VILLAGE BOARD NEWS
Mayor Lyle Fout called the meeting to order on June 1, 2015 at 6:30 P.M. in the Elkhart Village Hall.
The meeting was opened with the Pledge of Allegiance. Roll call was taken. Answering present: Dave
Barker, Matt Fights, Peggy Lee, Nancy Moore, and Ernie Shaw. Carey Gave was absent. Attorney Don
Behle, Clerk Ann Curry and Treasurer Theresa Moore were also present. Visitors present were Marlene
Lanterman and Joy Rexshell from Phoenix Consulting Engineers
Motion by Nancy Moore, second by Ernie Shaw to approve the minutes of the May 4, 2015 meeting.
Roll call vote. All yeas. No nay. Motion carried.
Motion by Peggy Lee, second by Nancy Moore to approve the executive session minutes of the May
4, 2015 meeting. Roll call vote. All yeas. No nay. Motion carried.
Motion by Nancy Moore second by Matt Fights to authorize expenditures. Roll call vote. All yeas.
No nay. Motion carried.
Motion by Nancy Moore second by Ernie Shaw to approve employee reimbursements. Roll call vote.
All yeas. No nay. Motion carried.
Motion by Nancy Moore, second by Dave Barker to approve the Treasurer’s report. Roll call vote.

RECOGNITION OF PUBLIC
Marlene Lanterman reported that NAG will be fixing up the Veterans Park. A white privacy fence will be put
across the back. Landscape timbers will be double stacked to keep the mulch and gravel in. New benches
will be installed and the old ones will be painted and used around the village. New flower pots will also be
purchased.
NAG will need the Villages help in removing the railroad ties and an old root ball. Lyle will get someone to
help with this.
Joy Rexshell was here to see if there were any concerns and to report that they are still working on projects.
PRESIDENTS REPORT
Lyle attended the Enterprise Zone meeting. Logan County needs more unemployment and poverty so they
want to add Decatur and DeWitt County to the Enterprise Zone.
The Village received new signs from the Logan County Highway Department. We have to have these signs
put up by August 15, 2015 or we will have to pay for the signs.
Lyle is certified to disburse mosquito repellant. We have sprayed once and will be spraying again.
There will be a Blood Drive June 30, 2015 at the Elkhart Christian Church.
POLICE
The officers have been issuing tickets but the village hasn’t received any of the ticket money yet.

ATTORNEY
The Village was served paper on May 15, 2015 on the Prairie Point foreclosure. Don will be meeting with
the attorneys tomorrow. They want the Village to accept the sewer treatment plant but it is leaking so the
Village will not accept it. Don will enter an appearance on behalf of the Village.
Don sent ordinance violation letters for the Lanterman house and the Hunter House but has had no response
yet.
LIQUOR
Liquor license will be issued by the end of the month.
TIF REPORT
None
SOLID WASTE
The finances are not looking good for the Solid Waste. There is only funding until 2017. After this it might
not be in existence.
LOCAL EVENTS LIAISON
Thank you to Abbey Fletcher for organizing the Village Garage Sales.
Also thank you to all that put on the Memorial Day Program.
The ground breaking for the Medical Marijuana Cultivation Facility will be June 6, 2015 at 9:30 a.m.
The Village of Elkhart is a member of the Logan County Economic Development Partnership. One of the
benefits of this membership is free publication of commercial property for sale or rent in our regional area
through LOIS (Location One Information Service http://www.locationone.com/loislogin/illinois/ ) Any
commercial property that is for sale or rent in Elkhart can be put on this database. Please contact Peggy
Lee 217-947-2046 [email protected] if you are interested in the short form to complete to list.
The Route 66 Visitors Guide has Elkhart in it.
The Workforce Training Program has extended its deadline to June 8, 2015.
Peggy also attended the Lincoln Logan County Enterprise Zone meeting. They need a letter from the Village
indicating anybody that is interested in doing business in the next 5 years. Each town in the Enterprise Zone
has to come up with projects to stay in the Enterprise Zone. The Village has proposed projects of new water
line under the railroad and a new water line by the Blue Moon.
WATER/SEWER DEPARTMENT
There was a problem with one of the pumps so Lyle had to go to Memphis to pick up a pump. Everything
is back on line now.
The bulk water system is working out great with the new lock on the door.
We received a letter from the EPA that said we need to send a letter of commitment that says the sand from
the water plant will be put in barrels with plastic lining and taken to the landfill for disposal.
STREETS/ALLEYS
The letter of confirmation has been sent back to Logan County Highway Department for the seal coating.

BUILDINGS/VILLAGE PROPERTIES/EQUIPMENT
We have the new mower and it is working out very well. We ended up getting a lower interest rate of
3.91%.
VILLAGE PARK
Nancy is still checking on where to get the special mulch that is needed for around the playground equipment.
PUBLIC HEALTH AND SAFETY
Nancy will be meeting with the Mt. Pulaski School board members concerning the School Bus Stop Signs
needed on Kennedy Road.
The dumpsters will be delivered June 5, 2015. The Coal Mine has donated money for the labor for the night
watch for the dumpsters.
There are numerous properties that have some tall grass issues. Lyle will be contacting these people about
their properties.
FINANCE
Dave will have the budget ready for passage at the July meeting. He just received some revenue revisions
he will be adding to the budget.
OLD BUSINESS
Lyle has the permit for the railroad crossing. The railroad wants it signed but Lyle won’t until it is cleaned
up along the tracks. The say it will be July or August for closure of the crossing. They want the Village to
mow the railroad for them. They will pay us for this so we will need to bill them for this.
NEW BUSINESS
There are scam artist in Logan County wanting to pave driveways. They have also been in Elkhart.
Peggy has been doing a great job on the Village sign.

SPECIAL ELECTIONS TO BE HELD TO REPLACE CONGRESSMEN SCHOCK
With the resignation of (former) Congressmen Aaron Shock, the state legislature has
tentatively set July 7 and September 10 for primary and general elections to replace him
serving the 18th Congressional District. However, Logan County did not expect this
untimely election and did not budget for it. A proposal has been put forth to reduce the
number of polling places from 19 throughout the county to 8 in order to be good
custodians of the public’s money. Logan County Clerk Turner has set a meeting with
Townships officials to discuss this issue. Your input is important to us as we attend the
meeting to discuss possible solutions to this unfortunate situation. Therefore, we are asking you contact
one of your Township officials for ideas or suggestions before the meeting. Every effort will be made to
accommodate the constituency as we move forward. Remember, if you are unable to attend the voting
place, you can always request an absentee ballot from the County Clerk’s office. Please contact your
Township Supervisor.

HUMANE SOCIETY PETS OF THE WEEK
Hi! My name is Yadi, and I am new to the Humane Society of Logan
County shelter. I am a tan and white year old male beagle mix who
has lived outside most of my life. My forever home will have to be
a little patient with me because I need to learn how to live in a house
and how to walk on a leash. I am a really nice guy. Come meet
me. Abigail, a brown and white female pit bull has lived in the shelter
since the fall of 2013. She really needs a forever home. Abigail is a
special needs dog who will need a family who is willing to put some
time and work into her care. She was a year old when she came to
live here, so most of her life has been spent in a kennel. Please open
your heart and see if there is room for a special needs dog. And, you have met Lilly, an
eight year old blue heeler mix. She, too, has special needs, but medication and a
willingness to see that she has frequent access to the outside will take care of her
problems. Lilly is a very loving dog, and she deserves a family to love. Come to the
shelter or call 217-737-4042. All of the dogs and cats are spayed/neutered, up to date
with their shots

June 2015
Just an update: Our Second Sunday Fellowship was cancelled due to it being Mother’s Day and later, due to
preparing for refreshments for Beth’s Recitals. Children are more important than donuts and coffee!!
There was a large turnout for Bingo on June 2nd. Lots of laughs, fellowship and free lottery tickets. (No
Winners!) Kelly Tierney keeps things moving and it is fun. Thanks Kelly and it was good to know that Lewis
Memorial Christian Village now offers short-term Rehab Care--Physical, and Occupational Therapies. There
will be an Open House Wednesday, July 8th, 10:00 am – 2:00pm. The Camels will be there, plus Food, Prizes
and Drawings. Mark your calendar!!
Senior Citizens will meet at The Wild Hare on Wednesday, June 10th at noon.
Annual Conference will be held at Peoria June 10th – 13th. Elkhart UMC will be represented by Lay Person,
Nancy Uphoff as well as Beason UMC.
Recycling will be held in the Town Parking Lot on Saturday. June 13th. Remember to bring your Glass,
Aluminum and clean plastic bags to be recycled as this is the only time they will be accepted.
Our United Methodist Women will meet at the home of Esther Boward on Monday, June 15th at 1 o’clock.
Bev Albert will give the program.
Pastor Darrell will be on Vacation June 28th and July 5th.
Our church will be helping the Elkhart Christian Church who is sponsoring Vacation Bible School from July
27th thru the 31st. All children are invited to participate.

President Doug Martin called the Organizational Meeting to order on April 20, 2015, at 5:30 p.m. in the Unit
Office. Roll call was taken. Present were John Stewart, Todd Cyrulik, Joe Olson, Mike Toohey, and Doug Martin. Bill
Rucks present via electronic means. Absent was Jeff Beccue. Also present were Ashley Combs, Charlie Hickey,
Superintendent Hamm, Principal Terry Morgan, and Principal Gene Newton.
Motion by Joe Olson, second by Mike Toohey, to accept the April 17th school board election abstract of votes
prepared and certified by the Logan County Clerk, and declare canvassed winners, Jeff Beccue, Ashley Combs, and
Charlie Hickey as duly elected for a 4 year term to the Mt. Pulaski CUD #23 Board of Education. Roll call vote. All
aye. No nay. Motion carried.
Motion by Joe Olson, second by Todd Cyrulik, to retire the former Board of Education and approve all policies

President Doug Martin called the meeting to order in open session at 7:07 P.M.
Mt. Pulaski resident Tom Martin addressed the Board in regards to Relight-Meridian Wind Farms. Mr. Martin
has been researching the effects wind farms have on the environment for over 6 months. He asks that the school
board check out the creditability of the company. Tom also wanted to know the Board’s stance on the wind farm.
Mr. Martin thanked the Board for allowing him to speak.

The December sales tax has been received in the amount of $22,390.55
Principal Terry Morgan received a letter from Dave Hepler, chairman of Logan County Board. Governor
Rauner has asked him to gather information on graduation rates and college attendance.
Bids were taken on April 14th for the second phase of the roof replacement at the grade school. There were
five companies that submitted bids. Meyer Roofing had the lowest bid.
Motion by Joe Olson, second by Ashley Combs, to approve Meyer Roofing for the second phase of the elementary
school roof for $170,200. Roll call vote. All aye. No nay. Motion carried.
With the increase in free/reduced students, the district will be serving breakfast starting next school year.
The projected price will be $1.50.

The last few months the Board has been looking at the poor condition of the oldest part of the high school.
The Board had discussion about sending RFQ’s out to different architectural firms. After some discussion it was
decided to table this until next month.

Principal Terry Morgan reported the senior of the Month is Maggie Olson.
FFA week is April 27th – May 1st, with a petting zoo being held on May 1st. Hannah Riedle and the
Parliamentary Procedure Team (Clayton Lindley, Garrett Johnston, TJ Benhart, Brady Walsh, Brady Coppinger, and
Sam Koehl) both took 1st place at the FCCLA State Conference held April 17th & 18th. They will advance to the
national competition in Washington, D.C. this summer. Olivia Letterle took 1st place in state level Apparel
Construction, Felipe Buenrostro placed 2nd in Public Speaking, Lauren Thompson and Morgan Kinnaird placed 4th in
Chapter Service. The WYSE team traveled to the U of I for state competition on March 16th. The results have not
been received at this time. The school play was well attended and the students did an outstanding job. The boy’s
baseball record is 9-7. There are 17 students participating in track. We have 4 girls going to Hartsburg-Emden for
softball.
