BUILDING A SUSTAINABLE
ECONOMIC FUTURE
New York City Economic Development Corporation (NYCEDC)
is the City’s primary engine for economic development, charged
with leveraging the City’s assets to drive growth, promote
entrepreneurship, strengthen infrastructure, create jobs, and
improve quality of life. We are an organization dedicated to
New York City and its people.
ECONOMIC TRANSFORMATION
Building sustainable jobs and industries by giving businesses and
entrepreneurs the tools to be competitive, to innovate and create jobs
ASSIST LEGACY INDUSTRIES in maintaining their competitive strength
Air Cargo Industry Plan
Launched a study to identify opportunities to expand this critical sector of the economy, which accounts for over
84,000 jobs and $10.8 billion in sales.
Arts Programs
Developed a suite of programs, including “Artist as Entrepreneur,” “New York Performs” and “Curate NYC,” to help
artists develop necessary business skills, provide access to affordable studio and rehearsal space, and increase
exposure for local artists by placing their work in City-owned spaces.
BigApps 3.0 Competition
Designed a competition to increase transparency and spur entrepreneurship in the technology sector. The
competition makes over 350 sets of official New York City data available for development of new web and mobile
applications. Based in part on the results of the first competition, BMW set up a new $100 million venture fund
in New York and became an official sponsor of the BigApps competition.
Build NYC Resource Corporation
Established the Build NYC Resource Corporation, a new local development corporation that will issue tax-exempt
financing to non-profit organizations across New York City, allowing them to build, expand or upgrade their facilities.
Industrial Initiatives
Developed a plan with twenty-two initiatives designed to stabilize and expand this sector by increasing access to
modern space, strengthening Industrial Business Zones, and increasing access to financing resources. These initiatives
represent over $100 million in investment by the City and are predicted to preserve up to 9 million-square-feet of
space, creating and retaining up to 30,000 direct and indirect industrial jobs.
Hunts Point Food Distribution Center
Working to develop a larger, modernized facility in the South Bronx for the Hunts Point Market, the largest food
distribution center in the Western Hemisphere.
Fashion NYC 2020
Rolled out a suite of initiatives designed to attract young talent and innovation, to support the City’s position as
the fashion capital of the world. Initiatives include: NYC Fashion industry website, Fashion Campus NYC and
NYC Fashion Draft, aimed at providing resources, training and networking opportunities for industry executives,
designers and fashion students.
Federal Building Reactivation
Transforming this 1 million-square-foot vacant warehouse in Brooklyn into a new home for industrial and lightmanufacturing. The public-private partnership renovation of this historic facility will create as many as 1,700 jobs
and will serve as a model for future industrial redevelopment in the City.
BUILD GROWTH INDUSTRIES where NYC has a competitive advantage
Alexandria Center for Life Science
Completed Phase I of the Alexandria Center for Life Science at East River Science Park, a new science campus providing
much needed wet lab space, sponsored by NYCEDC in partnership with Alexandria Real Estate Equities and the City.
BioAccelerate NYC Competition
Conducted the second annual BioAccelerate competition, providing $1.5 million in funding to New York City-based
bioscience start-ups, bringing total funding allocated by this program to $3.0 million.
NYCruise Business Growth
Completed modernization and renovations of the City’s cruise terminals in Brooklyn and Manhattan, and launched
aggressive marketing efforts worldwide, resulting in significant increases in ship calls and passengers, including the
arrival of Disney Cruise Lines service in 2011.
Solar Thermal Grant program
Instituted a pilot program awarding grants to selected businesses and institutions to install solar thermal systems
in their premises, with the goal of promoting use of this technology and better understanding of the associated issues.
Small Business Innovative Research
Proposal Preparation Workshops
Hosted workshops to help academic researchers and bioscience entrepreneurs learn how to access more than
$2 billion in federal funding. Over 70% of workshop attendees applied for funding as a result of the workshop
assistance from NYCEDC.
PROMOTE ENTREPRENEURSHIP to insure a diversified, innovative economy
Capital Access Loan Guarantee Program Supporting small and micro-businesses by making available working capital and capital expenditure loans. In 2011,
this program reached a milestone of $8.3 million in loans to over 200 companies throughout the City, 90% of
which had fewer than 20 employees.
City-Wide Network of Incubators
Building a network of affordable workspaces, as well as training and mentoring programs, across New York to help
grow fledgling businesses. These incubators offer the capacity to house over 1000 business and 1200 entrepreneurs,
and include Hive@55, the CFDA Fashion Incubator, Chashama arts incubator in Brooklyn, the Varick Street Incubator
for technology start-ups in Tribeca and General Assembly in the Flatiron district, the DUMBO Business Incubator in
Downtown Brooklyn, the East Harlem Kitchen Incubator at La Marqueta, the Entrepreneur’s Space in Long Island
City, Queens, and Sunshine Incubator, our first business incubator in the Bronx.
Immigrant Entrepreneurship Program
Initiated pilot programs to address specific challenges facing the City’s immigrant entrepreneurs, including
expanding languages for NYC Business Solutions courses, launching a food manufacturer’s expo to link businesses
and customers, and creating a competition (THRIVE) to solicit innovative strategies/programs from organizations
supporting immigrant entrepreneurs.
Innovation Index
Developed the first composite index to track overall innovation activity and trends in New York City over time in
order to monitor the success of our various initiatives. Initial index showed 12% increase in innovation-related
activity between 2003-2009.
JumpStart NYC
Established an entrepreneurial “bootcamp” to help recently-unemployed professionals learn the skills to start and
grow their own businesses.
M/W/DBE Support Programs
Developing new programs to train potential M/W/DBE partners, expand our outreach to the M/W/DBE community,
improve the transparency of the procurement process, and provide millions of dollars in loans to M/W/DBE businesses
for mobilization and start-up purposes.
NYC Next Idea
Instituted a global business plan competition to attract international talent and encourage innovative business
ventures to launch and grow in New York City. In its second year, the competition attracted business plans from
over 30 different countries.
NYC Entrepreneurial Fund
Created a fund, the first of its kind outside of Silicon Valley, to provide promising New York City-based start-up
companies with early-stage capital. The fund is managed by FirstMark Capital.
NYC Venture Fellows
Fostered collaboration between start-up ventures and established businesses, by connecting later stage start-up
entrepreneurs from around the world with mentors from leading New York companies.
CONNECTING ACADEMIA with industry to spur economic growth
Applied Sciences NYC
Announced an historic partnership to build a two-million-square-foot applied science and engineering campus
on Roosevelt Island in New York City. The selection of the Cornell/Technion consortium – which pairs two of the
world’s top institutions in the fields of science, engineering, technology and research – marks a major milestone
in the City’s groundbreaking initiative, which seeks to increase New York City’s capacity for applied sciences and
dramatically transform the City’s economy. The new facility could create hundreds of new companies, generating
upwards of $6 billion in economic activity and tens of thousands of new jobs.
NYC Media Lab
Established a center for media companies and universities that provides a collaborative environment for innovation
by partnering companies looking to advance new media technologies with academic institutions undertaking related
research. The nation’s first government-sponsored Media Lab has attracted more than 200 active members and
hosted 10 workshops.
NYC Urban Technology
Innovation Center
Launched a unique new institution to connect pioneers in the field of green building to individuals and businesses
that are most likely to utilize green building technologies, encouraging innovation and effective use of
clean-technology in City buildings.

SUSTAIN THE WORKING WATERFRONT with job-creating uses
Pier 11 Revitalization in Red Hook
Helped Phoenix Beverages to create an expanded distribution center at Pier 11 and to retain and create 600 jobs.
Shore Power at the
Brooklyn Cruise Terminal
Introduced green technology that allows cruise ships to turn off their engines while in port, plugging into the City’s power
grid, thus contributing to the City’s goal of adapting the waterfront to uses that are environmentally friendly and job-creating.
Sims Recycling Plant
Broke ground on a state of the art recycling plant in the South Brooklyn Marine Terminal, helping advance the
City’s objectives of reviving the working waterfront and reducing the City’s carbon footprint.
Waterfront Vision and
Enhancement Strategy (WAVES)
Spearheaded the establishment of a strategic land-use framework for the future of the City’s waterfront,
and established a list of priority projects for the next three years.
DEVELOP MIXED-USE SPACE including housing, schools, parks and retail
Brooklyn Municipal Building
Reconfiguring this site, based on the dynamic transformation of the area since rezoning in 2004, to create
approximately 37,000-square-feet of new space for development.
Charleston Municipal Site
Developing the 58-acre Charleston Municipal site on Staten Island to include renovated infrastructure,
a 22-acre public park, senior housing, a new public library, public school and development of two retail sites.
The Hub at 149th Street
Collaborating with Triangle Equities to develop two new parcels adjacent to the Hub in the Bronx which will
provide a variety of amenities including a supermarket, school, restaurants, community facilities and 6,000-square-feet
of additional retail space. This development will support this important emerging commercial corridor.
Mart 125
Working to redevelop this site, in the heart of the 125th St. District, into a commercial cultural center, including
a space to be operated by the National Jazz Museum in Harlem and ImageNation Sol Cinema.
BUILD NEW NEIGHBORHOODS through area-wide developments in key areas
Coney Island
Spearheaded a comprehensive planning process and economic development strategy aimed at revitalizing Coney
Island’s amusement core and surrounding areas. With Central Amusement International, the City opened Luna Park
in 2010 and Scream Zone in 2011. NYCEDC also completed design work on Steeplechase Plaza, the new gateway
to Coney’s entertainment district. Over the next three decades, the City’s investments in Coney Island are expected to
create 25,000 jobs and 6,000 permanent jobs, while simultaneously generating $14 billion in economic activity.
Homeport at the Stapleton Waterfront
Working to transform the former U.S. Navy Homeport at the New Stapleton Waterfront into a new, mixed-use residential
community. The resulting development will generate more than 1,100 construction jobs and 150 permanent jobs.
Hunter’s Point South
Developing this previously largely vacant 30-acre site along the East River. Upon final build-out, Hunter’s Point South
will include 5,000 units of housing, 100,000 feet of retail and an 11-acre waterfront park. This will be the largest
affordable housing complex built in New York since the 1970s and is expected to generate $2 billion in private
investment and create more than 4,600 jobs.
Jamaica Infrastructure Improvements
Developing three key infrastructure improvements that will create attractive new gateways to Downtown Jamaica. Sutphin
Underpass, the Atlantic Avenue Extension and Station Plaza redevelopment will create a safer and more attractive
street-level pedestrian environment and ease traffic congestion in this developing business district. The improvements
will realign streets to create additional turning and bus lanes, widen sidewalks, create new public plazas and retail spaces.
Long Island City
Implemented a number of initiatives aimed at building LIC’s central business district, including the building of a
LEED-certified, 21-story mixed-use tower, the first phase of the Gotham Center development. Area improvements
also include a $17 million streetscape project featuring a tree-lined median, new lighting and a series of new and
enhanced open spaces. Additionally, LIC has become home for the new corporate headquarters of JetBlue,
who will be moving 950 employees into the Brewster building at Queens Plaza North.
Lower Manhattan
Facilitating the resurgence of Lower Manhattan after the tragedy of September 11th, including: providing tax-exempt
Liberty Bonds to spur new development; connecting Lower Manhattan to its waterfront from the Lower East Side
to South Street Seaport to the Batter Maritime Building; creating plans for additional redevelopment projects at the
Battery Maritime Building. NYCEDC also issued an RFP for a lighting and placemaking initiative aimed at increasing
Lower Manhattan’s exposure and expanding its appeal in the evening hours by using the area’s buildings and public
spaces to create a strong neighborhood identifier visible to viewers from both near and far.
Seward Park Redevelopment Plan
Building upon the framework outlined by an historic community agreement, a development plan for a 6.5 acre site
on the Lower East Side is underway. The mixed-use development will include housing, commercial and open space.
Staten Island - North and
West Shore Studies
Completed studies to guide development of a twenty year strategy to help create quality jobs for Staten Island
residents, update transportation infrastructure, preserve and link public open spaces and improve community services.
Willets Point
Redeveloping Willets Point, a 60-acre site in Queens that suffers from environmental contamination and has limited
connectivity to the City’s basic infrastructure. A developer is being sought for the first stage of development which
will include new housing, including low-to-middle income, and retail space, a hotel, parking and two acres of open
space. This first phase is expected to generate 1,800 permanent jobs and 4,600 construction-related jobs.
DEVELOP NEIGHBORHOOD AMENITIES including food retailers, art spaces and parks
East River Greenway
Played a key role in the historic agreement that will allow a waterfront esplanade to be built from 38th to 60th street,
completing the final section of the 32-mile Manhattan Greenway, a project to rehabilitate and reclaim the waterfront
which has been a longtime goal of the City. The agreement also provides a framework for the United Nations to
make a substantial investment in its New York City campus.
East River Waterfront Esplanade
Completed the pilot section (Maiden Lane to Wall Street, and Pier 15) of a planned two-mile long esplanade,
stretching from the Battery Maritime Building to Montgomery Street, which will include renovated pathways along
the River and new public spaces, benches and plantings, recreation facilities, community and commercial pavilions,
places for boats to dock, education and café spaces.
Food Retail Expansion to Support
Health (FRESH) Program
Developed a program to increase access to healthy food options in underserved communities that is expected to
create or expand more than 400,000-square-feet of grocery store space and create or retain more than
1000 permanent jobs, representing an investment of approximately $50 million across the City.
Heritage Field Park
Completed major construction on a world-class, ten-acre park in the footprint of the original Yankee Stadium that
includes three professional-quality fields and various details marking it as the site of the original stadium. This is the
final piece of the City’s $195 million investment in the South Bronx to upgrade and significantly expand on park land
displaced during the new Stadium’s construction.
High Line Park
Completed construction of the second section of the park, a formerly abandoned elevated rail structure along
Manhattan’s West Side. The park attracts millions of tourists and residents alike, contributing to the economic
growth of the neighboring areas with new development and additional private investment in the area.
Loew’s Kings Theater in Flatbush
Reactivating this historic theater, an 89,000-square-foot space, as a performance venue. Bringing this jewel back to its
original luster is expected to generate 510 construction jobs and 50 permanent jobs. It is scheduled to reopen in 2014.
Theater for a New Audience
Expanding the BAM Cultural District in Downtown Brooklyn by developing a permanent home for the company,
including a 299-seat theater, rehearsal room, public lobby and other supporting spaces. The project will create
175 construction jobs, with 20 full-time and 100 seasonal theater employees.

Brooklyn Queens Expressway Study
Produced a comprehensive blueprint for development within Cobble Hill, Carroll Gardens and Columbia Street
in Brooklyn Heights, with extensive community input that will guide future development and enhance the areas
adjacent to the Expressway.
East River Ferry Service
Launched a unique new ferry service to improve transportation between the East Side of Manhattan and the
rapidly growing neighborhoods in Queens and Brooklyn, making it easier for thousands more commuters, tourists
and other New Yorkers to move throughout the City every day.
Jackson Avenue Streetscaping
Transforming the avenue into an attractive boulevard to encourage additional commercial development throughout
the community.
Water Siphon
Constructing a new water siphon to replace existing infrastructure located beneath Upper New York Bay. This will
allow dredging in the harbor to accommodate the newer larger ships, and ensure New York maintains and grows
the 270,000 jobs and $36 billion in economic activity generated by New York ports.
