Greetingstoyou,thanksforattendingtheAGMthisyear!
Asusual,IamdelightedtoreportthattheOYSABoardandthememberclubshavehadanother
worthwhileyearengagingtheyouthofOregonandsouthwestWashingtoninplayingsoccerin
competitionsatvariouslevels.ManyofyouaroundtheStateofOregonplayedabigroleinthe
oversightoftheseparticipatingyouth.

Thankstothememberclubswhospendenormousenergyandvolunteerhoursmanaging
leagues,clubs,teamswithcoachesandplayersfromTopSoccerupthroughthelevelsofplayto
thehighestatpremier.
Thankstoparentswhoassisttheiryouthinplayingthegame.
ItgoeswithoutsayingthatthestaffofOYSAshouldbethankedaswell.Theirleadershipand
dailylaborinthisorganizationserveallofuswholovetoseeyoungpeopleenjoyingthemselves
inthegame.Theycontinuetore-enforcethethreefocuswordsofeducation,communication,
andcollaborationthatweavetheirwaythroughtheaspectsofOYSA’sroleinachievinggreat
andsafeexperiencesinyouthsoccer.
WehavepartnersoutsideofOYSAthataddvaluetowhatwecanofferyouthsoccerplayers
aroundthestate.Wethankthem!PortlandTimbers(MSLChamps!),USYSAattheRegionaland
Nationallevels,andotherstateassociationsaresomewhoparticipatewithusinexpanding
playingopportunities.

AsweembarkonanotheryearofyouthsoccerinthestateofOregonwehaveseenthegamechange
significantlyfromwherewewereatlastyear’sAnnualGeneralMeeting.Wehavecontinuedtoposition
theAssociationamongtheleadersnationallyintermsofcreatinganinclusive,andplayer-centric
environment.OurthemethisyearisT.E.A.M.-TogetherEveryoneAchievesMore.Itiswiththat
philosophythatweenter2016strongerthanever,andwiththetoolsnecessarytoensurethattogether
wecanadvancethebeautifulgameinOregon.
WewouldalsoberemissifwedidnotcongratulatethePortlandTimbersontheirfantasticMLSCup
victoryin2015.ThereisnotaclubinMLSwithmorepassionatefans,morecommunityinvolvement,
andthatisabetterexampleofhowthesuccessonandoffthefieldinconjunctionwithapartnership
unlikeanyotherwiththeirstateyouthassociationcanyieldtremendousresults.Wearehonoredand
excitedtohavesuchafantasticrelationshipwiththe2015MLSChamps.
GrassrootsCoaching
In2015ourDirectorofCoachingEducation,BobBigney,tookateachingpositiondowninNewMexico
tobeclosertohisfamily.We’dliketothankBobforhisserviceinOregonandwishhimallthebestinhis
newrole.WhileconsideringreplacementsforBob'svacantpositionwedecidedtotakeacompletely
newapproachtoourcoachingeducationprogram.Havingonepersoncovertheentirestateleftus
lighteroncoveragethanwewouldhavepreferredduringpeaktimes.Wedecidedtoundertakeabold
newinitiativeandcreatedtheGrassrootsCoordinatorpositions.
Thesesixnewcoaches,positionedstrategicallyacrossthestate,giveusmuchbetterlocalizedcoverage
andenableustosupportamuchgreaterareaofthepopulation.Inaddition,twoofthesixpositionsare
solelyfocusedonourLatinocoachingdemographicwhichweareveryeagertogrowandservice.
WenowhavecoverageinEastPortlandandtheI-84Corridor,andWestPortlandandthecoastal
regions.WehaveacentralvalleycoordinatorbasedinEugenewhowillservicetheWillametteValley
andBendlocales.WealsohaveonedowninthesouthernOregonareathatwillhandlethegrowing
needforcoachingeducationdownthere.OurtwoLatinocoachesarebasedinPortlandandCorvallis
andwillcoverindividualizedneedsastheyarisefromclubsacrossOregon.
Thesecoordinators,allestablishedcoacheswithintheirownrights,willundertakecoachingeducation
courses,individualclubeducationrequirementsasneededandrequested,aswellasourentry-level
refereeeducationcourses.Weareextremelyexcitedtoseetheimpactthatthesesixnewpositionswill
haveandknowthatwiththisnewinitiativewewillbeabletoimpactmuchmorethanweeverhave.
RefereeEducation
Inadditiontoournewemphasisoncoachingeducationwehavealsotakenthereinsofourreferee
developmentinthestate.WehaveboughtonboardDavidGrbavacasourManagerofReferee
Developmentwho,alongwithnewschedulerswilllooktomentor,recruit,retain,anddevelopnew
refereesacrossthestate.
Refereesareanextremelyvaluablepartofourgame,andovertheyearswehaveseenasteadydecline
inthenumberofnewreferees.WearetakingtheleadandareextremelyexcitedtohaveDavidon
board.Heisveryrespectedintherefereeworldandtheideasandenergyhebringstothisnewposition
willmakeahugedifferenceinthestate.
Weknowinthepastrefereeshaveoftenbeenseenasanecessaryyetadversarialpartofourgameand
wewanttoensurethattheyareconsideredanequalpartofourassociationandthegameingeneral.
Theyarepartofourteam.Withoutthemthereisnogamesobringingthemonboardisextremely
beneficialforallparties.Wealsohavesignificantclubbuy-inforthisnewroleandreallyfeelitisgoing
tobeateamcollaborationgoingforward.
TheNEWGoalLinesMagazine!
WeareextremelyexcitedtoannouncethatwewillbegivingGoalLinesmagazineafaceliftstartingin
February.Wewillbeenhancingthedigitalversionfromitscurrentsinglepagequarterlyformattoanew
magazinestylethatwillcomeoutmonthly.Therewillbemorecontent,moreindividualizedstories,and
itwillbecompletelyinteractivewithourmembers.
OurnewMarketingManager,SimonDate,willbedevelopingcontentonanongoingbasiswithexciting
newsegmentscoveringindividualclubs,coaches,andguestcontributors.Therewillbepiecesfromthe
Grassrootscoordinators,RefereeDevelopment,andotherfunitems.Wewillhavevideocontent,polls,
andtargetedadvertisingwithourpartners.Therewillbespecialoffers,prizes,andmuchmore.We
don'twanttogivetoomuchawayatthispointbutlookforthebrandnewversionarrivinginlate
Februaryinyourinbox.
Partnerships
WeareexcitedtocontinueourpartnershipswithGearFCastheofficialpartnerforoursmall-sided
games.Theywillalsobetheprovideroftheequipmentweneedforourcoachingeducationresources.
OurcontinuedpartnershipwiththeNSCAAisasstrongaseverandisreflectedinthegrowingnumberof
coursesweareofferingthroughtheirorganization.Weareluckytobeabletopartnerwiththemgoing
forward.Affinitysportscontinuestobeourregistrationserviceofchoiceandisavaluedandcriticalpart
tothesuccessofsoccerinthestate.Wearenowworkingwithover55,000participantsandareexcited
andreassuredfortheserviceandsecuritythatAffinityprovide.
Wearealsohappytoannouncethatourcoachingeducationopportunitieshavegoneinternational.We
willbeannouncingthedetailsofourpartnershipwithCelticFootballClubinthecomingmonthswhich
giveusafantasticopportunitytoseehowthingsaredoneontheothersideofthepond.Thisisonce
again,aperfectexampleofhowourassociationisleadingthewayincoachingeducationintheUnited
States.
Asyoucansee,wehavebeenextremelybusyduringthepastyearandhavelaidthegroundworkfor
successandopportunityin2016.Weareextremelyexcitedandhonoredthatyouarepartoftheride.
Wehavenointention,however,ofsittingonourlaurelsthisyearandwillcontinuetoputtheOregon
YouthSoccerAssociationamongtheverybestinthecountry.
MemberServices

MemberServicesisdedicatedtoidentifyingandrespondingtotheneedsofclubsandtheirmembers.
Formostclubsthisinvolvesrefereeandplayerdevelopmentopportunities,riskmanagement,interand
intraclubgrievanceresolutionandassistingwithissuessuchasclublegalchallenges,bylawand/or
policyrevisions,andriskmanagement.Inadditiontoservingmemberclubs,thedepartmenthasbeen
involvedintheoperationofsponsoredleaguesandtournaments.MemberServicesisalsoresponsible
forassistingtheOYSAVicePresidenttomanageOYSAdisciplinaryhearingsaswellassupportingand
expandingTOPSoccerprogramsinmemberclubsandtheSoccerAcrossAmericaprogram.
MaintainingfrequentcontactwithourmemberclubsisanessentialactivityofMemberServicessoOYSA
canbeawareofandrespondtothechangingbusinessandprogrammaticlandscapethatconfrontsour
clubsthroughoutourstate.Lastyearweaidedinestablishingnewclubs,assistedseveralgroupsto
understandtheprocessofestablishingaclub,assistedexistingclubswithbylawreviewsandother
governanceissuesandassistedinresolvinganumberofdisputesandgrievances.
TheMemberServicesDepartmenthasmadeavailableonourwebsitedocumentstoassistnewclubsas
wellasexistingclubswithbylaws,policies,andriskmanagement.Thedepartmentwillcontinueto
developmanualstosupplementpoliciesfordisciplineandmembership.Thegoalsformanual
developmentaretostreamlineproceduresandmakeguidancemoreeasilyaccessibletoourmembers.
SoccerAcrossAmerica
SoccerAcrossAmericahasagoaltobringsoccertoallchildrenregardlessofwheretheylive.The
programisdedicatedtocreatingnewsoccerclubsandprovidingplayingopportunitiestochildrenin
underservedandun-servedsoccerareasthroughoutthestate.USYouthSoccerhassuspendedgrants
duetotheirbudgetaryconstraints.WhileOYSAhascontinuedtoassistnewclubdevelopment,wehave
beenunabletoprovidedirectfinancialsupporttonewclubs.
DuringFY12-13OYSAworkedwithourpredominatelySpanishspeakingclubstobeginthecreationofan
umbrellaserviceprogramunderthenameofAlianza.OYSAcontinuedtoworkwiththoseprograms
duringFY13-14,helpingfacilitatemeetingsandproblemsolvingamonggroupmembers.Significant
administrativeissuesintheAlianzaclubsbecameapparentastheyearprogressed.DuringFY14-15the
AlianzaclubscontinuedtheirmeetingswithoutthedirectparticipationofOYSA.OYSAcontinuedto
supportindividualclubstomeettherequirementstobeeithermemberclubsofOYSAoraffiliates.
TOPSoccer
TheOutreachProgramforSoccerisaprogramforplayerswithdisabilities.TheOregonprogramisone
ofthemostrespectedinthenation.Thisprogramisdesignedtoofferfunsocceractivitiesthatimprove
themotorskills,fitness,selfesteemandsocialskillsofthesespecialathletes.TOPSoccerfocusesonthe
individualratherthanoncompetition.
DuringthisyearwehavehadactiveprogramsinAlbany,Beaverton,Eugene,Gresham,Medford,
Clackamas,Milton-Freewater,andPortland.TheprograminAlbany,hostedbyTFAWillamette,began
operationsinfall2014.Theprogrambegansmall,butitwillcontinueinthe15-16year.Programdirector
SalvadorMacielanticipatescontinuedgrowthinthenewyear.
TheTOPSoccerprogramsinClackamas,Gresham,andBeavertonhavecontinuedtobuildontheir
successes.ThreeRiversSoccerinClackamasonceagainhadagreatsuccesswithitsTOPSoccerRama.
TheGreshamprogramhostedbyEastsideTimberscontinuestodevelopandhasdoneanexcellentjob
ofincreasingparticipationintheirservicearea.Allsignspointtocontinuedgrowthinthenumberof
childrenservedthroughTOPSoccer.
TheRegionIVTOPSoccerSymposiumwashostedbyColoradoYouthSoccer.JohnHannaandSimonDate
attendedonbehalfofOYSA.ThenextregionalsymposiumwillbehostedbyWashingtonYouthSoccer.
JohnHannasteppeddownfromthepositionofOregonTOPSoccerchaireffective5/15/2015.Heis
succeededbySimonDate.
OYSAwouldliketoexpressitssincereappreciationtoJohnHannaforhismanyyearsofdedicated
servicetoTOPSoccerinOregon,inUSYouthSoccer’sRegionIV,andinUSYouthSoccernationally.John
hasbeenabigpartoftheOregonTOPSoccerscene.Hehelpedtoorganizeseveralprogramsandhas
deliveredtrainingtomanyofourTOPSoccercoachesandadministrators.Inadditiontoassistingothers
toestablishprogramsJohnranaTOPSoccerprograminTualatinformanyyears.Buildingonthe
pioneeringworkofDianeSmith,JohnHannahashelpedtoestablishasolidfoundationforthefuture
developmentofTOPSoccerinOregon.
OYSAwouldalsoliketowelcomeSimonDateasthenewTOPSoccerchair.Hebringspersonal
experienceofworkingwithspecialneedschildrenaswellasprofessionalexperienceasaspecial
educationteacher.
LEAGUESANDTOURNAMENTS
Duringthe2014-2015fiscalyearOregonYouthSoccercontinuedtobuildonitspartnershipwiththe
PortlandTimbersandThornstooperateleaguesandtournamentsforalllevelsofcompetition.Inthefall
of2014thePortlandTimbersandThornsoperatedthreeleagues,aPremierLeague,aChampionship
Leagueforteamsnotinthepremierdivisions,andaboyshighschoolleague.OYSAalsopartneredwith
theTimbersandThornstoprovideadevelopmentalleagueforU9andU10teamsaswellasrecreational
tournamentforU9-U14teams.

RECREATIONAL
TimbersandThornsRecreationCup
TheTimbersandThornsRecreationCupwasdevelopedtoprovideatournamentopportunityforteams
thatcompeteinOYSAsanctionedrecreationalleagues.The2014tournamentwaspresentedin
cooperationwithTualatinHillsJuniorSoccerLeague.Therewereatotalof73teams,agesU9-U14,
participatinginthetournament,a22%increasefromtheKohl’sCupheldthepreviousyear.Competition
washeldtheweekendofOctober4-5,2015,withgamesplayedattheTualatinHillsRecreationCenter,
PCCRockCreek,PowerlinesPark,andWaterhousePark.Championsandfinalistsreceivedmedalsand
championsalsoreceivedatrophy.

classifiedasrecreationalandtheleaguedoesnotpublishresultsorstandings.Modifiedrulespromote
buildingupplayfromthebackandkeepingtheballontheground.
Thefall2014leaguehad74teams.Therewere88teamsparticipatinginthespringdevelopmental
league,anincreaseof19%.OYSAexpectscontinuedgrowthinthisleagueduringcomingseasons.
COMPETITIVE
Fall–2014Leagues
TheTimbersandThornspresentedtheirfirstfallseasonwithOYSAin2014.Theleaguequalifiedteams
forthe2015OregonStateCup.ResultsfromthisfallseasonwereusedtoseedtheStateCup
tournament.CompetitionatU11-U14wasdividedintotwoleagues,aPremierleagueanda
Championshipleagueforallteamsnotinthepremierleague.Therewasalsoaleagueforhighschool
ageboysteams.MostofthehighschoolteamswerefromSouthwestWashingtonasWashingtonhigh
schoolsplayboyssoccerinthespringratherthanfall.Therewere71teamsinthePremierleague,198
teamsintheChampionshipleague,andanother15teamsintheboyshighschoolleague.

TheU11andU12teamsplayedtofinalsandtheU13andU14teamsplayedtodeterminethe
semifinalists.U15-U18teamsbegantheirparticipationinthetournamentinApril2015.TheOregon
PresidentsCupcompletedplayinAprilandMayconcurrentlywiththeOregonStateCup.
Thetournamentwasanopentournamentforanyage-eligibleteamsthatwere100%registeredwith
OYSApriortothebeginningofthetournament.FinalsforU13-U18wereplayedMay3rdatBuckman
FieldinPortlandandtheTualatinHillsRecCenterinBeaverton.TheChampionsoftheU13-U17age
groupswereeligibletoadvancetotheRegionIVPresidentsCupTournament,whichwasheldin
Snohomish,Washington,June10-14,2015.

YouthSoccerRegionalLeaguesinmostagegroupsareeligibletocompeteinoneoffourUSYouth

TheUSYouthSoccerNationalChampionshipSeriesannuallyprovidesthenation'stopcollegiatecoaches
withthepremierstagetoidentifyandscoutthemostcovetedplayersinthecountry.

Association’sfinancialrecordsasofJune30,2015.Theauditwasconductedinaccordancewithauditing
standardsgenerallyacceptedintheUnitedStatesofAmericatodeterminewhetherthefinancial
statementsarefreeofmaterialmisstatements.
ThefinalauditreportdatedDecember28,2015finds,“Inouropinion,theconsolidatedfinancial
statementsreferredtoabovepresentfairly,inallmaterialrespects,thefinancialpositionoftheOregon
YouthSoccerAssociationandSubsidiaryasofJune30,2015,andthechangesinitsnetassetsandits
cashflowsfortheyearthenendedinaccordancewithaccountingprinciplesgenerallyacceptedinthe
UnitedStates.”
ThefinancialstatementsreflecttheconsolidatedresultsofOregonYouthSoccerAssociation(OYSA)and
OregonYouthSoccerFoundation(OYSF).FortheyearendingJune30,2015,ournetassetsdecreased
by$54,766.Our2015-2016Budgetwaspreparedwithaprojectedoperatingprofitof$25,470.
OYSApreparesaprofitandlossstatement,balancesheetandbankreconciliationeachmonth,whichare
regularlyreviewedbytheFinanceCommittee.TheFinanceCommitteethenreportssignificantresultsto
theOregonYouthSoccerAssociation’sBoardofDirectors.
Further,aquarterlyreportispreparedfortheFinanceCommittee,detailingbudgetaryvariances.
FinancialreportsareavailabletoallclubpresidentsandmembersoftheOregonYouthSoccer
Associationuponrequest.
TheFinanceCommitteemeetsasneededtoreviewandapprovetheannualbudget,reviewfinancial
recordsandassessfiduciaryresponsibility.Thecommitteereviewsfinancialreportsanddevelopsclear
andconcisereportingstrategiesfortheboardandOregonYouthSoccerAssociationmembers.

thismeetingastheywerepresentedintheAGMinformationpacket,motionpassed.
