SBC is affiliated to the Amateur Football Association (AFA) and play their football in the Southern Amateur League (SAL) Club Mission To promote a culture of sporting success and high achievement in the spirit of teamwork, loyalty and friendship Club Membership Playing Members and Associate Members will be admitted to SBC following recommendation from two existing Members and after payment of their annual registration fee. All Members must abide by the Code of Conduct and other SBC policies approved by the Management Committee. The Management Committee has the right to refuse membership or expel Members. Annual General Meeting (AGM) The Club will hold an AGM for all Members annually. The objective of the AGM is: • Receive the Chair’s / Secretary’s annual report • Set the budget for the coming football season • Elect Club Officials and those to carry out non-executive club roles Extraordinary General Meeting (EGM) Any Member can apply to the Management Committee to call an EGM to resolve matters of an extraordinary nature. These will only be matters that are beyond the remit of the Management Committee to resolve. If such an application is approved by the Management Committee, or is supported by greater than 66% of the Members, an EGM must be convened within 21 days of the matter being brought to the attention of the Chair. Club Governance SBC affairs will be managed by the SBC Management Committee whose authority is delegated by SBC Members. The remit of the Management Committee is to: • Ensure the Mission and Values of the Club are upheld at all times • Set and implement Club Policy in accordance with the Club Mission • Select and approve any change of Club Officers or Non-Executive Roles on a temporary or co-opted basis. • The right to approve or refuse membership or expel a Member A NK CU A OT CO FO B UB CL H UT B L SB SO SOUTH BANK CUACO A L The Management Committee The Management Committee will be formed by the Club Officials (see below). The Management Committee will be chaired by the SBC Chair or SBC Deputy Chair and will normally meet monthly. Minutes will be issued within 48 hours of the meetings end for Chair’s approval and publication. Officers of the Club: SBC Members will elect officers of the Club at the AGM or EGM, into the following positions: Club Officials • Chair • Deputy Chair • Secretary • Treasurer • Match Secretary • Communication Officer • Club Captain • Social Secretary • 2x Elected Team Captains representatives Non Executive Club Roles: • Team Captain / Managers • Club Coach The details of the associated responsibilities of each Club Officer or other role is contained within the Club Roles and Responsibilities document available at www.clubwebite.co,uk/southbankcuaco Quorum Chair or Deputy Chair plus 4 other Club Officials Management Committee decision making authority Management Committee voting rights will be extended to all Club Officials Where voting is required, decision will be carried on a simple majority. Club Selection SBC Selection Policy will govern all matters of player and team selection Club Discipline and Conduct SBC Disciplinary Policy will govern all matters of football discipline. Principles of the Selection Policy 1. The South Bank CUACO Football Club and its Selection Policy will promote the highest possible level of success and achievement for it’s 1st team 2. The Selection Policy will promote the competitive success and achievement of all Club teams 3. All Club teams will field the strongest team of players available for each game in descending order from the 1st team to the 6th team 4. All players are registered with the Club rather than any specific team and are as such available for selection in accordance with the Selection Policy. 5. The Selection Policy will seek to promote the players with the highest ability to the highest teams. 6. The Selection Policy will seek to safeguard the opportunity for players to demonstrate their ability to play at the highest standard achievable in accordance with the Selection Policy. 7. The Selection Policy will seek to provide opportunities to play competitive football for all registered players. 8. The Selection Policy is designed to facilitate the promotion/demotion of players between teams based on previous player performance and/or the interests of the Club. As such the Club does not operate a ‘squad’ system but will seek to limit disruption to teams where possible. 9. All players registered with the Club thereby agree to adhere to the Club’s selection Policy. 10. The Selection Policy will be operated with a spirit of good will, fairness and reasonableness to promote and safeguard the interests of the Club and its players. All players registered with the club are deemed available for selection unless they have identified themselves as unavailable for selection for an identified reason such as injury. 2. The 1st team Captain/Manager can select any player registered with the club who is available for selection for any competitive game. 3. The 1st team Captain/Manager has first choice of selection from all registered players available for selection for any competitive game. 4. The Reserve team Captain/Manager then has the choice of all remaining registered players available for selection for any competitive game followed by, in descending order, the 3rd, 4th, 5th, 6th and 7th team Captain/Managers. 5. Being identified as a Selected player will normally mean that the player will play in the game they have been selected for but does not entitle the player to a full game. Captains/Managers will use their discretion in the use of substitutes in the competitive interests of the team and the Club. 6. Selected players who have not had the opportunity to play during a competitive game for which they are selected can request that they are deemed selected for the next lower team for the next competitive game. 7. Normally a player who has been demoted from a team as a consequence of previous player performance and/or the interests of the Club should be allowed the opportunity to demonstrate their ability at the standard of the team directly below that from which they have been demoted. As such a demoted player who is available for selection is deemed selected for the next lower team for the next competitive game. 8. A player who has declared himself available for selection but does not wish to play for the team for which he is selected is deemed unavailable for selection for the club. As such he must not be selected by any team until such time as he is deemed available for selection. A player will not be deemed available for selection until they demonstrate that they are willing to adhere to the Cub’s Selection Policy. Implementing the Policy 1. The 1st team Captain/Manager will publish the 1st team Selected players by no later than Monday 5.00pm (or two days after the previous match). 2. All other Captain/Managers will publish their respective selected players by no later than Wednesday 5.00pm (or three days after the previous match). All lists of selected players will be published using the Club Team Selection form and will be distributed via email to the following club officers; the Club Captain, the Communications Officer, all other team Captain/Managers. 4. Team Captain/Managers will communicate with Captain/Managers of the team above and/or below (either in person or by phone) on a weekly basis to ensure that information regarding player performance and potential are shared to inform the selection process. 5. It is the responsibility of Captain/Managers to ensure that selected players are available for selection. 6. Where selected players become unavailable a Captain/Manager will negotiate with the Captain/Manager of the next lower team to ensure that the higher team has at least eleven players. 7. The effective operation of the selection process requires open and honest sharing of information as well as a high degree of reasonableness in negotiation between Captain/Managers. 8. All disputes regarding the selection process between Captain/Managers will be forwarded to the Club Captain for initial arbitration. 9. All player complaints regarding the selection process will be forwarded to the Club Captain for initial arbitration. 10. The Club captain will report to the Club Management Committee regarding the selection process on a regular basis. Glossary of terms Available for selection Deemed selected A player registered with the Club who can be selected by any team A player who was selected for a higher team but is not selected for the following game and as such is selected for the next lower team for the next competitive game. Deemed unavailable for selection A player who refuses to play for the team for which he is selected. Demoted player A player who was selected for a higher team but is not selected for the following game. Selected player Unavailable for selection A player whose name appears on a Team Selection form. A player who is unavailable to play through injury or other reason A NK CU A OT CO FO B UB CL H UT B L SB SO SOUTH BANK CUACO A L Code of Conduct Club Mission To promote a culture of sporting success and high achievement in the spirit of teamwork, loyalty and friendship • All members of the Club agree to comply with all Club Policies and to conduct themselves in accordance with the Club Code of Conduct as a consequence of registering with the Club. • Team captain / managers, Club officers, Club members or spectators should report any infringement of the Code to the Club Management Committee for appropriate action. • All Club Membership is subject to approval and / or cancellation by the Club Management Committee. • Infringement of this Code of Conduct or other Club Policy may result in the cancellation of membership and report to AFA, League or other appropriate authorities. • All Club Policies and Codes are designed to realise the Club Mission. Player’s Code 1. Learn and play by the Laws of the Game. 2. Play to win but fairly and be a good loser. 3. Play to the best of your abilities for yourself, your team and the Club. 4. Be a good sport. Recognise all good play, whether by your team or by the opposition. 5. Treat all players with respect, as you would like to be treated. 6. Never argue with the Referee or Assistant Referees decisions. 7. Control your temper and use your energies for playing better football. 8. Co-operate with your captain / manager, team mates, opponents and the match official(s), 9. Never swear, spit, make racist or other offensive remarks or gestures to any player, Referee or Assistant Referees or spectator. 10.As a substitute or substituted player, when off the field of play, you are still subject to the authority and the jurisdiction of the Referee. 11. At the end of the match, all players must shake hands and thank the Referee and Assistant Referees. 12.Players must show respect for the facilities and equipment they use. Players occasionally will be expected to help set up and clear away equipment. 13.Having made yourself available for selection by the Club and been selected by a team captain / manager make sure you do not let your team mates down by pulling out at late notice or failing to attend a match. 14.Be on time. Be sure that you know the exact location of where the game is to be played. Arrange to be at the ground or meeting place before the appointed time. 15.Ensure that you pay match fees (including any fines) on the day of the relevant match. Captain/Manager’s Code 1. Read, understand and be aware of your responsibilities as laid down in your AFA and League (SAL) Handbooks. 2. As a team captain / manager your actions and conduct, set the example for your players and spectators. Set a good example at all times as a senior representative of the Club. A NK CU A OT CO FO B UB CL H UT B L SB SO SOUTH BANK CUACO A L 3. Read the Player’s and Spectator’s Codes and understand what is being asked of all participants in your sport. Actively promote all Codes and Club Policies. 4. You are responsible for the players’ health, welfare and safety during the period they are involved in team activities. 5. Check that you have the necessary equipment, documentation and first aid box before you leave for the match or training. 6. Ensure that each player is correctly dressed with appropriate kit and the necessary safety equipment, shin pads etc., before being allowed to play. (A Referee can send a player off the field of play until correctly dressed – See The Laws of the Game) 7. Get treatment for an injured player immediately. There are no exceptions. 8. Never, either physically or mentally, push players beyond their abilities and always put the player’s future health and wellbeing first. 9. Never condone unacceptable behaviour by doing nothing. Act to reinforce appropriate behaviour and conduct in accordance with Club Codes and Policies. 10.Remind players and all others concerned, that bad behaviour is punishable by the AFA and League, with heavy fines and / or suspension of the Club in accordance with the Club Discipline Policy. 11. Always be prompt, courteous and correct when dealing officials, opposition managers, Referees and Assistant Referees. 12.A manager or other designated non-playing person must not enter the field of play without the permission of the Referee 13.Confirm selection, venues, times, dates etc. to players as early as possible in accordance with the Club Selection Policy. 14.Promote players who have demonstrated the ability to play at a higher level to higher team captains / managers in accordance with the Club Selection Policy. 15.Talk to any demoted (non-selected) player in person or by phone with sensitivity, tact and encouragement for the future. 16.Ensure all players are aware of the Club Discipline Policy and collect any associated fines on the day of the relevant match. 17.Support other team captains / managers, officers and the Club by consistently implementing all Club policies. Spectator’s Code 1. ‘Spectators’ include Club members, supporters, officers managers substitutes and anybody watching a game. 2. Remember that amateur players play organised sports for their own enjoyment. They are not there to entertain the spectators. Never use profane language or harass, physically or verbally, players, managers, coaches, Referees or Assistant Referees or other spectators. 3. Applaud all good play, by your own team or their opposition. 4. Show respect for your team’s opponents. Without them there would be no game. 5. Never ridicule or scold a player for making a mistake during a game. 6. Respect the Referee and Assistant Referees decisions. Remember they are only human and can sometimes make an honest error. Read the Laws of the Game to better understand the game you are looking at and commenting upon. 9. Spectators are not allowed to enter onto the field of play. 10.A Referee has the authority and jurisdiction to admonish a spectator whose conduct is unacceptable and, where objectionable, to leave the ground or the vicinity of the field of play. 11. Spectators are subject to the authority and jurisdiction of the Referee from the time of arrival at the Club or the ground, both on and of the field of play, until departure. A NK CU A OT CO FO B CL L H UT B UB SB SO SOUTH BANK CUACO A L Discipline Policy This policy applies to all players of South Bank Cuaco Football Club. Club Mission To promote a culture of sporting success and high achievement in the spirit of teamwork, loyalty and friendship 1. A player reported, to either or both, the Amateur Football Alliance or/and the Club by a match official or any other responsible person for committing a misconduct offence will be disciplined promptly, warned as to his future conduct and punished by the Club in accordance with the schedule as below. Where the offence is reported by other than a match official the offence will be treated and dealt with by the Management Committee as if it had been reported by the match official. 2. A suspension of two games for the following cautionable offence:• dissent by word or action 3. A suspension of one game for the following cautionable offences:• persistent infringement of the Laws of the Game • delays the restart of play • fails to respect the required distance when play is restarted with a corner kick or free kick • enters or re-enters the field of play without the permission of the referee • deliberately leaves the field of play without the permission of the referee 4. A suspension of two games for the following sending-off offences:• serious foul play • receives a second caution in the same match • denies the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball • denies an obvious goal-scoring opportunity to an opponent moving towards the player’s goal by an offence punishable by a free kick or penalty kick 5. A suspension of three games for the following sending-off offences:• attempting to kick or strike another player • spitting at an opponent or any other person • use of offensive, insulting or abusive language or gestures • refusing to give or giving a false name to the referee when requested to do so 6. A suspension of four games for the following sending-off offences:• kicking or striking another player • butting (other than to the head) • head to head contact A NK CU A OT CO FO B CL L H UT B UB SB SO SOUTH BANK CUACO A L 7. The above suspensions for sending-off offences will be doubled when it is the player’s second sendingoff offence in any one season. 8. A suspension, at the Management Committee’s discretion, sine die for the following sending-off offences:• butting head to head • causing the match to be abandoned • improper, insulting or violent behaviour towards match officials 9. Any player who persistently offends i.e. receives three or more cautions in any one season, or is guilty of serious mis-conduct or whose actions or behaviour brings the name of the Club into disrepute, will be asked to appear before the Management Committee to review the player’s past conduct record and consider the continuation of the player's membership of the Club. 10. Any player who is cautioned or sent-off is responsible for all administration charges and fines imposed by the Amateur Football Alliance. 11. The administration charge as determined and amended from time to time by the Amateur Football Alliance must be paid by the player concerned to his Team Captain on the day of the offence for forwarding on that player’s behalf to the Amateur Football Alliance. Any player who does not pay the charge on the day of the offence is not eligible for selection for the Club for the following week nor in the future until the charge has been paid. Any player who believes he has extenuating circumstances in respect of the non payment of the charge must make his representations to the Club Captain. 12. Any player reported for a misconduct offence will be notified by the Secretary, normally by e-mail or letter, of the administration charge and any suspension or fine imposed by the Amateur Football Alliance. The administration charge/fine must be paid in accordance with time scale notified by the Amateur Football Alliance. A player will not be permitted to play for the Club while charges/fines remain outstanding i.e. not paid within the notified time scale. 13. Any player who is suspended or otherwise sanctioned by the Management Committee, in accordance with the Club’s Discipline Policy, will be advised by the Secretary by e-mail or in writing which will be in addition to any suspension imposed by the Amateur Football Alliance. 14. A player may appeal against the punishment imposed by the Management Committee. The appeal must be made by e-mail or in writing to the Secretary within ten days of the date of notification from the Secretary advising him of the punishment imposed. For the 2009/10 Season, the following match and registration fees will apply: - Registration fee: £40 for all members (including youth1 and associate members2) - Match levy: £10 for adult members; £6 for youth, full-time students3 and unemployed4 2. Payment of registration fees is required by the end of October, or if the player joins post 1st November, 2009 then within 2 weeks of playing his first game for the Club. 3. Match fees will be paid to the respective Captain / Manager on the day of the game and recorded on the Match Report Form. 4. Late payment of registration fees (see 2 above) and non-payment of match fees will result in the player being suspended from selection. 5. Captain / Managers must, together with a copy of the Team Finance spreadsheet, send monthly to the Treasurer all monies collected net of approved expenses and referee / tea payments. 6. It is the Captain / Managers responsibility to follow up all outstanding monies owed by players. 7. For expenses below £200, approval is required from The Treasurer and one additional Management Committee member before any commitment is made to a supplier. 8. For expenses greater than £200, approval is required from the Management Committee before any commitment is made to a supplier. 9. Expenditure that does not follow 7 and 8 above, will not be honored by The Club. 10. All Club cheques must be signed by The Treasurer and one of the following: Chairman or Club Secretary. The Treasurer owns the list of approved signatories. 11. The Club will not pay for the cleaning of kit. 12. Players are responsible for the payment of player disciplinary fines. The Club will honor Club disciplinary fines. 13. The Treasurer should be notified, and positively accept, before any monies are transferred into the Club Bank accounts. Full details behind all transfers must be provided to the Treasurer within 7 days of transfers being made. 1 2 3 4 Youth players are those registered with the Club and who are under 17 years old as of the moment Non-playing adult members Part-time students are treated a full members Does not include part-time employed members A NK CU A OT CO FO B CL L H UT B UB SB SO SOUTH BANK CUACO A L South Bank Cuaco FC History The Club founded in 2001 by the merger of CGU CUACO, formerly CUACO founded in 1919 and joining the League that year, and South Bank AFC formerly Borough Polytechnic founded in 1892 and who joined the League in 1946. The merger of the two Clubs was very much a “marriage of convenience” as the CGU CUACO ground in Copers Cope Road, Beckenham was sold by the Club’s parent Company and South Bank suffered, at around the same time, an exodus of its playing membership. CUACO played from its formation until 1974 at Elm Lane, Catford and also at Beckenham from the 1960’s following the merger of Commercial Union with Northern Assurance. Other grounds included Eltham Road, Lee Green from 1949 to 1972 and Avery Hill Road, New Eltham. Little of South Bank’s pre war history is known as a result of Club records being destroyed “as a result of enemy action” other than its first ground was Clapham Common followed by a move to Dulwich Village in 1900 and then in 1910 to Turney Road, a ground which the Club shared with Old Westminster Citizens until 1937. CUACO’s major honour was the “treble” of the AFA Senior Cup (without conceding a goal) beating Nottingham University 3-0 in the final, the SAL Championship and the London Insurance Offices Charity Cup in season 1961/1962. Four years earlier in season 1957/1958 the Club had achieved the “double” of the SAL Championship and AFA Senior Cup again defeating Nottingham University in the final this time 1-0. The pinnacle of South Bank’s history was the SAL Championship (as South Bank Polytechnic) in season 1993/1994 and its retention in the following season. Since joining the League the Club has appeared in the AFA Senior Cup final on four occasions with victory only once by 4 goals to 3 in an enthralling match in season 1966/1967 against Westminster Bank. Individual Honours In 2008 Ralph Salter was presented with an FA Commemorative medal recognising his 50 years playing in amateur football. The SBC ‘Clubman of the Year Award’ was also renamed the ‘Ralph Salter Award’ in his honour. SAL representatives T Tagg, J Roberts, M Caskey, D Bravenboer Achievements to date In 2001/02, the first year that the Club was formed, the 1st team gained promotion to the second division of the Southern Amateur League (SAL). In 2002/03 the 4th team were promoted to the second division as champions as were the 5th team in 2003/04. This meant that in the 2004/05 season the 1st, 2nd, 4th and 5th teams were all in the second division of the SAL. The 1st team got to the semi-final of the AFA Cup in 2004/05 loosing 3-4 in extra time to the eventual winners. A NK CU A OT CO FO The 1st team having been relegated in 2005/06 bounced back to win the 3rd division and gain promotion to the second division in 2006/07. The 4th team also won the Minor Challenge Cup in 2006/07 beating Old Owens 4th team 3–2 on penalties. The name of the Club remained the same until 1999 when it changed to CGU CUACO following a merger between Commercial Union and General Accident. In 2001 the Club merged with South Bank to become South Bank CUACO. This followed another merger between CGU and Norwich Union which resulted in Norwich Union selling the Copers Cope Ground to Crystal Palace Football Club. Grounds Home matches were played at Elm Lane, Catford from 1919 until 1974. The Copers Cope Road, Beckenham ground was acquired following a merger with the Northern Assurance Company in the 1960’s and extended with the purchase of the neighbouring General Steam and Navigation ground. Other grounds included Eltham Road, Lee Green from 1949 to 1972 and Avery Hill Road, New Eltham following the merger with the North British and Mercantile Insurance Company. Competitions The Club initially ran 2 teams, but it is not clear which competitions, if any, were entered for the first 2 seasons. In 1921/22 the first team entered the Southern Amateur League (SAL) and the 2nd XI entered the Insurance league - Reserves section. Both teams entered the Amateur Football Alliance (AFA) Cups and Insurance Cups and the first team also entered the Essex Union Cup. The 3rd XI played friendlies only. The number of teams fluctuated with a peak of 9 teams regularly in the seasons: 1960-64; 1968/69 and 1981/82. Cups and Trophies The major honour during the Club’s lifetime was the first team’s treble of the AFA Senior Cup (without conceding a goal), the SAL First Division, and the London Insurance Offices (LIOFA) Charity Cup in season 1961/62. The AFA Cup final was won against Nottingham University 3-0. A photograph of the team can be found in the South Bank CUACO Clubhouse in Turney Road, Dulwich. Four years earlier the Club won the double of AFA Senior Cup (beating Nottingham University 1-0 in the Final) and the SAL First Division. They surprisingly lost 1-0 against Pearl in the final of the LIOFA Charity Cup, partly due to the goal collapsing and the match being suspended for 10 minutes!! LIOFA Charity Cup victories included the following seasons: 1933/34, 1949/50, 1951/52, 1952/53, 1953/54, 1955/56, 1956/57, 1957/58, 1959/60, 1960/61, 1961/62, 1962/63, 1963/64, 1966/67, 1967/68, 1982/83, 1984/85, 1989/90, 1992/93 We were awarded the Cup outright on 2 occasions in recognition of the number of times we had won the Cup. The SAL Ian Hamilton Trophy for Hospitality and Sportsmanship was awarded to CUACO in the 1994/95, 1997/98 and 1998/99 seasons. CUACO had the best conduct record in the SAL in the 1998/99 season, so were awarded the Wilkinson Sword. CUACO also twice won the Commercial Union European Cup. Although a company competition the cup was competed for by teams from England (CUACO), Holland (Delta Lloyd), Belgium (CU Belgium), France (CU France), Scotland (GA Scotland), Ireland (Hibernian) and Turkey (GA Turkey). The competition ran for 7 years between 1994 and 2000 and was held in Amsterdam, Brussels, Paris, London, Dublin, Dundee and again finally in Amsterdam. CUACO won the competition in 1994 in Amsterdam and in 1998 in Dublin. The 1998 trophy was awarded to the winning CUACO team by Mick McArthy the then manager or the Irish national team. Individual Honours/ Representative players H G Millar The highest individual honour gained by a current CUACO player was by Hugh Millar, with 2 Full Amateur international caps for Scotland, against Ireland in December 1949 and England in March 1950. He regularly appeared for the AFA, SAL and LIOFA representative teams and could have easily played for a senior amateur club but continued to play for CUACO until he was transferred at work to Liverpool branch. B E Gardiner Brian Gardiner was presented with a Football Association award for 50 years service to football. In addition to being the Club Chairman for 22 seasons and Honorary Secretary for 13 seasons, Brian captained CUACO teams and sat on SAL and LIOFA committees for numerous seasons. Highest Win and Defeat Without playing records from 1919 it is difficult to have a complete picture, but it is unlikely that there was a worse defeat than the 1-24 thumping by Midland Bank in October 1977. The highest victory found was 12-1 by the 1st XI v Cornhill in 1962/63, but this is unlikely to be the highest, so if anyone knows about a bigger win, please let me know.
