The Stakeholder meetings offered an opportunity to connect individually with those most directly affected by the US 14A corridor. Letters were mailed to property owners and tenants approximately 1-2 weeks prior to the meetings. Recipients of the invitations were directed to contact the project team to arrange an appointment for November 15 to discuss the project with consultant and SDDOT representatives. In addition, individual key stakeholders were contacted by the project team to extend invitations to meet to discuss the project. Meeting invitations were sent out to the tenants and owners of approximately 200 properties in the study area based on a GIS database of parcel information. Of the more than 400 letters sent out, 26 were returned to the project team due to incorrect address information, less than ½ of the number returned for the first set of stakeholder meetings in May 2011. Most of the returned invitations had been sent to tenants, meaning that the address information for parcels in the study area was not entirely correct. In addition to sending letters, the project team made phone calls to several businesses along the Colorado Boulevard corridor and surrounding the Exit 14 interchange. The project team was directly contacted by three stakeholders after the November 15 meetings. The project team held an individual meeting with Jared and Tonya Tordsen of the Howard Johnson Hotel south of Exit 14 on December 15 and a phone meeting with Monte Loos of Duhamel Broadcasting on January 4, 2012. The project team conducted an email correspondence with David Schempf of the Canyon Gate Village Homeowners Association. Meeting Input Summary Stakeholder meetings were held throughout the day at ½ hour intervals at the Spearfish Municipal Services Centre. Two project team members staffed separate rooms and met with stakeholders. Comments were recorded on comment sheets. The following table lists the 18 stakeholder meetings and key concerns expressed in each meeting. In general, concerns expressed by the stakeholders centered on maintaining property access and parking spaces, lowering posted speeds along Colorado Boulevard, minimizing impacts during construction, and channeling additional traffic past commercial properties that thrive on higher traffic levels. Parking a priority. Extra miles for trucks to travel through Exit 17 would be costly to business. Signal is needed at Heritage Road intersection. High speed on Colorado Boulevard a concern. Walking along Colorado is unsafe. Prefers 4-lane with signals option for Colorado Boulevard. EXIT 14 CONSTRUCTION: Keep off ramps open as much as possible. June 20-August 20 main time to suspend construction. May and early June are better for construction than September/October. Pay careful attention to signs needed to direct people to detours during construction and communicate construction activities to local businesses. ACCESS: Preserve opportunities to cross 27th Street to reach the Holiday Inn restaurant. Concerned about potential for cut-through traffic past Holiday Inn building. Try to connect Bank property with Applebee’s via some type of frontage road. 14A: Joan likes idea of roundabouts. Hotel Concerned about cut through traffic. Open to reconfiguration of northernmost access to 27th Street. Would like to maintain north-tosouth direction of canopy. Frontage road location shown is problematic, try moving farther north, closer to Colorado Boulevard. Sign could be relocated if necessary if paid for by SDDOT. Try to keep Exit 14 bridge open throughout construction. Be aware of tanker truck activity related to Speedy Mart. th Exit 14 Alternative 4 is best option, and Property along 27 roundabouts will require some adjustment St. south of but will improve operations. Colorado Phillips 66 Speedy Loss of direct access to Colorado is a Mart concern. Ability to unload tankers is vital. Need space away from frontage road. Concerned about construction disruptions at Exit 14. Generally supportive of roundabout option along 14A. Likes selection of Exit 14 Alternative 4, Outdoor Motorsports, 3245 currently diverts to Exit 17 on occasion to avoid Exit 14 signals. Minimize construction E. Colorado disruption. Will provide to project team data about annual distribution of customer activity. Perkins CONSTRUCTION SCHEDULE: Tourist Restaurant season hits Spearfish between July and September. Construction efforts should focus on the month of June with activity suspended in July and August. Keeping the eastbound off-ramp at Exit 14 is a priority to Perkins, but all off ramps are important. Raised the question of whether bike paths will be compatible with roundabouts New signal at 14A/Spearfish Canyon Perkins working well. Keep this intersection Restaurant Coowner, Sandstone signalized even if others are converted to roundabouts. Movement of East Elementary resident has shifted previous Exit 14 traffic now to Exit 12, easing congestion along 14A. A lower speed limit desired along Colorado Boulevard. Concerned about traffic noise along Colorado at Stonegate. Concerned about impacts to Canyon Gate, and making U-turns through roundabouts is not an adequate access solution. Snow drifting Colorado would be problem with reconfigured access to 14A via Christensen Road, so coordination would be needed to construct properly. Would like to preserve Canyon Road/US access to the property and would like to 14A intersection coordinate with the City of Spearfish on access issues. The Federal Highway Administration (FHWA) and City of Spearfish are involved in the study, and the SDDOT has hired the transportation consulting firm Felsburg Holt & Ullevig to assist with the work efforts. The project study area includes Colorado Boulevard between Spearfish Canyon Road and Heritage Drive and the Interstate 90 (I-90) Exit 14 Interchange. Traffic congestion is increasing in this area and future growth is expected to further strain the capacity of the interchange and the Colorado Boulevard corridor. The SDDOT has targeted the Exit 14 interchange for replacement in 2015. The two goals of the project are to: 1) Identify the most technically feasible interchange alternative and develop preliminary design information for the future Exit 14 interchange reconstruction. 2) Recommend future improvements to the Colorado Boulevard corridor through the study area. The project team has recommended the most technically feasible alternatives for Colorado Boulevard and Exit 14, and will be presenting their recommendations for public review at a Public Open House to be held on the evening of November 15, 2011 from 5:30pm to 7:00pm in the Council Chambers at the Spearfish Municipal Services Centre. We invite you to attend the open house. As a tenant in the study area, your input is particularly important to the success of this study and your comments will help the project team to craft viable future improvements. If you so desire, we will be available to sit down with you individually to present the preliminary alternatives and discuss your specific needs and concerns related to future improvements. Frequent fog and drifting snow complicate the problem. Need lighting ASAP. Slow traffic along Colorado Boulevard from 45 mph to 35 mph. Do not put a traffic signal or any traffic control that slows traffic to 10 mph or a stop. The start-stop of traffic makes situation worse Tear down the current Exit 14 and start over! The recommended option is Alternative 4, a Single Point Interchange with I-90 continuing to pass under 27th Street. The 27th Street alignment would be shifted to the east to align with 27th Street south of Colorado Boulevard. Of the options considered this provided the greatest long-term operational benefits with reasonable constructability. The other options considered would either provide less desirable operation or greater disruption to traffic and access during construction. COLORADO BOULEVARD RECOMMENDED OPTION Three options were previously developed for Colorado Boulevard between Dahl Road and just west of Maitland Road. These included 4-Lanes with Traffic Signals at the major cross streets, 3-Lanes with Traffic Signals at the major cross streets, and 3-Lanes with Roundabouts at the major cross streets. The recommended option is the 3-Lanes with Roundabouts at Sandstone Hills Drive, Christensen Drive, and Heritage Drive as these intersections approach the warrants for traffic signals and pavement conditions justify rebuilding the current roadway. The recently installed traffic signal at Spearfish Canyon Road would also be considered for a roundabout at such time as the signal requires upgrading. The portion of Colorado Boulevard near 27th Street would be reconstructed as part of the Exit 14 improvements. The remaining portion of Colorado Boulevard would be rebuilt towards the later part of the 20-year planning horizon.
