Dad visits site
of son’s death

A SPECIAL bond between father and son was
torn apart when two cars crashed head-on in Te
Kuiti on Saturday.
Emergency services were called to the scene of
the entrance to Te Kumi Rd.
Despite the best efforts of emergency workers
last weekend the driver of the northbound Mazda
Leonard Mackey (59) from Ashburton and front
seat passenger nine-year-old Leroy Brown died
at the scene.
Also in the car were Leroy’s mother 45-year-old
Leonie Berger from Northland, who later died
from her injuries in Auckland City Hospital, and
her seven-year-old daughter Elyse who is recovering in Starship Hospital.
At her bedside is her devastated father Heath
Brown of Warkworth who says his daughter’s will
to survive is all that is keeping him going.
“She is one lucky little girl. Just knowing that
she is getting better helps take my mind off losing
my little fella.
“She doesn’t really know what has happened to
her mother and brother, but I’ve told her they are
her guardian angels now and they will be with her
wherever she goes.”

TWO men responding to an alarm at the Benneydale water treatment plant on Friday morning
were allegedly held captive for three hours by a
man brandishing a knife.
The two Veolia Water employees arrived at the
Waitomo District Council plant on Mine Rd at
about 11am where they disturbed a man who had
broken into the facility.
The 29-year-old man who was in an agitated
state, allegedly asked the Veolia workers for methamphetamine (P).
The owner of the property the water plant is located on Graeme Reinhardt says the first he knew
of the incident was when the workmen pulled up
at his house just after 11am.
“One of them told me a man had held them hostage down at the water tanks and shed with a knife.
“I can only tell you what the men said to me and
that was the chap thought he was breaking into a
P lab. I believe it was one of the worker’s last day
on the job and the other was his replacement, and
that is all I can tell you.”
It is understood the workers distracted the man
before escaping and calling the police.
Police responded from Te Kuiti, Otorohanga and
Te Awamutu plus a Waikato dog handler.
Although police have not released any further
details relating to the incident, Sergeant Andy Connors from Otorohanga Police says: “The two workers were alarmed, but unhurt, in the incident.”
IN CUSTODY
Police arrested the 29-year-old, who is from Benneydale, and he appeared in the Hamilton District
Court on Saturday.
He was remanded in custody to appear again
on March 14 and faces a variety of charges including kidnapping, aggravated robbery, assault on a
police officer and resisting arrest.
Waitomo District Council chief executive Chris
Ryan says equipment was damaged in the burglary.
“From a council view, we understand the
contractor operates satisfactorily under a strong
workplace health and safety model. That includes
two employees, working together, where appropriate at work sites.”
Veolia Water management declined to comment.

Transparency an
issue for councils
DAMAGE is being done to local democracy and
public confidence is being eroded as councils hold
meetings in secret according to the NZ Taxpayers
Union.
Figures obtained by the union, under the Official Information Act show the Waitomo and
Otorohanga district councils and Waikato Regional
Council (WRC) have held 198 meetings this term
since 2013 where the public were excluded.
Under the Local Government Official Information and Meetings Act it is taken for granted all
meetings be open with minutes and agendas available to the public.
NZTU executive director Jordan Williams says:
“The union has found public excluded meetings,
often labelled as workshops, are often held to “get
around the definition of the word ‘meeting’ therefore not having to produce minutes to be available
for public scrutiny.
”If a council needs to discuss an item behind
closed doors because of commercial sensitivity, the
act has sufficient provisions to accommodate that,”
says Mr Williams.
“By avoiding even the public notification of
meetings, what confidence can ratepayers have
that their leaders are performing their duties in a
transparent manner?”
WRC chairwoman Paula Southgate agrees the
need for transparency in councils is vital.
However, she says: “Workshops have their place
in the early stages of information sharing.”
Since 2013, the WRC has held 83 workshops, 21
meetings between councillors and the chief executive and seven team meetings, all public excluded.
LOCAL COUNCILS
Waitomo District Council (WDC) holds 11
monthly full council meetings each year with
various supplementary meetings which arise as
a result of planning, consents and submissions.
Since the beginning of this council’s three-year
term it has held 25 public excluded sessions at
council meetings and 25 workshops.
WORKSHOPS
Waitomo mayor Brian Hanna says workshops
have been always been part of the council’s operation and there’s nothing different to the way things
have been done in his 12 years on the council.
“Workshops are a great way of identifying issues and possible solution options and to guide
staff on the information, expectations and needs,”
says Mr Hanna.
“We are not hiding anything and no resolutions
are passed at a workshop. The act has provision
which allows council to exclude the public from
part or all of the meetings for various reasons. But
workshops are not subject to the same conditions.”
The Otorohanga District Council (ODC) has had
24 public excluded sections at meetings during this
current three-year term and about 20 informal
council workshops.
Chief executive Dave Clibbery says reasons the
council holds public excluded meetings include the
need to discuss and make decisions on matters
with potential commercial implications, issues of
personal privacy, matters involving negotiations,
or where there are issues of legal privilege.
Despite the concerns expressed by the Taxpayers Union, neither local councils have received any
formal complaints during this term.
VARIATIONS
But councils around the country vary in their
transparency and openness.

formation,” says Mr Williams.
“The cultures of openness usually
suffer when all public comments have

It’s for this reason we [the taxpayers union] really enjoy dealing with
the smaller councils where often we
can talk to the manager responsible
for the information sought.
“In larger councils communications staff act as gatekeepers, screening any information and making it
much more difficult for transparency
groups like ours, or everyday ratepayers, from getting to the bottom
of issues.”

than $2000 on the side of Waitomo Caves Rd after taking a photo

SEVERAL power tools were stolen from an unsecure garage on King
St West in Te Kuiti.

POLICE have four suspects in mind following a single car crash on
Ormsby Cres in Otorohanga. The car was seen doing burnouts
before the driver lost control and crashed down a bank into a tree
stump. There were no injuries, however, police were unable to determine who was driving the vehicle. Enquiries are continuing.
THREE 1.8m tall cannabis plants were seized by police from a Rangitahi St home in Otorohanga.
FOOD and money were stolen from the Otorohanga Community
Pool vending machine. Burglar(s) gained entry by cutting a gate
padlock and forcing the machine open.

A 77-year-old Auckland woman was warned by police for reckless
driving after she hit the gas pedal instead of the brake and crashed
into a wall at the BP service station in Te Kuiti. She was uninjured.
POLICE are investigating a case where two men unlawfully entered
a Hinewai St home in Otorohanga and one lay upon a sleeping
woman. The other lay down on a sofa. When the woman woke at
about 5am, she screamed and yelled at the intruders before they
left. Another woman was in the house at the time but police says she
slept through the altercation.
The men are described as male Maori, of slim build and aged in
their late teens or early 20s.
A MALE driver travelling east on King St East in Te Kuiti failed to
give way and crashed into a northbound car at the Taupiri St roundabout. There were no injuries.
THE person who took a car taken without permission from a Phillips
Ave home in Otorohanga was later stopped on Te Rapa Rd in Hamilton for excessive speeding. The car was impounded.

A TRAILER wheel became detached and hit an oncoming car on
SH4. The driver of the oncoming car suffered a cut to his arm when
his airbag deployed. There were no other injuries.

A DRUNKEN man was arrested and issued with a pre charge warning after disturbing a group of tourists at the Mangaokewa Reserve
in Te Kuiti. He was continually tooting his car horn and yelling.
A 21-year-old Te Kuiti man was stopped by police while driving on
King St West in Te Kuiti and failed an evidential breath test registering 695 micrograms of alcohol per litre of breath. The legal limit is
250mcg/l. He is summonsed to appear in Te Kuiti District Court on
Monday.
TWO cattle beasts at Otorohanga District Council’s pound on
Otewa Rd were illegally shot with a .22 rifle. They were then gutted,

THE success of the 2015 Te Kuiti Christmas parade which attracted 32 floats and one of the best crowds seen for some years
has shown Friday night is a winner for the parade.
Parade convenor, Waitomo District Council community development co-ordinator Donna Macdonald, has confirmed the date for
this year’s parade is December 9, with the theme ‘All I Want For
Christmas Is ...’.

THE new $220,000 kiwi night zone display now
open to visitors at the Otorohanga Kiwi House
and Bird Park is being carefully decorated in kiwi
“snot” by its two residents.
‘Kapiti’ a little-spotted male kiwi and ‘Tasman’
a great-spotted South Island female are comfortably settled into their adjacent night zone spaces,
complete with natural landscaping, pools, hollows,
bush and fresh leaf litter.
But kiwi are highly territorial and, having an
excellent sense of smell, have been busy marking
their new ‘patch’ with mucus from their long bills.
“We regularly clean the viewing windows and
displays to ensure they are bacteria free,” says
manager Jo Russell.
“However, our kiwi quickly get busy remarking
the enclosures with their snot.”
The special ‘night time’ illumination brings the
nocturnal kiwi out of their burrows so they are
openly on display for the public watching from a
pitch-black walkway.
“The birds behave naturally because they can’t
see or hear anyone,” says Mrs Russell.

Volunteer guides provide ‘kiwi keeper’ talks
three times daily to help visitors learn about kiwi
and understand why it’s important to protect them.
Checking out the antics of ‘Kapiti’ and ‘Tasman’
recently were German tourists Cora Kroll and
Falico Pallocks on the first stage of a three week
New Zealand tour.
“Visiting the night zone was high on our ‘must
do’ list because the kiwi is New Zealand’s most
famous bird and I don’t think you can see them so
close up anywhere else in the world,” says Ms Kroll.
“They are really cute and we loved watching
‘Tasman’ dashing around her territory.
Though ‘Kapiti’ was well out of sight in a deep
underground burrow, the tourists watched him
preening and cleaning on the burrow cam.
ABOUT THE KIWI
‘Kapiti’ is a 40-year-old little spotted kiwi, New
Zealand’s smallest.
He was bred on Kapiti Island and brought to
Otorohanga as one of the kiwi house’s founder
breeding birds.
Other than Otorohanga, little spotted kiwi are
now only found in sanctuaries like Wellington’s
Zealandia and on off shore islands.
‘Tasman’ was bred at the kiwi house 20 years
ago.
“She is a very feisty bird who has given several
keepers a hurry up,’ says Mrs Russell.
“She is exceptionally active so visitors love her
and she’s certainly enjoying exploring her new
home. We have put a small hill in both night zone
displays to add interest for the kiwi and keep
them fit. Each display has two burrows, although
‘Kapiti’ regularly makes home improvements to
suit himself.”
The nocturnal house display areas contain 72
cubic metres of topsoil hand sieved by volunteers
and metal-detected because kiwi eat “everything”.
The soil is ideal for tunneling and leaf litter is
brought in from bush areas so the birds have plenty
of “interesting stuff” to fossick in.
The night zone has been built on what was “a
bit of a swamp” says Mrs Russell.
It has been landscaped as bushland with gravel
paths weaving through ancient kahikatea.
Funding for the project included $100,000 from
the North King Country Development Trust,
$100,000 investment capital from the not-for-profit
Otorohanga Zoological Society which runs the kiwi
house and $20,000 in smaller grants from the Tides
Foundation, the Department of Conservation and
Waikato Regional Council.

years ago doing his ‘Billy Black rugby
act’ featuring ‘Jonah’ – his tame kune
kune pig tackling and knocking over
dummies dressed in Springbok kit.
Mr Woods says it was a big hit with
television rugby fans.

World War ll patrol boat and Hobbit
motel units.
“They were blown away by what
we’ve done here at Woodlyn Park,”
says Mr Woods.
“They’ve travelled all over the
world and said they’ve never seen
anything like it.
“It was Gerrie’s first time in New
Zealand.
“They were impressed by our beautiful country and friendly people, and
could see why tourists love coming
here.”

FOR 27 years Te Kuiti has been home to Physio
Plus owned by Robyn Lindstrom.
The clinic which initially opened in 1989 on
Sheridan St became accredited in 1992 and has
retained ongoing certification ever since.
It then moved to Taupiri St in 1991, and to its

Gordon clan gathers in Oto
FIFTY-FOUR descendants of
Otorohanga farmers the late Jim
and Pat Gordon gathered for a family
reunion in the town last month.
Born in the Dunedin area – Jim in
Tairei and Pat in Mosgiel – the couple
is survived by six children, 17 grandchildren, 37 great-grandchildren and
one great-great grandchild.
They married in Mosgiel in 1943,
after Jim returned from war and
moved north to work on a farm near
Te Awamutu.
A year later they drew a farm
through the Returned Services ballot
and moved to Rewarewa near Otorohanga where they milked cows and
raised six kids, five of whom attended
Rewarewa School.
In 1957 they bought 80 acres (32ha)
on McCready Rd on Otorohanga’s
south western boundary milking 80
cows and farming pigs and sheep.
After the 1958 Otorohanga flood
the Government bought nearly five
acres (2ha) of the Gordon’s land so
stop banks could be built to protect
the town.
This land included the house site
so the family had to build a new one.
In June 1972 the couple sold their
farm and looked forward to taking
things easier retiring on a small
retirement piece of land they had
retained.
Unfortunately Mr Gordon died
suddenly in October aged only 58
years. His grandaughter was born
the same day.
Mrs Gordon remained in Otorohanga for 34 years until her death
in 2006, aged 89 years.
During their lifetimes the couple
was very active in the community.
Mr Gordon played in the Te Kuiti
and Districts Highland Pipe Band
and supported the marching, cricket
and calf clubs, while Mrs Gordon was
very involved in the Catholic church,
Red Cross, Meals on Wheels and also
won many prizes for her garden.
Their eldest son Rob who still lives
in Otorohanga says: “The Gordon
family have always been proud of
their strong Scottish heritage, made
stronger by Dad who played the bagpipes for more than 40 years.
“So it was fitting that at the reunion Ross O’Halloran, who played in
the same band as Dad, piped the six
siblings into the workingmen’s club at
the beginning of proceedings.
“Ross’s mother, Glenyss, is also
the present chieftain of the House of

The reunion lunch was attended by descendants,
aged from three months to 74 years who travelled
from Wellington to Whangarei.
Mr Gordon says many of his cousins and second
cousins had not met for many years, if at all, so it
was “a marvellous time for reminiscing, renewing
old friendships and establishing new ones”.

Severe weather watch
KIO KIO-Korakonui ward councillor
Ken Phillips wants the Otorohanga District Council to be more vigilant about
weather warnings following the January 28 storm which dumped 76mls of
rain in Otorohanga.
“A weather warning was issued in the
morning and an inspection of drains
should have been made to clear any
blockages,” he said at the council’s
meeting held on February 9. Chief executive Dave Clibbery said the drains
were overwhelmed and operated at
full capacity with the rain not easing
for two hours. Otorohanga ward councillor Robert Prescott said the volume
of water forced a manhole cover off
one drain. “A storm like that will carry
debris along with it blocking drains.”
Councillors agreed they were satisfied
with the current drainage maintenance
schedule, and felt the town’s drainage
did cope with the storm.
Ronnies Cafe resolution
A RESOLUTION to the long running
dispute which prevented the owners
of three Otorohanga businesses from
accessing the rear of their premises has
been found for at least one of them. In
August, Kevin Murphy, the lease holder
of the empty section directly behind
Ronnies Cafe, Little Scissors and Kiwiana Crafts, erected a fence across the
front of his property preventing vehicle
access to the rear of the businesses.
Mr Murphy confirmed a sub-lease
agreement is now in place, giving the
owners of Ronnies Cafe Pheng Kuoch
and Sarith Seang, access to the rear of
their building. The agreement does not
include the other two businesses.
AN agreement could not be reached by the Otorohanga District Council at its February meeting to a
proposal to disconnect properties from two council
administered water supply schemes.
The rationale behind shutting down the Ranginui or Arohena (Taupaki) rural water supply
schemes is because both supplies were never
intended to be used for drinking water and are
unsafe. A recommendation to the council for a
proposed referendum to property owners on the
scheme has been deferred until a meeting is held
with the supply’s users and committee members of
the Arohena (Taupaki) supply to discuss the issues
and options available.
PROPOSED PROHIBITION
The Arohena (Taupaki) Rural Water Supply was
originally commissioned as a water source for stock
only, but continues to be used as a source of drinking water to the seven properties connected to it.
Councillor Robyn Kloss, a user of the Arohena
(Taupaki) scheme, says: “Some of the customers
living on the seven properties did not appear to
understand there was a proposed prohibition of
the use of this water for drinking.”

After July 1, the council proposes to operate the
Ranginui Rural Water Supply (RRWS), which services 19 properties, as a stock only supply meaning
users will have to make alternative domestic water
supply arrangements.
To shut the Ranginui scheme as a source of
drinking water a vote of 75% in favour is needed.
A signed statutory declaration would also be required from property owners to permit the scheme
not to be used for drinking water after June 30.
An agreement has been reached between the
council and public health authorities to undertake
a joint inspection of the 19 houses connected to the
RRWS to ensure they all have an alternative water
source prior to the water treatment plant closing.
The RRWS will continue as untreated water to
be used for agricultural purposes.

New food act will
affect thousands
THOUSANDS of businesses throughout the
country are expected to be impacted by the new
Food Act 2014 which came into effect on Tuesday.
The new act applies to anyone involved in the
selling, making or transportation of food.
Both the Waitomo and Otorohanga district councils are urging anyone involved with a business
that involves preparing and selling food to check
how the act applies to them.
Otorohanga District Council environmental
services manager Andrew Loe says: “Although the
new act will apply to a lot of businesses it is not
a one size fits all approach and aims to regulate
businesses according to risk.
“For businesses involved in lower risk activities
like vegetable growers and transporters, or people
who only sell pre-packaged food the regulation
requirements are at the lower end of the scale,”
says Mr Loe.
“This should help to keep compliance and other
costs down.”
“The new law also introduces other measures to
help businesses keep time and costs down.
“For example, those who manage food safety well
will need less frequent checks.”

Mr Loe says that the new act has been designed
to allow more flexibility. “People can sell food they have made at home,
for example, but must meet the same food safety
standards as other businesses.
“From now anyone starting a business involving
food will need to comply with the new act however,
existing businesses have a transitional period
which varies according to the type of business
they are in.”
Waitomo District Council has already held a
series of workshops for local business in the food
industry.
Te Kuiti’s Bosco Cafe owner Ruth Dawber says
she hasn’t had a chance to catch up on the new
act yet.
“If there ever is an issue we can trace back
from point of sale, preparation back to supply and
grower, through the food plan we already have in
place,” says Mrs Dawber.
“The Ministry for Primary Industries (MPI) has
also developed an on-line tool to help businesses
with what they need to do.”

raised at last week’s Waitomo District Council meeting. While discussing adoption of their Local Alcohol Policy, councillors were told that at times those
applying for licences under the policy to hold oneoff events, did not submit their applications in the
required 21 days. Mayor Brian Hanna said people
holding events need to prioritise and ensure their
application is received in the required time.

Two pre-season
wins for Golds
THE Otorohanga Golds pre-season preparations
are well underway for the 2016 Waikato premier
club rugby competition.
With two wins over Fraser Tech and Morrinsville at the Island Reserve in recent weeks the
Golds play their last pre-season game against Te
Awamutu at Albert Park tonight.
Manager Merv Carr says the team has performed really well to start the year with player
fitness and combinations improving game by game.
Adding to the signs of a positive season ahead,
Carr says Otorohanga has managed to retain the
majority of its first choice players from 2015 who
will again be coached by Noel Barber.
Helping Barber are assistant coaches Hutana
Coffin and Jeremy Iti, who last season coached
Coast in the King Country competition.
Carr says the trio were given a few pointers
from Waikato backs coach Roger Randle and
Chiefs technical advisor Carl Hoeft at training on
Tuesday night.

With three full squads present – Golds, Blues
and U21s – Carr says the club is rearing to go when
the season kicks off proper next weekend.
“We’ve been consistently in the top four for the
past five years or so our first aim is to get through
the first round and see what happens from there,”
he says.
“Of course, we would always like to win the big
one but there’s a lot of work to be done before that
happens.
“The key early on is consistency and fitness
because it is a very physically demanding competition.
“However, we have great depth this season with
the Blues and U21 squads who will no doubt play
a pivotal role for the Golds somewhere during the
season.”
The 10-team premier competition is played over
18 round robin matches from March 12-July 9.
The top four teams then square off in semi-final
playoffs to determine the two finalists to contest
the coveted overall champions’ Waikato Breweries
Trophy.
The Golds first game of the season is against
Morrinsville Sports at the Island Reserve on Saturday, March 12.
The Blues kick off their 2016 Waikato Premier
B campaign the same day.

High tech Z answer to ‘drive-offs’
Z ENERGY is rolling out the latest
technology to keep its sites, staff and
customers safe across New Zealand.
State-of-the-art licence plate recognition software is the latest in a
string of high-tech security measures
employed by Z following smoke cannons, SelectaDNA mist and an $8
million digital CCTV network being
installed on every Z site.

Forsyth says the new technology has
been successfully piloted and is now
being rolled out across the country.
Z’s Te Kuiti service station in Te
Kumi Rd will receive the latest upgrade within the next few months.
“This technology, coupled with
Z’s cutting edge digital CCTV technology, is already making a huge
difference on Z sites, particularly in
preventing ‘drive-offs’ which cost Z
around $1.5 million per year,” says
Mr Forsyth.
“When we identify a vehicle involved in a drive off, the number
plate is captured in the system and
if that vehicle comes onto any Z site
again, the technology immediately
recognises the plate, focuses cameras
on the vehicle and driver and turns
the pump on to pre-pay, preventing
the vehicle from filling up without
paying.
“Additionally, the quality footage
we now get through this software
and digital CCTV aids the police in
identifying people and increases the
odds of catching them.”
BENEFITS
Z Te Kuiti retailer Glen Carlson
says the new technology benefits everyone from forecourt staff to everyday
customers.
“Even though we aren’t going to
see the latest cameras in Te Kuiti
for a few more months, it is still part
of the national database and any illegal activity that is captured there is
shared nationwide,” he says.
“I think this sort of technology
is great, not only in helping prevent crime, but also for the honest
hardworking people of New Zealand
because petrol drive offs are like
shoplifting – it ends up costing everyone – and this latest software will

go a long way to reducing that.”
Mr Forsyth says the pilot trials have already
reduced drive-offs by up to 80% at some sites.
“If anyone’s thinking about driving off without
paying or doing anything illegal or unsafe on our
sites, don’t bother.
“The chances of getting away with anything are
incredibly low and the chances of getting caught
