F
or all of you who know me, Hello. For our new residents, allow me to introduce myself. I am
one of the five Supervisors that comprise the Warrington Township Board of Supervisors (BOS).
This Board is the governing body of the township. As stated in the handbook published by the
Pennsylvania Governor’s Center for Local Government Services, Twelfth Edition dated July 2015 the
“Second Class Township Code charges the BOS with general governance of the township having both
legislative and executive powers. The Board exercises its legislative functions by setting policy,
enacting ordinances, adopting budgets and levying taxes. The Board also performs all executive
functions such as formulating the budget, providing for ordinance enforcement, approving expenses
and hiring and overseeing employees.”

My contribution to the BOS consists of residency, education and experience. I have been a resident
Chair, Board of Supervisors
of Warrington Township since 2005. I hold a Bachelor of Arts Degree from Rutgers University with a
major in American Studies and a Certificate in Urban Planning. My Rutgers Master Degree is in the
field of Executive Public Administration. After raising five children I obtained my Bachelor’s when I was 45 and my Master’s when
I was 53. My 30 year career in government consisted of being a township planner in central New Jersey and working for the State
of New Jersey as a Local Budget Reviewer ensuring that taxpayers did not pay for the processing and review of land development
applications by updating and enacting developer’s filing and escrow accounts. I was elected to the Warrington Township Board of
Supervisors in 2012, served a two year vacancy then was re-elected in 2014 for a six year term. My planning experience and education
has helped me envision the future of Warrington Township.
My strengths are in comprehensive planning, working with the many residents who provide endless hours of volunteerism for the
betterment of the community and setting an example of interactive government for the next generation. My goal is to balance the
infrastructure, development and fiscal needs of Warrington while maintaining a high quality of life for our citizens.

W
arrington Township Emergency Services (WTES) is comprised of the Fire
Marshal’s office, Career Firefighters, and works hand-in-hand with the
Warrington Fire Company and Warrington Community Ambulance Corps. In 2015,
WTES celebrated the one year anniversary of career firefighters.
During career staff hours for 2015 (Monday – Friday from 6:30 am-4:30 pm) the
firefighters responded to 199 fire calls, 157 EMS calls totaling 356 responses.
Furthermore, 368 fire safety inspections were performed for commercial businesses.
The Warrington firefighters taught and conducted fire prevention to all the schools
in Warrington Township. They were in contact with over 2,000 children and adults
to spread the message of fire safety.
In addition, to responding to calls, inspections and fire prevention the firefighters continued their training. All of the career
firefighters were trained in autism response. This important training highlighted how to safely respond to scenes involving people
on the autism spectrum. The firefighters attended training in:

As you can see 2015 was extremely busy, we look forward to continue to serve and learn in 2016!
Code Enforcement:
Last year was a busy year for the Codes Enforcement Department. The
Codes Enforcement office approved more than 3,400 permits and
performed over 6,000 inspections in Warrington Township. There are
established timetables to which permits must be reviewed by the staff. This
work load coupled with time frames often proved challenging. Due to in
place procedures in conjunction with an excellent staff allowed for the on
time review process to be completed.
Additionally, the Codes Enforcement office would like to remind you for
the need to apply for permits. Permits are required for any zoning work
such as fences, sheds, paving, etc. Building permits are required for any
alterations, additions, finished basements, decks, swimming pools, etc.
The Township website is equipped with permit forms and information
packets to answer any specific questions you may have. To find out permit requirements or to obtain application forms, visit our

20th Annual Herb Kahl Memorial
Scholarship Fund 5K Walk/Run
I
n 1996, the Herb Kahl Memorial Scholarship Fund was established to honor
long-time resident Herb Kahl. The Fund shows the Township’s appreciation
to Warrington high school seniors for their dedication to community service.
This program is funded by an annual 5K Walk/Run which will be held on
Sunday, June 26, 2016. The race starts at the Warrington Fire House, Route
611 and Freedoms Way. @ 8:30 a.m. Visit the township website for the race

Destroy the K-Cup! Why convenience isn’t always Eco-Friendly.
P
icture this scenario. You wake up late for work. In a state of panic, you quickly get ready to head out the door. You put on your
shoes and coat while making your cup of Keurig coffee and think “I love this machine”. Does this sound like you, as it does me?
According to a survey by the National Coffee Association, Keurig K-Cups, the single-serve brewing pods that have fundamentally
changed the coffee experience in recent years affecting nearly one in three American homes. Although the efficiency, quality, and
array of choices that these machines provide us are
undeniable, some of us don’t realize the harm being
caused to the environment. K-Cup pods consist of a
combination of plastic, aluminum, organic material
(coffee grounds), and a paper filter. While all these
materials are easily recycled separately, the K-Cup pod
as a whole cannot be recycled.
Over the past couple years of research, Keurig has
released a sustainability report. They have since
announced that the company plans to make all coffee
pods recyclable by 2020. However, right now you can
purchase reusable alternatives for original K cups at
some local stores.

BLUEBIRD NESTING TRAIL
The Warrington Environmental Advisory Council (WEAC) is establishing a Bluebird
nesting trail in the Warrington community. This project is a joint endeavor with the
Doylestown EAC. They have already installed over 300 boxes in Doylestown Township,
including boxes along the new 202 Parkway. Warrington is hoping to continue with
installing Bluebird boxes along our section of the Parkway and throughout the Township.
Boxes will be installed in areas that the Township is naturalizing, as well as other areas
appropriate for the placement of these boxes.
Bluebirds eat a very large amount of insects which is a natural way to control
mosquitos and other insects, without using chemicals. The Eastern Bluebird is under
threat from more aggressive “introduced” species such as the House Sparrow and
European Starlings, for food and nesting sites. In the early 1900s, with the introduction
of these exotic species and the detrimental effects of pesticides, the Eastern Bluebird nearly went extinct. The implementation of
nesting boxes is a very effective measure to protect bluebirds. These cavity nesters (Eastern Bluebirds) adapt well to nesting boxes.
With the added pressure of shrinking open space and massive development, nesting boxes are an important alternative for the
Eastern Bluebirds. This is why we would like to encourage anyone who has the interest to furnish Bluebird boxes.
Screech Owl, Kestrel boxes and Bat houses will also be installed in appropriate areas and will be available for purchase. Anyone
interested in purchasing one of these boxes and/or houses, contact the Township.

FORMER POLICE CHIEF JAMES J. MILLER
RECOGNIZED BY
U.S. CONGRESSMAN MIKE FITZPATRICK
Former Police Chief James J. Miller received a commendation
and a United States Flag from U.S. Congressman Mike Fitzpatrick
at the December 22, 2015 Board of Supervisors meeting. The flag
was flown over the United States Capital Building. The Honorable
Mike Fitzpatrick recognized James J. Miller for his exemplary
service and leadership in Bucks County law enforcement as he
retires after thirty-nine years of service from Warrington Township.
PROMOTION OF ROBERT MEDITZ
TO LIEUTENANT
Chief of Police Daniel Friel congratulated Robert Meditz
for earning the rank of Lieutenant with the Warrington
Township Police Department. Lt. Meditz is a twenty-five
year veteran of the police department. Together with his
family, Lt. Meditz was sworn in by District Judge Jean
Seaman during the December 22, 2015 Board of Supervisors
meeting.

APPOINTMENT OF INTERIM TOWNSHIP MANAGER
Former Vice Chairman John R. Paul announced at the December 22, 2015 Board
of Supervisors meeting that James J. Miller will continue as Interim Township
Manager until December 31, 2015. The Board thanked Mr. Miller for his dedication
to the Township and its residents. Assistant Manager/CFO Barry P. Luber was
appointed as Interim Township Manager effective January 1, 2016.
PUBLIC WORKS DIRECTOR
The Board of Supervisors, at their January 12, 2016 meeting appointed Joseph
Knox to the position of Public Works Director. Mr. Knox has been a township
employee for over thirty-eight years. Congratulations, Joe.

Public interviews were held at the January 26, 2016 Board of Supervisors meetings
for a vacancy seat on the Board. After deliberation, the Board elected Fred R. Gaines

Bradley Rd., Chalfont. The Memorial Day Ceremony gives tribute and thanks to our Veterans who were willing to
sacrifice his/her life for the sake of safeguarding our country. The program includes personal recognition of Warrington
Township veterans whose names were added to the Memorial Wall. Our veterans deserve to be honored by us and we
encourage you to bring your family and friends to experience a heart-warming ceremony accompanied by uplifting
patriotic live music. Light refreshments are served at the conclusion of the ceremony. We hope to see you there.

WARRINGTON TOWNSHIP
REORGANIZATION MEETING
The Township’s reorganization meeting convened January 4, 2016.
Shirley A. Yannich reported the Supervisors are required to convene
the first Monday in January of each year, in accordance with the
Commonwealth of Pennsylvania’s Second-Class Township Code.
Elections were held for 2016. Shirley A. Yannich was elected Chair
and Carol T. Baker was elected Vice Chair. Newly elected supervisors,
Carol T. Baker and Millie A. Seliga were sworn in by District Justice
Jean Seaman. Also sworn in by District Justice Jean Seaman was
Michael McGeehan and Mark Ruckno, Township Auditors.
The Board of Supervisors appointed Terry W. Clemons, Esquire the
Township Solicitor and Thomas F. Zarko, P.E., Vice President of CKS
Engineers, Inc., the Township Engineer. Also appointed was Roy
Rieder, Township Zoning Officer; Barbara J. Livrone, Township
Secretary and Barry P. Luber, Township Treasurer.

Once again, Warrington Township held their annual “Lunch with Santa” a holiday-themed event. Children and
adults enjoyed a lunch buffet catered by Lindinger’s Catering, in the Warrington and Doylestown Ballrooms at the
HOMEWOOD SUITES WARRINGTON. The children (& adults!) sang carols, played games and danced to the musical
entertainment provided by Steve Pullara/Cool Beans Music.
Santa arrived greeting each child with holiday wishes and each child received a present to take home. Parents snapped photos

From the Warrington Township Department of Public Works
W
arrington Township’s leaf and yard waste recycling drop off site is located at 3430 Pickertown Road.
This site is also the entrance to the Township’s Tradesville Sewage Treatment Plant. The site is open
the first seven (7) days of every month from dawn to dusk. The remaining days of the month, residences
can take their yard waste to Warwick Grinders located at 2616 Rushland Road Jamison, free of charge.
The Tradesville site is for Township residents only. Commercial companies engaged in the business or
practice of landscaping or yard maintenance are not permitted to deposit any material at the recycling
drop off site.
PLEASE NOTE WE DO NOT ACCEPT:
TRASH, STUMPS, GRASS CLIPPINGS, PRESSURE TREATED WOODS, PAINTED LUMBER,
FENCES, RAILROAD TIES, TELEPHONE POLES, BAMBOO,
CINDER BLOCKS, ROCKS, DIRT, METALS OF ANY KIND OR CONCRETE.
WARRINGTON TOWNSHIP RESIDENTS: When dropping off at Warwick Grinders proof of residency may be required.
STREET SWEEPING
Weather permitting, street sweeping will begin between the end of March or beginning of April. To ensure a complete sweeping
job, we sweep developments corresponding with the non-trash schedule days. Development size, trash schedule and amount of
material will dictate the time frame it will take to sweep each development. Please reframe from parking cars, or placing other items
(i.e., basketball nets) in or near the street so the street sweeper can get as close to the curb as possible. The homeowner will be
responsible for cleaning the road area where objects have not been removed.
TRAFFIC SIGNALS ALONG ROUTE 611 CORRIDOR
There have been recent inquiries about the sequencing of the traffic signals along the Route 611 corridor.
Motorists are under the belief that the traffic signals are malfunctioned due to the unexplained manner in
which they receive green lights. It is important to understand that the new system in place acts like a virtual
police officer directing traffic. This new system changes the sequencing and allows the most congested
lanes to travel first prior to addressing the other lanes of travel. Under the old system, turn lanes were
allowed to make their turn first, prior to the straight through traffic. This new system changes all of that
and the turn lanes may be the last lane to receive a green light to proceed. It is important that motorists be
alert and maintain a high focus on their individual traffic signal prior to proceeding through the intersection.
KANSAS ROAD TO BE CLOSED FOR BRIDGE REHABILITATION
The Pennsylvania Department of Transportation (PennDOT) has awarded a contract to rehabilitate five bridges
within Bucks County. The project is one hundred percent financed with federal funds. One of the bridges to be rehabilitated is the
County-owned Kansas Road Bridge over the Little Neshaminy Creek between Redstone Drive and the Geranium Drive entrance to
Bluestone Creek. Kansas Road is expected to be closed between these points sometime in the spring for a period of 90-120 days
while construction takes place. More precise dates will be published when they are made available. Please make frequent visits to
the Warrington Township webpage, www.warringtontownship.org, for the most current information.
ATTENTION RESIDENTS: New and Improved Communications System - Response Line Portal
Warrington Township would like to announce the introduction of our Response Line Portal. This new and improved Response
Line Portal will replace the previous Action Line Portal on our Township website in 2016.
Some of the new features will include:
• A new Response Line Portal login page
• The ability to attach pictures and documents to a Response Line Request
• A new Response Line Portal registration page
• The ability to review and update your previously submitted Response
• A new Response Line Portal request submittal page
Line Requests
Residents will register for the new Response Line Portal with a Phone Number and PIN. Once registered, residents will use their
Phone Number and PIN to login to their account.
We are excited to introduce this new system which was created to address comments and suggestions made by both Township
residents and personnel. Please note, the system is not to be utilized to report any type of police matter (i.e.: speeding, speed bumps,
ATV, etc.). If you have an emergency, contact 9-1-1 otherwise, contact the radio room at 215-343-0100.

WARRINGTON BIKE & HIKE TRAILS COMMITTEE
The Warrington Bike & Hike Trails Committee, a Township advisory body, needs help. We have openings on our Committee for

Are you disturbing more than 1,000 square feet of earth?
Pennsylvania Department of Environmental Protection regulations require preparation of a written Erosion and Sedimentation
Control Plan for any earth disturbance of 5,000 square feet or greater. However, the Bucks County Conservation District has a more
stringent requirement that projects disturbing more than 1,000 square feet of earth (2,000 square feet for in-ground pools) submit a
written Erosion and Sediment Control Plan and obtain a letter of adequacy from the Bucks County Conservation District. The

to the curb, the sidewalk, the roadway pavement or the tree?
If you live on a State owned roadway you may be surprised
that the Commonwealth’s Right-of-Way (ROW) extends into
what you think is your property. State roadways in
Warrington Township are Easton (611), County Line, Street,
Bristol, and Lower State Roads, Limekiln Pike and the 202
Parkway. The ROW’s for these roads vary from 33 feet to over
100 feet and the width of the blacktop may only be between
26 feet to 90 feet. That ROW beyond the blacktop often includes the grass area between
the roadway, the sidewalk and maybe part of your front yard. It is important to know
where your front yard boundary actually lies, because as the State roadways expand you
may find that widening of the roadway will come closer to your house and remove
landscaping you may have planted years ago. Check your survey for an accurate
description of your property boundaries in case you need to negotiate with the
Commonwealth Department of Transportation in the future.

From the Police Department
There’s a New Sheriff in Town - Actually, Warrington has a new Police Chief,
Daniel J. Friel. Chief Friel was sworn in by District Justice Jean Seaman. Chief
Friel is the fourth Chief in the history of Warrington Township. Chief Friel is
replacing Police Chief/Interim Township Manager, James Miller, who will be
leaving the Township early in 2016 after spending 39 years serving the
residents of Warrington Township. Chief Friel’s officers and many colleagues
from other police departments, fellow classmates from the FBI National
Academy and Northwestern University, along with members of Warrington
Fire Company, and Dan’s family were in attendance for the occasion. It was
literally standing room only for this momentous occasion.
In 1996, Chief Friel began his employment with the Township, having
served as Fire Inspector, Code Enforcement Officer, Deputy Fire Marshal, and
Acting Fire Marshal before becoming a Township Police Officer in 2000. Chief
Friel became a patrol supervisor and Field Training Officer during his second
year with the department. In 2007, he was promoted to the rank of Patrol
Sergeant, and then became Sergeant of Detective’s in 2010, Lieutenant in 2013
and Deputy Chief in August 2015. Throughout his career, Chief Friel received
specialized training in leadership, command, supervision, field training, SWAT,
counter terrorism, criminal investigations, and narcotics. He served 10 years
as a tactical operator/team leader on the Bucks County South Central
Emergency Response Team which is a regional SWAT team that covers
Warrington Township. Chief Friel was also one of the organizers and original
founding members of the Bucks County SWAT HAZMAT team headed by Chief
Donnelly that was formed in 2005. He traveled around the country with his
team mates for extensive specialized training through Homeland Security in
Weapons of Mass Destruction and Counter Terrorism as part of their
assignment with this team.
Chief Friel is a graduate of the Pennsylvania Chiefs of Police Command Institute (2008) and the Northwestern University School of
Police Staff and Command (2010). In the spring of this year, Chief Friel was selected to attend the prestigious FBI National Academy in
Quantico, Virginia which is a top level professional development course for US and International law enforcement leaders. He graduated
from the 260th Session in June 2015. Less than 1% of law enforcement officials ever get the opportunity to attend this academy. The FBI
Behavioral Science Unit which teaches courses there asked Chief Friel if he would return to the Academy in the future to present a case
study to another class. The case of interest was a double homicide investigation he investigated in 2011 and presented as part of his
course requirements.

WARRINGTON HISTORIC COMMISSION/HISTORICAL SOCIETY
WARRINGTON TOWNSHIP SCHOOLS (1760-1955)
Schools were established within each village of the
township by community and religious organizations for
teaching religious fundamentals via the bible, followed
by reading, writing, and arithmetic. In the 1840s, a
township wide school district was organized to oversee
and maintain the four school house structures. From
this point forward, religion, although still an important
part of the school’s curriculum, followed the teachings
of reading, writing, and arithmetic. This chart with

Warrington Township Board of Supervisors invite students and citizens to attend a Board of Supervisors meeting, Bike &
Hike Trails Committee; Communications Advisory Board; Environmental Advisory Council, Historic Commission/Historical
Society, Open Space and Land Preservation Task Force, Park and Recreation Board, Planning Commission, Veteran Affairs
Committee and Zoning Hearing Board to see first-hand how local government works.
Teachers can encourage students to attend these meetings to see how decisions are made and how citizens participate.

In addition to participating in local elections, this is YOUR opportunity to share your opinion
which will assist the Township’s elected officials in managing growth as Warrington continues to
transition to a suburban community. Your feedback will matter, and will have a major impact on
the 10 year comprehensive plan that the Planning Commission is responsible for developing.
Once the draft has been completed, there will be a series of public meetings prior to recommending
the new Plan to the elected Board of Supervisors for their approval and enactment. The published
plan will then serve as a guide for all land development decisions over the next ten years.

VETERAN AFFAIRS COMMITTEE
A tribute to former Veteran Affairs Committee Chair, Michael P. Walton who passed away on October 22, 2015.
Mike proudly served with the United States Marine Corp from 1963 to 1967. During his service
he served in Vietnam 1965 and 1966. Mike served on Warrington Township’s Veteran Affairs
Committee (VAC) from 2011 to 2015 and was Chair 2011 through 2012. He was instrumental in
reorganizing the VAC and the committee organized and revitalized at that time. The VAC
established and ratified the first “By-Laws” for the VAC and formulated, submitted and gained
approval for a revision to the Township’s qualification requirements to be considered for inclusion
to the Memorial Wall. Mike single handedly reviewed all existing Veteran applications (no matter
how old) and reached out to the Veteran or their family to resurrect their applications and assisted
the applicants in obtaining their required documentation. As a result of this effort, in 2012 the
Township was able to add 40 names to the Memorial Wall. That number represents the largest
update since the Memorial was established. The public attendance at the 2012 Memorial Day
Ceremony surpassed all previous records and was a huge success evidenced by many smiles, tears
and applauds. The VAC increased awareness and interest in the Township’s Memorial Brick program
which has been successful with increasing sales. The formula for Mike’s untiring enthusiasm
serving in the U.S. Marine Corp and the VAC was love for his Country and genuine honor and
respect for his fellow Veterans. He was a true American Hero and is sincerely missed by many.

VOLUNTEERS NEEDED FOR TRAILS STUDY COMMITTEE &
PARKS, RECREATION & OPEN SPACE STUDY COMMITTEE
The Township is currently working on two major projects which require the formation of two study committees: a Trail Study Committee
and a Parks, Recreation, and Open Space Study Committee.
The Trail Study Committee will provide input on the current study for a connector trail from Route 202 to John Paul Park at Lower Nike and
the Bradford Dam. Although the route for this particular trail segment is mostly determined, the Study Committee will provide input regarding
finer points of the trail design. The Trail Study Committee will also consider and provide input for potential future feasibility studies.
The Parks, Recreation, and Open Space Committee will provide community input to the Township consultant who is responsible for
preparation of an updated Parks, Recreation, and Open Space Plan. This plan will be reviewed and, if appropriate, will be approved by the
Board of Supervisors and will then be incorporated into the Comprehensive Plan for the Township.
The formation of each of these study committees will provide the both a structured decision-making resource for the planning process and
a variety of opinions from different interests thereby revealing the most options and will encourage open discussion. The study committees will
consist of selected members of the Board of Supervisors and representatives from several existing committees within the Township. In order
to provide a better cross section of the wants and needs of Township residents, the Board of Supervisors is seeking one or two at-large residents
of the Township who are willing to serve on these important committees. Meetings will occur as needed, but normally no more frequently than
monthly. Warrington Township residents who are interested in serving on either of these study committees should contact Barbara Livrone by

The Township holds a coat drive each holiday season. Warrington Township thanks its
residents for their generosity and participation in our “Warm at Heart Coat Drive”. This
year the coats were donated to Goodwill Keystone Area. The Goodwill Keystone Area helps
persons with disabilities as well as people who are in at an economic disadvantage, or may
lack education or work experience. They also provide job skill training to youth and seniors.
During the holiday season Warrington Township sponsors a food drive for needy families. This year there was such an abundance of food
from many giving and caring residents that the Township donated food to the Warrington Fellowship Church which has a food bank at their
church located at 2233 Bristol Road. Anyone can partake of these services but call for hours. The number to call is 215-343-1916 on
Monday, Wednesday and/or Friday.
The Warrington Women’s Club decorates the Township’s holiday tree by donating hats and mittens. These colorful hats and mittens were
donated this year to Goodwill Keystone Area. “Hats off” goes to the Warrington Women’s Club for their generosity each December.
The Warrington Women’s Club meets at the Township Building the first Friday of each month, excluding April, from September to June
starting at noon. Refreshments are provided. Guests Welcome! Come join the fun!

exercising to those who have been sedentary due to limited mobility.

2016 SMART SOCCER CAMP
The very popular Warrington- based Smart Soccer Camp returns to the community
this summer offering one day and one evening camp session. Camp Director,
Neil Smart, is well known in the local soccer community, coaching
many Warrington Soccer Club and Township residents over the years.

techniques including passing, receiving, dribbling and shooting. Activities are structured
to be individual, small group and game related including playing small sided games.

AARP DRIVER SAFETY PROGRAM
8 HOUR CLASSROOM COURSE
This 8 hour classroom course is designed especially for
motorists age 50 or older. It covers normal physical changes and
provides practical techniques to compensate for these changes. The program fosters
safer driving practices, continued mobility and a 5% minimum discount for your vehicular
insurance. This discount will be applied to your whole premium for three years. The full
8-hr course is two days: Tuesday, April 26, 2016 and Thursday, April 28, 2016 from 9:30 a.m.
to 1:30 p.m. The fee for the Driver Safety Program (payable by check or money order at
time of class) is $15 for AARP members and $20 for non-members. Please make the check
payable to “AARP”. We suggest you bring a drink and/or snack to class.
This course will be held at Warrington Township Administration Building, 852 Easton
Road, Warrington, PA. Class size is limited to 20. Please bring your valid Pennsylvania
Driver’s License, along with you to class. If you are a member of AARP, please bring proof
