Message from Steve Lains, CEO
2013: A Success for BAGI
As 2013 comes to a close, I usually take
some time to reflect on the year; which usually
helps me prepare personal and professional
goals for the upcoming year. As I reflect
on the happenings of 2013, I conclude that
overall, 2013 was a definite success for our
organization.
We hosted our first Home-A-Rama in five
years and 7,000 people showed their support
by attending. The Builders and the Developer
involved valued being a part of the show and
were extremely pleased with the results.
We saw permit numbers rise from month-to-month
with 15-straight months of consecutive increases. In
October, we saw the numbers slightly decline but still
managed to be up 20% over 2012 numbers.
We had successful events such as the
Industry Awards, golf outings, casino trips,
council meetings, BAGI Bash and many
more. We even built a new home for Santa
in Clay Terrace Mall in Carmel!
Of course, we’ve had many more success
stories in 2013 and I attribute all those
stories to our active and involved members.
We wouldn’t be where we are without your
dedication to our organization and for that I
thank you. Let’s move into 2014 with that
same enthusiasm and make it an even more successful
year.
On behalf of the BAGI Staff, we wish you and your
families a very Merry Christmas and a happy and
healthy 2014.
Carrington Homes uses Weber Concrete for all of our basement foundations
and have been very pleased with the results. They are on time, on schedule and
on budget and are a valued member of our team. We recommend you try Weber
as your basement contractor.” Carl McIntyre, President Carrington Homes

Builder Profile: G & G Custom Homes
G&G Custom Homes, Inc in Westfield, IN is committed not only to a
higher standard of excellence, but
also to building a sense of trust and
confidence in the clients we serve.
Ensuring satisfaction, quality, and
attention to detail is what we do,
day in and day out. Quite simply,
we build a superior custom home
for you.
Joe Garcia started building homes
long before the doors of G&G
Custom Homes, Inc. opened in
2003. After seven years in the Steel
Mills of Gary, Ind., he made the
move to Eli Lilly and Company.
Acting as a project manager and
engineer at both companies gave
him a unique opportunity to focus on quality control standards.
In 2001, armed with this eye for
detail and his engineering background, Joe launched his career by
building his own home. He immediately recognized that he had both
a talent and a passion for the building process.
Joe takes the same standards he adhered to in the pharmaceutical and
steel industries to the homes he
builds today. He combines a youthful and innovative approach with
a seasoned sensibility for his craft.
For Joe, sacrificing quality is never
an option. He and his wife, Mindy,
take great pride in the relationships
they have built with their customers and the knowledge that they
create a superior product.
G&G Custom Homes, Inc. builds
Energy Star 3.0 Qualified New
Homes and is one of a few select
builders in Indiana that provides
the ThermoShield Program as a
standard for every home they build.
Thermo-Scan Energy Management
Corporation(TSI), a third party energy management firm, inspects
homes to insure they meet the
strict requirements of this program.
Homes that earn the ENERGY
STAR must meet guidelines for
energy efficiency set by the U.S.
Environmental Protection Agency.
ENERGY STAR qualified homes
are at least 15% more energy efficient than homes built to the 2009
International Energy Conservation
Code (IECC).
G&G Custom Homes Inc, also
provides their homeowners with a
“Better Building Experience”. This
is accomplished through BuilderTREND, a web-based service that
makes the home building process
easier for our customers. Homeowners are able to track selections
online 24/7, easily track spending, access their schedule and budget information, document decisions to eliminate confusion, and
look through their portfolio of their
home throughout the building process.
G&G Custom Homes, Inc. takes
immense pride in its customer service and follow up after the sale.
Joe sums up his philosophy in saying, “We will not just hand over
the keys and walk away, we look
forward to building a long lasting
relationship with all our clients.”

For 2013, the NAHB expects singlefamily starts to increase by 22% for a
total of 650,000. Single-family construction is expected to grow another

IBJ Reports: Home builders race to
meet demand
by: Andrea Muirragui Davis
Fishers-based Boomerang Development LLC has more than 1,100
residential lots at some stage in
its pipeline, and President Corby Thompson knows that’s not
enough.
Slow but steady growth in central Indiana’s new-home market
has chipped away at the supply of
available lots, leaving developers
and builders scrambling to keep up
with demand.
Many are dusting off plans that
were shelved when the economy
tanked. Some are proposing new
projects for the first time in years.
Boomerang is doing both.
“The need is there, no doubt,” said
Thompson, a 25-year industry veteran and housing-bubble survivor.
“I haven’t seen enough projects
filed to meet the demand.”
Builders Association of Greater Indianapolis estimates 13,000
lots remain in the nine-county region—fewer than the number of
homes erected in a single year during the housing heyday. If industry
projections hold true, builders here
will need more than 35,000 additional lots over the next five years.
And the clock is ticking, since
land acquisition, engineering, design and assorted approvals can
take 18 months or longer to complete.
“It’s a lengthy process, so we
need to make sure we’re keeping enough lots ahead of us,” said
Steve Lains, president of BAGI,
the Indianapolis-based builders’
group.
Single-family permits in the region are up 20 percent this year
compared with the first 10 months
of 2012. Fast-growing Hamilton
County has the most activity by
far, with more than 1,600 singlefamily permits issued through October, but the pace has slowed as
inventory drops.
“Builders and developers are starting to look at new opportunities again,” confirmed Paul Rioux,
whose Platinum Properties is serving as project manager on the newly
resurrected Legacy mixed-use project in Carmel.
Filling the pipeline
Boomerang has two new proposals
pending with municipal planners:
Noble East of Noblesville, a threeneighborhood, 500-home masterplanned community near Klipsch
Music Center; and Ashmoor, an
upscale 60-lot subdivision at 131st
Stung by the precipitous drop from Street and Shelbourne Road in Carmel.
a seven-year stretch of explosive
growth, the industry is still adjusting to the “new normal,” he said. “The market has picked up,”
The resurgence of residential de- Thompson said. “It’s not—and never will be—the way it was … but
velopment north of 96th Street
it’s good, measured growth.”
marks another milestone on the
road to recovery.
Johnson, Hendricks and Hancock
counties are still working through
lots left undeveloped during the
downturn, Lains said. He expects
new projects to start popping up
next year.
IBJ Report Continued:
If Boomerang’s plans pass muster, Noble East will be developed
in phases over about eight years,
he said. Ryland Homes and Pulte
Homes have signed on as builders.
When it’s done, the development
should add $150 million of assessed value to Noblesville’s tax
base, Thompson said.
Among the proposed amenities:
community gardens, on-site day
care and a paved, Monon-like
trail on either side of Lehr Ditch,
a waterway that runs through the
property.
Located north of 156th Street on
either side of Boden Road, Noble
East is adjacent to 200 acres of
city-owned land slated to become
a public park. It’s less than three
miles from the commercial hub
at Interstate 69’s Exit 210 and
within pick-throwing distance of
Klipsch.
Thompson acknowledges the
challenge posed by the outdoor
amphitheater, a magnet for noise
and traffic during the summer
months, but said it hasn’t deterred
other residential development
nearby.
City officials signed off on plans
for Lake Forest in March—the first
such approval in Noblesville since
2007, when they OK’d a different
proposal for the same property at
161st Street and Hazel Dell Parkway.
Boomerang is far from alone in
resurrecting idle projects. In Fishers, for example, Republic Development is seeking primary plat approval for its 530-home Vermillion
community, originally OK’d in
2006. Ryland and M/I Homes want
to move forward with Steeplechase, a 350-lot subdivision from
the same era.
Republic also is working on Silvara, a 360-home neighborhood at
116th Street and Springmill Road
in Carmel.
Fishers and Westfield both issued
more single-family building permits during the first 10 months
of this year than they did in all of
2012, BAGI reported this month.
The 294 Westfield home starts reported through the end of September represented a total investment
of $81 million, according to a
quarterly snapshot prepared by the
city’s Economic and Community
Development Department.
“I think Klipsch is there to stay,”
he said.
A second chance
Work started earlier this year in
Boomerang’s Silverton neighborhood in Fishers (where two other
projects are waiting in the wings),
and crews should break ground
this month on Lake Forest of Noblesville.
Rioux’s Platinum Properties was
developing the 450-acre Legacy
project at 146th Street and River Road when the bottom dropped
out of the housing market, straining the small firm’s finances and
killing momentum.
Platinum filed for bankruptcy protection in 2011 and eventually lost
the property to its lender.
Virginia-based investor Falcon’s
Nest LLC bought it from the bank
and hired Rioux to oversee the
mixed-use development.
Now, J.C. Hart Co. plans to add 80
apartments to the 287 it built before the project stalled, and about
40 homes have risen in three single-family neighborhoods—which
can accommodate a total of 300. A
church, child-care facility and retail center have signed on for the
main commercial area.
“The market’s coming back. This
is actually fun again,” Rioux said.
“It’s been a rough three or four
years, but we stuck with it.”
Still, the recovery remains a work
in progress. BAGI expects 5,000
homes to be built in central Indiana this year—the first time
permits will have passed that
threshold since 2007. The total is
projected to reach 8,300 by 2018.
There may still be room to improve from there, but the industry has learned its lesson. Caution
prevails among banks and builders
alike. Even big projects like Noble
East are starting small.
“We haven’t forgotten what the
problems were over the last five
years,” Lains said. “We put in a lot
of large subdivisions, a lot of home
sites, and when the market turned
south, we had to pull back.
“Since then, we’ve done a good
job not putting too many new lots
in the ground. We’re more conservative.”
IBJ REPORT, continued on page
19
IBJ Report
IBJ REPORT, from page 17
That temperance might come at
a cost, though. Rioux said the local development community has
been slow to ramp up and would
be hard-pressed to accommodate
a sharp increase in demand.
“We have got to be confident
enough to add people, resources,
equipment,” he said. “We’ve seen
the pit and I don’t think we’re going to go back there, but we’re
not running on a steep slope back
to 12,000 [new homes a year], either.”
That measured growth and a limited supply of existing homes for
sale means homebuyers are adjusting, too. Gone are the days
that a family could wait indefinitely to find the house of its
dreams—and know it’s still available.
“We’re in a period right now
when there’s more demand than
houses people want,” said Laura
Musall, a real estate agent with
F.C. Tucker Co. “It’s a completely different dynamic than a year
or two ago.”•

Purpose: The Builders Association of Greater Indianapolis established the Richard Sapp and HF Tim
Hines scholarship programs for the purpose of:
1. Encouraging deserving students who have chosen building as their future vocation to continue in
that field and to excel in their studies;
2. Honoring the founders and leaders of BAGI, along with Tim Hines and Dick Sapp, as outstanding
role models for those who will follow in their footsteps in the industry, and in their various
communities;

give back a fair measure to the community in which we live and work.
Awards: The awards are no less than $500 per school year. They are non-renewable. The award is
subject to change at the discretion of the Builders Association of Greater Indianapolis. Possible reasons for
changing the award amount would be an increase in scholarship fund endowment, increasing college

awards. The award will be deposited with the controller of the appropriate school in the student’s name,
and is to be used for tuition and fees redemption only.
Eligibility: The student must be at least a senior in high school and be in good standing with the school.
The student must also be a legal resident of the state of Indiana and be enrolled in a construction
technology program or a related construction field of study. Past recipients are eligible.

area of construction technology, recommendations by faculty and employers and specific career objectives.
Financial information from each candidate will be sought, but will be used only as a secondary basis when
making a final judgment.
Selection: Applications must be submitted to the Builders Association of Greater Indianapolis. The
announcement of the winning candidates will occur in the spring semester of the school year prior to that
year which the student will be using the award.
Applications will be available by December 1, 2013. To obtain a copy visit our website at
www.BAGI.com or contact the BAGI office, (317) 236-6330 or [email protected].

MIBOR Report
Year has been one of recovery in central Indiana
As we round into the final quarter of 2013, it’s a good
time to look back and reflect. This year has been one of
recovery in central Indiana’s housing market as pent up
buyers felt buoyed by favorable interest rates and increasing consumer confidence while sellers regained their footing as demand for their homes shot up.
October numbers begin to reflect the natural pull back
in the market. New
Listings in central Indiana increased 4.8 percent in October and 13.1 for the quarter ending in October. Pending Sales were down 1.8 percent for the month, the first
decrease of 2013. Closed sales are still climbing, up 11.6
percent for the quarter and 6.6 percent for the month of
October. Prices remain steady. The Median Sales Price increased 5.0 percent to
$132,500 in October and rose 4.9 percent to $135,000 for
the quarter. Average sales prices rose a similar percentage
to $165,916. Months Supply of Inventory was down 21.4
percent to its slowest all year at 5.3 months.
The economy continues a respectable, but not robust expansion with roughly 2 million jobs added nationwide in
the last 12 months. National experts predict similar growth
in 2014. As we’ve seen in 2013, consumer confidence and
positive job growth are central to ongoing recovery.
