Bhaktevidanta Academy • 120 students in 5 buildings: Grades K-6 • Private Academy not related to charter school found on the southeast portion of the property. • Allowed by Special Use Permit under the overall PD • One security Dwelling Farm Worker Housing • Maximum 7 residential units. Density will not exceed the maximum density allowed under the rural/agriculture land use (1 du/5 acres). • Permitted by special exception under the PD zoning district. Religious Facilities • New Temple structure proposed • Existing temple includes a kitchen facility, outdoor pavilion, parsonage, office and gift shop • These uses are allowed by right under the existing code – no special use permit or special exception required Spiritual Retreat • Classified as a ‘recreational camp’ in the ULDC (404.111) • Allowed by special exception • 2 Lodges (maximum 25 rooms per lodge) proposed along with 23 retreat cabins • Retreat Center adjacent to lodges and new temple • Proposed use for extended (week long) retreat by visitors Comprehensive Plan Consistency • Proposed uses are considered an Institutional Use per the Future Land Use Element of the Plan (religious facilities, schools) • Facilities meet the location criteria for Institutional uses. • Farm uses including farm worker housing are consistent with Agricultural policies found in the Plan ULDC Consistency • Proposed uses meet the criteria found in the ULDC for the approval of special use permits and special exceptions by the Board. Staff Recommendation • Staff recommends that the Commission hear the item and approve the request for a planned development district with special use permit for a private school and special exceptions for farm worker housing and spiritual retreat (recreational camp).
