Appendix A: SURVEY RESULTS To encourage public involvement in the Waupun Comprehensive Outdoor Recreation Plan, the project team created an online public opinion survey. The survey was available July 1 through August 14, 2016 and hosted on Survey Monkey. In total, 651 individuals started the survey and approximately 540 individuals responded to questions through the end of the survey. Eighty-one percent (81%) of those who took the survey live in Waupun. The remainder are primarily from surrounding towns (Waupun, Alto, Chester and Trenton). The survey represents a diverse group demographically, though certain groups were under- and over-represented. Generally older and younger members were under-represented and those categorized as middle-age were over-represented. For instance, those under 20 represented 2% of survey respondents but make up 21% of Waupun. Those age 30-39 represented 38% of survey respondents but only make up 18% of the population in Waupun. The figure depicting respondents’ answers to their corresponding age group compared to 2014 ACS estimates is shown under question 24 on page A-12. Responses were filtered by community of residence and location within the City of Waupun to identify any differences between the views of residents. Any differences considered important are reported in the following pages. *A comprehensive list of open-ended questions and comments is found at the end of this appendix. When they are locked they are useless!!! Along the fence by the beach. It leads to the quarry. I think Mr Navis should put a fence up if he does not what trespassers to go on his property. We used to frequent back there til 2 months ago when we found out it is private property. And we got accused of stealing and trespassing. The park by the camp grounds and pool is not little kid friendly and the metal slide burns (same as the park at McCune) Some parks are becoming outdated. Soccer fields are outdated. Mccune park is going downhill would be nice to have some safer kid friendly of all ages equipment :) “Disc golf park gets overgrown in weeds and long grass in the summer. Would be nice to sign or paint the streets to connect the bike trail by school to the start of the trail by Edgewood and signs or pain to lead to the trail that goes out to county park.” Not many handicap accessible playground equipment. I hate seeing kids down along dangerous rocks fishing along the river because there is no other safer way to access those fishing holes. Not all restrooms are unlocked, h I had taken a few elderly ladies there for a picnic and after getting all set up and eating one of them had to use restroom, only to find it locked, was an embarrassing situation for the lady. I think we should have a couple park with fences around them It would be nice to see a few handicap swings in our parks. Playing at meidma fields. Diamond 3 needs lights. County park lacks safe playground equipment and parking needs to be improved. “Bridge at park next to pine street is dangerous. Frequently washes out on sides of bridge with heavy rains or flooding because of the bottleneck the small bridge creates. It is better than it used to be but needs improvement. Trying to get out of river with a canoe before bridge in weeds with no good spot to get out and fast current could easily suck canoe into bridge. Please get a taller bridge that can be gone under with a canoe and/or wider bridge with less bottleneck with gravel areas to get out of river with a canoe. “ Woods not developed enough in campground. Safety concern for children or people possibly hiding out in those woods. Just in general the vandalism that’s been done in the parks. Better lighting is suggested. Harris Mill Pond/Park: the deck area is totally open (not safe) so kids could easily fall in and there are rocks below so it wouldn’t be a nice splash. Why was there not a bathroom constructed with the newest park shelter by the Rock River???? I would love to see fences around the park areas. wish we had an all-inclusive park “McCune- Very out dated playground equipment County Park-Veeybout dated playground and swings” Lighting No Wilcox and Dodge parks have nice shelters that could be used in the evening but the lighting in the park is poor for letting kids run and play or be on the playground equipment. “The last time my daughter and her children were in the FDL campgrounds, they were scared. Kids were taking trees down and being very noisy and disrespectful. They have not camped there since this happened. It would be nice to have the park playground enclosed with some sort of fence to prevent little kids going near the river. Not enough seating or bathroom’s at Gus Field Harris Mill Park- the open deck Harris mill park-the open deck *Note: I voted not but I usually use the parks in a group setting (family picnics/parties/etc) not sending my family members to the park individually / solo I think the park by the Waupun Hospital is beautiful. My concern is after about 6:00 at night, the people that hang out there really deter any younger kids from hanging out there. I won’t allow my kids there after dark. Go to any park in town. it speaks for itself. There’s a park just off fern st. And oak ln. That isn’t being used its just an open lot and I think it would be nice to put bean bag toss and a few other adult activities in this area and maybe start some tournaments for bean bag toss County Park’s equipment is pretty rough. Should be upgraded. Please do something about McCune Beach I worry about kids walking to West End Park and the poor visibility with the parking situation of the hospital. The detour traffic this summer and their driving speed does not help. Some of the playground equipment seems out dated and un-safe. West end park, by the hospital is dangerous after 4 pm. Rough crowd My concern is with safety of my children when teenagers are around. Often foul language fights smoking etc. take place and we are forced to leave. Happens often at west end park. I don’t have a safety concern of an in town park. An off road bike path out to the Horicon Marsh from Waupun would be wonderful. It would be great to feel safe riding bike next to Hwy 49. Its too busy to trust my kids & family on the busy highway. None McCune beach park needs to be cleaned up and re-made into a family friendly park. It has been part of Waupun for so long we can not let it just sit County park. Adults and children walking on the road and people driving to fast. Too much vandalism Only if some of equipment is getting run down or a little out of date for safety regulations. Only other issue would be for me people smoking at the kids parks leaving cigarettes and lighters behind on benches. West End Park Mc cune as well as county park have old play ground equipment that I don’t feel is safe for my two and five year old Na Vandalism at Harris Mill Park The bathrooms in some parks Often find strange adults at the parks that will sit and watch kids and at times follow them around (wilcox specifically) Not at this time but the city is growing. So we do need more cops. Mostly I have no concerns, as I feel our parks are great, but I’ve always been concerned about the “fireman’s pole” at Wilcox Park. I’m surprised no one has fallen off of there and/or gotten seriously hurt. I don’t have • • • • • • • • • • • a solution. I just usually watch my kids closely. “McCune Beach-Young children do not feel safe here. Older children bullying issues and cigarette and drug use issues seem to be a problem. Should be handicap accessible for children. McCune park needs playground upgrade. Would be nice to have old beach converted to fishing hole. Handicapped Parking at the baseball complex. Although there are stalls for handicapped people, they are still very far away from the little league diamonds - if no 4th diamond is going to be put in, possibly put in handicapped stalls closer to the diamonds. All parks with shelters that are vandalized. Some are locked because of the continual damage. At the softball Diamonds, you have to worry about parking and you have to worry about your car getting hit by a softball. Would love to see the Dutch wind mill on Brandon street in motion more often, it is a site to see! It could be used as a tourist attraction. More handicap accessible unsupervised kids that cause problems The bathrooms are never open in the Mill Pond Shelter area. The bathrooms in some parks have poor lighting and no door lock or door to stall. Soccer seems to be a growing sport in town and we should embrace it and help these kids out and give them the fields they deserve. I also choose outdoor pool because the one we have is nice but now that it’s the only one in town it’s always crowded. I know so many people that live in town that go to other towns to swim because they have more parking and a bigger pool. We need to keep business in our town. I think they needed to plan better with the pool we have. We need more parking for one. And we need more pool space so we can accommodate more people and keep everyone coming to ours and not giving business to other towns. So we as a town need to rethink our athletic fields for soccer and our outdoor pool situation. It’s hard to enjoy a park if there is either no restroom or the restrooms are locked. When done right trapshooting teaches kids responsibility, respect and gun safety. I think building a trapshooting facility can offer entertainment and enjoyment to all ages about 9 and up kids and adults. I’d have to say the indoor pool- I love to swim for exercise, and my kids love it as well. It would be awesome to be able to use one year round. (Locally; the Y is so expensive, and although it isn’t too far away it’s far enough we don’t use it.) It’s so important for everyone to be a proficient swimmer, and it could also give our high school the opportunity to add another sport to its roster. Possibly 2 if they add diving boards. We have to make the fields smaller than they are supposed to be just to fit in the amount of fields that we need ! This year we have 62 teams . Our numbers have went up every year parents complain with multiple kids playing they cannot be at the same place to watch both of them at one time and our fields are not quite up to par as far as level fields and the required field size there are a lot of ball diamonds around and I think with softball and baseball we outnumber them together we have been making do with what we had but it’s just getting to the point where we just can’t make do anymore there have been several sites that would work for us we would also like to have a concession stand which would help us raise money that is needed to purchase land or better equipment for the kids I strongly urge this city to help us find land so that we can have the correct field sizes for our kids to play on and Fields that don’t have a bunch of divots to wear it is possible they get injured we have kids that come from Fondulac Brandon Beaver Dam and Markesan just to join our rec league!!! Swimming and water safety are important life skills to be learned and swimming is a great life-long activity that is gentle on joints and can be enjoyed by people with many different disabilities. The temperature of the air and water of an indoor pool is much better for teaching children and for most people to enjoy that the current outdoor pool and there would be many more opportunities to offer swim lessons and exercises classes that would better fit people’s schedules. This is the only activity on this list that I absolutely would drive to the next town over to get and many Waupun residents do and we would love to not have to drive to Beaver Dam or Fond du lac to do it, especially in the winter. It’d be nice to open this to both Waupun public school and CWC to utilize by all students. Better playground grounds like the Lakeside Park in Beaver Dam with its rubber mat flooring Indoor pool. Atv trails would be nice but probably not feasible unless willing to allow on snowmobile trails in winter. I think we need to improve the Ice Hockey/ skating rink. Though my family and I are not involved in either, I feel that the facility looks and feels old. This is not meant to disrespect or belittle the volunteers who have worked so hard to make the rink run smoothly. I just feel that because of the number of participants in the programs that Waupun has, we could have more funding to make the building more attractive. I think the building makes a huge impression on visitors--even driving by. We should make it bigger and better. New paint on the outside? Cleaner concrete and bathrooms? This will probably take a major private donation in addition to public funding, and grant writing. Again, no disrespect to the past and present leaders of the Waupun Community Center...Just speaking my mind Dog park. Lots of room, but the areas get muddy and dogs get dirty. Not much to do other than walk/play fetch. I also believe there is only one shade/sitting area. It would be nice to have the Mill Pond Park bathroom open after the Memorial Day Parade. Many people park there and want to use it. Indoor pool. This allows fitness to happen without putting extra stress on joints. I would also like to see swimming lessons happen in the winter. We have driven numerous miles north to get to counties with fun trails to explore. This would really be much bigger than just Waupun. Great sport those teaches people of all ages respect and appreciation for others and the outdoors. Bring back ice rinks to all the city parks. A gravel or wood chip loop path inside the dog park, so it can be utilized better in poor weather, its hard to walk there in the spring or after a rain. I enjoy biking and I wish that biking were safer for children in the community, especially in the area of biking to schools. Safe in town biking/walking trails so more children can walk to schools and families and elderly can more easily stroll safely. Permanent soccer fields/complex--there are a lot of kids involved in soccer in Waupun. Canoe/kayak facilities. Would like to see a facility that checks the waterways to keep them safe and offers rental equipment to the public and provides drop off at entry points and pick up at exit points. Soccer fields - this is a growing program and the city should support it. Bike/walking trails Indoor pool - for ease of utilization rather than having to go out of town to access one. New disc golf course, or expand the existing. I am originally from Waupun, but now live in Plymouth. I still visit Waupun solely to play the course there now. I would definitely visit more often with more facilities, as would several people I know. The topography of the county park is ideal for disc golf, especially if there are unused sections. Splash pad! Because it is accessible to everyone, free for those that can’t afford pool pass and great family fun! Canoes is my top choice because I think a lot of people would love to be out on the river or pond I would like to see updated playground equipment put in the FDL County Park for children to enjoy. It would make the area more attractive for campers and for those with young children to enjoy the park. Upgrades to restrooms so they can be open year round Indoor pool to take water aerobics classes like what is offered in Fondulac all year round Canoe/kayak facilities. We tried kayaking from County Park to Tanner Park once and it was incredibly difficult with all the downed trees in the water. Myself and a couple other wives/girlfriends would be interested in doing this while our significant others are at disc golf league on Sunday’s. I know we have the beautiful pool and we are season pass holders and use it a LOT, but sometimes my kids just want to play in the sand or float on a floating toy/ noodle which aren’t allowed at the pool. The whole family uses it, and it is new, clean and well maintained thus far. Love how quiet and secluded it is. It is very peaceful. (This is the park across from the hospital). NA “Feel the town has done a fabulous job the last few years in updating facilities (restroom / pavilion roofs, paving walkways, etc.) The one thing I feel all the parks really need is recycling bins. Every time I go to a park I look for them and only are garbage cans. It kills me. I hate throwing recyclables into the trash, and feel we need to place much more emphasis on recycling. Not just in the parks but as a city as well, but the parks would be a great place to start. Could bathrooms be opened earlier in the year? There’s been a few beautiful April / May days where we’ve gone to the park and had to leave early for a potty break. The old plastic playset in the middle of the park is falling apart and missing pieces, and the sand around it needed to be refilled / raked, etc. there were multiple large branches down and lots of overgrowth / weeds / dead leaves still disintegrating from last fall. I know the pavilions have been updated, but it still needs some major love. We have a beautiful boardwalk bike/walking trail, but it is becoming overgrown with grass/ weeds. This needs to be a priority to trim things back from the edges and certainly of the plants growing through the bottom. This is a huge treasure that gets tons of use--now let’s keep it sparkling. Lots of people come to town to use it!! Love the bike trails. The boardwalk needs to be better maintained by cutting back or weed wacking the plants along the edge. They are taking over the trail. Revitalize, restore downtown. Do something aesthetic with empty lots. I believe Waupun is a beautiful city. I came from beaver dam, a city that has terrible parks and no biking/ walking trails. We always inforce helmets and bike safety, but I wish I knew about the bikers safety program they had awhile ago. That would have benefitted us greatly. We always have them on the sidewalks when possible. The Horicon marsh auto tour is the most dangerous. Vehicles just do not slow down or pull to the side when they see our parade. Our group can have 10-15 moms someone’s pushing strollers. Then 5-7 bicycles ahead of us. We try to inforce safety and keep them on the sidewalks. The most dangerous place is waking the Horicon Marsh Auto Tour, drivers out there just do not slow down. It can be very scary. I wish I would have known about the police departments bicycle safety program. I would have loved to have my group participate. Parking at the swimming pool Our current boardwalk is a great well used type of activity that we need more of related to hiking/biking trails for the public. The adequacy of the City’s existing park and recreation system are evaluated using the following methods: » Quantitative Analysis – a comparison of existing parkland acreage and population projections versus park and recreational facility service guidelines, including a review of the types and amount of parkland available to City residents. » Geographic Analysis – an analysis of the geographic distribution and accessibility of park facilities in the City. » Qualitative Analysis – a summary of public input regarding City parks and recreational facilities gathered through the community survey. » Regional & State Trends – a summary of the demand or trends in recreational amenities at the county and state level. CHAPTER 4 || A N A LY S I S O F D E M A N D & N E E D 33 4.1 QUANTITATIVE ANALYSIS An analysis of existing recreational land area is provided to determine if the recreational needs of residents are being met. This analysis is limited to an evaluation of the space, or land, devoted to recreational use. It should be noted that the calculations below exclude Waupun’s prison population. Waupun is in a unique situation where a large portion of its population is institutionalized. There are three state prisons in Waupun: Burke Center, Dodge Correctional and Waupun Correctional. The 2014 estimated prison population in Waupun is 2,433 (2014 ACS estimate for the population living in group quarters). Currently the City is providing approximately 61 acres of parkland, not counting school facilities, county facilities, or private facilities. This translates to .007 acres of parkland per person, or 7.0 acres per 1,000 residents, the same as in the year 2010. For the purpose of calculating anticipated parkland demand, a level of service of 10.5 and 15 acres per 1,000 residents was assumed. A loose target traditionally provided by National Recreation and Park Association (NRPA) is 10.5 acres of parkland per 1,000 residents (0.5 acres for Mini-Parks, 2.0 acres for Neighborhood Parks, and 8.0 acres for Community Parks). Since year 2010 it has been the policy of the City to strive for 10.5 acres of parkland per 1,000 residents. Using a level of service standard of 15 acres of parkland per 1,000 residents the City currently has a deficit of 72.6 acres. Assuming the population projections are correct, and the City does not add additional parkland, the total deficit will grow to 87.5 acres by the year 2040. Table 4.2 summarizes the current and projected supply and demand for parkland acreage by park types, using the lowest traditional service guidelines provided by the NRPA and a modified high standard of 0.5 acres of Mini-Parks, 3.5 acres of Neighborhood Playgrounds/Parks, and 11 acres of Community Playfields/Parks per 1,000 residents. It should be noted that the information in Table 4.2 groups neighborhood playgrounds within the neighborhood parks classification and community playfields within the community park classification in order to provide comparisons with the NRPA guidelines. It is important to note that school-owned properties are not included in this analysis. The school-owned properties do indeed play a vital role in filling the community playfield needs of the residents of Waupun; however, because access and maintenance are not regulated by the City these facilities were not included in the analysis in Table 4.1 and 4.2 nor were County or private recreational facilities mentioned previously. Although the total acreage of park and recreation lands is an easy indicator of the presence of parks and recreation space, it is not the only indicator of whether a community is able to meet the park and recreation needs of its residents. The NRPA advocates that the location of parkland, C O M P R E H E N S I V E O U T D O O R R E C R E AT I O N P L A N and the types of recreational facilities offered on that land, are just as important as the total acres of parkland. A community with a lot of parkland, but few recreational facilities, is less likely to meet the needs of its residents than a community which has a lesser amount of parkland, but has a larger variety of recreational opportunities. 4.2 GEOGRAPHIC ANALYSIS The location of park and open space facilities in relation to the City’s residents is an important indicator of how well existing facilities are dispersed throughout the community. The National Recreation and Park Association advocates that all residents should live within a 1/4 - 1/2 mile of some type of public park or open space. The Park Service Areas Map in Appendix C indicates areas of the City that are not currently served by a City park; that is, they do not fall within a 1/3-mile service area of any City park. The map also illustrates service areas based on park type, including 1.5-miles for community parks and 1/3-mile for all other park types. Areas currently zoned for residential uses that fall outside of these service areas are also highlighted. The map indicates the following deficiencies in the location of parkland: » A portion of the residential neighborhood north of Edgewood Drive and east of Savage Road is underserved by all park types with the exception of Community Parks. Also in this area, to the east of the railroad tracks and just outside of City limits, there are several residences that are outside of the City Park service area but within the Community Parks service area. » The residential area south of W Jefferson Street, between Walker St and S Division St and north of W Lincoln St is underserved by all park types except Community Parks. » The neighborhood north of Waupun Junior/ Senior High, roughly bounded by E Lincoln St, Carrington St, W Jefferson St and the eastern boundary of the City, is underserved by all park types with the exception of Community Parks. The Park Facilities Distribution Map in Appendix C shows that parks with the greatest number of amenities are currently located near the edges of the City. The greatest number of City parks are located north of Main Street near the Rock River. Other highlights from the map include: » The neighborhood to the south of Industrial Drive is currently served by Buwalda park which offers limited facilities including playground equipment, a basketball court, shelter, restrooms and drinking water. » The northwest portion of the City has access to playgrounds and recreation equipment at Waupun County Park, while City Parks in the area primarily offer facilities primarily focused on river recreation (e.g. fishing, hiking, swimming). » There are opportunities for biking/walking along the Rock River (Rock River Trail) in the northern portion of the community and along US 151 on the east side of the City where the Rock River Trail heads south. The survey was available online and hosted on Survey Monkey. A total of 651 people started the survey and 540 responded to questions through the end of the survey. The following is a summary of responses to key questions. Refer to Appendix A for the complete results. » The most common responses when asked which park respondents frequent most often included Dodge Park, Waupun County Park and Johnson’s West End Park. PARK ACTIVITIES » 50% or more of survey respondents or members of their household commonly participate in biking/ walking, using playground equipment, swimming and using the ball diamonds. » 89% of respondents indicated they do not have any safety concerns with City parks. Of those that had concerns, primary topics included outdated playground equipment, poor lighting, proximity of park facilities to waterways and the accessibility of restrooms. » The top five amenities respondents would like to see added, improved or expanded in Waupun include an indoor pool, indoor athletic complex canoe/kayak facilities, off-road walking/biking trails, and soccer fields. Other common openended responses included more recreational activities for youth and adults, ice rink, walking/ biking trails and ATV trails. » The most common responses when asked what respondents’ favorite park was included Waupun County Park, Waupun Family Aquatic Center and Dodge Park. » 53% of respondents’ households participated in City-sponsored recreation programming in the last year. » 62% of respondents’ households visited/used the Community Center in the past year. » 18% of respondents’ households visited/used the Senior Center in the past year. » 73% of respondents’ households visited/used the Aquatic Center in the past year. » 55% of respondents’ households visit City parks one or more times per week. » 46% of respondents’ households commonly travel to other communities to use specific park and recreation facilities. Respondents are travelling to Beaver Dam, Fond du Lac and several nearby lakes. GENERAL USE - BIKE & PEDESTRIAN » 82% of respondents walk for exercise at least once per week and 37% bike for exercise at least once per week. » 70% of respondents feel safe using a paved offroad trail. 44% feel safe used a dedicated bike lane with no barrier from cars.
