Introduction
This Transit Resource Guide has been developed to assist residents and
visitors in using the transportation opportunities available in Santa
Barbara County. This guide is a result of the continued work by the
Santa Barbara Transit Advisory Committee (SBCTAC) in assisting the
public to identify transportation services in Santa Barbara County. This
guide is possible due to the collaborative efforts of SBCTAC, the
Consolidated Transportation Service Agencies (Easy Lift and SMOOTH),
and the public transit agencies (City of Lompoc Transit (COLT), County
Transit, Guadalupe Transit, Santa Barbara Metropolitan Transit District
(SBMTD), Santa Maria Area Transit (SMAT), and Santa Ynez Valley Transit
(SYVT)) in Santa Barbara County. The Santa Barbara County Association
of Governments (SBCAG) has produced this guide as a public service.
The Transit Resource Guide is divided by the geographic regions of the
County: Santa Maria (including the City of Guadalupe), Lompoc, the
Santa Ynez Valley (including Cities of Buellton and Solvang), and the
South Coast (including the Cities of Carpinteria, Goleta, and Santa
Barbara). This guide is also divided by transportation services: public
transit service (fixed route and demand response), commuter service,
specialized transportation service, private transportation service (airport
connections, bus lines, and taxi service), and rail service.

How Do I Get from Here to There?
The tables below show which transit services to use to travel throughout
Santa Barbara County. If a trip requires more than one service, the
services are combined with a “+”. If there are multiple options, the
options are separated by a comma. Following each transit service is a
page number indicating where to find information about the service in
this guide.
The tables include the Clean Air Express and the Valley Express, which
are commuter services (i.e., they only run on weekdays during peak
hours). The tables also include Santa Barbara Public Health Clinic
Transportation, which has restricted ridership.
See also each regional section for additional service options (e.g.,
demand response service, health service transportation, airport shuttles,
Chumash Casino Shuttle, etc.), as well as the Frequently Asked
Questions section for directions to some specific locations.

Commuter Service
Vanpools
A vanpool is a group of seven to fifteen people who live more than
twenty miles from work and commute together on a regular basis in a
van. Some vanpools are company sponsored, others are rented month to
month, and some are owned by the drivers. Traffic Solutions can help
commuters join or form a vanpool.

Specialized Transportation Service
Ag Van Program
The County of Santa Barbara, utilizing State Agricultural Worker
Transportation Program (AWTP) grant funds, operates a vanpool
program for agricultural workers in the north county area. The vanpools
are driven and operated by volunteer agricultural workers who must

American Cancer Society
The American Cancer Society assists ambulatory cancer patients with
ground transportation to and from cancer treatment. Transportation is
provided by volunteers.

Although serving seniors is the priority, the service is
open to anyone who needs transportation.
Vehicles are not ADA accessible, but passengers able to exit their
wheelchairs and sit in a seat may bring their wheelchairs along.

Chumash Casino Shuttle
Eligibility:
Passengers must be at least 18 years old. All shuttle
passengers presenting a Club Chumash Players Club card
with a valid personal ID will be provided with
preferential boarding and seating. Others will be
permitted to board afterward with a valid ID if further
seating is available, but will not be permitted to board a
return shuttle before signing up for a Club Chumash
Card.

What about transfers?
If you need to ride more than one bus to complete your trip, ask for a
transfer when you board the bus. Most agencies allow for free transfers
between buses within the agency (e.g., between MTD Route 8 and MTD
Route 2) and some agencies allow for free transfers between agencies
(e.g., between Breeze and COLT). Simply ask the driver when you board.

Breeze:
Bicycle racks are available on all Breeze buses. Each rack can carry
three bikes at a time on a first-come, first-served basis. The Breeze
will make every effort to accommodate additional bicycles. Load
your bike in less than 25 seconds; just follow the three simple steps
displayed on the rack.
Clean Air Express:
Most buses have bicycle racks, and bikes may be loaded in the cargo
compartment.
Coastal Express:

What is ADA?
ADA refers to the Americans with Disabilities Act, a Federal civil rights
law that ensures equal opportunity for individuals with disabilities. The
ADA prohibits discrimination on the basis of disability in transportation,
employment, state and local government services, public
accommodations, and telecommunications. The law requires that fixed
route transportation systems (public transit) be accessible to persons
with disabilities. In addition, fixed route transit providers must, in most
cases, provide complementary paratransit service (often demand
response/dial-a-ride) for individuals who are unable to use the fixed
route transit system because of a physical or mental impairment.
How does the ADA define “disability”?
Disability is defined as having a physical or mental impairment that
substantially limits one or more major life activities, having a history or
record of such an impairment, or being perceived by others as having
such an impairment.
What is ADA complementary paratransit service?
Complementary paratransit service is curb-to-curb service that operates
at the same time and in the same area as fixed route public transit.
Paratransit does not follow fixed routes or schedules.
Who is eligible to use ADA paratransit service?
Individuals eligible to use ADA paratransit service are those who are
unable to use fixed route public transit because of any of the following
reasons:
They are unable to board, ride, or disembark an accessible bus;
They are able to use an accessible bus, but one is not available;

Their disability or condition prevents travel to and from a regular
bus stop;
Their disability or condition prevents travel to and from a regular
bus stop at a particular time.
Am I eligible for ADA paratransit service if I have a temporary
disability?
Individuals with temporary disabilities may be eligible for ADA
paratransit service; the eligibility expires at the end of the disability.
If I currently have a handicap-parking placard from the Department
of Motor Vehicles, do I qualify under the ADA for paratransit
service?
Not necessarily; the criteria for the parking placard are much broader
than ADA requirements for paratransit service. The ADA requires
certification that an individual has a disability that prevents the
individual from using fixed route bus service. Check with your local
public transit agency to determine your ADA eligibility.
Am I eligible for ADA paratransit service in other counties if I am
eligible in Santa Barbara County?
When you travel outside Santa Barbara County, you are entitled to use
any other system’s ADA complementary paratransit service for up to 21
days. As no identification cards are issued in Santa Barbara County, you
will need to ask your local transit provider to send a letter to the other
transit provider on your behalf. If you plan to be in another county for
more than 21 days, you may be required to apply for certification in that
county.

Service will be provided to a personal care attendant and, if space is

About SBCAG
The Santa Barbara County Association of Governments (SBCAG) was
established in 1966 as a voluntary council of governments (COG)
through a joint powers agreement of each local government in Santa
Barbara County. SBCAG has evolved from a planning advisory body to a
regional agency with planning, programming, and operational
responsibilities. SBCAG’s role has evolved in response to state and
federal regulations that require the designation of a single multijurisdictional entity to be responsible for the planning and programming
of various federal, state, and regional programs and projects.
SBCAG is an independent government agency with a thirteen-member
Board of Directors consisting of a city council representative from each
city and the five members of the Santa Barbara County Board of
Supervisors.

promotes and encourages alternatives to driving alone with the goals of
reducing traffic congestion, air pollution, and vehicle miles driven, as
well as improving the quality of life for employees, visitors, and residents
of Santa Barbara County.

About SBCTAC
Senate Bill 498 (1987) required the establishment of Social Services
Transportation Advisory Councils (SSTAC) to serve as advisory bodies to
Regional Transportation Planning Agencies (RTPA). In 1988, SBCAG, as
the RTPA for Santa Barbara County, established the South Coast Transit
Advisory Council (SCTAC) as a SSTAC. The purpose of a SSTAC is to assist
the RTPA in soliciting the input of transit dependent and transit
disadvantaged persons (including the elderly, disabled, and persons of
limited means) on transit issues, to participate in the identification of
transit needs in the jurisdiction, to annually review and recommend
action on the existence of unmet transit needs, and to advise SBCAG on
any other major transit issues, including the coordination and
consolidation of specialized transportation services.
In 1991, based on the emergence of transit issues in North County,
SBCAG established the North County Social Services Transportation
Advisory Committee (NCSSTAC) as a transit advisory committee to the
SBCAG Board. NCSSTAC advised the Board on North County
transportation issues, including review and recommendation of the
Social Services Transportation Action Plan and Inventory Update and the
Transit Needs Assessment. NCSSTAC was not established as a SSTAC,
nor was it a committee of SCTAC.
In 2003, based on state law, the emergence of intercommunity transit
services, and public input, the SBCAG Board approved the establishment
of the (one countywide) Santa Barbara County Transit Advisory
Committee (SBCTAC). SBCTAC performs the SSTAC responsibilities, is
composed of a membership in accordance with TDA §99238(a) and
§99238(b), and consists of equitable North County and South Coast

representation. SBCTAC holds regularly scheduled meetings that are
open to the public in compliance with the Ralph M. Brown Act.
