Methodology – Town Distribution
• Due to the strong similarities between the invitation in-town respondents to
the open link in-town respondents, AND the similarities between the
invitation out-of-town respondents and the open link out-of-town
respondents these two datasets were combined to produce a more robust
sample.
• The paper surveys (11) were also added to the total dataset.
• The majority of the analysis that follows refers to either all the survey
sources combined, or the sub-analysis of in-town respondents vs. out-oftown respondents. This presentation permits comparisons between the two
groups (in town and out of town (Park County and beyond) and helps to
identify areas of consensus and differences that should be considered in
the Comprehensive Plan process.

- Only ~3% of respondents felt that it is unnecessary to develop a plan.
- Overall, similar percentages of residents in-town, and those in the county, indicated
support for developing a plan, either to be tightly followed (about 42%) or as a general
guide (about 42%) . The agreement among those in and outside Fairplay is notable.
-There was no clear majority that indicated how growth should occur; rather, the
respondents are split with about one third in each category.

- Parks/recreation/open space/trails, the environment, and growth/planning/design (in order) were the most
important issues to be emphasized in the Comprehensive Plan, among both in-town and out-of-town residents.
- The only deviation between respondents outside Fairplay to those inside Fairplay in regards to the ranking of
these issues was that those outside Fairplay prioritized community services lower than residents/business
owners in town.
-Economic Development, though an emphasis as rated in many questions in the survey, was one of the lowest
prioritized issues for inclusion in the Comprehensive Plan.

current zoning practices. More/ better information and understanding should be
an objective of the Comprehensive Plan process.

- Given the trend that respondents outside Fairplay rated all issues as more
important than those inside Fairplay, with the exception of annexation of
developed properties, there is an indication that overall priorities are similar. But

treatment in order of infrastructure priorities. Clearly, it is a greater issue for
those outside town than those in town.

The relentless expansion of town employee numbers and payroll coupled with a
corresponding decline in fulfillment of the core duties expected of a VERY basic small
town, taxpayer funded government. It has shown that it is the perfect place to hide
incompetent individuals with mediocre skills and room temperature IQ's; all the while
attempting pathetically to convince the citizenry that it is for our own good. All in all it
is the kind of low level, low skill corruption that accompanies an organization that
allows employees to rise to new and glorious levels of incompetence while growing the
burden they place on the taxpayer (all while thinking in the back of their minds that they
are better than the taxpayer)

FRONT STREET: flowers in the Summer and better signage to direct people
there....development of current empty buildings to have active stores and encourage
people to maintain their yards in the summer. MAIN STREET: ditto the above answer...you
can't expect people to keep nice yards and make the town look pretty when the water
costs so much you can't afford to have a nice yard HIGHWAY 285: clean it up better signs
and just paint the old buildings and make the tow look inviting
It doesn't do much justice to the lovely town that Fairplay is the drive through is pretty
ugly so not sure what could be done about that....perhaps reviving failed businesses &
more signage towards Main & Front Street. Maybe we could have some land for parking
and encourage people to stop....maybe something on the weekends in the summer - feel
like we are losing a lot of passing traffic heading to BV for rafting...

I love being in Fairplay...the surrounding area is beautiful. The town would benefit from
utilizing the richness in the area to encourage people to visit and return - businesses
seem to be stale and 'waiting' to fail. It is a historic town but has more to offer - so
moving forward with innovative ideas and improvements in a more modern sense would

Fairplay is a punch line compared with all the resorts and recreation the rest of
Colorado had to offer. I'm a Colorado native, never lived out of state. This is, and has
always been, a pit stop for the place you really want to go. It's ok, and I understand the
want to make it something else. It just won't be. Just being honest. We couldn't even
keep the music fest in the summer. If Fairplay was smart, it would capitalize on South
Park. Everybody I know loves the cartoon, it's been on forever, and I have to tell people
that I live in the real South Park. I tell them to look it up on wikipedia. Only then do they
perk up. That's a free gift in that cartoon that nobody has really capitalized on. I live
within a mile of the South Park City sign coming into town and I can't tell you how many
people stop and take a picture there. Because of the cartoon. Like it or not, there's a
legitimate way to make lots of money for the town. It's known worldwide.

It would be good to see more 'year round' businesses...it would be optimal if there was a
transportation network to Summit Co...not necessarily for persons working over the
pass, but for people who wish to visit and stay in Fairplay esp. in winter - driving

Take care of your own responsibilities and do that well before you even consider asking
in Fairplay
anything of the citizens. Don't forget, WE allow you the limited power you wield, and are
ultimately the top of the food chain. In that vein, I would suggest you look at your duties
that are untouched before you start issuing edicts to the taxpayer. For example, fix the
streets before you consider telling someone how tall the natural grasses (you call them
weeds) in their yards can be. You want a green lawn, get the town ditch going. Oh, wait.
Thats ANOTHER responsibility you guys have blown off. I can go on all day, but you
won't do any of it because there are just too many squirrels to chase.

Faiplay has great people living in a beautiful location with an interesting history. Our
town can be so much more than it is now if we work together intelligently and
respectfully in a professional and progressive manner.
I'm glad you are trying to make positive changes in the community. Water and waste
water rates are exorbitant, and a barrier to business and residential growth. We need to
bring jobs here that are good paying, long lasting, and compatible with the quality of life
that our residents desire and expect. That will improve revenues, allow for streets that
are in good repair, parks and public spaces that are attractive and well maintained, and
public buildings that attract visitors along with full time and part time residents.

Please pave the roads
I really think that Fairplay and surrounding area already have a lot to offer! I think it's
important to keep the character of the area...improve old buildings and make sure new
ones meet some standards. Would love to see current owners improve the look of their
properties, especially downtown, in the historic business district (Front St. and Main
St.). Simply enforcing the current codes and keeping the town clean (remove junked cars,
etc.) would be HUGE!
Thank you for offering this survey. I hope the results will be available for review and
further community involvement in the future - with more ample notice than is usual for
town business.
The preceeding comments are things that I believe would make the town grow. I also
believe that though these suggestions would help the towns image and financial growth,
all plans should be the will of the people and should be voted on to determine if
improvements are in fact wanted.
We believe that it is important to keep our 'small town' appearance (Front Street and
Main Street), however, it is necessary that Hwy #285 bring well known established
business' allowing highway travellers convienence which will also lure these travellers
to venture into our Historic Community. The basic needs of our residents are extreme,
competition with fuel providers, basic and reasonable grocery providers, building and
home improvement providers. These areas are and have been at a high increase in cost
which does not allow the average American family do reside in such a beautiful, clean
and wonderful enviornment in which to raise our childern and future generations.
Conclusions –
Fairplay Comprehensive Plan Survey
- Overall, there was much consensus between respondents outside Fairplay as
those inside Fairplay in terms of the ranked priorities for each planning aspect.
- Respondents outside Fairplay, however, tended to rate each issue/focus area as
more important than those inside Fairplay. This may be due to the desire of county
residents to seek a deeper sense of community, and they are looking to Fairplay to
meet this need.
- Economic Development, though a focus of the survey, rated lower in order of
importance than several aspects of the environment and infrastructure.
- The community is asking for a plan that addresses a large number of topics.
