On November 10, 2009, the Prince George’s County
Council, sitting as the District Council, approved the
Takoma/Langley Crossroads (TLC) Sector Plan
(CR-086-2009). The sector plan’s vision “celebrates
and builds upon the cultural diversity of the existing
and future residents of the Takoma/Langley
Crossroads community.” To achieve that vision, the
plan advances short- and long-term goals, priorities,
and strategies to address the community’s current
and future challenges and opportunities.
Plan implementation will require ongoing
commitments and partnerships between the
community, county and state agencies, businesses,
and other stakeholders. Also, it will be essential that
plan implementation efforts primarily focus on the
following three interrelated strategy areas:
• Housing affordability
• Business retention and improvements
• Zoning amendments through a sectional map
amendment (SMA)
As part of the Prince George’s County Planning
Department’s FY 2012 work program, efforts are
now underway to facilitate and support initial plan
implementation in each of the above strategy areas.
The following report provides an up-to-date
inventory and profile of the 267 businesses, 9
shopping centers, and 48 commercial properties that
together form the portion of the Takoma/Langley
Crossroads business district that is within Prince
George’s County. The inventory and profile provide
an important foundation of information necessary
to organize and support future efforts to strengthen
local businesses and overall business district
investment.
In terms of business retention and improvement
strategies, one of the priorities of the sector plan,
and this report, is to define implementation
strategies that will retain and expand the unique
international flavor and composition of the
Takoma/Langley Crossroads business district as a
major economic asset for the community, the
county, and the region. Based on the sector plan’s
recommendations—and further research conducted
as part of the preparation of this report—short– and
long–term strategies have been defined to ensure a
sound economic future for the business district.
These strategies include: outreach and support
through programs and initiatives designed to retain
and expand small business opportunities and
investments; coordinated business district marketing;
and physical improvements to individual business
properties, commercial centers, and the business
district’s overall environment.
The report is organized as follows:

plan area, including the locations of existing
commercial centers
• Summary of the inventory of businesses
• Profile of the business district based on the
current inventory
• Inventory of commercial property owners
• Inventory (Appendices 1, 2, and 3) of

district interviews and research conducted by
the Fair Development Coalition
• Preliminary strategies for business retention
and improvement
This report serves as an important first step in
promoting business retention, investment attraction,
initiation of marketing programs, and the targeting
of improvements necessary for the economic future
of the Takoma/Langley Crossroads business
district.
INTRODUCTION
BUSINESS DISTRICT
LOCATION
The portion of the Takoma/Langley Crossroads
business district that is located within the Prince
George’s County sector plan area is primarily
located along University Boulevard East between
Guilford Road and Lebanon Street and along New
Hampshire Avenue between Edwards Place and
University Boulevard East. Map 1 shows which
portions of the business district are situated within
Prince George’s and Montgomery Counties. The
locations of the existing commercial centers, which
comprise a significant portion of the entire business
district, are also identified. Map 1 also defines the
location of the proposed Takoma Langley Transit
Center at the northwest corner of the intersection of
University Boulevard East and New Hampshire
Avenue, the proposed Purple Line light rail
alignment and two proposed stations at New
Hampshire and Riggs Road.

The following inventory for the Takoma/Langley
Crossroads business district of Prince George’s
County is presented in two parts. The first is an
inventory of the types of existing commercial
establishments in the sector plan area. The second
identifies the location of all existing commercial
properties within the sector plan area, and
provides information regarding ownership and
acreage.
The first inventory, accounting for 267
commercial establishments, was updated by the
Prince George’s County Planning Department
between January and April 2011 to illustrate the
types of existing businesses in the TLC sector plan
area of Prince George’s County. Data on
individual businesses was collected through the
use of PGAtlas, site visits, and Google Maps.
The City of Takoma Park has also recently
updated an inventory of the 168 commercial
establishments within the portion of the business
district that is outside the Prince George’s County
sector plan area.
Inventory of Existing Businesses
The sector plan area of Prince George’s County
includes several concentrations of businesses
along University Boulevard East (MD 193), New
Hampshire Avenue (MD 650), and Riggs Road
(MD 212).
• Retail businesses account for the largest
commercial category, with 72 establishments
in the area accounting for 27 percent of all
business uses. Establishments selling apparel,
music, jewelry, automotive supply, and
furniture are included in this figure.
• Professional office is the second largest
business use, accounting for about 51 percent
of the commercial space. Businesses in the
professional office category include tax
preparation and accounting services, law
offices, insurance agencies, and property
management companies.
• Eating and drinking establishments, including
dine-in and fast food restaurants, account for
about 13 percent of the overall commercial

space, making this type of business the third
most common type in the area.
The majority of commercial establishments
in the food and dining sector are located in or
near the Langley Park Plaza Shopping Center,
in the vicinity of La Union International
Mall, and in retail centers on University
Boulevard East closest to Riggs Road.
While there are five check cashing
establishments in the area, there is only
one banking center, which is located in the
Langley Park Shopping Center on New
Hampshire Avenue.
Twenty four percent of the shops, restaurants,
and other various commercial establishments
within the business district represent multiethnic heritages from Latin America, West
Africa, Asia, Southeast Asia, and the
Caribbean.
Ten grocery stores and international
supermarkets, included in the grocery/
market category, make up four percent of the
commercial establishments in the corridor.
These establishments are located at various
points within the business district.
Four bakeries in the business district specialize
in Latin American sweet breads, cakes, and
pastries.
There is one florist in the business district.
There are 17 personal service businesses,
including 13 hair salons and barber shops, and
four nail salons.
Liquor stores, which are considered retail
establishments, account for one percent of
the commercial establishments within the
business district.
Laundromats account for one percent of
the commercial establishments within the
business district.
Five gas stations are located along University
Boulevard East.
Courier service establishments account for
two percent of the business mix.
Vacant commercial establishments in the
corridor account for less than one percent
of the total number of existing commercial
establishments.

Inventory of Commercial Properties
and Property Owners
The Prince George’s County sector plan portion of
the business district has 48 individual commercial
properties and 47 commercial property owners.
Data obtained from PGAtlas indicates that the total
acreage of commercial properties in the TLC area of
Prince George’s County is 102.86. This information
is demonstrated on Map 2. The existing gross floor
area of the commercial properties in the area is
913,597 square feet, according to Prince George’s
County property tax records.
The TLC business district includes nine shopping
centers, which are located at different points along
the corridor, including New Hampshire Avenue,
University Boulevard East, and Riggs Road. Several
retail establishments, featured on the inventory
listing but not located in shopping centers, are found
along the south side of University Boulevard East.
Business Interviews
In November 2011, a report was commissioned by
the Fair Development Coalition1 that gives a
snapshot of the current condition of the
“International Corridor.” For the purposes of this
independent study, the “International Corridor”
comprises Takoma Langley Crossroads, Langley
Park, and Long Branch, which are located in both
Montgomery and Prince George’s Counties. The
report contains several findings, based on business
interviews and relating to the years of operation for
businesses as well as perceptions on business
improvement.
Interviews conducted from September 1–November
4, 2011, for Langley Park and Takoma Langley
Crossroads (excluding Long Branch) found:
• Fifty-three percent of the local small
businesses have been in operation for more
than a decade on average.
• Thirty-two percent have been in operation for
more than five years.
Owner perceptions on business success and
improvement varied greatly in two areas:
• Fifty-two percent believed that business had
improved.
• Twenty-nine percent thought that business
had declined.
The report states that the International Corridor’s
small businesses were highly vulnerable to rent
increases and lack of ownership of real estate:
• Ninety-three percent of the commercial space
along the entire corridor is leased, not owned.
• Twenty-six percent of local businesses have
leases that will expire in less than two years.
• Thirty-four percent of the leases will approach
termination within five years.
• Eighty-five percent of local stores’ leases
in Langley Park and Takoma Langley
Crossroads will expire in less than 10 years,
possibly before construction of the Purple
Line is completed.
The inventory of commercial establishments
indicates that there are deficiencies in the types of
existing businesses in the TLC area. As noted
previously, there is one banking center in the area
and several check cashing establishments. The area
lacks entertainment venues such as movie theaters,
retail establishments including books stores, and
other types of commercial retail that could expand
on the commercial options the International
Corridor currently offers.
The implementation of business recruitment and
retention strategies will begin to identify
opportunities for economic development and will
form the initial step in achieving the plan
recommendations. The strategies for business
recruitment and retention will assist in implementing
the vision for the corridor as recognized by the 2009
Approved Takoma/Langley Crossroads Sector Plan.
Implementation of the strategies will not only
expand on the many strengths of the corridor, but
will also bring its potential opportunities into focus.
Preserving and enhancing the community’s
character remains an important recommendation of
the sector plan.
STRATEGIES
The following strategies were recommended by the
approved Takoma/Langley Crossroads Sector Plan.
The strategies focus on marketing, financing, and
zoning. Each of the following strategies will be
subject to further review and refinement. The
Planning Department will review these strategies
with a working group that will consist of, but not be
limited to, representatives from Prince George’s
County Economic Development Corporation;

Marketing
Increasing visitation to and demand for space in the
TLC area through marketing efforts is a key aspect
of implementing redevelopment and revitalization
and increased odds that existing small businesses
will be able to thrive in a redeveloped TLC area.
Efforts to encourage visitation to the TLC area can
help to improve retail sales, which would help
businesses adjust to higher future rents that may be
associated with redevelopment. Jurisdictional efforts
to attract new businesses (both office- and retailbased) would help to increase demand for expanded
space in the future.
Methods of implementation: Create a work group
to develop marketing strategies to enhance demand
in the TLC sector plan area. The work group will be
charged with the consideration of each strategy and
broad oversight of implementation. Since the
marketing strategies can enhance demand for
existing goods and services, the work group should
be formed as soon as possible and should include
representation from the following groups:
• Maryland’s International Corridor
Community Development Corporation
• Property and business owners
• Redevelopment Authority of
Prince George’s County
• Prince George’s County
Economic Development Corporation
• Revenue Authority
of Prince George’s County
• Community and ethnic organizations
• The Maryland-National Capital Park
and Planning Commission
• Prince George’s County Department of
Public Works and Transportation
• Other small business organizations in the
TLC area
Inclusion of these various stakeholders in regular
meetings will ensure that parties needed to
implement a strong marketing package in the TLC
area will be brought together, increasing the odds for
a successful, long-term marketing effort.
Brand the corridor
The unique international flavor of the TLC area is its
top economic asset, one that should be emphasized
with a multipronged branding strategy. Savvy
marketing of the international theme could serve to
improve visitors’ perceptions and recognition of the
area as a special place.
Methods of implementation: Create a branding
campaign for the TLC sector plan area through the
Marketing Work Group to include:
• Development of a logo and color scheme
by a graphic artist
• Use of the logo and color scheme on
signage, brochures, directories, maps,
and banners, often coordinated by an
organization charged with revitalization
• Installation and maintenance of those
branding elements throughout the area,
often by local public works staff
• Repetition of a logo and color scheme
over time is required to firmly ingrain a
brand in a visitor’s or passer by’s mind.
For this reason, it is important to carefully
select a logo and color scheme that will
have long-term appeal, because the longer
those branding elements are in place,
the more firmly they will take root for
potential customers. Costs associated with
branding efforts are not limited to the onetime design, purchase, and installation of
branding elements. Ongoing maintenance
will be needed, as signs and banners fade
over time.

interests. Ongoing coordination with Montgomery
County will also be essential.
Improve recruitment and retention practices
Focused recruitment and retention of international
businesses, through marketing and site selection
assistance, business retention visits, and technical
assistance, is needed to strengthen and expand the
Crossroads’ ethnic retail and restaurant offerings.
Components of recruitment and retention include
marketing and site selection assistance.
Building relationships with and educating
commercial brokers in the region (who serve as the
front-line marketers to retailers) about the unique
character of TLC over time, could help land new
businesses with the ethnic and international flair that
is key to the TLC image and identity. Also, building

relationships with property owners in the TLC will
be the key to encouraging them to focus on ethnic
and international businesses as spaces turn over at
individual properties.
Methods of implementation: Ensure that countylevel economic development agencies assist local
revitalization organizations and prospective
businesses by maintaining an electronic database of
available spaces. Such a database is important not
only for aiding prospective businesses in finding
suitable spaces, but also to help relocate existing
businesses within the Crossroads as properties
redevelop.
Business retention visits
An annual or biennial business retention week can
be used to periodically visit a specified number of
businesses. Each time, different businesses would be
visited so that over time, broad coverage of a variety
of businesses is achieved. Economic development
organization staff and, at times, local political
leaders also participate. The purpose of these visits is
to enhance mutual learning and listening—for
economic staff and politicians to learn about the
business owners’ concerns, and for the business
owners to learn about resources available.
Technical assistance: Small business development
and technical training workshops aimed at both
prospective and existing businesses can be utilized to
retain businesses. Topics could include, but are not
limited to, business planning, business permitting,
window displays, customer service techniques, and
e-marketing.
Methods of implementation: Ensure that countylevel economic development agencies guide local
organizations in business recruitment and retention
strategies to include marketing, site selection,
business retention visits, and technical assistance.
Such efforts are best guided by an organization with
sufficient resources in personnel and time to
coordinate and manage the effort.
Support special events planning
The diversity of the TLC area can be celebrated
through special events, such as international festivals
and “open house” evenings in which businesses are
open for extended hours. As recommended in the
2003 International Corridor Community Legacy Plan,
special events could also include monthly ethnic
festivals focused around important holidays by
country, such as Vietnamese Moon Festival in
August, Mexican Cinco de Mayo in May, and
Caribbean Carnival in February. The planning and
implementation of special events can require

significant human resources, preferably with paid staff
managing the events and volunteers supporting the
planning and implementation processes.
Methods of implementation: Coordinate the creation
of special events through the Marketing Work Group.
Create business directory/kiosk at transit stations
The planned transit stations will become the new
gateways to TLC and potentially high-traffic areas
for visitors and residents. They will also serve as
appropriate sites for orientation to the area’s shops
and restaurants. Each station should feature a
business directory, complete with a color-coded map
and directory of shops. To emphasize the area’s
international character, multilingual categories of
shops and restaurants should be listed.
Methods of implementation: Coordinate creations
of business directory/kiosk through the marketing
work group.
Financing
A variety of sources can be tapped for low-to-no
interest loans for redevelopment, particularly when
the redevelopment occurs in a low- to-moderateincome community and offers affordable housing.
Methods of implementation: Create and promote
potential sources of low-to-no interest loans for the
TLC areas to include:
• Commercial Building Loan Fund: The
Redevelopment Authority of Prince
George’s County’s commercial building
loan fund (CBLF) can be targeted to
commercial construction in the TLC
area. A subcomponent of the CBLF,
the new building loan program (NBLP),
can be used as an incentive to retail and
commercial projects in Takoma/Langley
Crossroads, since it is an Inner Beltway
community in which market assessment
indicates future demand for space. The
program can provide up to 50 percent of
the financing of construction costs for the
project, with a maximum of $2 million in
financing for a single project.
• Community Development Financial
Institutions (CDFIs) and Micro-lenders:
These national and local financial
institutions primarily focus on small
businesses and entrepreneurs, but also are
interested in affordable housing provision
in low- to moderate-income communities.
Institutions include Seedco, Enterprise
Community Partners, and others. Seedco
Zoning
Set aside affordable space for small business:
As a variation to a density bonus for affordable
housing, an intensity bonus could be enacted by
ordinance that would give developers who set aside
affordable space for small businesses additional
intensity over that normally allowed.
Methods of implementation: Coordinate with
M-NCPPC, the Affordability Work Group, and the
Economic Development Group on the creation of
policies to set aside affordable space for small
businesses in the TLC sector plan area.
Other Potential Strategies
The following other potential strategies that were
identified by the sector plan should also be considered.
Prince George’s County Economic
Development Incentive Fund (EDI Fund)
• Funding Level and Source: A
$50 million – one time appropriation has
been approved to support multiple fiscal
year appropriations to the EDI fund at $7-11
million level per year.
• Program Goals: Expansion of the county’s
commercial tax base, job retention and
attraction, support for small and local
businesses, promotion of development and
redevelopment opportunities, transit oriented
development and growth of key industry
sectors.
• Eligible Uses: Land and building acquisitions,
building construction and improvement,
equipment acquisition, and working capital.
Program Criteria:
• Economic Impact: Measurable outcomes
such as job creation and retention; broadening
of the commercial tax base; increasing
industry and commerce; job growth;
promoting local minority and small business
development.
• Alignment with county development goals
and priorities: Project adequately reflects
the articulated goals for revitalization and is
located in or adjacent to the Developed Tier
and key strategic areas.
• “But for” test: Demonstration that the
project would not move forward without
offering of public incentives from the county.
Ability to leverage private funds, federal
and state financial support, and incentive
programs for strategic economic development
opportunities for the state and county.
offers a community partnership model,
in which it will partner with government
agencies, corporations/financial
institutions, colleges, industry associations,
foundations, and the United Way. Seedco
utilizes funding sources such as new
markets tax credits (NMTC, described
below) to fund real estate developments
that connect anchor institutions to their
community, small business assistance
to incubators and expansion loans, and
affordable homeownership programs.
Seedco also makes loans ranging from
$200,000 to $1.5 million to faith-based and
community organizations to advance their
capacity.
• New Markets Tax Credits (NMTC): The
NMTC program, structured to support
investment in low-income communities,
allows investors to claim a 39 percent
credit on equity investments to community
development entities (CDEs) over a
seven-year timeframe. The CDEs then use
this equity to invest in loans to qualified
businesses and commercial and mixed-use
real estate development projects in lowincome communities that have historically
lacked access to traditional sources of
equity capital and debt. NMTCs can be
leveraged to support investment in most
types of commercial real estate, including
office and retail space, day care centers,
and industrial development (but not rental
residential units). Investment may also be
made in new and existing businesses.
International Crossroads Business Inventory and
Profile
In conjunction with the City of Takoma Park,
periodically update the business district inventory
and profile.
Guide to TLC Businesses
In conjunction with the City of Takoma Park, prepare
and periodically update a guide to TLC businesses.
Business Roundtables
Conduct a series of business roundtables at each of
the shopping centers and at other locations that will
enable local business owners and operators to
identify issues and opportunities to support small

business retention and business district marketing
and improvements.
Crossroads Business Forum
Convene a Crossroads Business Forum that will
provide small business owners and operators with the
opportunity to meet with public and private economic
development and financing agencies to learn about
small business programs and financial assistance.
Streetscape Design and Improvement Plan
(TLC Grant Application)
Submit an application to the Washington region’s
Transportation Planning Board (TLB) for a
Transportation/Land Use Connection (TLC)
Program grant to prepare design plans for improving
the University Boulevard East streetscape. A TLC
grant was recently awarded to the City of Takoma
Park to develop a plan for New Hampshire Avenue
streetscape improvements.
Maryland Sustainable Community Designation
Jointly apply with Montgomery County for
designation of the TLC as a Maryland Sustainable
Community. The Sustainable Community
designation will enable Prince George’s County and
the TLC community and business district to be
eligible for programs and funding to support
commercial revitalization, business retention and
improvement, financing for new and expanding
businesses, job creation and tax credits, and sidewalk,
streetscape and road improvements.
Purple Line Business Advocate
The MTA and county agencies should consider
assigning staff to serve as Purple Line business
advocates that could be central points of contact for
local businesses situated along the planned light rail
transit alignment. The functions of the Purple Line
business advocate could be as follows: work with
businesses during the construction of the Purple
Line; provide marketing and business support prior
to, during and immediately after construction; and
serve as a conduit to local, county and state business
assistance programs.
