RSC property boundary has been remediated or removed for the purpose of remediation.
Yes, As part of the remediation of the RSC property all fill materials were removed from the then-existing
ground surface to a depth of up to 3 metres across the entire RSC property. The excavation extended past
the RSC property boundaries and on to neighboring lands at the same municipal address. Verification
samples collected from the outer perimeter walls and floor of the excavated area, all satisfied the currently
applicable SCS.

gathered from a records review, site reconnaissance, interviews, a report and any updates required, has
been conducted in accordance with the regulation by or under the supervision of a qualified person as
required by the regulation.
A phase two environmental site assessment of the RSC property, which includes the evaluation of the
information gathered from planning and conducting a site investigation, a report, and any updates required,
has been conducted in accordance with the regulation by or under the supervision of a qualified person as
required by the regulation.
QP Profile Information
The information represents the site conditions at the sampling points at the time of sampling only
and the conditions between and beyond the sampling points may vary.
Certification Statement
As of 2013/11/25, in my opinion, based on the phase one environmental
site assessment and the phase two environmental site assessment, and any confirmatory sampling,
there is no evidence of any contaminants in the soil, ground water or sediment on, in or under
the RSC property that would interfere with the type of property use to which the RSC property
will be put, as specified in the RSC.

Ground water sampling has been conducted in accordance with the regulation by or under the
supervision of a qualified person as required by the regulation.
I have, within the six months immediately before the submission of this record of site condition, given
written notice of intention to apply non-potable ground water site condition standards to the clerk of
the local municipality in which the property is located and the clerk of any upper-tier municipality in
which the property is located.
As of 2013/11/25, in my opinion, based on the phase one and phase
two environmental site assessments and any confirmatory sampling, the RSC property meets the
applicable stratified site condition standards prescribed by section 39 of the regulation for all
contaminants prescribed by the regulation in relation to the type of property use for which this RSC
is filed, except for those contaminants (if any) specified in this RSC at Table 2, Maximum Contaminant
Concentrations Compared to Standards Specified in a Risk Assessment.
As of 2013/11/25, the maximum known concentration of each contaminant
in soil, sediment and ground water at the RSC property for which sampling and analysis has been
performed is specified in this RSC at Table 1, Maximum Contaminant Concentrations Compared to
Applicable Site Condition Standards.
I am a qualified person and have the qualifications required by section 5 of the regulation.
I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.
I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site
condition that are filed in the Registry are available for examination by the public and that the Registry contains
a notice advising users of the Registry who have dealings with any property to consider conducting their own
due diligence with respect to the environmental condition of the property, in addition to reviewing information
in the Registry.
The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally
accepted principles and practices as recognized by members of the environmental engineering or science
profession or discipline practising at the same time and in the same or similar location.
I do not hold and have not held
a direct or indirect interest in the RSC property or any property
which includes the RSC property and was the subject of a phase one or two environmental site assessment
or risk assessment upon which this record of site condition is based

The Phase II ESA Conceptual Site Model is described below:

SUMMARY OF SITE CONDITIONS
Physical Setting
The Site consists of an approximately 0.15 acre (0.063 ha) irregular-shaped parcel of land which was noted to
consist of vacant, undeveloped land. The Site is located along the south side of Powerhouse Street and
approximately 40 m west of Lansdowne Avenue, in Toronto, Ontario. The Site location is indicated on Figure 1.
Based on information collected as part of this Phase I ESA, prior to 1901, the Site was reportedly owned by a
private individual. The first developed use of the Phase One Property was sometime prior to 1904. In 1901,
according to a chain of title completed for the Site, the Site was purchased by the Canadian General Electric
Company Limited (“GE”). A building adjacent to the north and west boundaries of the Site was constructed in
1904 and used as a power house. The Site was reportedly used as paved parking and a private driveway. GE
sold the Site to the Canada Square Company in July of 1986, which subsequently sold the Site in June 2002 to
Emsatec Canada Inc. and to Edgewood Holdings Limited, the current owners.
The surrounding properties mainly consist of residential and industrial land uses. Surrounding properties were
observed to consist of the following: To the north, Powerhouse Street was followed by a residential condominium
sales office (northwest), and a residential apartment building known as the “Foundry Lofts” at 1100 Lansdowne
Avenue (northeast). To the east, a vacant parcel of land identified as Block 2 North was followed by Lansdowne
Avenue; monitoring well installations were noted within Block 2 North. Further to the east of the Site, a
residential apartments building known as the “Brownstones Rental Residences” at 1111-1201 Lansdowne
Avenue and Brandon Avenue were noted. Vacant, undeveloped parcels of land identified as Block 5 North and
Block 5 were noted immediately south of the Site, including an unpaved driveway and groundwater monitoring
wells. Further to the south, a vacant, undeveloped parcel of land identified as Block 8 was noted. A mobile
building and a fenced property were noted approximately 90 m southeast of the Site. A building (Building 36) is
located approximately 190 m southeast of the Site, within the fenced property and reportedly belongs to General
Electric. Three approximately 1,200 L ASTs (for gasoline (2), and diesel) as well as two 205 L drums (one of
which included a pump) were noted to be located approximately 130 m to the south of the Site, in a fenced area,
over a gravel covered surface. No staining or leaks were noted on the gravel-covered surface in the vicinity of
the ASTs or drums. Three steel containers and an exterior propane storage area were noted to be located
immediately north of the off-Site ASTs. Two approximately 1,100 L plastic totes were noted to be stored over
metal skids over the top of the roof of one of the steel containers. An excavated parcel of land identified as
Block 6 was noted 130 m south of the Site, followed by C.P. Railways. To the west of the Site, Foundry Avenue
is followed by a residential apartment building and C.N. Railways. A Toronto Hydro Electric Station is located
approximately 80 m west of the Site. Figure 2 shows the surrounding land use.
Although the Site is currently not serviced, the majority of the surrounding areas are serviced with municipal
water, sanitary sewers and storm sewers. Services are available for the Site and accessible from the adjacent
streets which could be connected (if needed) during re-development of the Site with a proposed vehicle
roadway. There were no potable water wells observed or reported on-Site or within the study area (i.e. with a
250 m radius of the Site).

It is noted that Golder understands that the Site is proposed to be commercially re-developed as a roadway.
Further, Golder is not aware of any proposed buildings or other structures which may be constructed on the Site
during its future development.
1.2
Topography and Drainage
The Site topography appeared to flat, with areas that appeared to have been backfilled. Surrounding properties
appeared to slope slightly to the south.
No surface water bodies are present within the boundaries of the Site. The nearest surface water body is a
tributary of Grenadier Pond, located approximately 2 km southwest of the Site.
1.3
Environmentally Sensitive Areas
The Site is not considered to be environmentally sensitive, nor is it within 30 metres of an area of natural
significance.
1.4
Shallow Soil Property or Water Body
The Site is not a shallow soil property. All soil borings constructed at the Site encountered a minimum of 6.1
metres of soil. This Site does not include all or part of a water body, nor is it within 30 metres of a water body.
1.5
Geological Conditions
Geological mapping indicates that the surface geology in the vicinity of the Site is expected to consist of glacial
lake deposits underlain by glacial deposits of till (Sharpe, D. R. et al, 1997, Surficial Geology of the Greater
Toronto and Oak Ridges Moraine Area, Southern Ontario; Geological Survey of Canada, Open File 3062, Scale
1:200,000). The Site is situated approximately 300 m south of the glacial Lake Iroquois shoreline bluff (which
approximates Davenport Road in this area), and lies within the glacial lake basin. The glacial lake deposits are
mapped as sand to silty sand ranging from 1 m to 50 m thick. The underlying till is known as the Newmarket Till,
a regional aquitard, which has a matrix of silty sand to sand. Bedrock in the vicinity of the Subject Property is
expected to consist of Upper Ordovician shale, limestone, dolostone and siltstone (Ontario Geological Survey,
1991, Bedrock Geology of Ontario, Southern Sheet; Ontario Geological Survey, Map 2544, Scale 1:1,000,000).
Of the MOE Water Well Records within 500 m of the Site, one water well record indicates that bedrock consists
of shale at a depth of about 24 m below grade.
Based on conditions encountered in the boreholes drilled in 2013, as part of the Phase II ESA activities, the
subsurface conditions included fill material which extended to depths of ground surface to 1.8 metres below
ground surface (“mbgs”) and was generally comprised of sandy silt to clayey silt. Below the fill material, native
sandy silt to clayey silt were encountered which extended beyond the depths investigated (6.1 mbgs). Based on
calculated hydraulic conductivity measurements from on-Site grain size analyses, the hydraulic conductivity for

the soil encountered on Site was estimated to be 5.5 x10 centimetres per second (“cm/s”). The underlying
sandy silt to silty clay till is expected to function as an aquitard.
The soil was previously assessed throughout the Site to limits of native soil established to satisfy the applicable
Site Condition Standards (“SCS”). The soil assessment/remediation involved excavation and testing of fill and
native soil throughout the Site extending to the Site boundaries to a depth of 2.4 mbgs, and backfilling of the
excavation with fill material demonstrated to satisfy the applicable SCS. Following soil remediation at the Site,

this Phase II ESA Site investigation program was designed to assess whether groundwater contamination was
present on Site related to the areas of potential environmental concern, identified in Section 3.1 herein. The
geological cross-section locations are indicated on Figure 3. Figures 4 and 5 provide the geological crosssections of the Site.
1.6
Groundwater Levels, Flow Direction, Hydraulic Gradient
Groundwater elevations and depths as measured in the shallow monitoring wells installed by Golder are
presented on Figure 6, along with the resulting contours and interpreted groundwater flow direction. The
following observations were made:

On October 30, 2013, groundwater levels at the three on-Site shallow monitoring wells (BH13-1, BH13-3
and BH13-5) ranged from 0.79 mbgs to 1.55 mbgs, with elevations ranging from 121.78 metres above sea
level (“masl”) to 122.33 masl. The shallow groundwater flow direction at the Site was inferred to be to the
southwest;

On October 30, 2013, groundwater levels in the three deep monitoring wells (BH13-2, BH13-4 and BH13-6)
ranged in elevation from were 1.50 mbgs and 5.96 mbgs, and 116.88 and 122.02 masl in elevation. Based
on investigations completed on neighbouring properties, groundwater flow in the deep aquifer is generally
to the southeast. The measured elevation in BH13-2 appears to represent a local anomaly that if
representative, would indicate deep squifer flow to the northeast at the RSC property;

The shallow groundwater flow direction at the Site was inferred to be to the southwest. The deep
groundwater flow for the Site was not established and since the monitoring wells in the shallow aquifer
system met the SCS, the deep groundwater flow direction is not required; and,

Based on the groundwater elevation contours of the groundwater monitoring event on October 30, 2013,
the horizontal hydraulic gradient within the shallow aquifer at the Site was estimated to be 0.04 m/m.
1.7
Influence of Subsurface Structure or Utilities
Buildings were not present at the Site at the time of the Phase II ESA field investigation or historically present at
the Site. Utility drawings, dated December 2001, were reviewed as part of the 2013 Phase I ESA which noted
the following (in relation to the Site):

At the time of the 2001 utility drawings, an electrical line crossed the central-eastern portion of the Site
(from west to east), and an electrical line was also noted to cross the central portion of the Site from north
to south. Two electrical vaults (EV2 and EV10) were present along the southern boundary of the Site and
the northwestern corner of the Site (adjacent to off-Site Building 10), respectively.

An underground steam line was located along the western portion of the Site running north-south.
An aboveground steam line crossed the southern portion of the Site from west to east.

At the time of the 2001 utility drawings, no hydrogen chambers or hydrogen lines were located within
the Site.

Water lines were noted across the central portions of the Site, running from north to south (within the
eastern portion of the Site) and from west to east (within the western portion of the Site), respectively.

A manhole was noted immediately exterior to the north of the Site; and a sewer line was noted within the
eastern portion of the Site running from north to south.
At the time of the Site reconnaissance, a concrete pad was noted within the northwestern portion of the Site
which was reportedly historically associated with a hydro vault. Prior to and during the Site remediation,
subsurface utilities within the Site were removed. Historic subsurface utilities may have affected contaminant
distribution however, given that shallow soil impacts within the shallow fill were removed, the likelihood of
contaminant transport via subsurface utilities affecting other areas is considered redundant.
2.0
2.1
SUMMARY OF ONTARIO REGULATION 153/04 PHASE I AND II
ENVIRONMENTAL SITE ASSESSMENTS
Summary of the O. Reg 153/04 Phase I ESA
Table 2 of O. Reg. 153/04 (as amended), identifies potentially contaminating activities (“PCAs”), which if
currently or historically carried out at a site, trigger the need for a Phase II ESA in order to support the filing of a
Record of Site Condition. Based on the information obtained as part of Golder’s Phase I ESA completed in
December 2013, the following PCAs were previously carried out at the Site:

Electrical Equipment or Transformer Manufacturing, Processing or Use - Based on the review of the Ecolog
ERIS report the historical storage of PCBs by the Canadian General Electric Company, at Building 18,
which was historically located immediately to the east of the Site; and, based on observations completed at
the time of the Site visit, the current storage of transformers within Building 10 located adjacent to the west
and north boundaries of the Site is a potentially contaminating activity that represents an area of potential
environmental concern at the Site.

Metal Treatment, Coating, Plating and Finishing - Based on the 1971 PUR, impregnating of transformers
with a resinous varnish compound was carried out in the west side of Building 18. Given the reported
location (inferred to be immediately east of the Site) of these historical activities, this historical metal
impregnating activity is an off-Site potentially contaminating activity.

Railyards, Tracks and Spurs - Based on a 1964 FIP including the Site area, a spur line was located along
the eastern portion of the Site, running from north to south. Given the reported historical use of creosote to
treat railway ties, the historical presence of a rail spur at the Site is a potentially contaminating activity that
represents an area of potential environmental concern at the Site.

Heating Oil Manufacturing, Processing, Use, Storage, Handling or Disposal - Based on Golder’s review of
Insurance Maps and Reports, five, 32,730 L (7,200 gallon) fuel oil USTs were noted immediately south of
the Site in the 1964 FIP. According to the Site Representative, underground piping associated with the fuel
oil USTs was historically located within the western portion of the Site. The historical presence of fuel oil
underground piping is a potentially contaminating activity that represents an area of potential environmental
concern at the Site.

Importation of Fill Material of Unknown Quality - Based on information reviewed as part of the Phase I ESA,
fill materials were historically placed within the GE property (including the Site) prior to the construction of
the on-Site buildings in the early 1900’s. In addition, based on a review of historical aerial photographs, a
driveway was located within the eastern portion of the Site, between off-Site Building 10 and off-Site
Building 18; and, based on a 1964 FIP, a concrete tunnel was historically present within the western portion
of the Site, running from south to north; which was historically removed and the area was backfilled. The
suspect presence of fill materials at the Site is considered a potentially contaminating activity that
represents an area of potential environmental concern at the Site.

Photographic Processing – Based on a review of the EcoLog ERIS Report, off-Site Building 26 was listed at
940 Lansdowne Avenue under company name Claremont Graphic with one record for photoprocessing
wastes during the years 1995-2001, immediately west of the Site. The off-Site historical photoprocessing
activities are considered an off-Site potentially contaminating activity.

Chemical Manufacturing, Processing and Bulk Storage – Based on Golder’s review of available historical
information for the Site and the Phase One Study Area, the historical chemical manufacturing, processing
and bulk storage activities at Building 28 (including three lacquer USTs and six varnish tanks immediately
south/southwest of Building 28) – approximately 35 m west of the Site; historical off-site chemicals
warehouse Building 5 - 40 m north of the Site, and historical off-Site oil water separator located
approximately 25 m north of the northern portion of the Site, are considered an off-Site potentially
contaminating activity.

Iron and Steel Manufacturing and Processing – Based on a review of available historical FIPs and PURs,
for the Site and surrounding areas, the off-Site historical ‘foundry’ activities associated with Building 13,
located approximately 35 m to the north of the Site and Building 29, located approximately 45 m to the
north of the Site (including spray paint booths, and chemical storage within Building 13) are considered an
off-Site potentially contaminating activity.
Other Potentially Contaminating Activities were assessed and not considered to be sources of APECs to the
Phase One Property given their distance to the Site, the inferred groundwater direction, and the subsurface
conditions. Golder completed a Phase I ESA at the Site in December 2013 which identified the following areas
of potential environmental concern (“APECs”):
(A) Historical and current storage of Polychlorinated Biphenyls (“PCBs”) (throughout the Site from offSite properties) – Based on the review of the Ecolog ERIS report the historical storage of PCBs by the
Canadian General Electric Company, at Building 18, which was historically located immediately to the east
of the Site; and, based on observations completed at the time of the Site visit, the current storage of
transformers within Building 10 located immediately to the north of the Site is a potentially contaminating
activity that represents an area of potential environmental concern at the Site. Contaminants of concern
consist of PCBs.
(B) Historical Spur Lines (within eastern portion of the Site, from former on-Site spur line and off-Site
spur line immediately west of the Site) - Based on a 1964 FIP including the Site area, a spur line was
formerly located within the eastern portion of the Site, between off-Site Building 10 and off-Site Building 18.
Given the reported historical use of creosote to treat railway ties, the historical presence of rail spurs at the

Site is a potentially contaminating activity that represents an area of potential environmental concern at the
Site. Contaminants of concern consist of creosote (PAHs).
(C) Fill materials (throughout the Site) – Based on information reviewed as part of the Phase I ESA, fill
materials were historically placed within the GE property (including the Site) prior to the construction of the
on-Site buildings in the early 1900’s. In addition, based on a review of historical aerial photographs, a
driveway was located within the eastern portion of the Site, between off-Site Building 10 and off-Site
Building 18; and, based on a 1964 FIP, a concrete tunnel was historically present within the western portion
of the Site, running from south to north; which was historically removed and the area was backfilled. The
suspect presence of fill materials at the Site is considered a potentially contaminating activity that
represents an area of potential environmental concern at the Site. The presence of fill materials at the Site
is a potentially contaminating activity that represents an area of potential environmental concern at the Site.
Contaminants of concern consist of metals and inorganic parameters.
(D) Reported on-Site impacts from historical industrial operations (throughout the Site from surrounding
properties) - Based on a review of previous reports, groundwater concentrations of PCBs, benzo (g, h, i)
perylene, indeno (1, 2, 3-dc pyrene), bis (2-Ethylhexyl) phtalate, and pyrene, were detected in the
surrounding properties in the vicinity of the Site (Block 2 south) at concentrations above the MOE Table 3
Standards. A number of areas of overburden and groundwater impacts were reportedly noted off-Site. In
general, the areas of reported impact within the former GE property (off-Site and on-Site) were interpreted
to be associated with various source areas (i.e., the north, and south portions of historical Building 18,
Building 36, the south yard and, to a lesser degree, the south parking lot, including a likely storage area
between historical Building 24 and historical Building 26 (to the south of the Site). The historical industrial
operations in the vicinity of the Site that resulted in the presence of PCBs, PAHs and BNAs within the
properties surrounding the Site, represent an off-Site potentially contaminating activity. Contaminants of
concern consist of PCBs, PHCs F1-F4, PAHs, BNAs, VOCs including BTEX.
(E) Historical off-Site Fuel Oil USTs (western portion of the Site) - Based on Golder’s review of Insurance
Maps and Reports, five, 32,730 L (7,200 gallon) fuel oil USTs were noted immediately south of the western
portion of the Site in the 1964 FIP. The reported historical presence of these fuel oil USTs immediately
south of the Site is a potentially contaminating activity that represents an area of potential environmental
concern. Contaminants of concern consist of PHCs F1-F4 and BTEX. It is inferred that buried fuel
distribution lines were historically present beneath the Site, that connected the USTs to boilers within the
former Building 10 (the Power House) located immediately north of the Site. Golder understands that the
fuel distribution lines were removed concurrently with the UST removal, prior to the commencement of the
current Phase II ESA.
(F) Off-Site Historical Chemical Manufacturing, Processing and Bulk Storage – Based on Golder’s review
of available historical information for the Site and the Phase One Study Area, the historical chemical
manufacturing, processing and bulk storage activities at Building 28 (including three lacquer USTs and six
varnish tanks immediately south/southwest of Building 28) – approximately 35 m west of the Site; historical
off-site chemicals warehouse Building 5 - 40 m north of the Site, and historical off-Site oil water separator
located approximately 25 m north of the northern portion of the Site, are considered an off-Site potentially
contaminating activity that represents an area of potential environmental concern. Contaminants of concern
consist of PHCs F1-F4, PAHs, BNAs, VOCs including BTEX.

The soil remediation performed prior to the commencement of the current Phase II ESA reportedly addressed
the APECs described above in relation to potential soil impacts. As such, the O. Reg 153/04 Phase II ESA was
developed to address the APECs identified in the O. Reg 153/04 Phase I ESA in groundwater and to confirm the
soil quality as it existed at the Site during the current Phase II ESA.
The list of PCAs and APECs with descriptions is included in the “APEC Table” as part of the RSC filing. The
location of PCAs and APECs is shown in Figure 7.
2.2
Results of the O. Reg 153/04 Phase II ESA
The Phase II ESA was completed following the primary soil assessment/remediation and backfilling activities at
the Site. As part of the Phase II ESA investigation, the policies, procedures and protocols utilized by Golder
during the completion of this prior remediation were assessed by the Qualified Person and found to be in
substantial compliance with the Regulation. Based on the results of the Phase II ESA completed in September
and October 2013, the following was noted:

The Phase I ESA identified the following constituents of concern: PHC F1-F4, Metals and Inorganics, PAHs,
PCBs, VOCs and BNAs (refer to Section 2.1);

No significant pathways for migration were identified during the delineation of the contaminants. The
contaminants were not present in groundwater. No evidence suggesting any effect of the climatic or
meteorological conditions on the migration of the contaminants were found. No utilities or subsurface
structures were discovered to be present in the contaminated areas. Some of the contaminants found were
volatile. Models for the potential release and transport mechanisms, exposure pathways and human and
ecological receptors located on-Site in relation to the contaminants are displayed on Figure 8;

The soil assessment/remediation activities undertaken prior to the commencement of the Phase II ESA
activities reported herein were successful in that all soil verification samples were confirmed to satisfy the
applicable SCS. The excavation activities and post-excavation confirmatory sampling results are
summarized in Section 3.3 and described in detail in Appendix J of the Phase II ESA. The results indicate
that the concentrations of the parameters of concern in the final confirmatory soil samples from the
excavation limits met the applicable SCS; and,

Groundwater samples from all monitoring wells located in the shallow and deep aquifers beneath the Site
that were installed as part of this Phase II ESA had concentrations of the constituents of concern (PHCs
F1–F4, PAHs, BNAs, VOCs, PCBs and/or metals and inorganics, including vinyl chloride) below the SCS. It
is noted that groundwater samples from two monitoring wells (BH13-4 and BH13-6) were not collected due
to the low volume of water within the well during the two monitoring events.
2.3
Summary of Soil Remediation
Prior to the commencement of the current Phase II ESA, the fill materials throughout the eastern portion of the
Site were removed from the Site as part of the decommissioning and off-Site removal and disposal of five fuel oil
USTs and the associated distribution piping system, that was previously used to provide fule to boilers
historically housed with Building 10 (the power House) located north of the Site, to generate steam, and steamgenerated electricity for the former GE industrial operations. The excavated areas were historically backfilled
with “clean” fill material. No documentation of this soil removal or backfilling activities was provided to Golder.

Further, the depth of excavation associated with these fuel system decommissioning activities was completed to
a uniform depth of 2.4 mbgs.
The area of the previous excavation on the Site immediately south of former
Building 10 was not backfilled. The south wall of the previous excavation was not sampled during the current soil
verification program as the south end of the excavation extended beyond the property boundary of the Site.
Nevertheless, the lands to the south of the Site comprise a part of Block 5N of the larger redevelopment tract,
and those lands have recently been remediated, verified and are the subject of a recently filed Record of Site
Condition that has been shown to satisfy the applicable SCS.
A soil assessment/remediation was carried out in September 2013 prior to the completion of the current Phase II
ESA, with supplemental excavation and confirmatory sampling completed in November 2013. The soil
assessment/remediation program included the excavation and testing of fill and native soil throughout the Site
extending to the Site boundaries to a depth of 2.4 mbgs. The findings of the Soil Remediation are as follows:

South of Building 10, the soil quality within this exposed (un-backfilled) area was assessed through the
collection of floor verification samples. The area to the east of Building 10, reportedly comprised of clean fill
material imported to the Site prior to the commencement of the remedial activities, was sampled to confirm
its suitability as on-Site backfill, and then temporarily removed to expose the walls and floor of the
excavation and to allow for collection of confirmatory soil samples. The excavation extended to the
property boundaries of the Site (approximately 0.15 acre) to a depth of 2.4 mbgs to facilitate the testing of
fill and native soils throughout the Site for the constituents of concern;

Confirmatory soil samples were collected by Golder in accordance with O. Reg. 153/04 (as amended) at
representative locations from the exposed soil in the walls and floors of the excavation. As part of the
confirmatory testing program, soil samples indicating the greatest evidence of potential for impact, based
on visual and/or olfactory evidence of chemical impact, headspace vapour concentrations, sample location
and/or sample depth, were submitted to the analytical laboratory for analysis of PHC F1 to F4, VOCs,
PAHs, BNAs, PCBs and/or metals and inorganics. Results from the analysis of soil samples from the final
limits of the excavation indicated all analytical results were below the applicable MOE Table 5 standards
with the exception of two samples along the north wall of the Site that contained modest exceedances of
the SCS for trichloroethylene. All the floor samples met the SCS for surface soils. The lateral distribution
of the confirmatory soil samples is shown on Figure 9;

Remedial efforts at the north wall of the Site included the excavation of soil at two remedial excavations
(NWSA1 and NWSA7), each approximately 0.5 square meters in area to a depth of 1.5 mbgs, completed to
delineate beneath the previously identified trichloroethylene impacts. Approximately 1.5 cubic metre of
impacted soil encountered along the north wall of the excavation was excavated, removed from the Site
and transported off-Site (to Block 2 South) for subsequent removal by a MOE-licensed carrier to an
approved waste receiver. The results of the soil samples from the final limits of the excavations, including
two floor and two wall confirmation samples from each remedial excavation indicated all the VOC analytical
results were below the SCS (compared to surface standards). The extent of former contamination and
locations of excavation confirmation samples are displayed on Figures 10A and 10B; and,

Ten backfill samples were collected and submitted for analysis of PHC F1 to F4, VOCs, PAHs, BNAs,
PCBs and/or metals and inorganics. All backfill samples met the SCS (compared to surface standards) and

thus were used as on-Site backfill material. The backfill material was spread evenly throughout the Site.
Upon completion, the ground surface topography of RSC property was relatively level.
