (1km) long footpath on the west side of Spittal Hardwick Lane to link the existing footpaths at Park View in the north with Hales Court, south of the M62 motorway 8 Improvements to increase the capacity of the Park Road/Holywell Lane roundabout Putting a roof on the north stand, helping to reduce crowd noise. All stands at the ground will now be covered 3 We will be adding a third exit lane from the site to provide increased capacity 9 4 Improving existing pedestrian routes and crossings to Xscape and Junction 32 Outlet Centre 5 We are exploring ways to reduce existing traffic speeds on Spittal Hardwick Lane and we are providing a new 20-space car park for country park users on non-match days 10 Relocating some footpaths within the landscaping further away from properties to maintain residents’ privacy. Improved security fencing will also be provided where appropriate 6 4 7 Restricting the new access created from Spittal Hardwick Lane to buses and emergency vehicles only. General traffic will not be allowed to go through the site to the retail park or the stadium 11 Planting mature trees along an elevated bank to the north of the stadium to help to protect views of residents on Park View. This means that tree cover will be established more quickly. Connectivity – highways and transport We understand that transport is an important issue for local residents. We are making a multi million pound investment into the road network with a new junction layout at Park Road which will increase capacity, and provide an easy entrance and exit for visitors to our development. We will also ensure that residents can easily get in and out of Stainburn Avenue. A further wide-ranging review of the proposed new site access, including a road safety audit, has been undertaken in conjunction with the local highways authority and the Highways Agency. This has been scrutinised by their advisers. 6 Alongside this, we will introduce a Travel Plan to connect the site to the wider Five Towns Area. We are hiring a dedicated Travel Plan Co-ordinator to implement a range of practical initiatives to encourage more people to use public transport, to cycle or walk to the site. These will include: Public transport ●● We are working with local service providers to divert existing bus services into the site ●● We will provide two new bus stops on the site. Cycling ●● ●● Around 3 miles (5kms) of new cycle lanes will be introduced across the site, providing new connections to the wider area High-quality covered cycle parking will be provided in convenient locations next to buildings – 135 spaces for the retail units and 100 at the stadium. Pedestrian links ●● We will be investing heavily in improving the existing footpaths and crossings for pedestrians, especially around Junction 32 and across Park Road ●● The development will create a new ‘east/west’ connection by providing high quality footpaths across Five Towns Park, which links the retail development to the stadium and country park and with the wider area. More details about our transport proposals can be found on our website www.castlefordyoursay.co.uk 7 Match day parking and transport From the feedback we know that match day parking and getting supporters to and from the stadium is an important issue. There will be a stadium car park of 666 spaces. In addition we are looking at: 1 2 8 Measures to encourage as many fans as possible to access the stadium by foot, cycle and public transport Parking by non-residents on neighbouring streets will not be allowed on match days. This will be managed through the use of controlled parking zones 3 Dedicated shuttle buses will be provided from Castleford town centre and town centre car parks to the ground on match days. Match day parking Local residents and their visitors will be provided with permits for use on match days and for the first year, stewards will be positioned in key areas on match days to stop vehicles without permits from parking. Shuttle buses Evidence from elsewhere suggests that supporters continue to visit the same town centre facilities before and after games. We will provide regular shuttle buses for around three hours before and one hour after each match. 9 Construction We will work with the community during construction of the site. Our construction partners for the project are Leeds-based GMI, who will produce a ‘construction methodology statement’ which will be agreed with Wakefield Council. This will cover important issues such as: ●● 10 Construction traffic management, including routes for deliveries to the construction team and the timings of deliveries ●● Wheel washing – to prevent the spread of mud on pavements and roads ●● Dust control ●● Hours of working ●● Where contractors park their vans and cars ●● Ensuring that local residents are regularly informed of upcoming working As part of this process GMI will sign up to the Considerate Constructors Scheme. This scheme sets standards for construction teams to reduce the impact they have on local communities. GMI will also work with local schools and groups to raise awareness of the construction industry. 11 Summary of main changes ●● Introducing match day parking controls ●● Including an additional third lane on the exit from the development site ●● Improving existing pedestrians routes and crossings, including across Park Road ●● Measures to improve road access to and from Stainburn Avenue ●● Improving landscaping to protect residents’ views ●● Relocating footpaths and other changes to protect residents’ privacy ●● Putting a roof on the north stand of the stadium to reduce noise impact ●● Improving security fencing where appropriate. During consultation a range of issues have been raised with us. Issues not covered within this document will be addressed as part of the planning application, including those relating to noise, light and retail issues.
