Date: March 15, 2016 Regarding: 2015 Motorcycle Theft and Recovery (through 02/08/2016) Report (Public Dissemination) Prepared By: Przemyslaw “PJ” Jalowiecki, M.S., Strategic Analyst Executive Summary This ForeCAST Report analyzes motorcycle thefts for 2015 and recoveries for 2015 and 2016 (through 02/08/16) in the United States (U.S.), and the District of Columbia (D.C.). For the purposes of this report, the National Crime Information Center (NCIC) motorcycle theft data for 2015 and recovery data for 2015 and 2016 (through 02/08/16) were analyzed by NCIC Make, Model, and Style fields. This report is divided into two sections. The first section analyzes motorcycle thefts in the U.S. for 2015 by Theft: year, month, state, city, county, and make. The second section analyzes motorcycle recoveries in the U.S. for 2015 and 2016 (through 02/08/16) by Recovery: year, month, state, and make. The appendix at the end of this report includes the methodology of the data editing. Overall, there were a total of 45,555 motorcycle thefts in the U.S. in 2015. From 2014 to 2015, motorcycle thefts increased by 6%. Motorcycle thefts occur more frequently in the warmer months, where August and July had the most motorcycle thefts, while February had less frequent thefts. Motorcycle thefts were highest in the state of California (7,221) in 2015. South Dakota had the largest percent increase (96%) in motorcycle thefts from 2014 to 2015, while Delaware had the largest percent decrease (-51%) in motorcycle thefts from 2014 to 2015. Analysis by city found New York, NY to have the highest count of thefts (1,340) in 2015, a 30% increase over 2014. There were 2,029 U.S. counties identified in 2015 with a motorcycle theft. The top 25 counties accounted for 32% of motorcycle thefts in 2015, with Los Angeles County ranking 1st. Motorcycle thefts for 2014 – 2015 had substantial change in counts for 28 counties with greater than 3 standard deviations from the mean. Analysis found Honda to be the manufacturer with the most thefts (8,674) in 2015. Manufacturer Taotao Group had the highest percent change (35%) for 2014 – 2015 in motorcycle thefts. Of the 45,555 motorcycle thefts in 2015, 17,678 or 39% of the motorcycles were recovered from 01/01/2015 through 02/08/2016. In 2015, August (2,127) and September (2,012) were months with the largest number of motorcycle recoveries while January (511) and February (591) had the fewest motorcycle recoveries. In 2015, California had the most (3,173) recoveries statewide. The highest rate of recovery (45%) for the top 10 recovery states was Washington for 2015. Analysis found Honda to be the manufacturer with the most (3,352) recoveries in 2015. Manufacturer Triumph had the highest rate (60%) of recovery in the top 15 recovered manufacturers in 2015. SECTION 1: Motorcycle Thefts in the U.S. 2015 This section analyzes the 45,555 motorcycle thefts which were reported to NCIC, in the U.S. in 2015. The number of motorcycle thefts1 declined by 2% from 46,061 in 2012 to 45,367 in 2013. The number of motorcycle thefts declined 6% from 45,367 in 2013 to 42,856 in 2014. The number of motorcycle thefts increased by 6% from 42,856 in 2014 to 45,555 in 2015. Overall, motorcycle thefts declined by 1% from 2012 through 2015. In general, motorcycle thefts are seen as a seasonal crime related to warmer months where months with 10% or more thefts from the yearly total occurred in May, June, July, August, and September. Months with 6% or less of the year’s total thefts occur in the winter months of January, February, and March. Theft count ranks highest (1st) in the month of August, with July ranking 2nd, with the months of May, June, and September tied in 3rd. The 3rd Quarter has the highest theft counts at 15,054 while the 1st Quarter had the lowest theft counts at 7,427. The chart analyzes each state by quarters as well as ranks each state by total number of motorcycle thefts. The chart further shows the percent of total U.S. thefts by state. There were a total of 45,555 thefts in the U.S. in 2015 with the top 10 states of California, Florida, Texas, South Carolina, New York, North Carolina, Nevada, Georgia, Indiana, and Virginia account for over 59% of the total U.S. thefts in 2015. Six (6) of the top 10 states saw an increase in motorcycle theft in 2015 and 4 of the top 10 states saw a decrease in motorcycle theft. The chart breaks down the states into 3 categories; states with increased thefts between 2014 and 2015, decreased thefts between 2014 and 2015, and thefts that saw no percent change between 2014 and 2015. The chart ranks each state in its respective category. There are 29 states that saw an increase in the number of motorcycle thefts in 2015 compared to 2014, with South Dakota having the highest increase (96%). There are 19 states that saw a decrease in the number of motorcycle thefts in 2015 compared to 2014, with Delaware having the highest decrease (-51%). Three (3) states saw no change in the number of thefts between 2015 and 2014. An asterisk (*) represents a tie in the state percent change rank. There were 45,555 motorcycle thefts in the U.S. in 2015. In 2014, a total of 1,973 U.S. counties were identified as having motorcycle thefts. There were 56 more counties in 2015 that had motorcycle thefts compared to 2014. Further analysis of the 2 years revealed that 360 of the 2,029 counties in 2015 had no motorcycle thefts in 2014. 4 Note: 18 of the total 45,555 motorcycle thefts in 2015 did not contain county information and were not included in counts. The top 25 counties accounted for 14,689 thefts or 32% of the 45,555 motorcycle thefts in 2015. Los Angeles County was determined to have the highest count of thefts; 1,457 in 2015. The table lists the top 25 counties, 2014 theft counts, and percent change between 2014 and 2015. Of the top 25 counties, 17 saw an increase in motorcycle theft between 2014 and 2015 while 8 saw a decrease. The U.S. Census Bureau identified 3,143 counties in the U.S. In 2015, motorcycle thefts were identified in 2,029 U.S. counties. 5 Rate: The rate for each county was determined by taking the theft count and dividing it by the 2013 census population estimates for that county and setting a parameter at the 10,000 level. Twenty-eight (28) counties are greater than 3 standard deviations from the mean, all of which had a substantial change in motorcycle thefts between 2014 and 2015. Of the 29 counties, 20 counties had substantial increases in motorcycle thefts between 2014 and 2015 and are greater than 3 standard deviations from the mean. The remaining 8 counties had substantial decreases in motorcycle thefts between 2014 and 2015 and greater than 3 standard deviations from the mean. The following table displays the top 15 makes with motorcycle thefts in 2015. The top 15 makes accounted for 38,392 of the total 45,555 thefts in 2015 or about 84%. Honda accounted for the most thefts in 2015 with 8,674 thefts, with Yamaha 2nd, and Suzuki 3rd. All of the top 15 makes had an increase in the reported number of thefts in 2015 compared to 2014. There were 17,678 motorcycle recoveries associated with the 45,555 motorcycle thefts in the U.S. for 01/01/2015 through 02/08/2016. Of the 17,678 motorcycle recoveries, 16,850 recoveries occurred between 01/01/2015 and 12/31/2015 and 828 were between 01/01/2016 and 02/08/2015. The following subsections further analyze these 17,678 motorcycle recoveries by: year, month, state, and motorcycle make. Motorcycle Recoveries: By Year The pie chart shows the recovery rate, which was 39% for the 2015 motorcycle thefts recovered in 2015 through 02/08/2016. The top 10 states accounted for 9,923 motorcycle recoveries, or 56%. The state with the most motorcycle recoveries was California with 3,173 motorcycle recoveries, or 18% of the 17,678 motorcycle recoveries between 01/01/2015 and 02/08/2016. The following table and graph displays the top 15 makes of motorcycle recoveries. The top 15 makes accounted for 14,713 motorcycle recoveries, or 83% of the 17,678 motorcycle recoveries. The make with the most recoveries was Honda which accounted for 19% of the total motorcycle recoveries. Of the top 15 makes, Triumph had the highest rate of recovery at 60%. *Note: 1,049 (CYCL) records were not included in the top 15 recovery ranking as the actual manufacturer was not specifically identified. All rights reserved 2015 Motorcycle Theft and Recovery (through 02/08/2016) Report (Public Dissemination) 3/15/2016 Page 22 of 22 Appendix A: Motorcycle Theft The NCIC theft data from 2015 was edited in the following manner: • Records with thefts of anything other than motorcycle models were removed. • Records with blank or incomplete VIN fields were removed. • Records with motorcycle parts (wheels, tracks, etc.) were removed. • ATVs, watercraft, golf carts, motorized wheelchairs, snowmobiles, toys, go-carts, farm equipment, etc. that were mislabeled as a motorcycle style were removed. • VIN structures that began with “ATV” were removed. • Make was used to identify Manufacturers instead of VMA.
