Beckley Appalachian Regional H o s p i t a l whereby s t u d e n t s completed
t h r e e y e a r s of academic work on t h e U n i v e r s i t y campus and one y e a r of
c l i n i c a l work a t t h e H o s p i t a l t o be e l i g i b l e f o r a B a c c a l a u r e a t e
degree i n Medical Technology.
The demand f o r c l i n i c a l e x p e r i e n c e s
h a s i n c r e a s e d and many of our s t u d e n t s do n o t want t o go t o Beckley,
West V i r g i n i a . We have developed a Memorandum of Agreement w i t h
Norton Memorial I n f i r m a r y , L o u i s v i l l e , whereby s t u d e n t s may complete

University Government wishes t o p r e s e n t f o r consideration a t the next
faculty meeting (University Training School Auditorium, Tuesday,
May 20, 4: 10 p. m. ) t o which the Student Council i s invited. T h e s e
recommendations constitute the r e p o r t of the committee. It i s hoped
that both the faculty and Student Council will study t h e m with c a r e and

RECOMMENDATIONS OF THE SPECIAL COMMITTEE
ON UNIVERSITY GOVERNMENT
I. The committee recommends that a University Senate be established.
PROPOSED CONSTITUTION
FOR A UNIVERSITY SENATE
Name
The assembly described herein shall be known a s the University Senate
of Morehead State University.
Definitions
"Elements of the universitytt means the administration and staff, the
faculty, and the student body.

Duties and Responsibilities
The University Senate shall have a s i t s purpose to s e r v e the university
community in the following capacities:
1. As an advisory body in the development of policies of the .
institution, reporting to the various elements of the university on
relevant questions;
2. As a liaison o r communicative link among the various elements of
the university, and between these elements and the Board of Regents
through the P r e s i d e n t of the university ;
3. As a deliberative body to give voice to the con&-ius of the university community on any i s s u e s or questions which might a r i s e ;
4. And a s a coordinator of the work of the university committees.

The Senate shall be composed of m e m b e r s of the administration, the
faculty, and the student body. All m e m b e r s of the Senate shall be voting

Academic Affairs, the Vice P r e s i d e n t f o r Student Affairs, the Vice P r e s i d e n t
f o r University Affairs, the Vice P r e s i d e n t f o r R e s e a r c h and Development, t h e
D i r e c t o r of B u s i n e s s A f f a i r s , the Dean of Graduate P r o g r a m s , the Dean of
Undergraduate P r o g r a m s , the D i r e c t o r of L i b r a r i e s , the Superintendent of
Buildings and Grounds, the P r o f e s s o r of Military Science, and one dean f r o m
among the school deans, this Senate m e m b e r ship to be rotated among the five
deans.
2. F i v e faculty m e m b e r s f r o m each school shall be elected to the Senate.
Only faculty m e m b e r s who have a r a n k above that of i n s t r u c t o r , and who have
s e r v e d a t l e a s t two a c a d e m i c y e a r s a t Morekead State University, and who
spend a t l e a s t 50% of t h e i r t i m e in teaching shall be eligible f o r m e m b e r s h i p
in the Senate. The t e r m of office shall be f o r two y e a r s , the m e m b e r s f r o m
e a c h school t o be elected in the individual schools in such a way that a t l e a s t
two new m e m b e r s f r o m each school shall be elected e a c h y e a r . No m e m b e r
m a y s e r v e m o r e than two t e r m s in succession.
3. Two students f r o m each of the schools and two f r o m the graduate p r o g r a m s shall be chosen in a m a n n e r t o be d e t e r m i n e d by the Student Council f o r
Senate m e m b e r s h i p . Only full-time students in good standing a r e eligible f o r
Senate m e m b e r s h i p . The t e r m of office shall be f o r one y e a r .
4. In the c a s e of faculty and student m e m b e r s h i p vacancies in the Senate,
the vacancy shall be filled a s follows: f o r the faculty m e m b e r s h i p vacancy,
the dean of the relevant school shall appoint a m e m b e r to f i l l out the t e r m ;
f o r the student m e m b e r s h i p vacancy, the Student Council shall appoint a m e m b e r t o f i l l out the t e r m .
11. The c o m m i t t e e m a k e s the following recommendations concerning the o p e r a tion of the University Senate.
1. It i s f u r t h e r recommended that a committee be established by the Senate
t o c o n s i d e r m a t t e r s pertaining t o faculty responsibilities and p r e r o g a t i v e s .
This committee would s e r v e a s a kind of grievance committee, hearing c o m plaints of faculty m e m b e r s . Any m e m b e r of the university community who
t e a c h e s a t l e a s t 5070 of the t i m e and who has s e r v e d two a c a d e m i c y e a r s a t
the u n i v e r s i t y would be eligible f o r m e m b e r s h i p on the committee.
2. It i s recommended that relevant university c o m m i t t e e s be incorporated
a s a n i n t e g r a l p a r t of the Senate, the manner and details of that incorporation
to be worked out by the Senate during i t s f i r s t y e a r of s e r v i c e .
3. It is f u r t h e r recommended that the Senate, c h a i r e d t e m p o r a r i l y by the
Vice P r e s i d e n t of Academic Affairs, proceed t o s e t up i t s by-laws and o t h e r w i s e d e t e r m i n e procedural m a t t e r s , with t h e s e stipulations: that r e g u l a r l y
scheduled open meetings be held; that a n agenda containing p r e c i s e identification of i t e m s of business be published throughout the university community
a t l e a s t 48 h o u r s before the r e g u l a r meetings; that provision be made such
that a n y m e m b e r of the university community may bring a question before the
Senate; and that any m e m b e r of the university community can r e q u e s t the
privilege of the floor.

The S t u d e n t C o u n c i l , r e c o g n i z i n g t h e need f o r a n e n l a r g e d and improved
s e r i e s of e n t e r t a i n i n g programs f o r t h e s t u d e n t body, chose t o p l a c e
on t h e May 6 , 1969, S t u d e n t Council O f f i c i a l B a l l o t a s t u d e n t o p i n i o n
q u e s t i o n . The d e c i s i o n was made a f t e r i n v e s t i g a t i o n i n t o p a s t and
p r e s e n t programs and t h e p o s s i b i l i t y of f i n a n c i n g programs f o r t h e
f u t u r e . The i n v e s t i g a t i o n i n d i c a t e d t h a t t h e programs o f f e r e d under
t h e S t u d e n t Council S p e c i a l E n t e r t a i n m e n t Fund, e s t a b l i s h e d on
September 12, 1968, were a tremendous s u c c e s s , y e t t h e r e were two
p o i n t s -in q u e s t i o n , t h e s e b e i n g t h e q u a l i t y and number of programs
o f f e r e d . The i n v e s t i g a t i o n f u r t h e r d i s c l o s e d t h a t t h e f i n a n c i a l
s t a b i l i t y a s s u r e s t h e S t u d e n t C o u n c i l ; lower c o s t through e a r l y
c o n t r a c t i n g , b e t t e r q u a l i t y of programs, and a s e l e c t i o n of d a t e s
most c o n v e n i e n t f o r t h e U n i v e r s i t y .

The new affiliation with Norton's Infirmary in Medical Technology

For the past several months, the Morehead State University has been negotiating
with Norton's Infirmary in Louisville for an affiliation for a medical
technology program like the affiliation entered into by Morehead State
University and Beckley Memorial Hospital in West Virginia. Over a year ago,
four of our medical technology majors went to Norton's for their clinical
experiences and expected to graduate from Morehead State University at the
end of one year at Norton's. These four studects attended Norton's without
our blessing but they insisted that they be allowed to go to the Louisville
school rather than the West Virginia school since they were from the
Louisville area of the state.
Dr. Malcolm Barnes, Director of the Medical Technology Program at Norton's,
came to the Morehead campus on March 19, 1969, to talk about the affiliation
and presented us with a Schedule of Classes but nothing more. We asked him
at that time to submit a Memorandum of Agreement similar to the one provided
earlier (1960) by Beckley. This he promised to do but it was not until
last week that Dr. Barnes mailed the Memorandum of Agreement.
This Agreement makes official an affiliation that will help us recruit
medical technology students in the Louisville area and will provide them
monetary remuneration that will allow them to complete the medical technology
program-at-Norton's

will graduate from Morehead State University after having completed the
Norton's program in Louisville. One additional student will complete her
work in August and will graduate in the August commencement.

Morehead State University students will attend Beckley for
their clinical experiences and so far none have committed themselves for
Norton's but it is largely because the Memorandum of Agreement was so late
in coming to us. We will recruit for the Norton's program beginning now.
We should be as conscientious in recruiting for the Norton's program as we
have been for the Beckley program.
