Richard McWhirter Named
New Assistant Executive Director
HERMITAGE - - -Richard McWhirter
of Clarksville has been named to the position of Assistant Executive Director with the
TSSAA. He comes to TSSAA after serving
as the Activities Coordinator for the
Clarksville-Montgomery County School
System for the past five years. He will oversee the sports of Track & Field and Football.
Other responsibilities will include the Tennessee Middle School Athletic Association
(TMSAA), the A.F. Bridges Sportsmanship
Program, Eligibility, and day-to-day operations of the state office. He replaces Robert
Cole, former Assistant Executive Director,
who resigned from his position with the
state office in August.
Mr. McWhirter has been involved in education for 22 years as a teacher, coach, and
administrator. He received his Bachelor of
Science degree from Austin Peay State University in 1989 and his Masters Degree +45
in Administration & Supervision in 1994.
He began his career in Houston County
in 1989 where he served as the Physical Education teacher at Tennessee Ridge Elementary School and was the Middle & High
School Girls’ Basketball and Golf Coach. In
1994 he became the Assistant Principal and
Athletic Director at Houston County High
School and continued to serve as the Girls’
Basketball Coach.
In 1997, Richard became the Girls’ Basketball and Golf Coach at Clarksville High
School. After three years he took the position of Assistant Principal and Athletic Director at Northeast High School in
Clarksville. From 2003-2006 he served as
Assistant Principal and Athletic Director at
Rossview High School.
Richard has been a TSSAA baseball and
softball official for eight years. He has officiated football at the high school level for
over 20 years. He has also recently served
as the District 10-AAA District Coordinator
and was Chair of the Sportsmanship Committee for Athletic District 5.
Mr. McWhirter will assume his duties
with the TSSAA on October 1, 2010.
Hall of Fame Nomination Deadline
The deadline for Hall of Fame nominations is Tuesday, November 30. Anyone interested in obtaining a Hall of Fame
nomination form should contact Heather
Carter at the TSSAA or by visiting the
Forms section of the TSSAA website.
All nominees should meet at least one of
the following criteria: (1) be at least 50 years
old, (2) have been retired at least three years,
or (3) have been out of the particular field
or category for which he/she is being nominated at least three years. The three nomination categories are Administrator, Coach,
and Official.
Hall of Fame Luncheon
Set for 2011
The TSSAA Hall of Fame luncheon will
again be held at the Embassy Suites Hotel
in Murfreesboro, located on Medical Center
Parkway. It is set for Saturday, April 9, 2011.
We hope you will make plans to join us as
we induct a new Hall of Fame class. The
2011 selections will be announced in March.
TSSAA Hall of Champions
Basketball Benefit Games
Schools may choose any two dates to
play Hall of Champions basketball games
between Tuesday, November 16 and Saturday, November 20, with an unlimited number of games on those two days. These
games will not count against the 24 games a
school is allowed to schedule during the regular season.
In order to host a Hall of Champions
basketball game(s), please fill out the request form found on our website
(www.tssaa.org). You may fax (615-8890544) or mail
(P. O. Box 319, Hermitage, TN 37076)
this information to our office to the attention
of Heather Carter.
The host school is responsible for sending in the financial form found on our website (www.tssaa.org) under ‘forms’, along
with receipts to TSSAA. Each host school
should send 75% of the gross gate AFTER
PAYING GAME OFFICIALS (referees
only) to the Hall of Champions fund.

TSSAA Network Announces New Television Partnership
for Football, Basketball, and Other State Championships
Seven Tennessee Public Television Council stations to be new broadcast partner
The TSSAA Network, a partnership between The Tennessee Secondary School Athletic Association (TSSAA) and PlayON!
Sports (PlayON), announces a new multi-year partnership with the seven (7) Tennessee Public Television Council (TPTC) stations for the live distribution of all football and basketball championships, as well as tape-delayed distribution of other state championships.
During the three (3) year agreement, all Division II football and basketball championships will air on live TV across the state
for the first time, and all Division I football and basketball championships will continue to be broadcast live. In addition, the
TSSAA Network will present a minimum of 17 additional state championships, including boys and girls soccer, volleyball, and
track & field. These additional state championship events will air on a tape-delayed basis across the network of TPTC stations.
All championship events will also be streamed, live and free of charge to viewers, at www.TSSAANetwork.com. The website
will also offer on-demand viewing and DVDs available for purchase at the conclusion of each event.
All TPTC stations are broadly available in the communities they serve, including over-the-air broadcast, cable, and satellite
distribution. The seven stations included in the partnership, and their over-the-air broadcast channel numbers, are:

The following is a summary of the Constitution and
Bylaw changes and where they can be found in the
TSSAA handbook. An updated version of the TSSAA
handbook will be available on our website prior to member schools receiving the 2010-11 printed handbook.
When it becomes available, the updated copy of the handbook should be used to conduct coaches meetings. The
changes are as follows:
1. TSSAA Constitution (Articles II and IV) – This
rule has always allowed city superintendents of no more
than one four-year high school to run for Board and Council positions. It now states that county and city superintendents of systems of no more than one four-year high
school are eligible.
2. Article II, Section 9 (Coaches) – Allows classified employees to be used and not be counted as non-faculty coaches. They cannot be head coaches in football
basketball, baseball, softball, and track until they have
been assistants for five years and have met their requirements. Although not counted as a non-faculty coach,
he/she must be submitted to the state office annually.
All beginning, non-faculty, and classified employee
coaches must now successfully complete the online
Coaches Training Session prior to coaching. They must
successfully complete the ASEP Coaches Education
classes within their first two years.
3. Article II, Section 2 (Academic Rule) – Students
on trimesters who are ineligible at the beginning of the
school year may gain eligibility by passing five subjects
(1/2 credit) or three blocks (one credit per block) or the
equivalent the first trimester. These students will be eligible to participate in athletics when school resumes on or
after January 1 of that school year.
4. TSSAA Constitution – Article VIII (Regional
Meetings) – Members of the TSSAA staff conducted eight
athletic district meetings last year in order to increase attendance. The meeting attendance actually dropped to
only 69% which has never happened. Beginning with the
2010-11 school year, we will go back to holding three
meetings. Those meetings will be in Jackson, Nashville,
and Knoxville. The purpose of these meetings is to elect
members of the Board of Control and Legislative Council
and consider proposals to amend the Constitution or Bylaws which have been submitted to the state office by the
October 15 deadline.
5. Article II, Section 10 (Physical Examination
and Parental Consent) – The rule now states that no student be permitted to participate in practice or contests until
there is on file with the principal a preparticipation medical evaluation form signed not prior to April 15.
6. Article II, Section 16 (Tuition and Financial
Aid) – Division II schools that award need-based financial aid may now use one of the following services in order
to determine the basis for need: FACTS Grant and Aid
Assessment, Financial Aid for School Tuition (FAST),
School and Student Scholastic Services for Financial Aid
(SSS), Family Financial Needs Assessment (FFNA), Private School Aid Services, or Smart Tuition Aid. Schools
must choose one of the companies for all student-athletes.
7. TSSAA Sports Calendar – The first official day
of practice for football, girls’ volleyball, girls’ soccer, and
cross country has been moved to July 26 for the 2010-11
school year only.
All TMSAA member schools may begin practice on
July 26 this upcoming school year only.
8. TSSAA Constitution (Article III & Article IV,
Section 6) – This explains the duties of the various ex officio representatives on behalf of their constituents when
in attendance at TSSAA Board of Control and Legislative
Council meetings.
9. Rule #6 (Participation/Division) of the TMSAA
Bylaws – The following statement was added: Once an
eighth grade student who is enrolled and in regular attendance at a high school participates in a sport at that level,
he/she will be ineligible to participate in the same sport
for a member middle school.
DISTINGUISHED SERVICE RECOGNITION
ADMINISTRATOR – STEVE MCCULLOUGH
TSSAA is proud to recognize Steve McCullough as its distinguished honoree as an administrator.
Steve has been an assistant principal and athletic director at Munford High School since 1992. He started his teaching and coaching career at Munford High School in1974. Steve
was also at Drummonds Elementary School as a teacher and assistant principal from 1984 to 1992.
Steve is a graduate of Munford High School. He attended Jackson State Community College from 1968 to 1970. He graduated from the University of Memphis in 1974 and also
received his Masters of Education degree from the University of Memphis in 1993. He was named District Athletic Director of the year in 2002-2003 and again in 2004-2005.
Steve lives in Drummonds with his wife, Elaine. They have a son, John Andrew. He also has a stepson and daughter-in-law, Seth and Lindsay McGill and a grandson, Tate
McGill.
TSSAA proudly salutes Steve McCullough for his many contributions to the students and athletes in the State of Tennessee.
OFFICIAL – CHIP FULLER
TSSAA is proud to recognize Chip Fuller as its distinguished service honoree as an official.
Chip is a native of Maryville and has been a TSSAA/USSF Referee since 1989. He has worked in numerous TSSAA state soccer tournaments and has served as referee for
several state championship games. Chip was instrumental in implementing the current system used for assigning state tournament soccer officials through the Arbiter.
Chip is currently a Grade 5 USSF referee in the sport of soccer. He is an NCAA Assigning Officer and a NISOA National Referee.
Mr. Fuller has served in the role as Athletic Director for the past 20 years. For 17 years he was a teacher, coach, and the A.D. at Maryville High School. He is currently the
Athletic Director and Assistant Principal at Heritage High School and has served in that role for the past three years.
Chip is a graduate of the University of Tennessee-Knoxville.
TSSAA proudly salutes Chip Fuller for his contributions to the student-athletes in Tennessee.
COACH – GARY RANKIN
TSSAA is proud to recognize Gary Rankin as its distinguished service honoree as a coach.
Gary has been involved in education and coaching for the past thirty-four years. He is currently the Head Football Coach and Assistant Principal at Alcoa High School. Coach
Rankin has led Alcoa to four straight state titles since becoming the head coach in 2006. He has also been named the Class 2A State Coach of the Year by the Tennessee SportsWriter’s Association each year he has been at Alcoa. He was named the National Coach of the Year by the National High School Coaches Association in 2007.
Coach Rankin graduated from Smith County High School in Carthage in 1972. He received his Bachelor’s Degree from the University of Tennessee in 1977 and his Master’s
in Education from Tennessee Tech University in 1981. He also received his +45 from Middle Tennessee State University in 1994.
Gary began his career in education at Warren County High School where he served as the Assistant Football Coach from 1976-1981. He was the Head Coach and Athletic Director/Assistant Principal at Smith County High School, his high school alma mater, from 1981-89. From 1990-2005, Coach Rankin was the Head Coach and Athletic Director at
Riverdale High School. While at Riverdale he led the Warriors to play in nine state championship games. They won four state titles and finished runner-up five times. He was
also named the TSWA State Coach of the Year five times during his career at Riverdale.
Coach Rankin has been named the District/Region Coach of the Year 24 times. He has coached teams to 13 undefeated regular seasons and 22 seasons with 10-plus wins. He
had a 70-game region winning streak while at Riverdale. He has over 300 coaching victories, which is currently 4th all-time in Tennessee. Coach Rankin has also coached 12 Mr. Football Award winners over
the course of his career.
Gary and his wife, Sandra, have three children: John Tucker (16), Carly Addison (13), and Thomas Zeke (8).

CONTRIBUTOR – BARBARA WOLKE
TSSAA is proud to recognize Barbara Wolke as its distinguished service award honoree in the contributor category.
Barbara Wolke is a native of Middle Tennessee and a longtime resident of Rutherford County. In November of 2003, Barbara joined the Rutherford County Chamber of Commerce Convention and Visitors Bureau as the Director of Group Sales. Prior to her current position, she was Director of Sales for the Holiday Inn of Murfreesboro from 1997 –
2001, Sales Manager at the Holiday Inn located in Brentwood, Catering Director for Mere Bulles restaurant in downtown Nashville, and a realtor with Coldwell Banker.
Barbara earned her designation as a CHSP (Certified Hospitality Sales Professional) from the Educational Institute with the American Hotel & Motel Association in 1999. She is
a graduate of the Dale Carnegie Training Course and earned her TMP (Travel Marketing Professional) designation from the Southeast Tourism Society Marketing College in 2007.
Barbara works with area hotels to coordinate hotel blocks for all of the TSSAA events that are hosted in Rutherford County. She secures complimentary room blocks and assigns
those rooms to designated TSSAA officials and staff. Barbara is also responsible for recruiting, scheduling and coordinating volunteers to work the various TSSAA events. Her invaluable expertise of the industry, combined with her communication and organizational skills, ensures that each event runs smoothly from start to finish.
Her hobbies include swimming, boating and music. Barbara and Max, her husband of 28 years, reside in Smyrna and have three sons, Maximillian, David and Michael.

When it comes to high school athletics, there are so many misunderstandings about the athletic association and the role it plays. TSSAA
is a voluntary organization of member schools. Those schools have
developed a legislative process they follow to write and enforce the
rules they have established.
The Tennessee Secondary School Athletic Association is comprised
of nine athletic districts across the state. Each district has a Legislative
Council and Board of Control member that is elected by the schools in
their area. The Legislative Council members are responsible for writing and amending the TSSAA Constitution and Bylaws. The TSSAA
Board of Control members work with the state office staff to help coordinate and administer the programs our member schools have said
they want.
TSSAA is a member of the National Federation of High Schools
(NFHS). All 50 states have an athletic organization that is recognized
by the National Federation. All of the actual playing rules in each sport
are written by the NFHS. A national committee in each sanctioned
sport is selected to study and make any changes to the playing rules.
Whereas all states follow the same playing rules in the sports they
sanction, no two states have the same constitution, bylaws, and eligibility requirements. The mission of TSSAA, as stated in the TSSAA
Constitution, is as follows:
The mission of the TSSAA is to serve its members by providing
leadership and coordination for the administration of interscholastic
athletics, which will enhance the educational experiences of students.
The TSSAA will promote participation and sportsmanship to develop
good citizens through interscholastic athletics, which provide equitable
opportunities, positive recognition and learning experiences to students
while maximizing the achievement of educational goals.
The purpose of TSSAA, as stated in the TSSAA Constitution, is as
follows:
The purposes of the corporation shall be as stated in the Charter of
Incorporation and, in addition, to stimulate and regulate interscholastic athletic competition among the member schools in accordance with
the standards established by those schools in the TSSAA Bylaws.
This is the time of year when many questions about student-athlete
eligibility arise. Listed below are a few eligibility requirements all student-athletes and parents should be familiar with:
•
A student must earn five credits the preceding school year if
less than 24 units are required for graduation or six credits the preceding school year if 24 or more credits are required for graduation. All
credits must be earned by the first day of the beginning of the school
year.
•
A student must be enrolled before the 20th school day of the
semester, in regular attendance, and carrying at least five full courses
during the present semester.
•
A student is permitted eight semesters of eligibility beginning
with the ninth grade. Junior division students are permitted four semesters of eligibility beginning with the eighth grade.
•
A student shall be ineligible in high school if he or she becomes 19 years of age on or before August 1 or in junior high if he or
she becomes 16 years of age on or before August 1.
•
Athletes must live at home with their parents.
•
In order for a transfer student with an athletic record to be eligible at another school there must be a bona fide change of residence
by the athlete's parents.
•
All transfer students must be approved by the Executive Director of TSSAA before participating in any game.
•
A student who engages in three or more days of practice - including spring practice - with a high school in which he or she is enrolled shall be ineligible in that sport for 12 months if the student enrolls
in another school without a corresponding change in the residence of
his or her parents.
•
A student whose name is listed on the school eligibility report cannot participate in an independent game or meet until the season
has closed in that particular sport. (This does not include golf, tennis or
bowling.)
•
A registered athlete cannot accept any money for athletic
skills in any TSSAA sponsored sport.
•
An athlete may accept a medal, trophy, high school letter,
sweater, jacket, shirt, blazer or blanket for athletic participation but
nothing else of commercial value, and these awards must carry the
school's letter or other appropriate award emblem.
•
All expenses to an athletic camp where specified instruction
is offered must be paid by the athlete or his parents.
•
When an athlete is charged tuition to attend a school, it must
be paid by the parent or bona fide guardian or other family member.
•
A student who repeats the seventh or eighth grade after passing that grade and participates in school athletics while repeating shall
be ineligible to participate in athletics in the ninth grade.
•
A student may not participate in an all-star game unless it is
sanctioned by the TSSAA and unless he/she has completed high school
eligibility in that sport.
In conclusion, the general public should not think of TSSAA as
the building on Lebanon Road in Hermitage. TSSAA is the 394 member high schools and 307 member middle schools that work together
creating athletic programs designated to enhance each student’s educational experience.

Organizational Background
The mission of the TSSAA is to serve its members by providing leadership and coordination for the administration of interscholastic athletics, which will enhance the educational
experience of students. According to the TSSAA Constitution
and Bylaws, “the TSSAA will promote participation and sportsmanship to develop good citizens through interscholastic athletics, which provide equitable opportunities, positive recognition
and learning experiences to students while maximizing the
achievement of education goals.” The Right Team is a branch of
the Tennessee Secondary School Athletic Association which exists to serve schools in a more personal and accessible manner.
The Governors Highway Safety Office supports the TSSAA
Right Team through a grant.
Program Description
The TSSAA Right Team was established over 10 years
ago to be a resource for schools in the following:
-Student leadership development
-Suicide
-Alcohol, tobacco and drug prevention
-Driver safety education
-Conflict resolution/violence prevention/bullying
-Sportsmanship and citizenship education
In the last five years, the Right Team has directly reached over
242,000 students across the state of Tennessee. One of the most
exciting programs offered to the schools through the TSSAA
Right Team is the Magic of Stephen. Stephen Bargatze, the Director of the Right Team, uses his magical talent to entertain students in assemblies, clubs or classrooms. Stephen has performed
magic for over 30 years and has won numerous awards in magic
including: three time world of wizards champion, Southeastern
Association Magician of the year, Midwest Association Magician
of the year, and the International Brotherhood of Magicians
Close-up Champion. Once he has earned the respect of the students through magic, Stephen has the opportunity to discuss the
dangers of drugs, alcohol and tobacco, the importance of seat
belts and the importance of avoiding alcohol and drugs while
driving a vehicle. This year, Stephen will provide three programs
to Tennessee schools. In the first program, Stephen emphasizes
three points to the students which are to 1) respect their parents,
2) respect their teachers, and 3) respect themselves not to get involved with chemicals or activities that could harm them at school
or on the road. This program focuses on students as individuals
and the dangers of violence and reckless behavior at home, at
school and on the road. The “Magic of Stephen” also makes presentations for adult audiences delivered at conferences for school
personnel and parents. The purpose of the third presentation is to
1) to educate teachers as to their important role in preventing the
targeted youth problem behaviors, 2) to promote the Right Team
prevention efforts, and 3) to promote TSSAA’s mission of encouraging and enhancing sportsmanship and citizenship in the
area of athletics and academics.

HISTORY OF CHAMPIONSHIPS:
1950 – The Nashville Area Junior Chamber ofCommerce establishes the Clinic
Bowl as a Middle Tennessee high schoolfootball bowl game benefiting Vanderbilt
Physical Therapy Clinic.
1969 – First year of playoffs. Four teams from each of the three
classifications play in a two-round playoff.
1972 – Playoff format expands to eight teams from each classification.
1977 – Playoff format expands to 16 teams from each classification.
1982 – TSSAA selects the Clinic Bowl as host for the Division 1A, 2A and 3A
state high school football championships. It is the first time all three games are
played on the same day at the same location.
1985 – Playoff format expands to 32 teams from each classification.
1993 – High school football classification expands from three to five classes and
the state championships are expanded to a two-day event for1A-5A title games.
1994 – For the first time, the Clinic Bowl is televised on network television in
Nashville and Memphis.
1997 – Schools divided into two divisions based on whether or not financial
aid is part of the school’s athletic program. Schools offering financial aid
are placed in Division II, while the remaining schools are placed in Division I. This
creates seven championships, five for Division I and two for Division II.
2000 – The Division I Championships are named the BlueCross Bowl and
relocated to MTSU’s Floyd Stadium.
2005 – BlueCross signs on as title sponsor of the Division II Championships
(renamed BlueCross Bowl) and the games relocate to MTSU's Floyd Stadium.
2007 – The BlueCross Bowl Division II Championship reorganizes from three
classes to two classes.
2009 – The BlueCross Bowl Division I Championship reorganizes from five
classes to six classes. Also, the Division I and II championships move to
the same weekend at Tennessee Tech’s Tucker Stadium.

REPORTING UNUSUAL INCIDENTS
It shall be the duty of a game official to file IMMEDIATELY a
report with the state office if there is any unusual incident involving unsportsmanlike conduct of the part of players, coaches,
cheerleaders, or fans.
You do not need to call the Hotline if you can send your report
by ONE of the following methods:
1) Use the form supplied on our web site at www.tssaa.org OR
2) e-mail a report to [email protected] OR
3) Send FAX to 615-889-0544, within 24 hours after incident.
If you cannot use one of the above methods of reporting, then
call the Hotline immediately and then follow by mail with a written report.
MAKE PRELIMINARY REPORT IF:
• Players are ejected for unsportsmanlike conduct.
• If player is ejected in soccer, also state reason and type of
card(s) given.
• Substitutes leave bench area during an incident or fans
come onto field or floor.
• Coaches are ejected for unsportsmanlike conduct.
• Coaches remove team from field or floor.
• There is ANY major unusual unsportsmanlike conduct.

Musco Sports Lighting- Last year, Musco Sports Lighting and the TSSAA created lighting standards for all athletic facilities in sports sanctioned by TSSAA. The lighting standards
are strictly recommendations and minimum standards. As a service to all TSSAA/TMSAA
member schools, Musco Sports Lighting staff has agreed to go to any member school free
of charge and make recommendations in any facility requested. To see if your lighting fits
