INTRODUCTION
In order to realize the greatest effect from its limited resources, the Oil Region Alliance is implementing organizational,
programmatic and philosophical changes in 2012.

Focus on Assets
Building on the Oil Region’s strengths—outdoor recreation resources, strong local businesses, desirable quality of
life, etc.—to create future prosperity (formally known as Asset-Based Development).

Emphasize Partnerships
Linking resources with other organizations to increase resource power and allow the Alliance to operate within the
means provided by supporting stakeholders.

Refocus the Question
Changing the commonly asked question, “how can the region regain what it once had?” to the strategic question,
“what can the region become?”

Integrate Functions
Functioning as regional Lead Economic Development Agency, Tourist Promotion Agency, and Heritage Area
Manager while bringing the power of these individual roles together into a more cohesive plan, collectively
building toward economic opportunity in its broader sense.
This document is a summary of what the Alliance plans to accomplish in 2012. It includes:

We hope this brochure will influence your vision for the region—maybe inspire you to take a more active role in the region’s
revitalization. If you do not already belong, we hope that you will join the Oil Region Alliance as a volunteer, advisor, member
or financial supporter. The Alliance doesn’t have the resources to single-handedly change the economy of the area but we
are a valuable participant for change over time, working with partners, together building a sustainable prosperity that is the
dream of those who live, work and play in some of the most amazing real estate on the planet, the Oil Region.

IMPLEMENTATION PROJECTS
Sandycreek Industrial Park Infrastructure Development
Now that the Barkeyville Industrial Park is filled, ORA will focus on infrastructure development at the region's newest
industrial park in Sandycreek Township. Located at the north terminus of the Route 8 Expressway, 3.5 miles south of
Franklin on Debence Drive, the Sandycreek Industrial Park infrastructure project will provide critical services to an
additional 6 industrial building lots on 64 acres.
Specifically, 2012 development extends Debence Drive, along with natural gas, water and sewer utilities approximately
1000’ into the industrial park. The project will also give Sandycreek Township the opportunity to connect their potable
water line beyond the park to the existing water line on Morrison Run Road.
Funding for the project is provided by grants from DCED, ARC, County of Venango (CDBG funds) and loan funds from
USDA.

Oil & Gas Industry Development
Natural gas reserves in and around the Oil Region are estimated to be among the largest in the world. If emerging
technologies adequately expand the market for this clean, green fuel and its by-products, natural gas may be the key to
economic growth in the region just as oil was 150 years ago. How the region will react to opportunities is the focus of
this priority project which includes a blend of implementation and planning components.
A major piece of development in 2012 will be attracting the National Pipeline Inspector Training Center, proposed by
the Public Utility Commission, to Venango County. Work on this project began in 2011 with meetings in Harrisburg and
continues through communication with public officials and others.
Other oil and gas industry development efforts will continue through ORA's leadership in the NW PA. Oil & Gas Hub
group. The Hub develops educational and training programs that provide job seekers and businesses/entrepreneurs
with the information and connections to be successful in the oil & gas industry. The hub will offer an Oil & Gas
Business Prep Certificate Program, co-host the 2012 Oil & Gas Information Center (a Business-to-Business forum), and
a Business Supply Chain event in July.
The planning component is based on expanding the market for natural gas. ORA's strategy will interpret the natural gas
market into regional opportunities for growth and leadership.

IMPLEMENTATION PROJECTS
Erie-to-Pittsburgh Trail Development
The 206-mile Erie-to-Pittsburgh Trail (eriepittsburghtrail.org) connects the Erie Bayfront to the Point in Pittsburgh using
high quality, paved, multiple-use recreational trails for bicyclists and pedestrians. This trail system, which is about 60%
complete, will ultimately connect the Great Lakes Seaway Trail (seawaytrail.com) in New York to the Great Allegheny
Passage Trail in Pittsburgh (atatrail.org) providing hundreds of miles of trails and connectors across New York, through
Western Pennsylvania and on to Washington, D.C.
EPT stretches through the Oil Region National Heritage Area from Hydetown to Emlenton over the Titusville Queen City,
Oil Creek State Park, McClintock, Samuel Justus and Allegheny River Trails. These trails provide the single most
complete section of EPT. With over 67 miles of trails from southern Crawford County through Venango County, EPT
offers first rate recreation and substantial economic development opportunities.
During 2012, ORA is focusing its trail development work on the few remaining gaps in the Oil Region's section of the
EPT. Funding is provided by grants from DCNR, PennDOT, NPS, and the County of Venango (CDBG funds) along with
contributions from the County of Crawford and Titusville Leisure Services. Individual projects include:

Engineering the 0.7 mile portion through Emlenton,

Negotiating rights-of-way and completing real estate abstracts for the 3.1-mile extension of the Queen City
Trail from downtown Titusville into Hydetown,

Paving the McClintock Well #1 and Rynd Farm parking lots on the McClintock Trail, and

Constructing 1.7 miles of the McClintock Trail from McClintock Well #1 south along the railroad tracks to the
junction of North Seneca Street and the Route 8 Bypass in Oil City.
In addition, ORA will participate in the Erie-to-Pittsburgh Trail Alliance and the Council on Greenways and Trails.

Oil Region Visitor Center Construction
Using previously approved designs, photos, and text, the newest Oil Region Visitor Center will be installed inside the
Venango Museum of Art, Science & Industry in Oil City in 2012. It will be in the tall space between the gift shop and the
handicapped-accessible restrooms. This exhibit will use photo enlargements, interpretive panels, fabric banners, a
wooden brochure display, clear acrylic display case for artifacts, and supplementary fact sheets to depict “Oil City: 'The
Hub of Oildom.'” In addition to minor indoor electrical and lighting upgrades, outdoor signage will be illuminated and
updated to indicate the Visitor Center within the museum building, which is owned by the County of Venango.

Tourism Marketing
The tourism marketing for 2012 includes:

Regular distribution of regional tourism literature to local outlets and key rest stops/outlets along I-79, I-80, the
PA Turnpike, and in New York, Maryland and northern Virginia.

Print marketing through special editions in local newspapers and in several magazines servicing the PA and
Ohio markets

Designing, printing and distributing both print and electronic versions of the 2012 Oil Region Visitors Guide

Maintaining regional presence on tourism-related websites

Broadcast marketing on local radio stations

Updating and distributing a Regional Calendar of Events

Regional partnership marketing through the PA Great Lakes Region


Cranberry Township Adult Living Community
One of the more exciting new building projects for Venango County is the proposed 55+ Adult Living Community on 85
acres of land currently owned by Cranberry Township adjacent to the UPMC campus with frontage on Old Salina Road.
This facility will address known life-stage housing needs in the region and free up existing housing stock for families
moving to the region. ORA's focus in 2012 is managing the donation of land from Cranberry Township and coordinating
developers and partners to get the project to its building phase in 2013.

Emlenton Brownfield
The former Honeywell Petrowax facility was located on 50 acres adjacent to the Allegheny River in Emlenton. The site is
now a Brownfield Site and includes a portion of the Erie-to-Pittsburgh Trail that runs through the property. In 2012, ORA
will work with Emlenton Borough to receive a donation of land from the Borough and begin developing a Master Plan
for the property. The plan will likely include integration of recreation and light industry within the restrictions imposed on
reclaimed industrial properties.

Oil Region National Heritage Area Sustainability Plan
The Oil Region National Heritage Area is one of the region's great assets and future sustainability is critical. Arising from
the interaction between the NPS and its National Heritage Area program, the plan will use consultant services, public
input, staff and volunteer exploration of sustaining alternatives, and an implementation strategy to combine the
preservation of the area’s cultural and natural resources with ongoing revenue sources.

Oil Creek Memorial Landing
The Oil Creek Memorial Landing is a new rest area, trailhead, kayak/canoe access area, and memorial site planned for
the McClintock Trail portion of the Erie-to-Pittsburgh Trail along Route 8 in Oil City immediately upstream of the Dollar
General retail store. During 2012, detailed engineering is planned for this half-acre site between North Seneca Street
and the shoreline of Oil Creek. Construction begins in 2013. Funding is provided by grants from PennDOT, DCNR and
private donors.

Erie-To-Pittsburgh Trail Entrepreneurship
The Erie-to-Pittsburgh Trail is much more than a valuable recreation asset; it is a powerful economic development tool,
as proven by trail systems throughout the U.S. This planning project, coordinated with the Oil Heritage Region
sustainability plan (see Priority Planning Project 3), seeks to capitalize on business/entrepreneurial opportunities along
the trail system.

Allegheny GeoTrail and Other Geocaching Programs
Allegheny Geo Trail (AGT) participants enjoy the increasingly popular outdoor activity of geocaching, which uses a
Global Positioning System (GPS) receiver to locate hidden containers, or caches, throughout the 10 counties
participating in AGT. Literally thousands of finds bring visitors into the Oil Region to spend time and money at regional
businesses each year. As administrator of the AGT, ORA will continue management of the program and the
accompanying website while seeking additional partners to expand the program in 2012.
In addition, the GeoTrain event will be held in August of 2012, bringing geocaching activities to the Oil Creek & Titusville
Railroad and Petroleum Centre.

New Industry Marketing
New industry marketing will take the form of Network Marketing - using ORA's extensive network of contacts in
government, business and economic development organizations to receive leads for new businesses that can benefit
from the Oil Region's assets. Partners and methods will be determined on a case-to-case basis and may range from
pre-printed ORA marketing brochures to organizing teams of local business people and government officials, providing
highly specialized proposals, and interaction with state economic development resources. Funding is provided by the
PA Department of Community and Economic Development (DCED).
Natural Gas History Traveling Exhibit
The new traveling exhibit showcasing components from ORA's natural gas history artifact collection begins with the
first of several units, “Walking the Line.” This initial unit will use artifacts, audio excerpts from oral histories, photographs,
tools, logs, letters/diary excerpts, and safety equipment to portray how the occupation of physically checking natural
gas pipelines has evolved since the start of this energy industry and through the four seasons of the year.

Ongoing rehabilitation to this 1872 historic home, constructed by famed teacher, author and journalist Ida Tarbell's
family, includes electrical service, period lighting, apartment wall realignments, plumbing, HVAC, and
security/smoke/fire systems to restore initial appearance and meet modern safety and code compliance with best
practices for a Victorian era building. An Open House is set for Saturday afternoon, August 11; other tours are by
appointment. Volunteer work sessions and free preservation training workshops will be conducted on site.

Educational Materials and Programs
A wide range of new and updated educational materials and programs will be produced, printed, and conducted by
ORA’s Heritage staff and volunteers during 2012, including the following: two new brochures and study guides about
the HubOra oil well drilling project; new booklet of condensed writings by Ida Tarbell; updated Titusville Walking Tour
brochures; new historical marker recognizing P. C. Boyle; continuing series of ORNHA House Plaques; new competitive
educational oil-history and oil-preservation mini-grants; new interpretive panels at Coal Oil Johnny House, trails,
overlooks, and historic sites; four Oil History workshops; updated “Exploring Venango County” booklet; teacher’s
workshop utilizing existing oil/gas history materials; August 5 Open House at McClintock-Steele-Waitz House; and
series of 3 concerts and at least one public memorial service at Neilltown Church Building.

The Oil Region Alliance offers for sale numerous non-fiction oil/gas history publications and DVDs produced by ORA
and written/published by others. In addition, various commemorative and clothing items are on stock, featuring OIL
150, Allegheny GeoTrail, and oil history. Sales occur at the ORA office, during special events, at the Liberty Galleria in
Franklin, and via the e-stores in www.oilregion.org and www.oil150.com. During 2012, more titles will be added, more
off-site sales locations will be arranged, and ORA will convert two of its own books (including the Drake Biography) into
e-books to test this emerging media.

Municipal Outreach
Many Oil Region municipalities and townships do not have staff resources to take advantage of grant opportunities.
ORA provides staff resources to these municipalities and townships in the form of grant writing assistance, developing
educational venues of value and other assistance as necessary.

Land near Emlenton is targeted for the next I-80 industrial park development project. For 2012, ORA will concentrate on
managing the donation of land to ORA for development purposes.

ONGOING PROGRAMS
Oil City Main Street Program
ORA will continue to house the Oil City Main Street program, a comprehensive, community-based downtown
revitalization project. Its mission is to make Oil City's downtown business district aesthetically pleasing and
economically viable, providing a foundation for the healthy growth and success of current and future businesses for the
benefit of current and future residents. Although the Main Street program is managed by the Main Street committee
and its partners, ORA provides office space, administrative assistance, and personnel services. Funding for the project
is provided by the grantors and contributors of the Main Street Program.
Historic Designation
The National Transit Building and Annex in downtown Oil City will be nominated for a classification upgrade within the
National Register of Historic Places, from Individual Listing to National Historic Landmark. NHL is the highest category
of protection within the National Register of Historic Places, opening opportunities for federal funding not available with
the building's current classification. Funding is provided by a grant from the NPS.

Local Business Retention/Expansion
The key to job growth in the Oil Region is the expansion of established businesses and entrepreneurial startups. In
addition to projects already mentioned elsewhere in this Program Summary, ORA will continue with programs that take
advantage of opportunities to assist regional businesses and entrepreneurs, including:

Venango Business Action Team (V-BATS, formerly BREP) calling program - regularly scheduled interviews with
regional businesses to identifying their challenges and opportunities and connect them with resources from ORA
and a variety of partners. V-BATS also seeks to identify distressed enterprises in danger of closure and businesses
planning to move from the area in order to avoid those undesirable activities when possible.


PROJECT/PROGRAM SUPPORT
This document describes Oil Region Alliance projects for 2012. But that’s not all we do. On a daily basis we nurture the
relationships that give the Alliance substantial value. In government and business to relationships with grantors and
partners, the Alliance always seeks to maintain its contacts and improve its networks. Its work includes administrative tasks
such as grant writing and management, fiscal management and reporting, investigating new opportunities, maintaining
historic properties and presenting programs and workshops.
The point is that there is much more to the Alliance than can be presented in this Summary of Projects. We invite you to
learn more about the Alliance through volunteering, advising, or joining our membership in supporting the organization. For
