The Alachua County Medical Society
(ACMS), established in the late 1800s, is a professional and scientific organization representing
more than 900 practicing and retired physicians,
medical residents and medical school students
in Alachua, Levy, Union and Gilchrist counties.
The Society is the local affiliate of the Florida and
American Medical Associations.
Membership in the ACMS is voluntary; physicians are not required to join in order to
practice medicine in our area. Those who choose
to join, however, do so because they are
interested in the same goals as other members
of the Society – quality medical care for every
resident in the ACMS area and advocation of the

The ACMS provides an opportunity for patients
to voice concerns or complaints
regarding member physicians. The ACMS Grievance Committee has been established to
mediate between a patient and a physician and
to expedite resolution of grievances.

We Care Physician Referral Network
We Care is the indigent care program of the
ACMS. Through the We Care Network,
area physicians, dentists and hospitals donate
their services to those who have no other
means of accessing medical care. This program,
initiated by the ACMS, has been the model for
programs in other societies throughout the
state and is done in conjunction with
the Alachua County Health Department and the
Alachua County Board of County Commissioners.
Mini-Internship Program
Begun in 1983 by the ACMS and the Chamber of
Commerce Leadership Gainesville Program, the
mini-internship offers community leaders the
opportunity to share a day in the life of a physician and has been adopted and endorsed by the
Florida Medical Association. The Mini-Internship
Program has been highly successful in opening
the lines of communication between physicians
and the community at large.
Robb House Museum
The Robb House, which houses the office of the
ACMS, was once owned by one of the
first husband and wife physician teams in Florida, Robert and Lucretia Robb. In 1981, it
was purchased by the ACMS, restored and furnished with much of the original furniture
and medial equipment used by the Robbs.
The house contains the first officially recognized
medical museum in the State of Florida. The collection includes medical equipment and memorabilia from Florida physicians and hospitals.
The museum is visited by school groups, historic
societies, juvenile correction groups, medical
students and residents. It is listed in the national
Medical Museums Association directory.

MISSION STATEMENT OF THE AMERICAN BOARD OF
MEDICAL SPECIALTIES®
The American Board of Medical Specialties
(ABMS) is an organization of approved
medical specialty boards. The mission of the
ABMS is to maintain and improve the quality of
medical care by assisting the Member Boards
in their efforts to develop and utilize professional and educational standards for the evaluPhysician Referral: 352-376-0715
ation and certification of physician specialists.
The intent of the certification of physicians is to
provide assurance to the public that a physician
specialist certified by a member Board of the
ABMS has successfully completed an approved
educational program and evaluation process
which includes an examination designed to
assess the knowledge, skills, and experience
required to provide quality patient care in that
specialty. The ABMS serves to coordinate the
activities of its Member Boards and to provide
information to the public, the government, the
profession, and the Members concerning issues involving specialization and certification in
medicine.

ACMS We Care Physician Referral Network

The We Care Physician Referral Network is a
community-based initiative that coordinates volunteer physicians, dentists, hospitals, and ancillary providers to meet the medical and dental
needs of uninsured and economically disadvantaged Alachua County residents. It is a partnership
of public and private institutions, agencies, and
individuals that responds to the health care needs
of the community’s under-served population. A
health care board provides guidance to the program in response to community health issues and
evaluates the efficacy of the agency’s programs.
The initiative started about eighteen years ago in
response to an overwhelming need for medical
services for low-income, uninsured residents of
Alachua County.
In the 1980s, a hot topic across America was health
care for the poor. Uninsured residents did not
have access to primary medical services and often
postponed care based on financial circumstances.
Hospital emergency rooms were over-crowded
with urgent health care needs and were inappropriately utilized for non-emergent medical services. A position paper was prepared and presented
by Dr. Thomas Hawkins to the Alachua County
Medical Society in 1984. It addressed the needs
of uninsured and low-income individuals and
proposed an informal network of volunteer physicians that became the We Care Physician Referral
Network. The program was staffed by Alachua
County Medical Society staff and assisted 60 to
80 patients each year. A 1988 Alachua County
needs assessment indicated that over 20% of the
community’s residents lacked health insurance
and that the incidence of chronic health conditions and mortality was above the State average.
The cost to human life expectancy and quality of
life was enormous. The community responded by
bringing together a coalition of public and private
interests and formed the Alachua County Health
Care Board.
The twenty-one member Health Care Board was

structured to include public institutions, private
sector interests, civic organizations, and lowincome consumers. Membership included one
representative from each of the following: the
Alachua County Health Department, Shands
Teaching Hospital, University of Florida Faculty
Group Practice, Alachua General Hospital, local
nursing and pharmacy organizations, the Alachua
County Medical Society, North Florida Regional
Hospital, the Alachua County Dental Association,
and a non-voting representative from the Alachua
County Department of Social Services. The Board
had at least three healthcare professionals, one
attorney, representatives from at least three civic
organizations, and three healthcare consumers. In
1990 the Board recommended the formal implementation of the We Care Physician Referral
Network. The Network would provide necessary
specialty medical services to low-income, uninsured residents referred by the Alachua County
Health Department, by primary care physicians
in private practice, and by other primary care sites
in the community. The Alachua County Health
Care Board is a Commission-appointed entity with
strict by-laws for membership and function. The
Board continues to meet regularly and provide
guidance and oversight to the We Care program in
response to community health care needs.
The We Care program needed the structure of a
government institution as well as the flexibility
of a community-based social services agency. A
program coordinator was hired and guidelines,
policies, and eligibility criteria were formulated.
The Alachua County Medical Society sponsored
the program and provided operational and technical support. The Alachua County Board of County
Commissioners allocated funding for one staff
member and administrative support. Cooperative
agreements were formed with government institutions and private enterprises. During the inaugural

Allergy and Immunology – evaluation, diagnosis and management of disorders potentially involving the immune system.
Anesthesiology – pain relief and maintenance, or restoration
of a stable condition during and immediately following an operation or an obstetric or a diagnostic procedure.
Cardiovascular Diseases – diseases of the heart, lungs
and blood vessels and managing complex cardiac conditions
such as heart attacks and life-threatening abnormal heart beat
rhythms.
Dermatology – diagnosis and treatment of patients with disorders of the skin, mouth, external genitals, hair and nails.
Dermatopathology – diagnosis and treatment of diseases of
the skin.
Emergency Medicine – recognition, stabilization, evaluation,
treatment and disposition of patients with acute illness or injury.
Endocrinology – disorders of the internal (endocrine) glands
such as the thyroid and adrenal glands; also disorders such as
diabetes, metabolic and nutritional disorders, pituitary diseases,
and menstrual and sexual problems.
Family Practice – prevent, diagnose and treat a wide variety of
ailments in patients of all ages, with special emphasis on care
of families on a continuing basis.
Gastroenterology – digestive system disorders (the stomach, bowels, liver and gallbladder), treating conditions such as
abdominal pain, ulcers, diarrhea, cancer and jaundice.
General Practice – diagnosis and treatment of disease by both
medical and minor surgical methods for patient age groups.
General Surgery – surgeon establishes the diagnosis and provides the preoperative, operative and postoperative care to surgical patients and is usually responsible for the comprehensive
management of the trauma victim and the critically ill.
Geriatric Medicine – focus on older patients for prevention,
diagnosis and treatment and rehabilitation of disorders common
to old age.
Gynecology – diagnosis and treatment of diseases of the
female reproductive system.
Hematology/Oncology – blood diseases and cancer; treats
diseases of the blood and blood forming organs (i.e., spleen,
lymph nodes, bone marrow and thymus) as well as neoplastic
diseases arising in any organ system.
Hospitalist – physicians who provide care to hospitalized
patients only.
Infectious Diseases – infectious diseases of all types and in
all organs, conditions requiring selective use of antibiotics, AIDs
patients and patients with unexplained fevers, and conditions
associated with travel.
Internal Medicine – long-term, comprehensive care provided in
the office and the hospital, managing both common illnesses and
complex problems for adolescents, adults and the elderly.
Maternal and Fetal Medicine – cares for or provides consultation on patients with complications of pregnancy.
Maxillofacial Surgery – surgical specialists of dentistry who treat
conditions, defects, injuries and esthetic aspects of the mouth,
teeth, jaws and face.
Neonatal/Perinatal Medicine – care for sick newborn infants.
Nephrology – kidney disorders, high blood pressure, fluid and
mineral balance, dialysis of body wastes when the kidneys do not
function, and consultation with surgeons about kidney transplantation.
Neurology – diagnosis and treatment of all categories of disease
or impaired function of the brain, spinal cord, peripheral nerves,
muscles and autonomic nervous system, as well as the blood
vessels that relate to these structures.
Neurosurgical – operative and non operative management (i.e.,
prevention, diagnosis, evaluation, treatment critical care and
rehabilitation) of disorders of the central, peripheral and autonomic nervous systems.
Obstetrics and Gynecology – pregnancy, both normal or problematic, and women’s reproductive tract disorders.
Oncology/Hematology – see definition for Hematology/
Oncology.
Ophthalmology – eye disorders and surgery.
Orthopaedic Surgery – preservation, investigation and restoration of the form and function of the extremities, spine and associated structures by medical, surgical and physical means.
Otolaryngology – facial plastic and reconstructive surgery are
fundamental areas of expertise in Otolaryngology; focuses on the
knowledge, skill and understanding required to perform esthetic,
plastic and reconstructive surgery of the face, head and neck.
Pathology – essential nature of disease, especially the structural
and functional changes in tissues and organs of the body that
cause or are caused by disease, detected through microscopic
examination of tissue specimens, cells and body fluids and from
clinical laboratory tests on body fluids and secretions.
Pediatrics – physical, emotional and social health of children
from birth to young adulthood.

Pediatric Endocrinology – diseases in infants, children and
adolescents resulting from an abnormality in the endocrine

growth failure; unusual size for age; early or late pubertal development; birth defects; the genital region and disorders of the thyroid, of the adrenal and of the pituitary glands.
Pediatric Gastroenterology – disorders of the digestive systems
of infants, children and adolescents.
Pediatric Hematology/Oncology – recognition and management of hematologic (blood disorders) and oncologic (cancerous)
diseases and knowledge of general pediatrics.
Pediatric Nephrology – kidney disorders in children.

Pediatric Radiology – is concerned with the application of all
forms of diagnostic imaging to the unique clinical/pathophysiologic problems of the newborn, infant, child and adolescent.
Pediatric Surgery – surgical conditions in premature and newborn infants, children and adolescents.
Physical Medicine and Rehabilitation – coordinate return to
optimal functioning in individuals with musculoskeletal and neurological disorders, such as low back injury, spinal cord injuries and
stroke victims.
Plastic and Reconstructive Surgery – esthetic, plastic and
reconstructive surgery of the body performed on injured or
abnormal structures of the body, generally performed to improve
functions, but may also be done to approximate a normal appearance.
Plastic Surgery – repair and reconstruction of defects of form
and function of the skin and its underlying musculoskeletal
system, with emphasis on the craniofacial structures, the oropharynx, the upper and lower limbs, the breast and the external
genitalia.
Psychiatry – prevention, diagnosis and treatment of mental,
addictive and emotional disorders, such as psychoses, depres94
sion, anxiety disorders, substance abuse disorders, development
disabilities, sexual dysfunctions and adjustment reaction.
Psychiatry, Child – diagnosis and treatment of mental, addictive
and emotional disorders of childhood and adolescence.
Public Health – focuses on the health of individuals and defined
populations to protect, promote and maintain health and wellbeing, and to prevent disease, disability and premature death.
Pulmonary Diseases – lung and airway diseases, such as pneumonia, cancer, pleurisy, asthma, occupational diseases, bronchitis, sleep disorders, emphysema and other complex disorders of
the lungs.
Radiation Oncology – (also referred to as Therapeutic
Radiology) therapeutic applications of radiant energy and its
modifiers and the study and management of disease, especially
malignant tumors.
Radiology – evaluation of x-rays and related procedures such as
ultrasound, CT scan and MRI.
Radiology, Diagnostic – medical diagnosis and therapeutic procedures using x-rays and related procedures.
Resident – medical school graduate receiving specialty training.
Rheumatology – diseases of joints, muscle, bones and tendons
such as arthritis, back pain, muscle strains common athletic injuries and collagen diseases.
Student Health Care Center, UF – physicians on staff at the
University of Florida Student Health Care Center (infirmary).
Thoracic Surgery – operative, perioperative care and critical care of patients with pathologic conditions within the chest,
including surgical care of coronary artery disease; cancers of the
