DISTRICT ASSOCIATION RULES
1.
CONSTITUTION
1.1
This Association shall be called ‘The Wirral District Football
Association’ and shall be affiliated to and directly under the
control of the Cheshire County Football Association.
Members shall consist of such Clubs and sanctioned Leagues
playing Association Football within an area as defined by
Cheshire County Football Association. Herein after they shall
be referred to as members......................................................
1.2
All Clubs before being affiliated to the Cheshire County
Football Association and shall satisfy the District Council
that they are properly constituted and playing Football in
accordance with the Rules of the Football Association.
2.
A F F I L I AT I O N S . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .
2.1
The annual affiliation fee for each member Club and
sanctioned League shall be determined from time to time by
the Council of the Cheshire County F.A. they shall permit the
affiliation at a reduced fee of Minor Clubs (under 18 years of
age on 1 August of the current season ) and Clubs competing
in Charity, Workshop, or Small Side competitions, but such
affiliations will not carry any voting power................................
2.2
The annual affiliation fee accompanied by Form A must
reach the County F.A by 30th June each year. Failure to
comply with this rule will result in a fine of £10.00.
2.3
Clubs applying for membership for the first time shall
complete Form A and submit the affiliation fee upon

2.4
Workshop, Charity and Small Side competition and the
Clubs competing therein shall be affiliated at a separate fee
as determined by the Cheshire County Football Association.

MANAGEMENT
3.1
This Association shall be governed and its affairs shall be managed
by a Council consisting of the following officers and
representatives. In the case of non-attendance, no member can be
represented by a deputy.

3.4
The representatives of the Council of this Association shall be:

(a) Eight Area Representatives
(b) One representative from each league sanctioned by the Cheshire
County F.A.
(c) One representative of the District Schools F.A.
(d) One representative from each club being a member of the
Football League; Football Conference, Northern Premier League
and North West Counties League First Division.

3.5
The Divisional Representatives and Divisional Discipline Secretary
of the Cheshire County F.A. shall be members of the Council of this
Association.

3.6
Nine members of the Council shall form a quorum for the
transaction of business.
c

3.7
The following shall be elected at the Annual General meeting:
c
(a) The Officers in 3.2 and 3.3 (where appropriate) except for the
Four Vice Presidents, and Life Members
(b) The Area Representatives shown in 3.4 (a).

3.8
The Four Vice Presidents shall be elected from within the Council by the
Council at the April or May meeting and such persons so elected shall
serve as Vice Presidents from the date of the next Annual General Meeting
until the following Annual General Meeting.................................................
3.9
The representatives shown 3.4 (b), (c) and (d) shall be notified to the
Secretary of this Association not later than 30th July. In the event of a
vacancy occurring, the name of the substitute representative shall be
notified as soon as possible. ...............................................................
3.10
At the first meeting of the Council after the Annual General Meeting, the
Chairman and the Vice Chairman shall be elected......................................
3.11
In the case of an equality of votes on any matter, the Chairman, for the
time being, shall have a second or casting vote......................................
3.12
The Council shall have the power to fill any vacancy which may arise, as
and when required, with the exception of the President and those representatives referred to under Rule 3.4 (b), (c) and (d)........................................
3.13
There shall be an Emergency Committee elected by the Council, with
plenary powers. Three members to form a quorum...............................
3.14
The Council shall manage all affairs of this Association and their decisions
shall be final, subject to the right of appeal to the Cheshire County F.A.
They shall have the authority to create such sub-committees of a permanent
or temporary nature as they consider necessary and have the power to
delegate such of its powers as it may decide to any such committee (Five
members shall form a quorum) The Council shall have the power to co-opt
with or without voting power as it shall decide), to any of its subcommittees. ...................................................................................................
3.15
The Council shall elect a Referee Committee, at whose meetings five shall
form a quorum. The Committee shall have control of all referee matters
(subject to the Cheshire County Football Association Regulations for the
Government of Referees) and make all appointments. The proceedings
shall be subject to confirmation by the Council..........................................
3.16
The Chairman of the Council and Honorary Secretary shall be ex-officio
members of all committees............................................................................

4.
GENERAL MEETINGS AND NOMINATIONS
4.1(a) The Annual General Meeting of this Association shall be held prior
to the 1st of July each year at such time and place as the Council
shall determine...............................................................................
(b) The Secretary shall, not later than 30th April each year, convene a
meeting of the Council, when the date of the Annual General
Meeting and closing date for nominations shall be fixed...............
(c) The Secretary shall, at least 28 days before the date fixed for the
Annual General Meeting, send a nomination form to each member.
(d) Those desiring to nominate candidates must return the nomination
form, duly completed, to the Secretary on or before the closing date.
Such nominations shall be signed by the Chairman and Secretary
of the member...................................................................................
(e) Only those members who have paid their affiliation fee by 1st May
for the ensuing season may nominate................................................
(f) Each member Club and sanctioned League can only nominate one
candidate for each office and one Area Representative...................
(g) The Chairman of the Meeting shall decide on the validity of all
nominations made to the meeting and his decision as to the results
of all voting and each and every other matter, there at shall be final.
An entry in the Minute Book signed by the Chairman of the
Meeting, shall be conclusive evidence of the terms of each and
every resolution and each and every other decision taken............
4.2
An Extraordinary General Meeting may be called at any time by
the Council, or upon a requisition to the Secretary signed by ten
members entitled to attend and vote at a General Meeting,
ndicating the purpose there of.......................................................
4.3
The Secretary shall subsequently give 14 days notice to all
members of this Association of the place, and the day of such
Annual or Extraordinary General Meeting together with an Agenda
specifying the nature of all business to be transacted at the meeting.

4.4
Each member shall be entitled to send one representative to any
General Meeting, but no two members shall be represented by same

4.5
The President of this Association shall act as Chairman at all General
Meetings (and in his absence his deputy shall be decided by the other
officers present at the commencement of the meeting in question).
4.6
The voting at Annual or Extraordinary General Meetings of this
Association shall be by ballot unless a show of hands be agreed by a
majority of those entitled to vote.........................................................
4.7
Members are entitled to vote at the Annual General Meeting only if
their affiliation for the ensuring season has been paid by such date as
has been decided and advised by the Council......................................
4.8
An Officer of the Association cannot represent a member Club or
sanctioned League. The Officers and Council members shall be exofficio and entitled to attend and vote at all Annual and Extraordinary
General Meetings...................................................................................
5.
MANAGEMENT OF COMPETITIONS AND CLUBS....................
5.1
Each Club shall be required to keep an Account Book showing full
details of Income and Expenditure. The Council shall have powers at
any time to inspect the books and papers of all Clubs affiliated to
this Association. All vouchers and documents relating thereto must
be produced on demand....................................................................
5.2
All Clubs affiliated to the Cheshire County F.A. shall have the right
to enter a Cup Competition of this Association provided that the
Council consider them as suitable participants...................................
5.3
Any Club may enter the competition of another District Association
provided they have honoured their obligations to and with the
permission of this Association................................................................
5.4
Clubs and players shall not compete in any match or competition
(including small side matches or competitions) the proceeds of
which are not devoted to a sanctioned football club, Football
Association or some other object approved by this Association
5.5
Six-a-side and similar competitions are forbidden unless sanctioned
by the Cheshire County Football Association. Competitions being
completed within a period of 24 hours shall be permitted to register.

at an all embracing fee, including the clubs, as determined by the

The playing season shall be defined from time to time by the

5.7
Clubs, players and officials subject to the jurisdiction of this
Association shall not be associated with or play with or against any
club which is not a member of this Association or some other
recognised affiliated Association. ....................................................
5.8
No match between unaffiliated teams shall be played on grounds
which are under the jurisdiction of clubs who are members of this
Association...................................................................................
5.9
This Association shall have first claim upon all grounds and players
belonging to clubs who are members of this Association. Clubs,
players or members of clubs violating this Rule shall be dealt with as
the Cheshire County Football Association shall decide....................
5.10 Every Club is responsible for the actions of its players, officials and
spectators in accordance with the Regulations issued and amended
from time to time by the Football Association and Cheshire County
F.A......................................................................................................
5.11 The Officials of any Club, League or Competition which may
disband, shall produce all papers, books and vouchers and an audited
Statement of Accounts showing the financial position at the date of
disbandment. The consent of the Cheshire County F.A. must be
obtained before any assets are disposed of.........................................
5.12 Any member Club, League or Competition changing its Secretary
or any registered Secretary changing his address must advise the
Secretary of this Association within seven days thereof. Failure to
comply will result in a fine not exceeding £10. The registered
Secretary of a member or organisation is the only official recognised
by this Association for the purpose of all correspondence..................
5.13 Unless instructed otherwise, all correspondence on matters
concerning this Association, shall be addressed to the Honorary

6.
STATUS OF PLAYERS..................................................................
6.1
The status of players is as defined from time to time by the Football
Association. .......................................................................................
7.
TRUSTEES AND FUNDS OF ASSOCIATION...........................
7.1
The President, Treasurer and Secretary for the time being of Association shall be Trustees and the legal holders and authorised
signatories of all monies and properties belonging to this Association, including competition trophies.............................................
7.2
All monies received by this Association shall, in the first instance,
be lodged in an Account with one of the Joint Stock Banks or a
Building Society................................................................................
7.3
All payments by this Association shall be by cheques issued on such
banking account and shall bear the signatures of two such Trustees.
7.4
So much of the funds of this Association as may not be required for
immediate use or to meet the usual accruing liabilties shall be
invested with the authority of the Council..........................................
The Statement of Accounts of this Association, prepared by
Treasurer up to the 31st December and duly certified by
appointed Auditors, shall be presented to the Annual General
Meeting. ...................................................................................
All Statements of gate receipts in which this Association is
concerned shall be checked by an Officer or Member of the
Council who shall certify the correctness of the same.
REFEREES ............................................................................
All referees shall be registered annually in accordance with the
Regulations for the Government of Referees of the Cheshire
County Football Association. ..................................................
LONG SERVICE .................................................................
Any Officer of this Association or Member of the Council who
has completed twenty one years in the service of this Association shall be presented with a Long Service Award at the
Annual General Meeting following completion of such period.

9.2
The Council shall have power to elect Life Members who shall
not be debarred from holding any other office in this Association
(NB - where District Football Associations have existing Life
Vice Presidents they may remain in office but no such future
appointments shall be made).................... ....................................
10.
PROTESTS AND APPEALS.............................................................
10.1 Any protest made by any Club under these Rules shall be in writing
and duplicate copies shall be sent to the Secretary of this Association accompanied by a deposit of £25, which deposit may be
forfeited if the protest is not sustained. In the case of a frivolous or
vexatious protest being made, the Council shall have the power to
order the protesting Club to pay such expenses as may be decided.
10.2 Should any Club concerned in a protest have a member on the
Council, that member shall not be eligible to sit on the Council
whilst that protest is being discussed. .........................................
10.3 A member may within seven days of receipt by them of written
notification of any decision made in accordance with these Rules,
appeal against such decision by lodging particulars in duplicate,
accompanied by a fee of £35, to the Secretary of the Cheshire
County F.A. for the adjudication of the Board of Appeal, who shall
decide by whom the costs of the appeal shall be borne................
A copy of the appeal must be sent to the Association Secretary and
the operation of the decision made by this Association shall not be
suspended pending the result of the appeal, unless the Board of
Appeal or the Council of the Cheshire County F.A. through its
Officers orders such suspension......................................................
11.
GENERAL PROVISIONS...............................................................
11.1
No Club may change its name without the permission of the Council
and such permission will not normally be given after 1st August, of
the current season..An Admission Fee of £10.00 (payable to Cheshire
County FA) must be submitted with each application.
11.2
The Council shall have the full power to deal with any matter not
provided for in these Rules, subject to the rules of the Cheshire
County F.A...........................................................................................

11.3
The Secretary of a League, Club or Competition shall be the
nominated person to receive and answer all correspondence with the
Association. Any Participant, League, Club or Competition failing to
answer correspondence, or implement an instruction of the
association within the time indicated, shall be liable to a minimum
fine of £25.00. In the event of the Participant, League, Club or
Competition then failing to answer the correspondence, implement
the instruction, or pay the fine by the specified date, the Participant,
League, Club or Competition will be liable to a charge of misconduct
by the Cheshire County Football Association.......................................

ALTERATION OF RULES............................................................
12.1
In the event of any alteration being considered necessary to the
Rules of the Association, notice of the proposed alteration must be
sent in writing to the Secretary of this Association who shall forward
it to the Secretary of the Cheshire County F.A. for consideration by
that body and by all District Associations. Any alterations confirmed
as above shall be adopted by all District Associations. .....................

CUP COMPETITION RULES
1.
CONTROL
Cheshire County Football Association require All Clubs considered to
be Open Age District Association Clubs playing in sanctioned leagues
to enter an approved competition of their District Football
Association: exemption from which may be given by the County
Association to those clubs who enter the Amateur and Sunday
Challenge Cups of the County Association.
The entire control and management of the above competitions shall be
vested in the Council of the Wirral District Football Association, who
may delegate responsibility for the Youth (U16), Minor and Minor `B`
Competitions to that of their Youth Committee. In all matters the
decision of the Council shall be final, subject to a club having:(a)The right of personal hearing by council, or a sub committee
appointed to act on their behalf, to contest any charge of
contravention/or fine imposed for violation of competition rules,
subject to the club submitting their request in writing within (7) seven
days of notification of the charge/fine to the Secretary of the
Association accompanied by a fee of £25, which may be forfeited to
the funds of the Association if the charge/fine is substantiated; and
(b)The right of appeal to the Cheshire County Football Association
in accordance with District Association Rule 10.3.
2.
ENTRY TO THE COMPETITIONS
Entrance fees shall be at a rate as determined from time to time by the
Council, and shall be payable not later than 30th June, Open Age Clubs
who do not enter by the required date may be fined £10 and entered
into the appropriate competition, and shall be required to pay the entry
fee, and will be subject to the Council having power to select clubs for
all competitions.
3.
DURATION OF GAMES
The duration of each tie shall be:

(a)Open Age and Under 18 Youth – not more than ninety minutes nor
less than eighty minutes divided into two equal periods.
(b)Under 16 Youth – not more than eighty minutes nor less than
seventy minutes divided into two equal halves.
(c)Minor Competition Under 14 of not more than seventy minutes nor
less than sixty minutes divided into two equal halves.
(d)Minor Competition Under 12 of not more than sixty minutes nor
less than fifty minutes divided into two equal halves.
Extra time of not more than fifteen minutes each way nor less than ten
minutes each way shall be played in all Open Age and Youth U18
Ties.
In Minor U12 and U14 and Youth U16 Competitions a minimum and
maximum of ten minutes each way shall be played in case of a draw.
The half time interval in all Competitions shall be FIVE minutes
duration and this may only be altered with the consent of the match
referee.
Match Ball Sizes
Open Age, Under 18 & Under 16 Size 5 match ball. Under 14 &
Under 12 Size 4 match ball.
If a match has to be postponed or abandoned owing to causes over
which neither club has control, it shall be replayed at a venue decided
upon by the Cup Competition Committee.
If because of the late arrival of the visiting club and/or referee, extra
time cannot be completed, the tie shall be replayed on the same
ground.
If because of a fault by the home club extra time cannot be completed,
the tie shall be replayed on the visiting club`s ground.
In all rounds of Competitions, the game will be decided by the taking
of penalties in accordance with that agreed by the International Board
on 27th June 1970 and if the scores are level after extra time.
If a tie is abandoned as a result of misconduct, the Council shall have
the power to strike the club responsible out of the competition.

4.
COLOURS
If two clubs are drawn together in rounds prior to the semi final whose
registered colours are similar, the visiting team must change.In the
semi-Final and Final ties where played on neutral grounds clubs
having similar colours shall draw lots for choice of colour.
5.
DRAW
The name of clubs entered for the competition shall be placed in one
lot, and shall be drawn in couples at a time. At each drawing, the club
first drawn shall have choice of ground, which shall either be that on
which it is accustomed to play subject to there being adequate
dressing room facilities, or that belonging to its opponents. These
couples shall compete with each other, and the names of the winning
clubs shall be placed in a lot, drawn in couples, and compete as in the
first tie and so on until the final is played, when the winning club shall
hold the cup for the current year.
In the event of a club receiving a “bye” in any of the drawings, the
Council at the next drawing shall first draw a club to play against it
from the lot, and then proceed in drawing couples. No club shall
receive more than one “bye” in the season, in any one competition.
Sufficient “byes” shall be allowed in the first or second round, so that
four clubs shall be left in the semi-finals.
The lots shall be drawn and the competition matches played as the
Council of the Association may determine, and immediately after
each drawing the Secretary shall intimate to each of the clubs drawn
the name of the club it is drawn against and the time within which the
tie is to be played. The Council shall have power to exempt the semifinalists of the previous season and additional clubs for the first round
of the competition if they think it is advisable. Clubs intending to
scratch must give eight clear days notice of such intention to the
Secretary of the Association and to the club against whom they have
been drawn.
6.
FAILING TO PLAY
Any club refusing or failing to play the club against which it has been
drawn, within the time intimated to it and without sufficient reason
for so doing, shall be adjudged to have lost the match.

7.
POSTPONED AND ABANDONED MATCHES
In the event of a match not being played owing to fog or other
unavoidable causes, the referees half fee, must be paid at once.
8.
GROUNDS
All ties must be played on grounds where the Cup Competitions
Committee are satisfied the facilities are adequate, and may at the
discretion of that Committee, include the use of any approved pitch
surface and the use of floodlights and in the Senior and Premier
Competitions the playing area must be enclosed or roped off (where
Assistant Referees are appointed).
Clubs must take necessary precautions to keep their grounds in a
playable condition, and marked in accordance with Law 1 of the
Football Association Laws of the Game. Clubs failing to do so will be
liable to a fine not exceeding £10. In addition, if through any fault of
the HOME team a match has to be postponed or replayed, the Council
shall have the power to order the venue to be changed.
The field of play must be kept clear of spectators. Corners flags and
Goal nets are compulsory and must be used. The home club will be
held responsible for these matters, and clubs neglecting to make any
efficient arrangements will render themselves liable to
disqualification.
9.
NOTICE OF GROUND AND RESULT OF MATCHES
(a) 7 days prior to the date fixed for any cup-tie the home club shall
notify the visiting club and the Referee (and Assistant Referees when
appointed) of directions to dressing rooms and ground, time of Kickoff and home club colours. Fine for omission £10.
(b) The result of each match to be telephoned to the Competitions
Secretary of the Association by the Secretary of the home club, within
2 hours of the end of the game. Fine for non-compliance £10.

(C) Written notice of the result of each match on the Form provided
together with the full Christian and Surnames of the competing
players of both teams including the substitute if he has played, the
time of starting and the referee mark which, if below 50 must be
accompanied by a detailed report of reason for same, shall be sent by
both of the competing clubs to the Competitions Secretary
immediately after the conclusion of the match. Clubs not complying
with the Rule within 24 hours (Sundays excluded) shall be find £10,
with further action for non-compliance as stated in Rule 23 (page 22).
(d)The Referee at the conclusion of each tie shall send the result
together with the exact time of starting and cause of the late start, (if
any), to the Competition Secretary of this Association. Referees
failing to do this shall be subject to a fine of £10.
10.
TIME OF KICK OFF
The times of kick-off in all competitions shall be:- Decided by the Cup
Competitions/Youth Committee. Clubs failing to start at such times
without reasonable cause shall be subject to a fine of £1 per minute, at
the discretion of the Council.
11.
REFEREES APPOINTMENTS AND FEES
All Referees (also the Assistant Referees in the semi-final and final
ties) shall be appointed by the Referees` Committee.
Referee`s and Assistant Referee`s fees shall be paid in all rounds prior
to the Semi Final, by a HOME Club Official and in Semi Final ties by
officials of BOTH CLUBS in equal amounts at the conclusion of the
match, in accordance with the amounts determined from time to time
by the Council, as shown on the notification of draw sheet.
In the final tie the Referee and Assistant Referees will receive tokens
in lieu of fees plus travelling expenses.
In the event of the non-appearance of the appointed Referee, the clubs
should mutually agree upon a Referee. A Referee mutually agreed
upon shall have, for that game, the full powers, status and authority of
a registered Referee.
Any Club failing to fulfil fixture shall be liable to be struck from the
competition and also liable for payment of the full match official fee.
12.
NOT ALLOWED TO SCRATCH
No club shall be allowed to scratch in the semi-final ties. Any club
failing to play shall be adjudged by the Council to have been guilty of
serious misconduct, and shall be liable to be dealt with by the Council.

13.
POINTS OF FACT
On points of fact connected with the play going on the decision of the
Referee shall be final.
14.
ELIGIBILITY OF PLAYERS
All questions of eligibility, qualification of competitors,
interpretations of the Rules or Laws, or any other matter not provided
in these Rules, shall be referred to the appropriate Cup or Youth
Competitions Committee of this Association, and all decisions
reached submitted for confirmation at the next Council Meeting of
this Association.
15.
PROTEST AND APPEALS
Protest and Appeals must be lodged by the protesting club with the
Secretary of this Association within three days thereafter (Sunday
excepted). All protests shall be lodged in duplicate, in addition,
objections relative to grounds, goalposts or bars, or other
appurtenances of the games, must be lodged with the Referee before
the commencement of the match. All such protests and appeals shall
be accompanied by a fee of £25 – in the event of the protest not being
sustained, such fee shall be forfeited to the funds of this Association,
and any expenses incurred by the club protested against or by this
Association shall be borne by the club having made the protest, at the
discretion of the Council. In final ties all protests as to eligibility of
players, or any other cause, shall be lodged prior to the
commencement of the game, with the Association Council Member in
charge.
Any club making a frivolous protest will be liable to removal from the
competition.
16.
TO WITHDRAW
Should either of the two clubs in connection with a protest have a
member on the Council, such member shall withdraw while the
protest is being considered.

NOT ALLOWED TO COMPETE
Any club or player taking part in a Football Contest (other than
practice matches or matches played in camp), during the close season
shall be debarred from competing in these Cup Competitions not
withstanding that such player may have been suspended or otherwise
dealt with for the offence by any Association.
18.
PRESENTATION OF CUPS
At the conclusion of the final ties (in case no protest is lodged) the
cups shall be presented to the winning teams on the ground. An
agreement shall afterwards be completed by the winners of any of the
cups and forwarded to the Secretary of this Association.
Any club failing to return the cup or agreement by the specified dates
for return, shall be liable to a fine of £10, at the discretion of the
Council.
19.
INSURANCE
All cups belonging to this Association shall be annually insured by the
Association, via The Cheshire County Football Association Limited.
20.
RECEIPTS AND NEUTRAL GROUNDS
In the semi-final and final ties, the Council may fix neutral grounds or
may order such ties to be played on the grounds of any of the clubs
concerned.
In the semi-final and finals where played on neutral grounds the
Association shall take the receipts and pay expenses, and may provide
tokens for the winners and runners-up (funds permitting).
Where a semi-final or final tie is played on the ground of one of the
contesting clubs, no rent shall be charged or paid for the use of such
ground, and the match officials fee(s) paid by both competing clubs in
equal amounts.
In all semi-final ties, the whole playing area must be enclosed or
roped off. Referees are to report offending Clubs, who shall be fined a
sum not exceeding £25 and may be removed from the Competition.

REFEREE REPORTS
All reports by Referees other than misconduct shall be sent under
cover to the Competitions Secretary of this Association.

RENT OF GROUNDS
Rent of Grounds for cup-ties shall be 10 per cent of gross gate after
deduction of tax, such percentages to cover all charges, provided that
the Council may at any time engage a ground for a prearranged fee.
23.
FINES
The registered Secretary of a Member or organisation is the only
official recognised by this Association for the purpose of all
correspondence. The Secretary of a League, Club or Competition
shall be the nominated person to receive and answer all
correspondence with the Association. Any participant, League, Club
or Competition failing to answer correspondence, or implement an
instruction of the Association within the time indicated, shall be liable
to a minimum fine of £25. In the event of the participant, League,
Club or Competition then failing to answer the correspondence,
implemented the instruction, or pay the fine by the specified date, the
participant, League Club or Competition will be liable to a charge of
misconduct.
24.
CORRESPONDENCE
All correspondence concerning Association`s Cup Competitions
must be addressed to the Association Secretary, Mr. F. G. Robinson,
20 Primrose Road, Claughton, Birkenhead, CH41 0EE, except where
the rule(s) specifically state otherwise. Where a reply is expected, a
stamped addressed envelope or postcard must be enclosed.
25.
ELIGIBILITY OF PLAYERS
General conditions applying to all competitions:The competing teams shall number 11 players, plus three substitutes
who may be used at any time during the match except to replace
players who have been suspended from the game by the Referee. All
of whom must be bona fide members of their respective clubs, and
while the players of each team may be changed, no individual shall
play for more than one club during the season in the same
competition.
In Open Age and Youth U18 Competitions a maximum of five
substitutes can be named prior to the commencement of the game and
a maximum of three can be played.

Under 16 age group and below
A club may at it`s discretion and in accordance with the Laws of the
Game use five substitute players in any match in these Competitions
who may be selected from five players. For Youth, Minor and Minor
`B` Football teams, a player who has been substituted himself
becomes a substitute and may replace another player at any time
subject to the substitution being carried out in accordance with Law 3
of the Laws of Association Football.

(b)(i) In all rounds of the Competitions a player must be a registered
player of his club.
C
(ii) Any such registration in the case of a player under written
contract (applicable to the Senior Cup only) must have been received
and accepted by the Football Association, or in the case of a player
without written contract, registered with a League in which his Club
competes, by 12 noon on the Friday previous to the date fixed for the
playing of the Round and the registration must be continuous through
to the date of the match.

In the Sunday competitions a player must meet the criteria of (ii)
above by 12 noon on the Saturday previous to the date fixed for the
playing of the Round and the registration must be continuous through
to the date of the match.
C
(iii) In order to be eligible to play in the Final tie, players must have
been eligible to play in the Semi-Final ties.
C
(iv) An International Transfer Certificate for players coming from
Overseas Association (including) Wales, Scotland, Northern Ireland
and the Republic of Ireland takes precedence over a player`s
registration, therefore, this is also required by 12 noon on the Friday
(in the case of a Saturday) and 12 noon on a Saturday (in the case of a
Sunday) Competitions previous to the date fixed for the playing of the
round for the player`s registration to be valid.

(c)(i) A player may not in the same season play for more than one
competing Club in each Competition.
C
(ii) In the case of postponed or re-appointed matches, only those
player`s shall be allowed to play who were eligible for the original
game. A player who has been suspended may play in postponed, or
re-appointed ties after the term of his suspension has expired.
C
If the Council have doubt as to the qualification of any player taking
part in a competition, they shall have power to call upon such player

or club to which he belongs, or for which he played, to prove that he is
qualified according to the rules, and failing a satisfactory proof the
Council may disqualify such player, and may remove the club from
the competition and impose a fine not exceeding twenty-five pounds,
or impose such other penalty as they may think fit.
Prior to all ties, if so requested by their opponents 7 days prior to the
game the competing clubs must provide their opponents with the full
Christian and Surnames of those players eligible to take part in the
match from which the team will be selected. Any club failing to send
such information – 3 days prior to the match – shall be liable to a fine
of £10 but this shall not be a ground for protest against the results of
the match.
Lists of 11 players and available substitutes must be exchanged
between the competing clubs at least twenty minutes prior to the
commencement of each game. Any club failing to do so shall be
liable to a fine of £10.
(d)Particular conditions applying to the Senior Cup
Competitions:Contract players are eligible to play in this competition.
(e) Particular conditions applying to the Sunday Premier Cup
Competitions:Any player having played for any club in the Wirral Sunday Amateur,
Sunday Junior or Minor Cup Competitions during the current season
is NOT eligible to play in this competition.
Contract players are NOT eligible to play in this competition.
(f)Particular conditions applying to the Amateur Cup
Competitions:Any player having played for any Club in any Wirral Junior Cup
Competition during the current season is NOT eligible to play in this
Competition.
Any player having played for any Club in any of the following Senior
category competitions during the current season, shall only be
eligible for the Semi-Final or Final rounds of this competition if he
played for his current club in an earlier round of this competition
during the current season:-
