Scope of the Development Plan
It is a framework plan: reserve space in terms of zoning with a
scope of 10 years
Not an action plan, a development plan does not include:

Maintenance policies
A plan of approach for maintenance
Detailed designs of roads, public facilities etc.
Above mentioned issues are also important, but should be
addressed in other plans/ policies with a different scope
