Dear Friends,
Thank you for your continued support. Because of you, United Way of El Paso
County has become an organization focused on improving the building blocks
for a successful future. In 2014, we partnered with people and organizations from
across the community who bring the passion, expertise and resources necessary
to drive change.
Because of your confidence in our United Way, we have been able to address
the complex problems faced by El Pasoans every day. We are committed to
wisely investing your contributions in Education, Basic Needs and Income, and
to influence community-level change for the better.
This past year was marked with building new coalitions and partnerships, beginning
with Enroll El Paso: a community-wide collaboration created to support outreach
efforts of the Affordable Care Act. Certified Navigators assisted consumers as
they applied for and chose new insurance options, and to find the most affordable
coverage to meet their healthcare needs. In 2013, our United Way also launched
a reading initiative that is a targeted effort to increase the percentage of 3rd
graders reading at grade level.
We were also pleased to continue and grow our youth programs to empower
and teach the upcoming generations. From our highly successful Alternative
Spring Break program, Global Youth Service Day and Days of Caring; to our
Young Leaders Society and our new University of Texas at El Paso Student
United Way organization, we are working to instill the United Way values and
way of life to the youth in our community.

We are able to achieve all of this amazing work thanks to our generous donor
support. This year Freeport-McMoran Copper & Gold joined El Paso Electric
Company and Western Refining at the Arco De Platino donor level—corporate
and employee giving of more than $250,000. We commend John Quinn, Vice
President and General Manager of El Paso’s Freeport-McMoran Copper &
Gold and United Way board member, for his leadership in achieving the highest
level of recognition, and for growing their company’s dedication and commitment
to the United Way cause.
While we are proud to recognize the accomplishments highlighted in this report,
you will see it was not done alone. There are many partners who have taken on
our challenge to GIVE, ADVOCATE and VOLUNTEER. We realize there is still
much more that needs to be done, but look forward to the continuing impact our
United Way and our community will have together.
We believe that everyone has a role in building a better future for all and invite
all El Pasoans to LIVE UNITED and help us shape community-wide change. You

For more than 90 years, United Way of El Paso County has been
focused on the Building Blocks for a strong future. Our goal is to
create long-term and lasting change in El Paso through partnerships
within our community focusing on three impact areas: Education,
Basic Needs and Income.
We strive to achieve this by:
• Recruiting individuals and organizations that bring the
passion, expertise and resources needed to get things done.
• Developing and implementing our place-based neighborhood
strategies.
• Rigorously evaluating every program/initiative/project to
determine what works and what doesn’t.
• Always looking for the best practices that demonstrate
success.
• Working with diverse stakeholders to replicate those
successful practices community wide.

EDUCATION
Helping Children Succeed
The United Way of El Paso County is committed to ensuring that every child
has the best start in achieving success in school. We recognize that education
is the cornerstone of individual and community success. Children who participate
in high quality early education and out of school time programs are more likely
to graduate from high school, attend college or participate in quality job training
programs. The ultimate goal is for every child in El Paso to become a valuable
member of the workforce and society.
We aim to have an impact within our community by focusing on Collaborations,
Programs and Initiatives that will positively affect children’s lives.
Third grade reading proficiency is the most important predictor of high school
graduation. 74% of students who fail to read proficiently by the end of third
grade often drop out before earning a high school diploma. United Way of El
Paso County’s reading initiative is a targeted effort to increase the percentage
of 3rd graders reading at grade level. Funded by a generous $50,000 grant
from Wells Fargo, this summer United Way will partner with local school districts
to pilot two reading/literacy efforts--Summer Slide Book Distribution where
students select summer “reading bundles” intended to help children build personal
libraries and collect resources for a text-rich home environment and an Early
Literacy and Summer Pre-Kindergarten Boot Camp to expose prekindergarteners to early literacy, classroom routines and experience in group
settings to include practicing waiting turns, meeting new people, and sharing
an adult’s attention with others.
This year, our Emerging Needs Fund supported a unique collaboration between
Project ARRIBA and AVANCE. United Way board of directors approved $50,000
to support the collaborative which focuses on higher education by promoting
the completion of postsecondary degrees of former AVANCE AmeriCorps
members. Our thanks to the Emerging Needs Fund review committee: Gary
Borsch - Professional Investment Council, Jose Lim n - Community Volunteer
and Past Board Chair, Lydia Nesbitt-Arronte - Borderplex Alliance, Katie
Updike - Building Solutions, and Jose Velazquez - ESC Region 19.

BASIC NEEDS
Building Strong Families
The United Way of El Paso County is committed to ensuring that El Paso
families are stable, healthy and in a safe environment. We recognize that many
families in our community are struggling. We continue to focus on safety net
services designed to provide immediate assistance as well as services geared
toward self-empowerment.
Enroll El Paso is a community-wide collaboration created to support outreach
efforts of the Affordable Care Act. The U.S. Department of Health and Human
Services awarded the Enroll El Paso Coalition a federal grant to enable
certified Navigators to assist consumers as they apply for and choose new
insurance options, and to find the most affordable coverage that meets their
healthcare needs. The Coalition was able to assist thousands of El Pasoans
to become informed about the new health insurance programs or sign up for
health insurance themselves. The outreach effort was also supported by
generous funding from the Paso del Norte Health Foundation and Cognosante.

FamilyWize Community Service Partnership is an ongoing program that provides
free prescription discounts and has saved El Paso families more than $750,000 in
medication costs since its inception. Those without insurance as well as those whose
insurance may not cover their prescriptions can benefit from the FamilyWize program.
In El Paso, one out of every four individuals does not have enough food to eat, which
includes 135,000 children and 85,000 adults. On Saturday, May 11, 2013, United
Way of El Paso County joined forces with the National Association of Letter Carriers,
National Rural Letter Carriers Association, the United States Postal Service, AFLCIO, Teamsters, Yellow Roadway Corporation, Campbell’s Soup, Val-Pak, Uncle
Bob’s Self-Storage, AARP, and Feeding America for the 23nd year to help Stamp
Out Hunger across El Paso County. The El Paso National Association of Letter
Carriers Stamp Out Hunger Food Drive benefitted Community Impact funded
agency, El Pasoans Fighting Hunger Food Bank. Letter carriers collected more than
140,000 lbs. of non-perishable foods that generous El Pasoans left next to their
mailboxes.
INCOME
Increasing Financial Stability
The United Way of El Paso County is working to help individuals and families increase
and maximize their income in order to meet daily expenses, as well as to begin the
longer-term process of saving and building assets.
The United Way's work in income is designed to strengthen our community by
identifying and tackling the underlying causes of the financial hardship facing today's
families. United Way brings together cross-sector partners to help lower-income
individuals and families achieve financial independence by empowering them with
the tools and skills necessary to maximize their income, build savings and gain assets.
As part of the MyFreeTaxes Partnership, United Way of El Paso County offered free
federal tax preparation and filing services online to eligible taxpayers. Qualified
individuals earning $58,000 or less are empowered to file their own taxes free of
charge at MyFreeTaxes.com. A service that began in 2009, MyFree Taxes has helped
over 4.5 million families claim more than $8 million dollars in tax credits and refunds
and save on the cost of tax preparation, which can run over $200 dollars.
In collaboration with The Walmart Foundation, Goodwill Industries, and National
Disability Institute, United Way Worldwide works to help taxpayers retain more of
their income. Powered by H&R Block, MyFree Taxes is an online preparation and
filing service that is absolutely free, safe and secure for individuals and families.
Thank you to our partner Bank of America and JP Morgan-Chase Bank who afforded
additional grants to further financial stability for families and individuals in El Paso.

oversight of these contributions. United Way of El Paso County does not charge service-providing agencies a membership or
application fee.
No fees are charged to agencies for participation in the Community Impact Fund allocation process. The only fees incurred are
general administration and fundraising, taken as a percentage for designated donations - currently 5%. These percentages are
based on guidelines established by United Way Worldwide.
Designated donations are paid based on funds actually received from the donor or his employer, net of the fee withheld to recover
administrative and fundraising costs.

Community Engagement
Making an Impact
Assuring children’s success in school, making sure that families are safe and living in homes
free of violence, and assuring that families are financially secure depends on engaging the
entire community. We ADVOCATE for hope and opportunities for a better tomorrow.
Since 2011, the Northeast Coalition has supported education and positive youth initiatives
in the Northeast area of El Paso. The 100+ member coalition strives to make a positive
difference in this area of the city and address the issues youth faced: low graduation rates
and high truancy rates. The Coalition continues with the same motivation and serves as a
platform for sharing ideas and programs with a large and diverse audience. According to
Northeast Coalition founding member Judge Brian Haggerty, since 2011, truancy cases
have dropped from 4,000 a year to 2,300 a year, thanks to the work the Northeast Coalition
has done in the area.
Families and Communities Engaged in Schools (FACES) are events designed to increase
parental engagement and advance a collective approach to improving El Paso children
school readiness by connecting parents, neighborhood nonprofit organizations, higher
education institutions, area hospitals and clinics, as well as law enforcement agencies.
United Way Day of Action is an invitation for people and organizations around the world
to LIVE UNITED and take action to address a variety of challenges. It is a day that we ask
our community to help us put our mission into action by improving the building blocks for a
good quality of life.
Because of this, your United Way of El Paso County joined forces with United Way Worldwide
to celebrate a Day of Action focused on literacy. During summer break, many children
without access to books and enriching activities lose ground to their peers in a phenomenon
known as "summer slide". Studies have shown that by the end of fifth grade, these students
are almost three grade levels behind their peers.
On June 21, 2013, volunteers read and handed out books to children at sites throughout
the community, including libraries, child development centers, hospitals, and summer camps.
Global Youth Service Day is the largest service event in the world, and the only day of
service dedicated to children and youth. Millions of youth in over 100 countries participate
in service learning projects to address the world’s most critical issues and change their
communities. 2013’s Global Youth Service Day, coordinated by United Way, engaged more
than 9,000 El Paso youth.
In March 2014, college students from across the United States arrived in El Paso to spend
their precious vacation time participating in United Way’s Alternative Spring Break 2014.
These community minded students wanted to invest their Spring Break helping build homes
for low-income El Paso families with the Lower Valley Housing Corporation. The students
had the opportunity to work with the families toward completing their homes. Working sideby-side and building relationships with the families is the most unique and rewarding part
of this experience.

The participants also learned about El Paso history and culture by staying on the historic
mission trail at the Ysleta Lutheran Mission. They traveled to different landmarks, local
museums, University of Texas at El Paso, nonprofit agencies in the community and of
course, sampled delicious Texan cooking. They also enjoyed the beautiful scenery
during a sunrise hike through the Franklin Mountains with former State Senator Elliot
Shapleigh.
Our Volunteer Action Center (VAC) works to connect people who are willing to share
their time and talent through an online volunteer match program with non-profit
organizations in need of helping hands. The website has grown to host over 150 agencies
and has referred over 4,000 volunteers to agencies. This resource is used by individuals,
groups, companies and agencies; and has been the central to the growth of volunteerism
in El Paso.
United Way Young Leaders Society is an organization that seeks to create longlasting positive change for El Paso by empowering young professionals to get involved
in their community. Through community advocacy, volunteerism, leadership, and
network opportunities, members are working to address key issues in Education, Basic
Needs, and Income.
This past year, United Way of El Paso County began its first collegiate association; The
University of Texas at El Paso’s Student United Way: a campus based change
community organization, led by students, that addresses critical education, income and
basic needs issues in our community. It is a partnership that reflects our United Way,
the college campus and the community at large. UTEP Student United Way has been
involved in many projects within the community including, Days of Caring Book Drive,
YMCA of El Paso Thanksgiving Turkey Trot, United Way Alternative Spring Break,
and many other volunteer and advocacy projects throughout the city.

Francisco Romero is well known throughout the

successful exhibits throughout the region. His
works of art are included in local, regional, national
and international collections.
Adopt a Family Program
Last year United Way of El Paso County was able to make Christmas happy and
bright for over 150 children in our community. Children that were supported were
children at the Center Against Family Violence, Reynolds House, Sin Fronteras,
Project Vida and El Paso Center for Children.
