CommissionerPerry speaks at AAPAmeeting
effective board of directors sets
policy, then gets out of the
way, Port of Houston Authority Commissioner Marcella Perry told a
group of American Association of Port
Authorities (AAPA)membersat a recent
San Francisco meeting.
Whenasked to give her views on what
makes for a successful board-management relationship, Commissioner Perry
told the assemblage, "I’ve served as a
member or chairman of the board of
banks, thrift institutions, a majoruniversity and numerouscity, county and civil
bodies. I can tell you emphatically from
personal experience that the success of
any organization--whether
it be in
government or in private
enterprise--begins
with the board’s
understanding of its ownrole: policy."
A board which ignores its policy function can create more problems than it
solves, she said. "The quickest way for
an inexperienced board to cripple an effective organization, to destroy morale
and to invite disaster, is to becomean ac-

The right way, she said, is to concentrate on policy-making and leave individual decisions to a highly-skilled
management team. "Granted, we cannot delegate responsibility," she said,
"only authority. But to me, the most effective board is the one that restricts
itself to setting policy--no matter how
tempting the alternative--then gets out
of the way of the executive staff in implementing that policy."
But for the philosophy to work, a
board-management relationship based
on trust is required, CommissionerPerry
said. "That’s the key ingredient...and
it works both waysfor any board, public
or private."
Trust becomes an even more important element for port commissions, she
said, because they are appointees of
political bodies and as such are subject to
social, economicand political pressures.

In summary, the commissioner said
she believes her managementphilosophy

be for a world-class port, a major bank or
an outstanding women’s university."
She added, however, that while the
board delegates responsibility,
it’s
ultimately accountable for the port’s
operation. "The buck stops where all
five of us sit, for we are chargedwith the
responsibility
to manage, govern and
control the port," she said. "That, we
cannot delegate." []

tough and becoming tougher all of the
time, Commissioner Perry said. "It
trusts them to plan ahead...two, five,
ten years to keepfacilities and services in
the forefront. It trusts them to obtain
maximum
value for every dollar expended. Andit must trust them to keep the
board, individually and collectively, informed on all matters pertinent to the
port’s operation and well-being," she
said.
And knowledge on the part of
managers and administrators that the
board has that trust is equally important,
the commissioner said. "No better expression of trust in managementcan be
given than the board’s willingness to
provide adequate compensation and
health and welfare security programs,"
she said. "Most assuredly, the people
hired to build and managea successful
enterprise are entitled to knowthat the
board will provide them with the most
moderntools, equipment, facilities ano
personnel to assure continued progress."

The second annual Maritime Festival
’85 benefiting
the International
Seamen’s Center will be held Friday,
April 26 and Saturday, April 27.
The Port of Houston Propeller Club
will open the festival with a shrimp boil
Friday evening. For information about

The festival will continue Saturday
with international food booths, sporting
games and tournaments and entertainment.
A raffle will be held for a seven day
Caribbean cruise on the Costa Line
vessel, the CLARA
C, with round-trip air

Tickets for the festival are $6 in advance and $8 the day of the event and include a barbeque dinner and two
beverages.
Proceeds from the event will be used
to help defray the cost of operating the
center which is a home away from home

The proposed Signet 800 Class Liners
will incorporate the most advanced
passenger ship design and technology to

minimize maintenance and operational
costs. Additionally, each vessel will incorporate essential national defense
features for use by the U.S. Navy.
The first Signet 800 Cruise Liner is
slated for delivery during the third
quarter of 1988 with the second to be
delivered during the last quarter of the
same year. The cruise liners will service
ports in the U.S., Caribbean, and Mexico.

in major U.S. museums
NordanaLine recently transported the
archaeological legacy of a vanished Central American civilization
from
Guatemala to the Port of Houston. The
unusual cargo of ancient art treasurers,
shipped aboard one of Nordana’s special
OmniCarriers, is to be included in an
upcoming international exhibition entitled "Maya-Treasurers of an Ancient
Civilization."
The collection of artifacts, reclaimed
from the once-thriving Mayancities in
Mexico and Central America, arrived
unscathed in specially designed shipping
crates.
The special exhibition, representing
about 3,500 years of the most advanced
civilization in pre-Columbian America,
will encompass some 275 objects including sculpture, ceramics, gold and
jade.

handling hazardous materials, marine
firefighting and emergencytraining.
Thirteen firemen attended 108 hours
of formal training at Texas A&M
University which included principles
of
chemical reactions
of corrosive
materials, water reactive materials and
toxic materials. Marinefirefighting and
emergency training included fighting
living ship fires, operating procedures
and tactics, shipboard fire and emergency systems and marine vessel orientation.
Thetraining is part of a state certification program consisting of 282 formal
training hours for certification as a
marinefirefighter.

Mobile on the Gulf and Miami and

call in Europe include Rotterdam,

chemicals. In turn, the line imports
chemicals, antique furniture, foodstuffs,

considered. Containerzation cuts costs,

The Port of HoustonAuthority recently announced two additions to its communications department.
Karen L. Williams has been named to
the newly-created position of associate
editor of the Port of HoustonMagazine.
She comes to the Port Authority from
the Port of Corpus Christi Authority,
where she held various publications and
communications responsibilities.
She
will assist the communicationsmanager
in editing the monthly magazine as well
as other port publications. Williams has
11 years experience in the public relations/communications field and has
been employed as public information
director for the AmericanRed Cross and
CorpusChristi’s public television station, KEDT-TV.She also has an extensive background in print and broadcast
newswriting.
A native of San Angelo, Texas, she
holds a BAdegree in journalism from
Texas A&I University and has done

Michael Douglas was named the new

AIMSkicks off ship safety awards contest
The American Institute of Merchant
Shipping (AIMS) has announced the
1985 kick-off of two contests designed
to honor high achievement in safety at
sea, the Ship Safety Achievement and
Jones F. Devlin Awards. Information
about each contest, which cover safety
achievement in calendar year 1984, has
been mailed to about 200 chief executives
and safety directors
of
American-flag merchant shipping companies.
The Ship Safety Achievement Awards
are sponsored by AIMSand the National
Safety Council, Marine Section. These
awards are conferred on vessels representing all segments of the American-flag
merchant marine that have performed
outstanding feats of rescue or seamanship illustrative of the high safety standards inthe nation’s fleet. Such feats
may include, in addition to rescue,
assistance to distressed vessels, transfer of
ill or injured persons under difficult con-

presented with the "Green Cross of Safety" pennant, and the vessel and her crew
receive citations. Entries will be received

The Jones F. Devlin Awards, also
sponsored by AIMS, are given to any
self-propelled
American-flag vessel
which operates for two consecutive years
without a crew memberlosing a full turn
at watch because of an occupational injury. Higher honors go to vessels completing four accident-free years, and
there are special awards for exceptional
records. Devlin Awardentries will be accepted through April 22, 1985.
These awards have the endorsement of
the National Safety Council, the U.S.
shipping industry, and the federal agencies concernedwith safety at sea.
