One Milwaukee
Milwaukee County, like many Metropolitain places in America has a proud, working-class history with diverse immigrant roots. We are known internationally as the City of Festivals where we celebrate our many ethnic
heritages. As Wisconsin's economic engine, it's no surprise that we also boast one of the largest and fastest growing Latino populations in our state.
As daughters of immigrants and local and state elected officials, we know respect the pursuit of the American Dream and the basics of democracy which are founded on elected representation. The City and County of
Milwaukee recently adopted legislation during their 2016 annual budget deliberations to begin providing local identification cards for residents. After public hearings, public debate, and many votes on this partnership, the
legislation won approval at both local levels.
But once again, State Republicans think they know best. The Grand Ole Party once loudly declared its support for local control but it appears that was only if they controlled local governments. Add an attack on a new local
ID card program to the long list of usurping local decisions. From taking over public schools to consolidating power in the County Executive's office, these continued power grabs are undemocratic.
The IDNYC has been a great success with nearly half a million New Yorkers taking advantage of the many resources that come along with their own local id. Last August, more than 30,000 free memberships had been
activated at local cultural institutions. A Milwaukee ID will help residents take out a library book, bank, receive medical assistance and enjoy our world class cultural assets.
The sponsors of the State bill aimed at prohibiting this local decision are trying to sell the same, xenophobic, extreme scare tactics as their party's Presidential front- runner, Donald Trump. However, recent polls in Wisconsin
show that our state has been cool to his divisive and hateful rhetoric, perhaps due to our rich immigrant heritage.
The state bill's cosponsors who seek to prohibit this local decision falsely claim that there was a nefarious intent to promote use of these new local ID cards for voting. These same Republican legislators have rewrote
election laws and have made it harder than ever for voters in our state to carry out their constitutionally protected rights. They should know what is required to vote in Wisconsin rather than use this red herring argument to
mask an anti-immigrant agenda.

to cooperate with investigations, all of our communities are made less safe. Our hope is that our constituents will have the confidence to pick up the
phone and report crimes (from domestic violence to gang activity), so perpetrators will not be able to thrive undetected, thus improving public safety
for all of us.

bank accounts and cash checks. They allow residents take out a library book and enjoy a community’s cultural assets. Local ID cards have also
improved law enforcement efforts and promoted public safety because residents become more willing to report criminal activity if they have the proper
identification.
Our research into local IDs suggests that Milwaukee, and its residents, will experience similar benefits. The IDNYC has been a great success with
nearly half a million New Yorkers taking advantage of the many resources that come along with their own local ID card. Last August, more than 30,000
free memberships had been activated at local cultural institutions. Residents will find it easier to get jobs, to pay their bills, and to access educational
institutions that promote deeper community ties and greater productivity.
But once again, our efforts to uplift our community are being tamped down by some Legislative Republicans who are attempting to prohibit the
issuance of local IDs. Although this is just the latest in a long string of attacks on local control this session, (from taking over public schools to
consolidating power in the County Executive's office), this effort will have serious impacts on our ability to promote job creation and public safety. For a
party that claims a commitment to local control and economic development, this effort makes such claims appear as nothing more than lip service at
best, xenophobia at worst.
The state bill's cosponsors, who seek to prohibit this local decision, falsely claim that local IDs will be used as tools to promote voter fraud. Nothing
could be further than the truth. There is no left-wing conspiracy to undermine our elections. They should know what is required to vote in
Wisconsin since they rewrote our election laws to make it harder to vote, but easier for politicians to raise endless cash from corporate interests. Their
argument is nothing but a red herring that has no merit and no place in our local governance. Their tactics smell of the same, xenophobic, extreme
scare tactics as their party's Presidential front- runner, Donald Trump. However, recent polls in Wisconsin show that our state has been cool to his

Here's my contribution. I wanted to add some content around public safety. It is the messaging that I have used on the benefits of drivers cards and it has worked well in
helping to earn support from average Wisconsinites. Let me know what you think!
Milwaukee County, like many Metropolitan places in America has a proud, working-class history with diverse immigrant roots. We are known internationally as the City of
Festivals where we celebrate our many ethnic heritages. As Wisconsin's economic engine, it's no surprise that we also boast one of the largest and fastest growing Latino
populations in our state.
As daughters of immigrants and local and state elected officials, we know respect the pursuit of the American Dream and the basics of democracy which are founded on
elected representation. The City and County of Milwaukee recently adopted legislation during their 2016 annual budget deliberations to begin providing local identification
cards for residents. After public hearings, public debate, and many votes on this partnership, the legislation won approval at both local levels.
But once again, State Republicans think they know best. The Grand Ole Party once loudly declared its support for local control but it appears that was only if they
controlled local governments. Add an attack on a new local ID card program to the long list of usurping local decisions. From taking over public schools to consolidating
power in the County Executive's office, these continued power grabs are undemocratic.
The IDNYC has been a great success with nearly half a million New Yorkers taking advantage of the many resources that come along with their own local id. Last August,
more than 30,000 free memberships had been activated at local cultural institutions. A Milwaukee ID will help residents take out a library book, bank, and enjoy our world
class cultural assets.
Local ID cards will also improve public safety for all Milwaukeeans because access to a identification will foster a greater willingness to cooperate with law enforcement. So
often, we have heard from immigrant constituents who express fear in reaching out to police to report a crime because one of the first things they will be asked for is ID,
which they are usually unable to provide. When victims will not call for help, and witnesses will choose not to cooperate with investigations, all of our communities are made
less safe. Our hope is that our constituents will have the confidence to pick up the phone and report crimes (from domestic violence to gang activity), so perpetrators will not
be able to thrive undetected, thus improving public safety for all of us.
The sponsors of the State bill aimed at prohibiting this local decision are trying to sell the same, xenophobic, extreme scare tactics as their party's Presidential front- runner,
Donald Trump. However, recent polls in Wisconsin show that our state has been cool to his divisive and hateful rhetoric, perhaps due to our rich immigrant heritage.
The state bill's cosponsors who seek to prohibit this local decision falsely claim that there was a nefarious intent to promote use of these new local ID cards for voting. These
same Republican legislators have rewrote election laws and have made it harder than ever for voters in our state to carry out their constitutionally protected rights. They
should know what is required to vote in Wisconsin rather than use this red herring argument to mask an anti-immigrant agenda.
Let's unite
Milwaukee. Let's make it a more welcoming, safer place for everyone to live and have the opportunity to work hard to achieve the American Dream. Let's celebrate our

Local ID’s have had important economic and social impacts in communities across the country, including in some with the most challenging socio-economic landscapes. They
provide crucial information to employers seeking to hire our residents. They enable members of our community to open bank accounts and cash checks. They allow residents to
take out a library book and enjoy a community’s cultural assets. Local ID cards have also improved law enforcement efforts and promoted public safety because residents become
more willing to report criminal activity if they have the proper identification.
Our research into local IDs suggests that Milwaukee, and its residents, will experience similar benefits. The IDNYC has been a great success with nearly half a million New Yorkers
taking advantage of the many resources that come along with their own local ID card. Last August, more than 30,000 free memberships had been activated at local cultural
institutions. Residents will find it easier to get jobs, to pay their bills, and to access educational institutions that promote deeper community ties and greater productivity.
But once again, our efforts to uplift our community are being tamped down by some Legislative Republicans who are attempting to prohibit the issuance of local IDs. Although this is
just the latest in a long string of attacks on local control, (from taking over public schools to consolidating power in the County Executive's office), this effort will have serious impacts
on our ability to promote job creation and public safety. For a party that claims a commitment to local control and economic development, this effort makes such claims appear
as nothing more than lip service at best, xenophobia at worst.
The state bill's cosponsors, who seek to prohibit this local decision, falsely claim that local IDs will be used as tools to promote voter fraud. Nothing could be further than the truth.
There is no left-wing conspiracy to undermine our elections. They should know what is required to vote in Wisconsin since they rewrote our election laws to make it harder to vote,
but easier for politicians to raise endless cash from corporate interests. Their argument is nothing but a red herring that has no merit and no place in our local governance. Their
tactics smell of the same, xenophobic, extreme scare tactics as their party's Presidential front- runner, Donald Trump. However, recent polls in Wisconsin show that our state has

Join us on Wednesday, January 20th at 9am in Room 300 NE at the Capitol in Madison for a day of lobbying in defense of immigrant
and worker rights!
Anti-immigrant legislators have put forward bills to:
Permit police and public employees to ask people about their immigration status (AB 450)
Impound the cars of people stopped for driving without a license
Block local control and local ID cards (SB 533)
On January 20th, we will visit lawmakers to urge them to oppose all three bills and testify in a public hearing at 10am on AB 450 in Room 412 East.
We will have a bus available in Racine and Milwaukee for those who need a ride. The bus leaves from the Racine Labor Center (2100

As we speak, anti-immigrant politicians are trying to turn Wisconsin into Arizona!
Join us on Wednesday, January 20th at the Capitol in Madison for a day of lobbying in defense of immigrant and worker rights!
Anti-immigrant legislators have put forward bills to:
Permit police and public employees to ask people about their immigration status and detain undocumented people for deportation (AB 450)
Impound the cars of people stopped for driving without a license
Block local control and local ID cards (SB 533)
On January 20th, we will visit lawmakers to urge them to oppose all three bills and testify in the public hearing at 10am on AB
450 in Room 412 East.
We will have buses leaving from Racine, Milwaukee, and Waukesha for those who need transportation. The bus leaves from the
Racine Labor Center (2100 Layard Ave.) at 6:30am, from Voces de la Frontera (1027 S. 5th Street) in Milwaukee at 7am, and from the Waukesha

Tomorrow at 1pm, the Wisconson Senate will hold a hearing on SB 533, a bill to block the local identification cards our movement
won last year for undocumented people and under-documented US citizens who can’t access state ID.
Join us tomorrow at the Capitol in Madison to attend the hearing, speak to the need for these IDs, and defend our victory.
The hearing is at 1pm in Room 411 South of the Capitol in Madison. Buses leave at 10am from the Racine Labor Center (2100 Layard Avenue), at
10:30am from Voces de la Frontera (1027 S. 5th St. in Milwaukee), and at 11am from Casa de Restauración Methodist Church (21300 W. Greenfield

Many immigrants, transgender people, the homeless, seniors, formerly incarcerated people, and thousands of low income people in Milwaukee and
throughout the state cannot access Wisconsin state ID. With a local ID, these marginalized community members could identify themselves to police
when stopped or when they need to report crimes, could identify themselves to homeless shelters and healthcare providers; domestic
violence domestic violence survivors would be able to file papers in court to protect the victim and their children; people could take their recycling to city
recycling centers and access other local government services they pay taxes to provide; enter public schools to meet their children’s teachers.

Action Alert: Join Us Tomorrow at the Capitol to Oppose Anti-Immigrant Legislation!
Dear Marina,
Tomorrow, the Elections and Local Government Committee of the Wisconsin State Senate will vote on a bill (SB 533) to block Milwaukee's new initiative to provide identification
cards to people who cannot obtain Wisconsin state ID, including undocumented people.
At 10am tomorrow, we'll be heading to the Capitol to call on Governor Walker and state lawmakers to oppose SB 533 and other anti-immigrant bills currently before the state
legislature.
Can you join us at 10am tomorrow in the Assembly Parlor at the Capitol in Madison?
The Assembly Parlor is off the Assembly chambers on the second floor in the west wing of the Capitol. We'll hold a press conference and then deliver a letter to Governor Walker's
office, visit lawmakers to ask them to oppose the bills, and attend the 1pm vote on SB 533 in Room 330 Southwest. We will provide lunch. For those leaving from Milwaukee, we'll

Monday, October 26 th , and will come to a full vote before the board this Thursday. Last Friday the Public Safety Committee of the
Milwaukee Common Council unanimously passed legislation to include the program in the city’s budget.
“Too many people are denied access to a full quality of life because they do not have proper identification,” said County Supervisor Peggy Romo
West. “Some cannot get driver licenses or other forms of ID, making this measure critical to ensuring that people can get needed identification so that
they can perform basic functions in society. Local ID cards are being used more and more throughout the United States, and it’s time our community
takes action to allow people to identify themselves.”

We at Voces have been getting a lot of questions from community members since the wonderful votes last week and the week before to include Milwaukee IDs in the city and county
budget. Many thanks and congratulations to you all for your work!
We would like to invite you to be part of two important follow-up steps.
1. In the next two weeks, we should meet to discuss next steps with creating the task force. Can we suggest any times this Wednesday (11/18) or Friday before 12:00 noon
(11/20)? Alternatively, are there any times next Monday afternoon (11/23), Tuesday (11/24) or Wednesday (11/25) which work for you all? We can make space available here
at Voces or hold the meeting at City Hall or the County Courthouse, whichever makes sense from your perspective.
2. Also, please join us on Saturday, December 5th, at 2pm at Voces (1027 S. 5th St.) when we will open our monthly membership meeting to the public for a community forum on
the new local ID cards.

this is a racist attack on immigrants, LGBT people, formerly incarcerated people, seniors, and the poor and working class people in Milwaukee who need this ID card
These legislators are responding to anti-immigrant sentiment within the Republican Party (the Trump effect), not the desires of the people of Milwaukee who are affected by this
proposal
no one is going to try to use Milwaukee IDs to vote or to receive public benefits they are not entitled to. there are already laws governing what IDs can be used for voting and to
receive public benefits, and the creation of Milwaukee IDs isn't going to change that.
Milwaukee IDs passed the county board 14-3 and passed the common council 14-1. This bill goes against home rule, is totally undemocratic and anti-Milwaukee.

SHORT DEADLINE:
1:00pm January 5, 2015
Preventing fraud and abuse in voting and state government programs has been a priority for this Legislature. Requiring state or federal identification cards is not too high a
burden to ensure integrity in our system. Creating another government photo identification card that people may believe qualifies them for benefits is potentially misleading,
confusing, and unfair to the card’s recipient, and unnecessary.
Even though counties and towns have no specific authority to issue photo identification cards, this bill prohibits county and town governments from issuing, or expending funds
to issue, photo identification cards. The bill further states that photo identification cards issued by local governments may not be used for the purposes of voting, registering to
vote, or obtaining state benefits. The bill does NOT prohibit county and town governments from issuing photo identification cards to their employees.

Analysis by the Legislative Reference Bureau
This bill prohibits towns and counties from issuing, or expending funds for the issuance of a photo identification card for any resident of the town or county, other than an
employment-related identification card for employees of the town or county.
The bill also provides that an ID card issued by a city or village may not be used for voting, registration for voting, or to obtain public benefits, such as Wisconsin Works,
including Wisconsin Shares; the food stamp program; the Medical Assistance program; and the programs that provide state supplemental payments to persons receiving
federal supplemental security income. Under the bill, if a city or village issues an ID card, the card must state clearly on its face that the card is not authorized for voting
purposes.
The bill specifies that any card issued by a city, village, town, or county that had been used as an identification document for proof of residence for voting registration may no
longer be used for that purpose.
