The County begins about 30 miles east of Downtown Los Angeles and stretches to the Arizona and Nevada borders. It includes deserts, mountains and arid valleys. On average, there are 312 to 340 days of sunshine during the year, depending on whether the community is in the desert, mountains or valleys. Population growth between 2000 and 2010 was 325,776 exceeding state and national rates. DEMOGRAPHICS (2012 ESTIMATES) The County’s nearly 2.1 million residents make it the 12th largest county in the U.S. in terms of population. Its population is larger than 15 states in the nation. • • • • • • • Median age - 31.9 No. of households - 623,509 No. of families - 476,904 Average household size - 3.24 Median household income - $53,364 (2017 projection - $61,154) Average household income - $69,441 (2017 projection - $77,995) Total taxable retail sales (with food/drink) in 2010 were $17.8 billion (Source: ESRI - 2013) WORKFORCE • Workforce - 900,000 • 20% have college degrees (among 25 and older population) • 80% have high school diplomas • Mean commute - 31 minutes. 47% of local residents would accept at least 5% lower pay to avoid commuting to Orange County, while 1% would accept 15% less to work locally. • Labor force population (Inland Empire) 1.8 Million. • Population over 25 years of age with Bachelor’s Degrees or higher in the Inland Empire - 441,491. TRANSPORTATION • About 40 miles from the seaports of Los Angeles/ Long Beach. • Three large airports with spare capacity and available space nearby (ONT, SBD and VCV). • LA/Ontario International Airport (ONT) is a medium-hub, full-service airport with commercial passenger service to major U.S. cities and Mexico. It is also a major cargo airport and serves as UPS’s west coast air hub. • Home to the busiest rail corridors in the U.S. Rail service by Union Pacific and BNSF connects the seaports of Los Angeles/Long Beach with destinations east of the Rockies. These rail connections make the County a great location for U.S. regional distribution centers. • Gateway of key interstate highways (I-10, I-15 and I-40) that connect Southern California with the rest of the U.S. east of the Rockies. These infrastructure assets make San Bernardino County a perfect location for a western U.S. regional distribution center for national chains. Many of the residents who commute to coastal counties for work are willing to accept lower paying jobs closer to home. • Despite the differential in wages, the even greater differential in cost of living means that San Bernardino County residents actually enjoy higher standards of living thanks to higher net disposable income. The median home resale price in San Bernardino County is about one-quarter of that in Orange County and one-half of that in Los Angeles County (California Association of Realtors, March 2013). The average 2bd apartment rent is 31% and 21% lower, respectively (HUD 2013 FMR). Most San Bernardino County residents also enjoy more open spaces and less traffic congestion than their peers in the coastal counties. Most business activity within the County takes place in the more urbanized area which tend to be within the boundary of one of the County’s twenty-four incorporated cities. There is a general consistency with regards to taxes, permits and licenses, between the cities and the unincorporated areas for new businesses, but fees and taxes may vary. Orange County • Sales tax - 8% (8.25% for the Cities of San Bernardino and Montclair.) All other taxes vary by area. 2 BUSINESS ASSISTANCE DEPARTMENT OF ECONOMIC DEVELOPMENT The Department of Economic Development provides a variety of programs and services designed to attract new industry to the County as well as retain existing businesses, with the ultimate objective of maximizing employment opportunities and increasing capital investment in the area. The Department offers a variety of incentives and financing programs, demographic and statistical information. It provides technical assistance, referral services and financing programs. SITE SELECTION ASSISTANCE The Department of Economic Development offers free site selection assistance to new and existing businesses within the County. This assistance consists of a confidential site search for available properties based on specific, client-provided site criteria, as well as coordinating site tours with real estate brokers and developers. MARKETING ANALYSIS ASSISTANCE The Department offers free market analysis and demographic information in the form of the following customized reports and maps: • Market profile and analysis • Demographic and income profile • Housing profile • Retail goods and services expenditures • Retail marketplace profile • Business summary • Standard site map • Aerial map PERMITTING ASSISTANCE To businesses that are creating jobs and private investment in the County, the department can offer assistance with obtaining County land use permits. This service includes coordinating permits with various development-review departments and providing expedited permit processing and plan check.
