A Special Message from State Representative Daryl Metcalfe
Dear Friends,
For those who think illegal immigration is just a border state problem think again. With the federal
government currently AWOL in fulfilling its Constitutional responsibilities to protect American lives,
property and jobs against the clear and present dangers of illegal immigration, many states and local
governments are left with no choice but to take individual action to address this important issue.
While far from all-inclusive, (keep in mind the federal government endeavors to keep all crimes
committed by illegal aliens as “classified”), Pennsylvanians should be very alarmed by the more
than 3,100 illegal alien invaders documented in this report. Taken directly from testimony at last
year’s PA House Republican Policy committee hearings on Illegal Immigration reform and newspaper
headlines across the state, the individual incident reports and statistics chronicled in Invasion PA
involve ordinary, hardworking Pennsylvanians just like you whose lives have been unnecessarily lost
or irreparably damaged due to the federal government’s overwhelming refusal to secure our borders
from illegal alien invaders.
Regardless of whether an illegal alien commits other additional and intolerable offenses such as
stealing jobs that American citizens supposedly won’t do, identity theft, rape, and even murder, they
are all criminals warranting punishment to the fullest extent of the law. Let us never forget that every
illegal alien’s very first step across the border is a violation of our federal immigration laws, which
makes them foreign invaders that deserve immediate deportation, rather than the dignity and respect
of being called immigrants.
It is my hope that putting a human face on these completely avoidable statewide tragedies that
should have never occurred on our soil in the first place, will bring about immediate and necessary
reforms that law-abiding Pennsylvania citizens expect and deserve.
Pennsylvanians must be made aware of the personal liberties lost, tax dollars wasted and lives
destroyed due to the continued presence of illegal aliens. Thankfully, there are several members of the
Pennsylvania House of Representatives in addition to myself who are willing to take the lead on this
issue through the National Security Begins at Home package of statewide illegal immigration reform
legislation.
However, in the end, the success of our efforts will depend on the support of individual Pennsylvanians
like you. I encourage everyone who wants secure borders and safer communities free of illegal aliens

Overview
From the Steel City of Pittsburgh, to the coal City of Hazleton, to the
governor’s home city of Philadelphia, increasingly documented incidences
of homicide, identity theft, property theft, serious infectious diseases, drug
running, gang violence, human trafficking, terrorism and growing cost to
taxpayers are just some of the most detrimental “imports” being brought
across America’s unsecured borders by illegal aliens.

2. The common belief that illegal aliens enter the country simply to work hard and make
a better life for themselves and/or their families is invalid because their illegal entry
automatically leads them to commit additional illegal and criminal acts.
Lahaska, Bucks County: Diogenes Fuentes faces numerous charges after he allegedly cut a
man at the Peddler’s Village employee housing off Street Road in Lahaska. Court records state
Fuentes approached fellow employee Ruben Aparicio on the second floor and requested a beer.
When Aparicio refused, Fuentes pulled out a box cutter and slashed him in the chest, neck, and
hand. Fuentes was arraigned and was being held in jail in lieu of $50,000 bail. Aparicio was treated
at St. Mary Medical Center and released. Both Fuentes and Aparicio speak little English and had
little in the way of identification. They are believed to be from Mexico and police were looking into
their immigration status.
Adams Township: A Beaver County man was accused of threatening to kill several township police
officers after becoming enraged when police arrested his co-worker on an immigration violation.
Armando Garcia Escobedo, of Monaca was charged with making terroristic threats, hindering
apprehension or prosecution, obstructing the administration of law, resisting arrest and disorderly
conduct. He was arrested at an Indian Meadows job site, where township police already had a
suspected illegal alien in custody.

Warren: State police arrested three illegal aliens in Warren County after responding to a report of
two Honduran illegal aliens attacking a Mexican illegal alien at Buckaloons Campgrounds. State Police
contacted immigration authorities and took them to Erie County Jail for deportation. The illegal aliens
had been previously living in North Carolina.

3. In some areas, 12 percent of felonies, 25 percent of burglaries and 34 percent of
thefts are committed by illegal aliens.

4. The most common crimes committed by illegal aliens include identity theft, use of
fraudulent Social Security numbers and green cards, driving without licenses and drug
distribution and possession.

Easton: Juan Arreola, a Mexican illegal alien faces assault and battery charges for kicking and
punching his girlfriend’s 2-year-old son and knocking him unconscious. The 20-year-old illegal
alien faces assault charges. Between June 7 and June 10, he kicked the toddler who fell and hit his
head. On June 10, he punched the boy twice in the chest to keep him from going to sleep.
Oxford: Five illegal aliens were charged with attempted homicide after they allegedly attacked
and stabbed three other men inside a borough restaurant. An all-night investigation by police after
the attack led to the arrests of Agustin Chavez, Miguel Chavez-Medrano, Javier Chavez-Medrano,
Jose Manuel Zavala-Lopez, and Jose Antonio Aya-Zavala.

Easton: Juan Carlos Benevidas-Yanes , an illegal alien from El Salvador, was arrested for
hitting Miguel Hernandez in the head with a brick or similar object causing life-threatening
injuries. Another illegal alien, Martin Benitez-Reyes, was detained in the county prison by ICE in
connection with the beating.

North Hills: A group of nine South American illegal aliens detained after a traffic stop may be
connected to a string of home invasion robberies in the communities of Forward, McCandless,
Cranberry and White Oak. In one of the final home invasions, Freda Dale, 89, died of a heart attack
after four men dressed as utility workers tied up and beat her and her husband, Shannon Dale, in
their Peters home.

Philadelphia: Juan Ordonez-Cortez and Erick Salinas-Bonilla, alleged illegal aliens from Mexico,
were charged in connection with 1,000 counterfeit DVDs and CDs found in their van. OrdonezCortez was driving on Route 22 in Southeast without lights on. Police found 1,000 CDs and DVDs,
$2,048 in cash and copies of sales receipts. Men were charged with first-degree failure to disclose
the origin of a recording device, a felony. Ordonez-Cortez also was charged with driving a vehicle
without lights and driving without a valid license, infractions. The men were held on $25,000 bail
or $50,000 bond.

York County: A littering complaint along I-83 in York County led police to the discovery of 14
illegal aliens riding in a Ford F-250 pickup. The driver, Miguel Barajas Huerta of Baltimore was
charged with driving under the influence, restrictions on alcoholic beverages, driving without a
license, littering and transporting passengers in an open truck. Huerta was the only US citizen
and one of two people who spoke English. Police found numerous beer cans in the cabin and bed
of the truck – corresponding with drivers’ complaints of people throwing cans onto the highway
from a truck. They found seven illegal aliens in the truck’s bed and another 8 inside the cabin. A
Rabbittransit bus transported them to the York County Prison where Huerta and the 14 illegal
aliens are being detained. The investigation has been turned over to ICE.

Butler Township: Police stopped four suspected illegal aliens traveling in a sport utility vehicle for
speeding. The suspects include two men from Mexico, one from Guatemala, and a woman from
El Salvador. Police noted that the occupants were in a vehicle registered out of South Carolina and
with Indiana license plates. All four suspects admitted they were in the United States illegally and
were working for a Texas-based cleaning company.

Clarion County: State Police made a traffic stop on I-80 and discovered a group of illegal aliens
from Mexico who could not provide evidence that they were allowed to be in the country.

Westmoreland County: While driving a tractor-trailer from Gaithersburg, Maryland, Sam
Thompson, an illegal alien from Ghana, rear-ended a car on the PA Turnpike on February 8, 2007,
killing Honduran diplomat Nuria Ortiz Navarro.

Update: Thompson was acquitted of criminal charges, but is being held in York County Prison until immigration
officials decide whether he will be deported to Ghana. Thompson entered the country legally on a one-month visitor’s
visa in 1997. He took no action to renew the visa or seek permanent legal status for the next four years.

Tinicium: Madrid Julio David Xiloj, an illegal alien from Guatemala, did not have a valid drivers
license when his car collided with a motorcycle and killed 24-year-old Steven Ketterer on July 9, 2005.

Pittsburgh: A truck and trailer pulled over by Pittsburgh Police near the Fort Pitt Tunnel along
the high-traffic, Parkway West for non-operational trailer lights, an unsecured trailer hitch and
an illegal license plate contained six illegal aliens from El Salvador and Honduras who were
employed by an Verizon, Inc. subcontractor.
Hazleton: Four individuals led police on a high speed chase through downtown Hazleto City
police arrested four men, including 3 illegal aliens following the chase. The driver, Klever Juanacio
an illegal alien from Ecuador who was residing in Brooklyn, New York, was charged with
drunken driving, fleeing and eluding, providing false identification and several other vehicle code
violations. He was sent to the Luzerne County Correctional Facility. Passengers Pazual Perez and
Jose Alberto-Perez, both illegal aliens residing in Hazleton, were charged with public drunkenness,
issued citations and released after a miscommunication between local and federal officials.
Passenger Juan Fuentes, an illegal alien residing in Hazleton Township was charged with resisting
arrest and public drunkenness. He was also sent to the Luzerne County Correctional Facility.
Bucks: Carlos Huanga-Reyes, an illegal alien from Ecuador, is serving a one to two year sentence
for the November 28, 2005 hit and run death of 14-year-old Rasheen Newkirk from Bensalem.
Huenga-Reyes had obtained a temporary registration for his car and insurance paperwork from
a temporary tag agency in Penndel, even though he was carrying an expired international drivers
permit from Ecuador. The Pennsylvania Insurance Department is investigating how his insurance
paperwork was obtained.
Scranton: Michael Seeback died from severe burns and injuries suffered in an automobile accident.
Police said Bruno Hernandez-Mendoza, an illegal alien from Mexico, failed to stop behind stalled
traffic on southbound Route 307 at around 5 p.m. on December 30, 2005, causing a chain reaction
of accidents when his van struck Mr. Seeback’s car, which then struck two other vehicles before
bursting into flames. Four other people were sent to the hospital with moderate injuries as a result
of this multi-vehicle crash which closed down the intersection, about three miles south of Lake
Scranton, for four hours. It was later discovered that Bruno was speeding and his blood alcohol
level was nearly twice the legal limit.

Gettysburg: On September 24, 2006, Genaro Moreno-Pineda was arrested for a DUI on Route 234
at Fairgrounds Road in Menallen Twp. It was this illegal alien’s fourth DUI arrest in two years. He
was placed in Adams County Adult Correctional Facility in lieu of $50,000 bail.

Towanda: On October 22, 2006, Luis Ordonez and Ernan Sfajardo, both illegal aliens from Ecuador
were arrested by police when the car they were driving was weaving erratically down York Avenue.

Troy: Seven illegal aliens were taken into custody following a traffic stop in September 2006. They
were believed to be Hondurans.

Langhorne: Stephen McErlean, an Irish citizen whose temporary visa expired in 2001, was
awaiting deportation after stealing a case of bottled water from the Langhorne-Middletown Fire
Co. station and providing alcohol to a minor.

Hazleton: Three young men were stopped and charged with underage drinking and disorderly
conduct along McKinkley Street. They admitted to being illegal aliens and ICE was called to come
pick them up for deportation.

Newtown Township: Javier Ramirez, an illegal alien from Mexico was stopped for driving with
expired registration and inspection stickers, and a counterfeit license in August 2006. He was taken
to Bucks County prison to await pickup by ICE.

Pittsburgh: ICE agents arrested 44 illegal aliens following three separate PA State Police traffic
stops—making 145 illegal aliens arrested since March 1, 2005.

Wilkes-Barre: On July 10, 2006 the bail for an illegal alien accused of trying to grab a police officer’s
firearm during an arrest was reduced from $25,000 to $10,000. The suspect was released and is now free.

The CIA reports that Philadelphia is rapidly becoming one of America’s most frequently used
human trafficking gateways. In 2004, a Pennsylvania lawyer was charged with imprisoning
two Honduran women that he met through magazine ads. He was also accused of abusing the
women’s children in his home, as well as imprisoning other foreign women.

Harrisburg: According to federal prosecutors, eight Indian citizens and a naturalized American
were indicted for smuggling undocumented immigrants into the United States through Thailand.
A federal grand jury said that over the past 5 years the defendants brought a dozen immigrants
into the US in a scheme that involved false passports and fabricated documents. Eight were
arrested Dec 5 in Chicago and PA, while the ninth, Rajesh Katwa of the Chicago area is considered
a fugitive. Naresh Patel, 45; continued conspiring to smuggle illegal immigrants while serving a
six-month sentence at the federal prison in Lewisburg for cigarette smuggling. Patel is a native of
India who is a naturalized US citizen. Also named in the indictment was Sandipkumar Patel

York: Busted sex slave ring smuggled Korean women into the country and then forced them to
work in brothels along the East Coast to pay off their travel debts. Local police raided Oasis Spa in
February and September 2005. In both cases, women who were working in the spa were arrested
and charged with prostitution.

Hazleton: Juaquine F. Robledo-Salas, an illegal alien from Mexico, could receive up to 5 years in
prison and deported after pleading guilty to transporting 13 other illegal Mexican aliens in May 2003.

Wilkes-Barre Township: Saul Sanchez Molina, also known as Jose Antonio Quintero, was picked
up for shoplifting at Wal-Mart. Police discovered he was using at least five different names and he
admitted he was from Mexico and is in the US illegally. He is now behind bars on just over $17,000
bail and police expect that he will be deported.

Monroeville: Police apprehended two Romanian illegal aliens during an East Coast ATM fraud
spree. Vasile Ciocan and Romulus Pasca were indicted by a federal grand jury on conspiracy,
bank fraud, and aggravated identity-theft charges. They are accused of taking part in a scheme
that attached card-reading devices to automated teller machines and gleaned personal information
used to make counterfeit cards. The illegal aliens, who were living Canada, were caught with
approxinmately 20 counterfeit cards and are believed to be a part of a larger operation working to
alter ATMS in Georgia, Virginia and possibly elsewhere.

Bruce De Cell of 9/11 Families for a Secure America has used a fraudulent Mexican Matricular
Card on several occasions to board planes and enter government buildings. He obtained the
card on the street in California. He has used it to enter the Department of Homeland Security
headquarters in Washington, D.C. and the New York State Attorney General’s office in Manhattan,
and to board airplanes in Newark and San Diego, despite the fact that the FBI testified at a
Congressional hearing that this card is not a secure ID and that it generates terrorist funding.

Form 1099 abuse (used to report wages for independent contractors) can involve many crimes,
including tax evasion, mail/insurance fraud, grand theft, wage-and-hour violations, money
laundering and racketeering/RICO activity. In many places and market sectors, the construction
industry has descended into a cash-only business, often spurring other kinds of crime.

When illegal aliens are arrested, they often have four or five names as well as four or five birth
dates, making it nearly impossible to know whether they have outstanding warrants in another
state for serious crimes.
Hazleton: Police Detective Christopher Orozco, testified that five of the 15 people with gang affiliations
he arrested since May 2006 were illegal aliens. The five arrested were members of different gangs,
including MS-13, The Latin Kings, DDP (Dominicans Don’t Play), Trinitarios and the East Side Gang.
Human Trafficking
Often illegal aliens acknowledge almost immediately that they are here illegally, strongly
indicating that merely violating our nation’s immigration laws is not enough to warrant
prosecution or deportation.
Dublin: Demetrio Romero and Kevin Enderson were charged March 4 with disorderly conduct
and taken into custody after police discovered they were illegal aliens with multiple fake birth
dates. Romero also had an active arrest warrant from New York City.

Norristown: Police arrested a man believed to be producing fraudulent identification cards for
illegal aliens in the area. Solome Melandez Lopez, 24, faces records, forgery and ID theft charges.

Identity Theft

Slippery Rock: Julio Jimenez used a social security number belonging to David Rascioli
(Sturbridge, Massachusetts) while working for 21st Century Framing of Atwater, Ohio. In addition
to Jimenez, others working on the Slippery Rock University construction project were also
suspected of having fraudulent or stolen identification, including:
• Aurielio Jernandez had a number that belonged to an 86-year-old Ohio man who died in 1991.
• Esteban Arguello had a number belonging to a 72-year-old woman in Rocky Hill, Conneticut.
• No government records could be found for the Social Security numbers of Darwin Valesqueza,
Javier Dimas and Mario Torres.
• Rene Castillo Jr. used a number belonging to a 44-year-old woman from Tulia, Texas.
• Jose Martinez Serano and Jose Manuel Lizardo…neither man had Social Security numbers
according to payroll records.
• Mario Navarro, an illegal alien, had been living in the United States illegally for 15 years.

Northampton County: Jamie Vasquez, an illegal alien from Mexico, was placed under arrest by
the Northampton County District Attorneys office on the charge of identity theft on June 10, 2006. Mr.
Vasquez later admitted to purchasing an illegal resident alien card and a fraudulent social security card in
New York City for $60. At the time of his arrest he was working for Frito Lay in Easton, Pennsylvania.
Philadelphia, Pennsylvania and Newark, New Jersey: The Pennsylvania Attorney General’s
office dismantled a criminal organization that provided hundreds of Pennsylvania drivers’ licenses
to illegal aliens and others who wanted to obtain false ids. The organization was also providing
illegal aliens with Puerto Rican birth certificates and social security cards obtained from the original
owners. Also arrested and charged with conspiracy were Laura Moraga, an illegal alien
living in South Bound Brook, New Jersey and Bath, Pennsylvania and Carlos Castro Matamoros,
an illegal alien with addresses in Bogota, New Jersey and Glenolden, Pennsylvania.

Northampton County: In November 2004, Judge Leonard Zito refused to impose any period of
incarceration of 14 illegal aliens who had stolen and used false Social Security Numbers of law
abiding citizens. Zito stated that the defendants should never have been arrested in the first place
because the men committed identity theft “strictly for the purpose of working.”

Northampton County: On July 21, 2002, Detective Robert Miklich came upon 12 illegal aliens
from Mexico working at several local companies with a number of bogus and invalid Social
Security numbers, including one belonging to a kindergarten student and another belonging to an
individual born in 1888 and who died in 1941. ICE discourages this type of investigation.

Scranton: Oswaldo Tafoya, a Mexican illegal alien was apprehended with 10 counterfeit Social
Security cards and a counterfeit Alien Registration Card bearing his name.

East Hanover Township: S
Salvador Sandoval, a Mexican national who already had been deported
once, was arrested on July 26, 2007 at the EconoLodge in East Hanover Township with nearly 150 lbs of
marijuana. After receiving permission to search his vehicle, detectives found two 63 lbs bales of marijuana
wrapped in plastic and one 20 lbs brick of marijuana. They also seized a digital scale and packaging
materials and confiscated $4,240 he had in his possession. Sandoval was charged with possession of
marijuana with intent to manufacture or deliver and a count of possession of drug paraphernalia.

Hazleton: Authorities charged 40 people, including suspected illegal aliens and gang members,
with bringing cocaine from New York. Police officers arrested 33 members of the group, which is
accused of distributing $31 million worth of the drug over three years. The ring hauled in more
than $200,000 per week.

Moscow, Lackawanna County: Bedri Mema was arrested on felony charges, including possession
with intent to deliver and possession of marijuana. He is accused of growing 90 marijuana plants
in his basement. In total, 45 pounds of marijuana (street value between $135,000 and $225,000)
were seized. Mr. Mema may face additional charges after a small amount of marijuana was found
in a 3-year-old child’s bedroom. Authorities also seized three handguns in the master bedroom,
living room and kitchen. Also arrested on unrelated immigration charges was Sowm Morris of
Jamaica, who was residing at the same address. He was taken to the county prison and remains on
hold with ICE.
Harrisburg A Mexican doctor, Jose L. Covarrubia, was arrested at the border as he tried to enter the
Harrisburg:
US, the same day he was indicted in connection with a marijuana-dealing ring based in Harrisburg. He
surgically removed the fingerprints of Marc George, a codefendant named in the drug indictment. He
is believed to have done the surgery to others as well. He is a Mexican citizen but lives in both Nogales,
Mexico and Nogales, AZ. The charges are the result of an investigation into a Harrisburg-based drug
ring for which 34 people have been charged and 27 have pleaded guilty or are expected to plead guilty.

were in the house at the time of the shooting but were not hurt. A court record search found that

Philadelphia: On July 29, 2000, Iriana DeJesus, 5, was abducted and brutally murdered in Hunting
Park, Philadelphia by a baby-faced Honduran, illegal alien drifter originally known only as
“Carlos”. The innocent child had been raped, strangled, wrapped in a trash bag, and left under
some heavy rolls of carpeting in an apartment building nearby. Homicide investigators recently
identified Carlos by his real name of Alexis Flores through a DNA database. However, Flores’
whereabouts are unknown since he was deported back to Honduras in June 2005. He is currently

after he was detained for not providing identification. Police learned Cruz was wanted in Oaxaca,

Northampton County: Luis Antonio King, an illegal alien from Panama, is serving a three-to sixyear sentence in a state prison for trafficking heroin in 2004.

Adams County: Charges were dropped against a illegal alien residing in New Oxford, Adams
County, after local authorities learned of his deportation. Elidio Gomez Aguilar was previously
charged with attempted rape, attempted sexual assault and attempted indecent assault after his
ex-girlfriend reported to police he had tried to rape her. Federal authorities picked up Aguilar after
he made bail for the incident and deported him to Mexico.
Collingdale:: Police arrested an illegal alien for raping a 5-year-old girl. Julio Cruz, 28, was living on the
street along with his Delaware County-native girlfriend. They were taken in by a good samaritan. Cruz
allegedly walked into the bedroom of the daughter and raped her. The 5-year-old ran to her mother’s
room. When police arrived, Cruz gave a fake name and claimed to speak no English. A fingerprint
check revealed Cruz’s identity, as well as the fact he was listed as a “deportable alien” by the Immigration
Department. He is being held on $100,000 cash bail and facing 11 counts including the rape charge.

Stroudsburg, Monroe County: 47-year-old Julio Tolentino, an illegal immigrant from Mexico,
was arrested for indecent exposure and open lewdness. He was observed masturbating as he
stood in the open doorway of room six of the Flowerfield Motel on West Main Street, Stroud
Township by the 44-year-old victim. The doorway was open to the public view of a common area
and approximately 30 yards from a pool occupied by two adults and several children. He was
arraigned and bail was set at $50,000. A detainer was placed on him by ICE.

Dingman’s Ferry: Additional sexual assault charges will likely be brought against Samuel
Naranjo, a native from Ecuador residing in Dingmans Ferry, Pike County. Authorities accuse
Naranjo of carrying on a 15-month relationship with a 14-year-old girl he met while serving as
a church youth leader. He was arrested, arraigned and charged with 10 counts of aggravated
sexual assault. Naranjo’s residency status is also under review and he surrendered his passport to
authorities as a condition of his $200,000 bail. ICE has been notified of his arrest.

Philadelphia: Alioune Ndao, illegal alien living under the alias Badara Ndaw, was contracted by
the Philadelphia School District to mediate student conflicts in an effort to reduce violence. He
pleaded guilty in 1992 in Delaware to a charge of unlawful sexual intercourse in the third degree
in a case involving his 7-year-old stepdaughter. He also spent two years of a 10-year sentence in
prison after having been deported to his native Senegal.

Eastern Pennsylvania: One illegal alien working in Philadelphia and 5 others (2 in addition being
illegal) were trained in the Poconos to bomb Fort Dix, New Jersey. This terrorist operation was
thwarted by the FBI on May 8, 2007. A federal law enforcement source confirmed to FOX News
that the three illegal aliens – Dritan “Anthony” or “Tony” Duka, Shain Duka, and Eljvir “Elvis”
Duka – also accumulated 19 traffic citations, but because they operated in “sanctuary cities,” where
law enforcement does not routinely report illegal aliens to homeland security, none of the tickets
raised red flags. The illegal alien brothers entered the United States near Brownsville, Texas, in
1984, which would put their ages at between 1 and 6 when they crossed the border.

In 2000, about 78,000 illegal aliens from “special interest countries” were present in the United
States. Then, the total illegal alien population in the U.S. was thought to be seven to nine million;
that figure has now climbed to an estimated 15 million to 20 million and the number of “special
concern” aliens has also risen.
Murrysville: Malkhaz Zakutashvili, was held in prison on a FBI detainer after he and another
illegal alien from the Republic of Georgia in Western Asia, Zurabi Maisurdaze, were pulled over
by local police because their van did not have a permanent registration plate. In their possession,
were 15 prepaid cell phone cards, $4,200 in cash, a laptop computer and global positioning software.
According to Murrysville police Sgt. Charles Tappe, the van was almost completely gutted with “No
seats or paneling on the walls. For all intents and purposes, it was the kind of vehicle that could be
used for explosive devices.” However, after a bomb sniffing dog found nothing, the police were
ordered by the FBI to release Maisurdaze without confiscating the van or any of its contents.

Mexico, who does not possess the current visa or proof of residency that is required by register of
wills office to approve a marriage license. The American Civil Liberties Union is debating whether
to bring a lawsuit against Luzerne County, one of several county governments throughout
Pennsylvania that now refuses to grant marriage licenses to illegal aliens. This could result in
another landmark and costly lawsuit similar to the Hazleton illegal alien ordinance trial.

Mount Holly Springs: Humberto Alonzo Lopez Ramirez, Reynaldo Alvarez Lopez, and Juan
Salinas Acosta, all reported to be from Mexico, were killed as a result of a fatal crash on Route 34.
The pickup truck crossed the center line and struck a tractor trailer belonging to Knouse Foods,
Inc. No IDs were found on the men and because the subsequent fire damaged the bodies beyond
recognition DNA samples had to be used for identification.

Pittsburgh: A Pittsburgh Tribune Review editorial stated that Mexican illegal alien, Noe LopezVilchis, died August 23, 2006 following a near-drowning at the Dormont Pool on July 20, 2006. The
estimated direct and indirect taxpayers costs of the incident, including closing the pool, emergency
services and medical care totaled more than $57,000. This does not include the additional taxpayer
costs incurred for the detainment of three other illegal aliens found at the scene by the Department
of Homeland Security.

[c]3 taxpayer-funded organization, openly admitted consulting with legal counsel on how to
provide support to illegal aliens.
Milton, Northumberland County: Three illegal aliens (Belarmino Diaz, of El Salvador; Marint
Mendosa of Mexico; and Victor Duque of Mexico) face deporation after being detained when
state police responded to Route 147 south in West Chillisquaque Township to provide winter
weather vehicle assistance. Federal customs officers responded to the scene and took the three
men into custody.

Illegal aliens who commit crimes are not being deported, and public costs increase while federal
reimbursements decline.
Wilkes-Barre: Investigators say Raul Tlatenchi, a suspected illegal alien from Mexico, allegedly lit
a fire while hanging out with about 10 acquaintances in a vacant building. They were using the fire
to stay warm and failed to notify the authorities once the fire got out of control. Mr. Tlatenchi was
charged with arson and related offenses, causing or risking a catastrophe and criminal mischief.
Already incarcerated on another charge, he was ordered jailed on $50,000 cash bail. Authorities
said they would call ICE and request a detainer to ensure he’s kept behind bars. In addition
to the criminal cases, all individuals apprehended at the vacant building could be liable for the
Fire Department’s overtime expenses, the medical bills of firefighters who were injured and the
hundreds of thousands of dollars it will cost to demolish the structure. The fire forced the city to
use more the 1,000 extra manpower hours.

South Middleton Township: While performing a routine traffic stop at mile marker 44 on Route
81, a state trooper discovered that inside the eight-passenger Dodge Ram van were 16 illegal
aliens from Mexico, four of whom were hiding underneath the back seat. Fifteen of the illegal
aliens were male and two of them were only 14 years of age with no family connections with any
of the other passengers. Several of the illegal aliens indicated that they were heading to Reading
for a construction job. The group was taken to York County Prison for processing.

Upper Moreland: Juan Carlos Rodriquez was arrested June 15, 2007, after officers noticed a
suspicious vehicle parked in the rear of the Robert Bruce West Apartments. He was wanted on an
outstanding Immigration Customs Enforcement warrant.

Tamaqua: Two illegal aliens had to be released from Tamaqua police custody after ICE
officials declined to have them detained for immigration violations. The driver, Mario Juarez, 24
and passenger, Leoneol Luna admitted to being in the country illegally. Police were only able to
issue Juarez a ticket for speeding and then released them.

Butler Township: Local police temporarily detained four illegal aliens on Interstate 80 but had
to let them go. Federal immigration officials told state troopers they did not want to take
action and the Mexican nationals had to be released.

Westmoreland County: Jose Felix-Murrillo was caught at a highway checkpoint while
delivering a truckload of lighting equipment to Major League Baseball’s All-Star Game. It was
the sixth time the Mexican was arrested for being in the county illegally.

Mercer County: The Mercer State Police barracks caught 558 illegal aliens in 2004, but were later
told that agents from the Pittsburgh ICE field office could not keep making the 2 hour drive
north to collect and process them for deportment.

Shamokin: More than a dozen suspected illegal aliens were discovered but not detained at a
strip mall construction site. Ten of the 18 apprehended did not have identification papers. Some
of the illegal alien workers told investigators that they were not paid overtime and taxes were
not deducted from their pay.

Greensburg: Nine Mexicans were detained by police as a result of a Click It or Ticket driving
check. Seven of the nine were identified as illegal aliens, one had a green card and the driver
was a naturalized citizen. ICE ordered police to release all nine individuals after running
criminal background checks and they continued on their journey to Philadelphia.

status of those arrested to be included in the repository of criminal history records maintained by the Pennsylvania State

Security Begins at Home package is designed to restore safety and security to Pennsylvania communities by:

Terminating the Professional License of Any Employer That Knowingly Hires An Illegal Alien (House Bill 753)
Federal immigration law limits the remedies which a state can use to discourage employment of unauthorized aliens.
Federal law does, however, allow the use of civil sanctions “through licensing and similar laws.” Sponsored by
Representative Mark Mustio (R-Allegheny), the Professional Licensees Illegal Employment Act would revoke the
license of any licensed professional, such as a nursing home administrator or a landscape architect, that knowingly
employed or permitted the employment of an unauthorized alien.

Eliminating All Non-Medical Emergency, Public Benefits for Illegal Aliens (House Bill 754)
Sponsored by Representative Scott Perry (R-York/Cumberland), the Protection of Public Benefits Act would
eliminate all non-medical-emergency public benefits for illegal aliens, including welfare, education and unemployment
benefits. Covered entities (government and private) would have to verify the lawful presence in the United States of
any applicant for benefits.

Requiring Mandatory Employer Enrollment in the Federal Social Security Basic Pilot New Employee
Verification Program (House Bill 750)
Sponsored by Representative Daryl Metcalfe (R-Butler), this legislation would require all employers in the
Commonwealth, including governmental bodies, to enroll in the federal government’s free E-Verify Program to confirm
social security numbers of prospective employees. Failure to comply would result in the immediate suspension of all
applicable business licenses, permits, registrations and certificates held by a private business.
Negotiating Law Enforcement Memorandum of Understanding (House Bill 751)
Several states have worked with the federal government to provide additional law enforcement resources to assist
with this national security issue. Sponsored by Representative Tom Creighton (R-Lancaster) this legislation would
authorize the Pennsylvania State Police to negotiate a memorandum of understanding with the U. S. Department of
Justice or U. S. Department of Homeland Security concerning enforcement of federal immigration and customs laws.
This proposal was approved by a vote of 137-48 during the PA House 2005-06 Committee of the Whole on Crime and
Violence.
