Chairman of the Finance Committee, Mr. James Klutse Avedzi by leave of the Rt. Hon. Speaker and the House, withdrew the Report of the Joint Committee on Communications and Finance on the Electronic Communications (Amendment) Bill, 2016 which was laid on Monday, 14th March, 2016. 7. (i) Report of the Finance Committee on the Treaty to the Second Millennium Challenge Compact between the United States of America, acting through the Millennium Challenge Corporation, and the Government of the Republic of Ghana, operating through the Millennium Development Authority (MiDA) for a grant amount of Four Hundred and Ninety-Eight Million, Two Hundred Thousand United States Dollars (US$498,200,000) and a Government of Ghana contribution of Thirty-Seven Million, Three Hundred and Sixty-Five Thousand United States Dollars (US$37,365,000). (ii) Report of the Joint Committee on Communications and Finance on the Electronic Communications (Amendment) Bill, 2016. The following Bill was presented and read the first time: By the Hon. Minister for Local Government and Rural Development, Alhaji Collins Dauda on behalf of the Minister for Youth & Sports Sports Bill, 2016. The Rt. Hon. MOTION That this Honourable House adopts the Report of the Finance Committee on the Ghana’s Subscription to Additional 677 Shares of the Capital Stock of the International Bank for Reconstruction and Development (IBRD) of the World Bank Group (WBG). (Moved by the Hon. Chairman of the Finance Committee, Mr. James Klutse Avedzi and seconded by the Hon. Member for Sekondi, Papa Owusu-Ankomah) Question proposed: Debate arising Question put and motion agreed to 10. The House accordingly resolved as follows: WHEREAS 1. By the provisions of Article 181(5) of the Constitution the terms and conditions of any international business or economic transaction to which the Government of Ghana is a party shall not come into operation unless the said terms and conditions have been laid before Parliament and approved by Parliament by a Resolution supported by the votes of a majority of all Members of Parliament; 2. Pursuant to the provisions of the said Article 181(5) of the Constitution, and at the request of the Government of Ghana acting through the Minister responsible for Finance, there has been laid before Parliament the terms and conditions of a request for Ghana’s Subscription to Additional 677 Shares of the Capital Stock of the International Bank for Reconstruction and Development (IBRD) of the World Bank Group (WBG). [11] THIS HONOURABLE HOUSE HEREBY RESOLVE AS FOLLOWS: In accordance with the provisions of the said Article 181(5) of the Constitution this House approves the request for Ghana’s Subscription to Additional 677 Shares of the Capital Stock of the International Bank for Reconstruction and Development (IBRD) of the World Bank Group (WBG).
