Celebrating 40 Years
Strengthening Community Through Second Chances
About the time OAR was formed
in 1974, the “war on drugs” began, with
the result that the number of people incarcerated in prisons as well as jails grew
from about 750,000 at any given time, to
over 2.4 million incarcerated citizens. Over the past 40 years other factors
helped grow that number, as well: mandatory sentencing; criminalizing more and
more actions; and racial profiling.
But, the good news is that we are celebrating our 40th Anniversary at a time when we
see politicians on all sides of the aisle
speaking out against mandatory sentencing, long sentences for non-violent of-
fenses, stop and frisk, and “Ban the Box.”
There is a growing shift in public support
for criminal justice reform. That makes
OAR’s 40th anniversary even more
meaningful.
What can you do to help make sure that
those who are sent to prison and those
who come home have an opportunity for
redemption? Keep informed about the
issues and let your neighbors and legislators know how you feel. And, continue
your financial support to OAR so that we
have the resources needed to help men

RESTORATIVE JUSTICE: COMMUNITY SERVICE
Paul, OAR client, needed to complete over 200 hours of
community service in lieu of court costs. He began his hours
with the Salvation Army and completed almost half of his
hours there. Paul still needed a little over 100 hours more so
he we connected him to Goodwill Industries. Paul was
accepted there to complete the rest of his community service
hours. He did such a good job that when his hours were
completed they offered him a permanent, full-time, paid
position.
Dannie owed over $500 to Arlington County Courts and
was approved to complete 39 hours of community service
in lieu of court costs. He attended an intake and quickly
began his hours at American Legion. He finished the hours
within 15 days. He received a Very Good rating from
Sharon, the supervisor, and she commented, “Great having
someone who is able to work completely on his own.”
Tony came to OAR back in 2012 after being sentenced to 500
hours of community service. Tony completed over half of his
hours at OAR events, where he became a regular face and
well known to staff. He was always very helpful and always
received complements about his work. He completed many
more hours at Lion’s Eyeglass Recycling Center helping with
IT related tasks, as well as repairing eyeglasses. Roy, his
supervisor at the Lion’s Center, said that Tony was “priceless
help” and “worth his weight in gold” and told me how sad he
would be to see Tony go, but would always welcome him
back as a volunteer.
“I am happy to say that I've completed these 40 amazing hours; I had a great time with every hour. I hope to continue
volunteering at AFAC. I'm definitely going to be seeing the Civitan group again in April at Washington-Lee High School. I
loved that. It was all good. Thanks for your help throughout all of this.” Fitz

PRE-RELEASE SERVICES
Over 20 OAR qualified and trained volunteers, in partnership with the Sheriff’s staff inside the Arlington County Detention
Facility, provided 415 inmates in with a range of course selections during FY2014 year. The courses included:

In January Bernard Kerik, former
New York Police Commissioner
who had recently returned from
prison spoke to a crowd of 150 people at the Arlington Artisphere.
What a thoughtful and courageous
presentation he made, identifying the
ways in which our prison system
needs to be reformed.
OAR Community Service clients
participated in many events including the Air Force Cycling Classic.
Clients contribute 4,484 hours to the
community in events alone.
OAR Advocacy Group (AG), led by clients, met
legislators in Richmond. The AG contributed to
efforts in the decision to “Ban the Box” on job applications for the City of Alexandria and Arlington
County.
Virginia Secretary of Public Safety, Brian Moran,
and two OAR clients at the Sixth Annual Second
Chance Fundraiser Breakfast held last April. Congressman Jim Moran and William Newman, Chief

their outstanding contributions to our community
