What a month.
The events in the Middle East still
dominate the headlines and look set
to do so for a little while yet.
The instability of some of the key
regimes in that fragile area and
potential for even more chaos has
unsettled the markets and the
price of oil continues to rise. The
Chancellor is no doubt pleased to
receive the extra revenue but if he wishes Business to help mitigate
the impact of public sector cuts and drive the recovery he must take
steps to stabilise and reduce the cost of fuel.
Closer to home we have the excellent news that the Basingstoke
M3 Enterprise LEP has been given the green light. We are pleased
to report that your Chamber is actively involved in the creation of
this Business led LEP and have just elected Geoff French from Scott
Wilson as the Chairman of the Shadow Board.
In contrast the process of creating the Solent LEP continues to
disappoint. Selected companies are now being invited to become
“members” and it is they that will be given the power to elect the
Board. So if your company has not been invited to be a “member” you
will not have a say in who should be the business representatives on
the Board.
On a more positive note we have just co sponsored the 2011 Business
South Exhibition. We had a record number of exhibitors and the early
indications from Chamber exhibitors are that the number of visitors may
be slightly down on last year and more business was done.

Business Stars In The
Making On The South Coast
It takes courage to launch a new business award in such
challenging times, but it is just such courage that is needed
by all in business, so as to ride out the recession successfully.
Hampshire Chamber of Commerce urges its business members
and the business community across the Solent area to enter
the South Coast Business Awards, which were launched on 1
March with the aim of rewarding the best in local business.
Small Business of the Year Award
The Hampshire Chamber of Commerce is sponsoring the
Small Business of the Year Award, which will be presented
to a dynamic company with less than 50 employees, which
demonstrates all round excellence in business. The judging
will focus on financial performance, future objectives and the
competitive advantage of the business. It will also look at
examples of specific strategies which have driven business
growth.
The judging will be supported by Business Link and
undertaken by a panel of leading business people, resulting in
four finalists for each category, each of which will be invited
to attend a glittering awards ceremony at the De Vere Grand
Harbour Hotel, Southampton on Friday 15 July. All finalists
will also be eligible to win the coveted Business of the Year
Award courtesy of principal sponsors Coast and a total of 9
other awards are being sponsored.

sub-group seeks to improve links as
a way of enhancing the City’s vitality
and viability.

The City (LATC) have
formally submitted a
report to consultants,
David Lock Associates,
who are looking at the
next phase of the City
Masterplanning exercise.
The purpose of the report brings together the sub-group’s work
to date, assessing car and public transport movements in and
through Southampton City Centre in particular and goes further by
identifying some solutions.
Ian Welland, LATC sub-group Chairman said: “The group, since
its formation in autumn last year, has been assessing the impact
of movements across the city centre, traffic pinch-points and
effectiveness of public transport alongside unnecessary car
journeys. The report is a fair summary of our key debates so
far and complements, but not duplicating, a study submitted
recently by Futures Southampton Group. Our report has drilled
down into detail to arrive at short, medium and long term
strategies and recommendations. Recognising the complementary
submissions of Hampshire Chamber of Commerce and Futures
Southampton Group, I am confident that the consultants appointed
by Southampton City Council, will deliver the right outcomes in
the Masterplan for mutual benefit and value of our business
community.“

forward to reporting their achievements as this year progresses.
The City Masterplanning exercise, for which the Chamber remains
at the forefront of business consultation jointly with Southampton
City Centre Management, enters its public consultation phase in the
spring/summer – dates to be announced shortly.

New Employment Laws Slam
Business with £23 Billion Bill
Despite a pledge from the Government to tackle the burden of
red tape, which is stifling job creation and growth in the UK, the
BCC’s Employment Law Timeline, shows a raft of new employment
legislation which is set to come into force between April 2011 and
April 2015 with 7 major changes planned in 2011 alone.
Kristine Salomon-Olsen Head of Representation at Hampshire
Chamber of Commerce said
“The Coalition government promised a “one in, one out” approach
to new legislation but we have seen very little old legislation being
“thrown out”. Also there was a promise of sunset clauses in new
legislation, meaning there would be a time limit with a requirement
to review new legislation so it could be streamlined or removed at
a later date. The Southampton Office of Hampshire Chamber of
Commerce has previously proposed a one year moratorium on all
new employment legislation that was not necessary for national
security purposes. It could be the right moment to introduce such
a measure, if the business community is to deliver the Year for
Growth expected of it in 2011.”

David Frost, Director General of The British Chambers of Commerce,
commenting on the Employment Law Timeline research, said:
“The Government claims business growth is top of the agenda, yet
UK firms will be hit with huge costs once these new regulations
come into force. Companies cannot generate growth and create
jobs when they are facing a £23bn bill, just to implement new
employment legislation. Unless the Government reduces this kind
of red tape, we will continue to have high levels of unemployment
and could end up derailing the recovery.
“These new regulations, such as changes to the right to request
flexible working, paternity leave, and the abolition of the default
retirement age, will leave employers confused, and distract them
from growing their business. The Government must use the
upcoming Budget to act on its promises and deliver concrete
reductions to the regulatory burden faced by the private sector, so
that it can deliver a Year for Growth in 2011.”
The British Chambers of Commerce welcomes the promised reform
of the employment tribunal system in the UK, which is currently
too slow and weighted in favour of the employee. But, there is no
timescale for its implementation, and the potential cost savings to
business are dwarfed by the cost of new employment law burdens.

Thomas Eggar has started
the New Year with a new
Partner, following the
appointment of commercial
lawyer, Kim Walker. She
brings a wealth of legal
expertise to the practice
generally and more
specifically to the Technology
Team.
Qualifying as a solicitor in
1987, Kim has experience working with business concerns as
an in-house lawyer and with regional law firms in the South of
England. Before joining Thomas Eggar, she worked for Paris
Smith in Southampton, where she became a Partner in 2009.
Kim’s client base is wide and varied and includes technology
start-ups, digital service providers, advertising and marketing
agencies, precision engineers, electronic design and
manufacturing businesses.
Most recently, Kim has been involved in the negotiation of
patent licence, product evaluation and licensed manufacturing
agreements, software development and data use agreements
and software as a service framework agreements.

Peterfields’s Food Festival is set to return
to the town bigger than ever on the first
weekend in June. This popular attraction,
which this year hopes to extend all the
way up Lavant Street and the High Street
as well as The Square and Chapel Street,
will mix stalls, cookery demonstrations
and live entertainment for its thousands of
visitors.

It is hoped that corporate members will use the ethos of
Crimestoppers to improve their own security and will help to
increase the understanding of Crimestoppers amongst staff
and customers as appropriate. A company which is proactive on criminal issues such as theft, fraud and workplace
intimidation will achieve better results and improve
workforce morale.
Crimestoppers also offers an Integrity Line which is already
being used by eleven police forces, a clearing bank, the
Federation Against Copyright Theft and the Jockey Club. This
is available as a separate service from the Crimestoppers
Trust and uses the facilities of the 24/7 Bureau and the
strength of the Crimestoppers brand. More details can be
supplied as required.

the charity and workshops.

Bishops printers ended its financial year on a high, not just with admirable growth
figures but with a visit from an Olympic athlete as well!
The financial year 2010/11 was one of impressive figures for Bishops Printers. Turnover
grew from £13m - £15.5m, the entire operation was moved from the 40,000sq/ft
factory on Fitzherbert Road to the 90,000sq/ft premises on Walton Road and £3million
was invested in new state of the art printing machinery.

Bishops Printers Ends Its
Financial Year On A High!
This growth has secured new local jobs and promises to provide room for further
expansion in the years ahead. It wasn’t all about figures though, Bishops Printers
annual general staff meeting was held on January 20th.
Following a short presentation from Managing Director Gareth Roberts staff were
introduced to famous Olympic Athlete now motivational speaker Kriss Akabusi. Kriss
spoke to all staff for an hour, and what an hour it was, full of outstanding motivational
speaking and a truly amazing story.
Kriss’s natural enthusiasm was passed to the audience who were captivated by his
story of success and how he achieved it. Staff were taken through his life story from
a boy living in children’s homes, to his army days and on to his Olympic medal winning
era. Following the event staff were given the opportunity to meet Kriss in person, have
their photographs taken and talk through life stories of their own.
With such a great end to the year and a motivational speech from an Olympic Athlete
the staff at Bishops Printers are fired up for what is sure to be another successful year.

at a prestigious
dinner dance at
the Village Hotel,
Farnborough, with
over 180 members
of staff and guests,
including Cllr Peter
Moyle, Leader
of Rushmoor
Borough Council.
The company was
started in January
1986 by Kevin
Matthew and Nick
Eke and has grown
into an organisation employing over 100 people. A superb
team was put together that has ensured the company’s
growth year on year.
During the evening, Kevin presented two awards to members
of staff with over 20 years’ ser vice and three more went to
staff with over ten years’ ser vice.
In 2010 CHS became double winners at the prestigious
Heating and Ventilation News Awards following nomination as
finalists in six different categories. Kevin was delighted to
receive the accolade for Inspire10 Business of the Year when

at the 2011 Awards ceremony
Staff at WestQuay shops were celebrating on 9 February
as the south coast’s premier shopping destination played
host to its third annual Retailer Awards. The awards, which
were decided from thousands of public votes plus mystery
shop visits over the last year, sought to reward exceptional
customer service in 16 separate categories.
Food retailer Hotel Chocolat were crowned champions as the
Overall Retailer of the Year 2011. Other retailers celebrating
included fashion store Hollister who were named Best Fashion
Retailer for the second year in a row, with Monsoon scooping
Best Ladies Fashion Retailer. Apple was named as the Best
Technology & Media Retailer.
Meanwhile, leading the way with their strong environmental
credentials was jewellery retailer H Samuel, who received the
award for Green Retailer of the Year from Simon Moody, Area
Manager for the Environment Agency Solent and South Downs.

Southampton based Custom Covers (1984) Ltd has, for 27 years,
generated spectacular marquee solutions for the hospitality
industry. This year they are putting their own energy into a new
‘green’ energy source to reduce the impact of their Southampton
factory on the environment.
MD Robert Sanders explains: We have installed a solar
photovoltaic energy collection system on the roof of our factory
which is ideally positioned on the banks of the River Itchen estuary
into the Solent. This should provide us with a clean energy source
that will reduce our environmental impact and save on our energy
bills too.’
The scheme, installed and commissioned in February, is a 4kw
generating system which (providing the sun shines on Custom
Covers) will generate between 4000 and 4500Kw hours of
electricity per year.
With energy bills continually on the rise the company is looking

Southampton Lions Club Raise £1,200 For
Macintyre Care Helped By City Centre Management

The Grotto was a popular children’s attraction at Southampton’s
Christmas Festival Market located on Above Bar Precinct last

MacIntyre who specialise in care services for children, young
people and adults with learning disabilities and autism. Services
are provided in the Southampton area as part of a UK network.

The public procurement market in the EU (European Union) is
estimated to be worth around one-sixth of total GDP in the EU.
This represents a huge market, and one from which Europe’s
small and medium enterprises (SMEs) ought to be deriving
a significant share considering their overall contribution to
the economy. The 2004 EU Directives reforming the public
procurement rules provide a good basis to ensure a level playing
field for SMEs bidding for public contracts. The European
Commission encourages Member States to share their good
practices in facilitating SMEs’ access to public procurement
and stimulate the innovation and growth potential of SMEs.

Public procurement covers a wide range of supplies, services
and works required by governments, local authorities and public
organisations, utilities and agencies. The size of such contracts
varies hugely, and so whilst some are clearly beyond the
capabilities of SMEs to fulfil, a significant proportion of the public
procurement opportunities in Europe are well within the scope of
SMEs.
The SMEs’ access to public procurement varies from one Member
State to another. However, overall SMEs secure 33% of the value
and 61% of the number of contracts above the thresholds fixed
by the EU directives on public procurement (2006-2008 data).
The directives cover roughly 16% of the EU public procurement
market. It is interesting to note that medium sized companies are
performing much better than small and micro companies.

There are still many barriers which discourage SMEs from
responding to tenders or even lead them to avoid such
opportunities altogether. These include:
• difficulties in obtaining information;
• lack of knowledge about tender procedures;
• the large size of the contracts;
• too short time span to prepare the proposal;
• cost of preparing the proposal (since many costs are fixed, SMEs face disproportionately high costs in comparison with
larger enterprises);
• too high administrative burdens;
• unclear jargon used;
• high qualification levels and required certification;
• financial guarantees required;
• discrimination against foreign tenderers, in other words, favouring local and national enter-prises;
• finding collaboration partners abroad.

Law Students Reach National Final
Of Client Interviewing Competition
Two second-year law students from the University of
Portsmouth Business School have beaten 12 other
institutions, including several postgraduate teams, to reach
the final of a national client interviewing competition.

Second-year students Robert Dalford and Harriet Needham
worked together to interview and advise a ‘client’ – played by
an actor – while being assessed on their interpersonal skills
and ability to handle legal issues.

The client interviewing competition is an annual event which
started in the UK in 1984, following its inception in the United
States. Students are judged on whether they can establish a
good working relationship with the client, recognise and handle
legal problems, take into account ethical and personal issues
and offer appropriate advice.
The theme of the competition this year was ‘Privacy,
defamation and confidentiality’. In one of their two simulated
interviews Robert and Harriet had to talk to a journalist
who was planning on printing a defamatory article about a
businessman being involved with the Eastern European mafia.
The final of the competition will take place at Oxford Brookes
University in March. The winning team will receive prize
money and a place at the Brown-Mosten International Client
Consultation Competition in April in the Netherlands.

Centre (SWC) network opened in Eastleigh in
November 2010, offering business start-ups,
home-based companies and entrepreneurs, low
cost accommodation and the chance to work and
meet locally and avoid the stress and cost of the
peak-time journey to work.
Eastleigh Smarter Working Centre joins a
countywide network of eight flexible, convenient
workhubs which offer comprehensive IT facilities
for start-up companies. The SWCs are ideal for
small companies which need a professional office
environment without the commitment of a long-term
lease.
The Smarter Working Centres were created following
discussions by the Hampshire Senate to try to
identify action that could be taken by local authorities to help
businesses in the economic downturn. The network is free to
join, and members also benefit from access to advice, support
and training from expert organisations such as Enterprise
First, Business Link and Hampshire Chamber of Commerce.
Accommodation and usage costs at Smarter Working Centres
are kept low by offering users the option to ‘pay as you go’ or
book discounted allocated prepaid office space. Depending on
the membership package chosen, this can work out from as little
as £4 per hour, or £12 per day.
Centres are now open in Aldershot, Basingstoke, Eastleigh,

Over 30 business people from the Solent Region

Centre on 1st of February, to attend the centre’s first
ever business-to-business networking and training day.
Unlike most business networking events, attendees
were able to learn important new skills thanks to the
range of guest speakers, including Peter Titchener, of
Peninsula Business Ser vices and Bob Whittle, of USP
Web Solutions. Five workshops ran throughout the day,
covering a vast range of subjects including; HR and
employment laws, website optimisation, sales techniques,
listening skills and the business social networking
website, LinkedIn.
A number of people have already expressed an interest in
attending more B2B days, so I am going to start planning
another soon!”

150 Portsmouth Youths
Get A Taste Of Disability Sports
Some pupils were blindfolded whilst playing basketball and others
got to grips with using a wheelchair to play football.
Warings volunteer staff joined apprentices from Portsmouth
Football Club and Brighton and Hove Albion Football Club to offer
support to the participating pupils and referee the games.
Respectability project coordinator, Charlotte Bishop, from the
Pompey Sports and Education Foundation said: “We want to get
as many young people from across the city as possible to think
about what it’s like to be disabled through the engagement of
sport. Without the support of Warings and its volunteers pupils
simply wouldn’t have the opportunity to gain such first-hand
experience.”
Over 150 Portsmouth pupils got a taste of disability sports
including wheelchair basketball thanks to a team effort by
Portsmouth Football Club and local construction company
Warings.
The sports event, held at The City of Portsmouth Girls’ School,
marked the successful roll out of Respectability – the unique
pilot plan pioneered by Pompey Football Club’s (PFC) RESPECT
Programme and a £25,000 grant secured by Warings.
Warings has already signed up to Pompey Sports and Education
Foundation’s RESPECT programme, which gained national
recognition by using sporting and leisure activities to instill a
sense of pride in Portsmouth.
As part of one of the world’s leading construction and services
groups Warings was able to secure the £25,000 grant through
Terre Plurielle, the corporate foundation of Bouygues Construction.
Respectability is a major new project from PFC’s RESPECT
Programme focusing on giving severely disabled children a chance
to take part in sporting activities whilst supported by young,
disengaged people who are taking positive steps for a better
future.
With the Paralympics games around the corner, the event at
Portsmouth City Girls’ School aimed to help the pupils gain a
better awareness of what it is like to have a disability.
The ‘taster’ sessions included a range of popular sports adapted
for disabled players including wheelchair basketball, seated
volleyball, wheelchair football and goalball.
