Alcorn will continue to represent
ITO as a director for the West Gulf
Maritime Association. He will serve as

senior management until his retirement in December 1989.
REPLACEMENT
Replacing Alcorn is Jeffrey Hakala, a 13-year employee of
ITO and its predecessor, Atlantic &
Gulf Stevedores. Hakala most recently was operations manager for ITO in
NewOrleans. He holds a bachelor’s
degree from the U.S. Merchant
Marine Academyat Kings Point and a
master’s in business administration
from Lamar University in Beaumont,
Texas.

Algenita Davis, counsel for the Port of
Houston Authority, recently participated in
the biannual meeting of the Navigation
District Attorneys of Texas in Houston. The
group allows attorneys representing the
state’s ports to meet and discuss maritime
and legal issues. In addition to Davis, PHA
representatives included then Administration
Director William Colburn and Jack Rook,
PHAcontract administrator.
The Greater Houston Chamber of
Commerce and the Houston Economic Development Council have announced plans to create an umbrella
organization that will govern and coordinate both entities.
Directors for the two groups instructed a coordinating committee to
develop plans for the new organization, the name for which has not
yet been selected.

IDENTITIESThe chamber and
HEDCwill maintain separate identities
and missions after the new
organizational structure is in place.
However, executives with each group
will report to the president and chief
executive officer of the umbrella
organization.
Lee Hogan, currently president of
HEDC,will be president of the new
organization.
Charles Savino has been serving as
acting president
of the chamber.
Gerry Griffin recently resigned from
the chamber presidency to accept a
private-sector position.
BACKGROUND
HEDCwas established
in 1984 in response to Houston’s
economic recession. The council has
concentrated
on diversifying
and
developing the city’s economy.
The two organizations
have different missions, said HEDCChairman
John Walsh. The chamber seeks to
provide a supportive environment for
business in Houston, while HEDC’s
goal is to create jobs by promoting
business start-ups,
expansions and
relocations.
"These two functions are very different processes involving different
activities
and professional
requirements, yet the overall program’s
success depends upon effective coordination," Walsh said.
FUNDING HEDC is funded by the
business community, the City of
Houston, Harris County and the Port
of Houston Authority. The chamber
is funded by membership dues. Once
the new organization is in place, contributors may specify which organization their money should go to or may
split their contributions between the
two groups.

The captains and crews of four
vessels and a U.S. Coast Guard Air-Sea
Rescue unit have received Mariners
Plaques from the United Seamen’s
Service for acts of heroism they performed during 1987.
The honors were announced recently at the Admiral of the Ocean Sea
Award dinner held at the Sheraton
Centre in New York.

In addition to the Mariner’s
Plaques, a Mariner’s rosette went to
Capt. John Hunt, master of the vessel
SEA ISLE CITY, hit by a Silkworm
missile in the Persian Gulf on Oct. 16,
1987. Hunt was severely injured and
blinded in the attack.

courageous individual

sealift needs," said U.S. Rep. Walter
Jones. "As a memberof the Merchant
Marine, he did not have to place himself in the middle of the conflict.

Blue Star

en route to Australia and New Zealand
raced 450 miles to rescue the 29 crew
members, who had taken to life rafts
in the 15-20 knot winds and very high
seas. Capt. James Calabrase and the
crew of the ACT 5 needed all their
skill and daring to manage the transfer
of the mariners to the deck of the
giant ship. Once aboard, the survivors
were cared
for by crew
members and the 10 freighter
cruise
passengers. No lives were lost.

The second annual Seaports Connection conferencewill be held April
5-7 at the Hyatt Regency Hotel in
downtown Houston.
The event is organized by the
Private Sector Relations Division of
the U.S. Department of Agriculture’s
International Cooperation and Development Office.
PURPOSE
The conference’s purpose is
to familiarize exporters, importers,

and facilities for land and air transportation also will be explored.
The schedule includes technical
workshops, an equipment exposition, tours of neighboring ports and

The PRIDE OF BALTIMOREI1, a newly built
topsail schooner, recently stopped at the Port
of Houston during a six month, 17 city
maiden voyage tour. The vessel, which was
built as a tribule to the maritime heritage of
the state of Maryland, was open for public
tours while in Houston. The ship replaces the
PRHsEOF 1JAL7JM()RE l. which was lost at
sea in 1986.

The M/V SAUDI HOFUF, operated by
the National Shipping Co. of Saudi
Arabia, recently discharged an Italianmade bus at the Port of Houston. The
Metro System of Seattle, Washington,
has agreed to buy 232 of the buses,
which were made by Bredo Costruzione in Pistoia, Italy. The buses will be
shipped over an 18-month period.
Houston was selected as the port of
discharge because of the availability of
all-water service from Italy. Biehl &
Co. was agent for the SAUD1HOFUF.
Anderson Trucking hauled the bus to
Seattle. Bruzzone Shipping coordinated
the U.S. portion of the trip, and Pilade
Giani SpA. made arrangements in Italy.
