Man held for stealing
at neighbour’s house

Chennai, Aug 23:
A man was arrested by the police
this morning for stealing gold from
his neighbour, at Ambattur.
According to the police, Vyjayanthi
(40), a widow and a resident of Shivananda Nagar in Ambattur, filed a
complaint with the police that nearly
six sovereigns of gold from her house,
were found missing. Vyjayanthi ran a
catering business for a living.
Based on her complaint, the police
conducted inquiries and subsequently
arrested her neighbour Bagyaraj (36).
A native of Melur in Madurai, he
worked here as an auto driver, and
had been living with his relative
Rani. He was arrested and the gold
recovered.
Youth run over
A man lost his life after being hit by a
private bus at Moolakadai yesterday.
According to the police, Rajakani (27), a
resident of Shalimar Nagar in Vyasarpadi, was riding pillion with his friend Sadiq.
Raja worked at a cell phone store.
The police said, the bus which hit
their vehicle from behind, belonged to a
private engineering college. While Rajakani suffered a fatal head injury, Sadiq
escaped with minor bruises. The driver

body sent to Rajiv Gandhi Government
Hospital. A case has been registered.

said all universities in the State and

linked through cloud computing and
various services would be provided
to students, teachers and research
scholars.
Making a statement under Rule 110
in the Assembly, she said the project
will be implemented within three years
at a cost of Rs 160 crore. She also said
100 students from 10 government engineering colleges will be selected and
sent to abroad institutions every year,
to get 15 days industrial training. 'This
scheme will be implemented at a cost
of Rs 1.50 crore,' she said.

Giving a complete overhaul to
school education department, Chief
Minister J Jayalalithaa today made 12
announcements, including creation of
infrastructure facilities at a cost of Rs
60.79 crore.
Reading out a statement under Rule
110, she said three primary schools
will be upgraded as middle schools
and 19 middle schools as high
schools. She said 95 new teaching
vacancies will be created in these institutions. Necessary drinking water,
toilet, kitchen and other facilities will
be created in these schools at a cost
of Rs 28.52 crore.
Stating that infrastructure facilities
in schools were created at a cost
of Rs 4,166 crore in the last five
years, she said in continuation,
the works will be carried out at Rs
60.79 crore this year. These include

The Indian Premier League (IPL) is
a forerunner of sorts. It has spawned
T20 leagues across the country and the
Tamilnadu Premier League (TNPL) is
the latest to join the bandwagon.
The tournament has generated a lot
of hype in the run-up and is expected
to throw up new talent. The eight franchises have prepared in right earnest
after choosing rosters through a players
draft late last month. The cricketers
will be looking forward to showcase
their talent and catch the
attention of the selectors.
Despite possessing a wealth
of talent, Tamilnadu has
been underperfoming in
recent years in national-level
tournaments and the hope
is that the TNPL would help unearth
talent from the rural pockets.

slipped under the radar, it offers a
chance to make a comeback in the

P V Sindhu may have won the silver
medal at the Rio Olympics and won
our hearts, but she is now stuck in
an ongoing tussle between the governments of Telangana and Andhra
Pradesh to claim her as their own.

Gopichand landed at the Rajiv Gandhi
International airport on Monday, some

Andhra Pradesh were present to welcome her. The Telangana government
felicitated Sindhu and Gopichand at
Gachibowli Stadium yesterday. At the
felicitation event at the stadium, Telangana deputy chief minister Mohd.
Mahamood Ali described Sindhu as
Telangana’s pride, while Home Minister N Narasimha Reddy called her
‘Telangana Ammayi (girl)’.

prosperous region, and that includes meetings at any level
between Indian and Pakistani officials, State Department
Deputy Spokesperson Mark Toner said.
Our longstanding position has always been that India
and Pakistan stand to benefit from a normalisation of
relations and practical cooperation, and so we would be
encouraged that India and Pakistan continue to engage
in direct dialogue aimed at reducing tensions,’ he said.

What put the brakes
on Inazuma 250?

self-driven electric car

The general engineering fact is
that multi-cylinder engines are more
refined and enable smooth flow of
power when compared to singlecylinder engines. That was the prime
reason why sports bikes and cars
right from yesteryear came with multicylinder engines. But with improvement in technology, manufacturers
slowly started reducing the number
of cylinders by controlling vibrations
with various other methods like introduction of counter-balancers.
But multi-cylinder engines have
their own set of drawbacks. They are
more complicated and incur higher
cost of manufacturing and more
workmanship. Moreover, they are
low on fuel efficiency. When it comes
to quarter litre segment, there were
really great machines in the ‘90s like
the CBR 250RR with a 4-cylinder 250
cc engine which was capable of making 18,000 rotations every
minute. But Honda had
to discontinue it due to
increasing cost of manufacturing and too much
emission. It

You would have heard of electric
cars. How about electric super cars
or electric sedans? Tesla motors one
of the pioneers in car making are
coming out with electric supercars
and sedans. Despite customers only
seeing the pre-production prototype, a
lot of people have put down a deposit
on the car on their recent production
called the Model 3.
The Model 3 is an all electric fourdoor luxury sedan and was unveiled
earlier this year. They have plans to
deliver these cars by the end of 2017.
Model 3 is smaller than Model S.
It has glass roof that stretches from
the bottom of the windshield into the
hunched rear end. The Model 3 does
not have a hatchback boot, instead a
second storage space lies under the
bonnet. Another major reason why
Tesla makes their customer happy
because it has a full range of customisation options which will be available
when the Model 3’s configurator. Items
with which the driver can interact, beyond the central touchscreen, steering
wheel and pedals, possibly indicate
some sort of self-driving capabilities
are other major features of the cars.
Tesla’s autopilot suite of autonomous driving aids has been one of
the flagship features, on the firm’s
more expensive Model S and Model
X cars. This one allows drivers to use
automatic steering, lane changing and
accident prevention on highways and
motorways, as well as enabling self-
parking capabilities.
The Model 3 will be capable of at
least 215 miles on a single charge. A
super charger is a part of Tesla’s innovation. A single charge from these
super chargers of about 30 minutes
can cover about 170 miles. This is
very high compared the other charging
ways. Tesla is a growing network of
super charger stations placed around
key routes across the US, Europe
and Asia Pacific to allow drivers quick
charges on the go. First deliveries of
the cars are set for late 2017. But
there is a long waiting list means
many customers won’t get their cars
until 2018, especially if they order
now. We are still waiting for official
prices, but Tesla has said the Model 3
will start from around £30,000 (around
Rs 27 lakh), with the customers having to pay extra for the dual motor,
supercharger access and autopilot.
Will it suit India?
So how does these cars suit our
country. India on the whole is a bigger
automobile market and the electric
cars are yet to part of the daily life.
But Tesla has been introducing their
models in many South East Asian
countries and had a huge success.
They are also setting up Superchargers at Asia - Pacific continents.
But the roads and the traffic here
should be taken into consideration.
India is a place where power is a major
crisis. But these cars will surely reduce
air pollution and making the environment green if introduced here.

250R with a single-cylinder engine
for the first time in 2011 after a
long gap of more than a decade, it
became a great success as it was
retailing with a price tag of Rs 1.8
lakh, much lower than Ninja’s price.
But enthusiasts missed the refinement and smoothness of the Ninja’s
twin-cylinder engine. Taking note of
customers’ preference for refined
engines, Suzuki developed a twincylinder bike named Inazuma GW
250, benchmarking the Ninja. The
bike was unveiled worldwide in 2013
and Suzuki launched the bike here in
India in January 2014. But just like
the Ninja, the GW 250 was priced
higher than Rs 3 lakh.
Though the bike featured an SOHC
engine, the bike was much ahead of
CBR 250R in refinement and smoothness. In addition, the bike was so

enough to trigger the adrenaline rush.

Experts believe the reason for
Inazuma’s failure to be the lack of
awareness about the price reduction. Secondly, the bike had a bland
design. Though Suzuki benchmarked
the B-King while designing the bike,
the overall outcome was just the opposite to that of the beastly looking
B-King, Suzuki’s flagship street bike
sporting the engine of the legendary
Hayabusa. But the most important
reason for Inazuma’s failure is the
Duke 390 which has the biggest engine in the segment with a class leading power of 44 hp. The Inazuma was
not able to light a candle in front of
the Duke in performance. The Duke
not only shifted the focus of people
towards single-cylinder engines but
also created a niche for itself that is
hard to beat.
Finally, the question is has Suzuki
totally left the race to the top?
No, the management at Suzuki
learned great lessons from the
Inazuma story and are gearing up
to launch a new bike which is going
to be locally manufactured in India

efficient than the CBR 250R. In India,

knocked down - CKD - route and was
assembled here. Also, it became the
cheapest bike in India through the CKD
route. It is to be noted that the quality
standards of bikes that come through
CKD and CBU routes will be very high
as they follow strict quality standards.

In an effort to put an end to thefts
in Rajakilpakkam, near Tambaram,
various residents welfare associations have pitched in to instal CCTV
cameras in the area.
‘In the recent past, there were
many chain-snatching incidents in
and around Rajakilpakkam which
scared the people, only after which
the resident associations decided to
instal CCTV cameras,’ said executive
member of RASNA Residents Welfare Association, Suresh, who had
also sponsored the CCTV cameras.
‘When the associations decided to
instal CCTV cameras, strategic locations were identified and 33 places
were fixed. Realising the immediate
need for the cameras, I volunteered
to bear the cost which came close to
Rs 10 lakh,’ he added.
The CCTV cameras are placed in
Gurusamy Nagar, Sangothi Amman
Koil, Durga Colony, Nisha Avenue,
Krishna
Avenue,
Radheshyam Avenue, Dallas Avenue
and Arulneri Nagar.
The footages of these cameras are monitored through computers located in eight different places.
An exclusive fibre cable was laid to
connect the cameras.

Suresh said the installation of the
CCTV cameras will bring a sense
of security and safety among the
residents, especially women, who are
the prime targets of chain-snatching
incidents.
Suresh said the location of the
CCTV cameras and monitors have
been informed to the Selaiyur police
station for their reference.
In a related development, the
Federation of Rajakilpakkam Resi-
dents Welfare Associations secretary
Seetharaman said there has to be
more awareness created among
the residents regarding the CCTV
cameras.
The federation is in the process of
installing 101 CCTV cameras in
key locations in Rajakilpakkam.
‘In some places, when we
went to instal the CCTV
cameras, the residents objected
to it without
r e alising
its importance. A few
residents even declined to have the monitors in their residence which
is a cause for concern,’ Seetharaman said.
The police welcomed the move of
the residents in pitching in to help
them. It may be recollected that police
identified a miscreant in Rajakilpakkam Alavattamman Koil street with
the aid of a CCTV camera installed
in an apartment complex.

r. Urjit Patel has been appointed as the 24th Governor
of the Reserve Bank of India. His appointment signals
continuity in the overall policy stance of the RBI. Dr. Patel has
been Deputy Governor for three and half years, and in that sense
is an insider. He was head of the monetary policy department,
among other things. He also chaired the committee that laid the
framework for inflation targeting. This became the predominant
mandate of the RBI, when the Government and the RBI signed
an agreement last year. That agreement gives priority to inflation
control over other objectives. As a follow up to that agreement,
this month the government notified and formally adopted the
consumer inflation (CPI) target of 4% plus, or minus 2%, for
the period till March 2021. If RBI misses the inflation target for
three consecutive quarters, then it has to explain to lawmakers as
part of the new statutory process. The CPI inflation has already
inched past the 6% mark, which has surely put RBI on full alert.
Being governor of the central bank of the third largest economy
(in size measured by purchasing power parity) is itself quite a
formidable responsibility. In addition, Dr. Patel is also filling
in the shoes of Dr. Raghuram Rajan whose tenure has been
impressive. There is Rajan’s inflation fighting record. Average
inflation in the five years prior to Rajan was about 10.4%. This
came down to an average of 6.6% in the past three-year period.
Further, the exchange rate stabilized, with the rupee down only
moderately in the past three years, as compared to the panic fall
prior to August 2013. Even the volatility in the exchange rate
movement has become subdued. Also, the benchmark interest
rate, as measured by the yield on ten-year government bond. has
come down sharply, being close to 7% now.
In the coming days the new Governor has major challenges
to tackle. Firstly is the inflation challenge. The CPI based
inflation has already crossed the red line of 6%, which is the
upper band permissible according to the new framework. Of
course, henceforth the rate will be decided by the Monetary
Policy Committee, and not by the Governor alone.The second
challenge is to tide over smoothly the large forex repayment that
is becoming due in a couple of months. The third challenge is to
guide banks to come out of their stressed assets situation. This
is an ongoing battle, and will take several years.
None of these challenges are new, nor is the incoming central
banker new to the task. Beyond these, there are the myriad daily
issues to solve and hurdles to surmount. Patel has his task cut out.

of inflation survey
Mumbai, Aug 23 (PTI):
The Reserve Bank Monday announced the launch of the September
round of inflation expectations survey
of households covering 18 cities across
the country. Inflation is a key factor
which the central bank factors in monetary policy. RBI announces monetary
policy review every two months and
next is scheduled on 4 October.
Inflation expectations are subjective
assessments of households covered
in the survey and are based on households’ individual consumption baskets. The survey has been launched
in -- Ahmedabad, Bengaluru, Bhopal,
Bhubaneswar, Chandigarh, Chennai, Delhi, Guwahati, Hyderabad,
Jaipur, Kolkata, Lucknow, Mumbai,
Nagpur, Patna, Raipur, Ranchi and
Thiruvananthapuram.
The survey, RBI said, seeks ‘qualitative responses’ from households on
price changes (general prices as well
as prices of specific product groups)
in the next three months as well as in
the next one year and quantitative responses on current, three-month ahead
and one-year ahead inflation rates.

The government on Monday hoped
that Governor-designate Urjit Patel
will ‘rise to the occasion’ and use
his experience of handling monetary
policy at RBI to maintain a balance between inflation and
economic growth.
Patel, who is currently Deputy Governor at
the Reserve Bank of
India (RBI), will take
over the top job at the
central bank when incumbent Raghuram Rajan demits
office on 4 September after completing
his term.
‘He (Patel) will hopefully control
inflation rate since he has experience
of monetary policy’, Minister of State
for Finance Arjun Ram Meghwal said.
He further said, ‘Patel’s appointment
is a right decision and in the interest
of the country’.
Economic Affairs Secretary Shaktikanta Das, who himself was said to
be in fray for the top post at the apex
bank, welcomed the appointment of
Patel as the 24th RBI Governor.

He expressed satisfaction at India’s
foreign exchange reserves which
today stand at $365 billion.
Mukherjee hoped that India’s food
grains production will surpass the
record of 265 million tonnes achieved
2013-14.
He said that India has initiated
the Make in India programme in 25
sectors of the economy, where both
national and multinational companies
have been invited.

Deepening collaboration on skill development,
India and Germany on Monday signed an agreement
that aims to foster conditions that will help create
and improve workplace-based vocational training
in India’s industrial clusters.
Under the pact, German technical assistance will
be used to enhance industry institute partnerships
between Indian and German organizations, build
capacity of local training institutions and foster
industry linkages which will help adapt elements
of the German dual system into the Indian context.
‘We in India recognize the fact that Germany’s
dual system is widely acclaimed as one of the
best in the world, noted for its close linkages
between industry and training institutions. This
provides a competitive edge to German industry
and businesses. We need to adapt elements of
the German VET system to the Indian context to
ensure that skill training in India is closely aligned
with the requirements of industry’, Union Skill
Development and Entrepreneurship Minister Rajiv
Pratap Rudy said.
The agreement was signed between the Ministry
of Skill Development and Entrepreneurship (MSDE)
and (German International Cooperation (GIZ) and
will initiate a new project focused on adapting elements of the German dual system in select industrial
clusters in India.
‘In the last couple of months we (India) have
formally adopted the German system of dual
education. For the first time we will have ITIs (industrial training institutes) in this country where
there will be a model of three months of academic
input and after that the trainee will move to the
industry where he will work as an apprentice for
the remaining nine months’, Secretary in the Ministry of Skill Development and Entrepreneurship
Rohit Nandan said.
The project will run for three years starting August
2016 with a budget of EUR 3,000,000 (Rs 22.6 crore)
- made available by the German Government and
aims to foster conditions which will help create and
improve cooperative workplace-based vocational
training in India’s industrial clusters.

India should shed its concerns over pollution and allow Chinese industries to shift
their excess capacity to it which would be
benificial to both countries, state media here
said Monday.
‘India may need to carefully think about whether
it wants to resist or embrace the migration of
China’s production capacity, which allegedly
involves some investment in heavy polluting industries’, an article said.
Referring to reports of China Railway Rolling
Stock Corporation (CRRC) starting operations at
its joint venture plant in Haryana to manufacture
and repair locomotives, it said, ‘the partnership
is hardly surprising seeing as India has one of
the world’s largest railway network, creating
a huge demand for engines and other railway
equipment’.
‘China’s train makers have an advanced production capacity and have been actively looking for
cooperation ties in the world. What is odd is that the
cooperation between the between the two countries
has only just now come about’, it said.
The India plant will repair and manufacture railway
locomotive engines.
An article said, ‘there have been some obstacles restricting Chinese enterprises’ access
into India, where some people worry that
boosting India-China production capacity ties
may also bring heavy polluting production into
the country’.
‘In fact, a considerable part of China’s excess production capacity could be conductive
in boosting the local economy if they can be
transported to India. A large number of Chinese
manufacturers have acquired far more advanced
technology than some local Indian firms despite
those Chinese enterprises suffered problems
of overcapacity domestically’, the article said.
‘India may want to consider offering more opportunities for Chinese manufacturers to invest
in the country as both countries could enjoy
great potential in production capacity cooperation’, it said.

much improved batting performance by the lower order batsmen,
particularly wicket-keeper Wriddhiman Saha, was the biggest gain of
the West Indies series, which they

Kohli said the team is satisfied with
the outcome of the series as the
fourth Test ended in a draw after wet
outfield led to abandonment of the

‘It’s been a pretty good tour for us.
We had come here looking to improve
in a few areas and we have done that.

Olympic swimmer Ryan Lochte lost four sponsorship deals Monday -- a major financial
hit for the embattled gold medalist stemming from his spurious claim of being robbed at
gunpoint in Rio, a story later discredited by Brazilian police.
Global swimwear brand Speedo and US fashion label Ralph Lauren topped the list of
companies that ended their relationships with the 32-year-old Lochte, with the former noting
his actions had not reflected the ‘values’ it wished to promote.
Mattress company Airweave and Syneron Candela, the parent company for a laser hair
removal system that Lochte promoted, quickly followed suit. Lochte claimed he and three of
his teammates -- all of them gold medal winners in Rio -- were mugged by robbers pretending
to be police after a night out, but the story quickly unraveled as new witness testimony and
surveillance video surfaced. Police said the group had been detained over the vandalisation

Arappor Iyakkam’s report finds Chennai still unprepared for monsoon

The audit report released by Arappor Iyakkam, an NGO in the city,
reveals many localities of Chennai

were one of the worst-affected areas
in the December deluge and the
report signified that the areas, even
after almost a year, are not ready for
the monsoon.
The volunteers of Arappor Iyakkam
say that the lack of preparation for
the northeast monsoon could have
an impact on the locality.
The audit report was carried out by
the organisation in association with
Magasool, a farmers association. It
is learnt that the farmers were the
crucial source of data as they were
the most affected in the floods.
Releasing the audit report on Chennai waterways, titled ‘Is Chennai
ready to face the upcoming monsoon?’ the members highlighted the
background to the flooding of areas
including Mudichur, Pallavaram and
other parts in the city.

Chennai, Aug 23:
The Madras High Court today upheld the
lower court order, convicting and sentence
three persons to life imprisonment in the
woman techie Uma Maheswari rape and
murder case of February 2014.
Delivering the verdict, a bench comprising
Justice S Nagamuthu and Justice V Bharathidasan upheld the order of the Chengalpet
Mahila Court convicting Uttam Mandal, Ram
Mandal and Ujjal Mandal, and sentencing them
to the life.
The court also dismissed the appeals filed
by the trio, challenging the lower court order.
The Bench also directed the Kancheepuram
District Superintendent Police to pay of compensation of Rs two lakhs to the family of Uma
Maheswari in four months.
It may be recalled that the mahila court in
Chengalpet had in November 2014, sentenced
all the three accused in the kidnap, rape and
murder of a TCS employee to life imprisonment.
Uma Maheswari, who was working at TCS’s
office at SIPCOT IT Park
in Siruseri on the outskirts of Chennai, went
missing on 13 February, 2014 at Kelambakkam.
She had left the office on that night and never
returned home. She was found raped and
murdered by the three migrant workers and her
decomposed body was recovered from nearby
bushes in the IT Park, nine days later on 22
February.
The investigation
into the case was
shifted from the local police to the
Crime Branch-CID
wing of the State
police, which had
solved this challenging case through scientific investigations.
For the first time in India, the CB-CID police
also used a drone to investigate the case.
With the help of the drone and MIT research
scholars, police personnel traced her body from
bushes inside the IT park.
After recovering various evidences like the
identity card of the deceased, a knife, footwear
and a bag with Sodexo coupons, the CB-CID
police analysed the CCTV footages recorded
in and around the scene of crime and found
that three people, one covering his face with a
kerchief, entering an ATM kiosk on the day Uma
Maheswari went missing. He withdrew money
using Maheswari’s stolen debit card. After
analysing mobile call records, they arrested
Ram and Uttam who confessed to their crime.
They also revealed another accused, Ujjal
Mandal, had left for Kolkata by Howrah Mail. A
police team went to Kolkata and arrested Ujjal
from the running train on 26 February, before
it reached Kolkata. He also confessed to his
involvement in the murder.

to store more water. Only with the
effective steps taken by the government, the effects of the upcoming
monsoon can be mitigated,’ he
emphasised.
