PRESIDENTIAL FELLOWS PROGRAM INSPIRING GENERATIONS OF NATIONAL LEADERS COMMITTED TO PUBLIC SERVICE PRESIDENTIAL FELLOWS PROGRAM 1999 Fellows Symposium Participants in front of the White House MISSION STATEMENT Promote leadership in the Presidency and the Congress to generate innovative solutions to current national challenges. Preserve the historic memory of the Presidency by identifying the lessons from the successes and failures of such leadership. Draw on a wide range of talent to offer comprehensive strategic assessments of national challenges. Educate and inspire the next generation of America’s leaders to incorporate civility, inclusiveness, and character into their public and private lives and discourse. PRESIDENTIAL FELLOWS PROGRAM ABOUT THE PROGRAM The Presidential Fellows Program invests in top collegiate students with a year-long opportunity to study the U.S. Presidency, the public policymaking process, and our President’s relations with Congress, allies, the media, and the American public. The Fellows learn about leadership and governance, share their outstanding research and scholarship, develop as future leaders of character, and are inspired to serve the nation. Presidential Fellows emerge with a superior understanding of the U.S. political process and an understanding of our dedication to the values of leadership, liberty, and civic engagement. Bush speaks at 1999 Leadership Symposium PRESIDENTIAL FELLOWS HISTORY Inspired by President Eisenhower's call for programs on the American Presidency for “students old and young…characterized by accuracy, objectivity and perspective,” the Center for the Study of the Presidency† was incorporated in 1969. Dr. R. Gordon Hoxie, a historian and Chancellor of Long Island University, became the first President of the Center. Under Dr. Hoxie’s leadership, the original Presidential Fellows Program was created as a response to the Kent State and Jackson State University demonstrations. The Center sought to bridge the widening gap between college students and government leaders with a program that would promote dialogue between the two groups and inspire college students to become the public servants that would guide our nation’s future. † Center for the Study of the Presidency became the Center for the Study of the Presidency and Congress in 2008. PRESIDENTIAL FELLOWS PROGRAM 2002 Presidential Fellow’s Conference George Stephanopoulos with Fellow at 2009 Presidential Fellows Awards Dinner CONFERENCES AND PUBLICATION The Presidential Fellows are selected by their colleges and universities with guidance from the Center. Fellows travel to Washington, D.C., twice a year, in Fall and Spring. During these three-day policy workshops they discuss national issues while interacting with policymakers and experts, offering new perspectives to their already rigorous academic studies. The centerpiece of the Fellowship is the students’ original research paper on the key issues of the past, present and future in regards to the Presidency or Congress. The students identify faculty advisors on their campuses, and the Center matches them with mentors working in a relevant field. All students make presentations at both conferences and are eligible to receive three awards while competing for publication in our yearly anthology, The Fellows Review. AWARDS DINNER During the Spring Leadership Conference, Presidential Fellows also attend the Center’s Annual Awards Dinner, which honors a leading public servant. Recent award recipients include Secretary of Defense Leon Panetta, Chairman Ben Bernanke and Chairman of the Joint Chiefs of Staff Admiral Michael Mullen. Fellows meet with the award winners for a private, offthe-record question and answer session prior to the dinner. Additionally, the Fellows whose papers have been selected to receive top awards will be recognized alongside the public servant being honored and will have the opportunity to briefly present their research to an audience including many current and former high-level officials. INTERNATIONAL FELLOWS Introduced in 2011, the inclusion of International Fellows begins a new chapter of the Presidential Fellows Program. International students travel to Washington three days earlier than U.S. Fellows for a specialized and comprehensive “behind-the-scenes” look at the inner workings of the U.S. government and politics. After this prelude, International Fellows then participate alongside U.S. Fellows during the Fall and Spring Conferences. International Fellows develop a superior understanding of the America’s political culture and institutional processes, fundamental knowledge for successful international cooperation. PRESIDENTIAL FELLOWS PROGRAM SUCCESSES OF THE PRESIDENTIAL FELLOWS PROGRAM Since its inception in 1970, the Presidential Fellows Program has developed leadership and scholarship skills in more than 1,000 students. Many of our Fellows have been awarded the prestigious Rhodes, Marshall, Fulbright, Truman, and Gates Scholarships. Many Alumni of the Presidential Fellows Program have distinguished themselves as leaders by serving in positions such as Capitol Hill and White House staffers, award-winning journalists, CEOs of corporations and non-profit organizations, senior military leaders, and university presidents and deans. Ambassador and Arms Control Director Kenneth Adelman speaks with Fellows at 1999 Symposium PRESIDENTIAL FELLOWS PROGRAM NOTABLE PRESIDENTIAL FELLOWSHIP ALUMNI Andrew Barth (1983-1984) Andrew DeFilippis (2003-2004) Dr. Christopher Howard (1990-1991) Michael Maibach (1978-1979) Andrew (Andy) F. Barth is chairman of Capital Guardian Trust Company, a director of The Capital Group Companies, Inc. and a director of Capital Group International, Inc. He is a member of the Fixed Income Management Committee. Mr. Barth has portfolio management responsibilities in credit fixed-income accounts. He joined Capital Group Companies in 1985 after completing his M.B.A. at Columbia University Graduate School of Business. Mr. Barth graduated summa cum laude from Columbia University (Phi Beta Kappa). He is based in Los Angeles. Other civic duties besides CSPC include serving on the board of trustees for the American Ballet Theater, the California Science Center Foundation, Pomona College, United States Olympic Foundation, and the board of overseers from the Columbia Business School and the Huntington Museum, Library and Gardens. Mr. Andrew DeFilippis was a member of the Center’s 2003-2004 Presidential Fellows class. He graduated from Princeton University in 2003 with a B.A. from the Woodrow Wilson School of Public and International Affairs. He then attended Yale Law School and earned a J.D. in 2006. After graduation, DeFilippis was a clerk to Judge Jose A. Cabranes of the Second Circuit Court of Appeals from June 2006 to June 2007. He then became Counselor to the Secretary at the Department of Homeland Security, a position that he held for approximately a year and a half. For the past three years, DeFilippis has been working as an Associate at Sullivan & Cromwell. Dr. Christopher B. Howard was a member of the Center’s 1990-1991 Presidential Fellows class. Dr. Howard, a Rhodes Scholar, earned his Doctorate in politics at Oxford University and an M.B.A. with distinction from the Harvard Business School. He is the 24th President of Hampden-Sydney College and one of the youngest college Presidents in the United States. Dr. Howard is a distinguished graduate of the U.S. Air Force Academy where he earned a BS in political science. He is Founder and Chairman of the Impact Young Lives Foundation, a non-profit organization that provides scholarship and travel opportunities for South African university students of color. Howard is Senior Advisor on African Affairs at Stonebridge International, an Aspen Institute Henry Crown Fellow, a member of the Council on Foreign Relations, and the youngest member of the annual U.S. News & World Report - Harvard University "America's Best Leaders" selection committee. A member of the MOBO Systems Advisory Board, he was formerly on the Board of Directors of Converge, an IT demanufacturing firm. As an Air Force Lieutenant Colonel, he serves as the Reserve Air Attaché to Liberia. Mr. Michael Maibach was a member of the Center’s 1978-1979 Presidential Fellows class. Mr. Maibach has been the President of the European-American Business Council since 2003. With offices in Washington and Brussels, the Council works with its 70+ U.S. and European member companies to support trans-Atlantic government-to-government cooperation on commercial policy. Maibach was the Vice President of Government Affairs for the Intel Corporation from 1983-2001. He was an industry leader in the attainment of the U.S. Semiconductor Chip Protection Act, the R&D Tax Credit, the U.S.-Japan Semiconductor Agreement, SEMATECH funding, the GATT Uruguay Round, the 21st Century Patent Reform Act, and China WTO membership. PRESIDENTIAL FELLOWS PROGRAM NOTABLE PRESIDENTIAL FELLOWSHIP ALUMNI Ms. Tara Murphy was a member of the Center’s 2003-2004 Presidential Fellows class while attending the Georgia Institute of Technology. She graduated from Georgia Tech Magna Cum Laude, in 2004, with a B.S. in International Affairs. She attended Georgetown University the following year, where she earned her M.A. in Security Studies. Ms. Murphy worked at the Center for Strategic and International Studies (CSIS) as a project coordinator and later a fellow. Today, Ms. Murphy works in the Office of the Secretary of Defense, Policy as Special Assistant to the Assistant Secretary of Defense for Global Strategic Affairs. Tara Murphy (2003-2004) Ms. Reena Ninan was a member of the Center’s 1999-2000 Presidential Fellows class. Ms. Ninan is known primarily for her role as a news correspondent. After earning her B.A. in Political Communication at George Washington University, She began her career as a live shot producer for The Washington Post. She gained prominence when she covered the major events of the 2004 primaries, including the Iowa Caucus and the Democratic National Convention. Beginning in 2007, Ms. Ninan was the Middle East Correspondent for the Fox News Channel; her reports came from Egypt, Iraq, Libya, and Israel. For her notable work as a female war correspondent, Ms. Ninan was named one of Glamour magazine’s “Women on the Front Lines” in July 2011. She is currently a general assignment correspondent for ABC News, where she reports for programs such as World News with Diane Sawyer, Good Morning America, Nightline, and other ABC broadcasts. Mr. Kenneth P. Ruscio was a member of the Center’s 1975-1976 Presidential Fellows class during his tenure at Washington and Lee University. After graduation, he received his M.P.A. and Ph.D. from Syracuse’s Maxwell School of Citizenship and Public Affairs in 1978 and 1983 respectively. Returning to his Alma Mater , he served as a Professor of Politics, becoming an associate dean of the Williams School of Commerce, Economics, and Politics, as well as the Dean of Freshmen. In 2002, Mr. Ruscio became the Dean of the Jepson School of Leadership Studies at the University of Richmond. In 2006, he was elected President of Washington and Lee University and has served as such since. Mr. Leonard Stark was a member of the Center’s 1990-1991 Presidential Fellows class while attending the University of Delaware. In 1991, Mr. Stark graduated with a B.S. in economics, a B.A. in political science, and an M.A. in history. Mr. Stark then studied at Magdalen College of Oxford University, receiving his D. Phil. in politics in 1993. He subsequently attended Yale Law School, receiving a J.D. in 1996. For several years afterwards, he was an associate at Skadden, Arps, Slate, Meagher and Flom. In 2002, he became an Assistant U.S. Attorney for the District of Delaware. In 2007, he was selected to be a U.S. Magistrate Judge in the District of Delaware. Then, in 2010, Mr. Stark was unanimously confirmed by the Senate to become the U.S. District Court Judge for the District of Delaware. Reena Ninan (1999-2000) Kenneth Ruscio (1975-1976) Leonard Stark (1990-1991) PRESIDENTIAL FELLOWS PROGRAM NOTABLE PRESIDENTIAL FELLOWSHIP ALUMNI George Stephanopoulos (1982-1983) Omar Woodard (2006-2007) Mr. George Stephanopoulos was a member of the Center’s 1982-1983 Presidential Fellows class. Mr. Stephanopoulos decided to enter into the political field, following the completion of his education at Columbia University and Balliol College of Oxford University. Mr. Stephanopoulos began his career as an aide to Congressman Ed Feighan. He then went on to work in the presidential campaign for Governor Dukakis, in 1988. However, George Stephanopoulos became a household name when he, along with David Wilhelm and James Carville, were appointed as leading members of Bill Clinton’s presidential campaign, in 1992. During Clinton’s Presidency, Stephanopoulos served as de facto press secretary and Senior Advisor on Policy and Strategy. Following his time at the White House, in 2002, he became the host of the ABC Sunday morning news program This Week. Since December 2009, Mr. Stephanopoulos has been a co-host of ABC’s Good Morning America. Mr. Omar Woodard was a member of the Center’s 2006-2007 Presidential Fellows’ class while attending graduate school at The George Washington University (GWU). He earned his M.P.A. from the Trachtenberg School of Public Policy and Public Administration. He received a B.A. in International Affairs and Public Policy, also from GWU. Mr. Woodard is a Principal at Venture Philanthropy Partners, a philanthropic investment firm based in Washington, D.C. Prior to that he was a Healthcare Consultant and Associate Director of Business Development at the Advisory Board Company, and worked as a registered federal lobbyist for The Whitaker Group, a premier strategic consulting firm committed to creating sustainable prosperity in Africa. In 2008, he was a Deputy Regional Field Director in Pennsylvania for the Obama for America presidential campaign. He began his career on Capitol Hill as an aide to Rep. Chaka Fattah (D-PA). He is a member of The Board of Trustees of The George Washington University; the Board of Trustees of Girard College; and the Board of Directors of the Washington Nationals Foundation Youth Baseball Academy. Ms. Alexandra Utsey was a member of the Center’s 2007-2008 Presidential Fellows class. Ms. Utsey graduated from Washington and Lee University in 2009 with a B.A. in Political Science. Following her graduation from college, Ms. Utsey was an intern for the United States Senate Committee on Foreign Relations for six months. In March 2010, she became a staff assistant for the Committee on Foreign Relations. Ms. Utsey has been a legislative assistant for the committee since March 2011 and she will begin a Master’s in Public Affairs program at the Woodrow Wilson School at Princeton this fall.
