MISSION
MidPenn Legal Services is a non-profit, public interest law firm for the
poor. We provide equal access to justice and civil legal services to lowincome families and survivors of domestic violence.
Leadership Messages
It is time for us to once again thank you for your on-going support of MidPenn.
Funding is a key component and we are fortunate to have many partners. We truly
appreciate the support we received from our primary funders, the Pennsylvania
Legal Aid Network, the Legal Services Corporation and the Pennsylvania IOLTA
Board. We are also most grateful for the support we receive at the county level from
many of the United Ways as well as from county and city governments. Many of our
local bar associations have taken a leadership role in funding their local MidPenn
offices, resulting in stronger offices.
Providing equal justice to those in dire need is a community effort. Your support
allows us to assist individuals to stabilize their families. Strong families make for
strong communities. As in the past when faced with similar challenges, we will use
these tough economic times as an opportunity to continue to evaluate the ways we
provide service throughout our region, while continuing
to provide high quality legal services. Again, we are very
thankful for all your support. We take our stewardship very
seriously.

MidPenn Legal Services is looking forward to another successful year of providing
quality, legal services to the indigent. As the poverty population increases, so does
the number of people eligible for our services. We are constantly looking for ways to
improve and expand the services that we render. We modify our services based upon
the needs of the times. MidPenn will strive to protect the basic necessities and rights
of our clients through our staff, attorneys, and Board.
We continue to be an integral part of our communities that we serve. We look forward
to assisting our clients, their families and our communities in achieving goals which
we believe will provide equal access to justice and improve the quality of life in the
communities we serve. I look forward to another year with
the staff, Board and clients working together to achieve the

Fighting Homelessness
He Refused to Leave a Buddy Behind
Helping a Disabled Veteran Keep His Home,
His Dignity and His Dog
The Sherriff ’s Department delivered the papers. The next time they came by, it would be
to padlock his mobile home. George Dingler, 61, had worked all his life as a laborer but
heart and lung issues forced him to stop work. After his unemployment ran out, he had no
income and no options. Winter was coming and he had no propane for cooking or for heat.
“I was in Vietnam, I can go live in the hills if I have to but I know what would happen to my
dog. I couldn’t let that happen.”
When he tried to get help on his own he ran into a brick wall. The deputies who served the
legal papers on him suggested that he contact legal aid.
His MidPenn lawyer helped him get food stamps, medical assistance and apply for Social
Security Disability. She worked with him on a budget. On a limited income he was able
to stay in his home and get caught up on all his bills. “This isn’t much but it is my castle,”
says George.
“I wasn’t a piece of paper to my attorney. The weight of the world is off my shoulders. There
is nothing I can say that can describe the love I have for these people. It is not going to rain
on me or my dog.”
Cancer Patient Denied Medical Assistance
Getting Help When It Is Needed the Most
Helping Cancer Patient Get the Care She Needs
Lorrie Baskerville had quite enough going on already. She didn’t need another
fight. The single mom of twins was diagnosed with stage 2 colon cancer. Surgery
had gone well but afterward she was told that her medical assistance had been
terminated. She could not get her follow up post-surgery doctor visit. She could
not start her chemotherapy nor get her medications.
A MidPenn advocate went to work. “It was such a critical time in my life,” said
Lorrie. “I needed all the support I could get.” The local assistance office reopened
her account but in the wrong category and Lorrie still couldn’t get the care that she
needed.
MidPenn had to contact the DPW supervisor who in turn contacted a liaison for
the insurance company. “It was such a relief to have someone helping me. I was
dealing with a lot of emotional and psychological pain.” Eventually Lorrie’s medical
assistance was reinstated but it was an emotional roller coaster for Lorrie and her
family. “When they threatened to take away our medical assistance I didn’t know
what to do. I was at the end of my rope. I really appreciate what MidPenn did for
me.”

Child Snatch Threatens Child’s World
Her Daughter is Back Home
Ja-ziya was only three when her dad suddenly took her 1000 miles away from
home. He had been seeing his daughter occasionally but there was no set
schedule, nor court order. LaQuayla was always the primary caretaker but after
an argument, dad suddenly decided to move to Florida to live with his parents.
He took Ja-ziya with him, without telling mom.
LaQuayla was beside herself. A friend told her about MidPenn and she met
with the York MidPenn Family Law Attorney. The attorney filed court papers
to have her daughter returned and to have the case be decided by a local court.
LaQuayla got her little girl back just in time to celebrate her own birthday. She
hadn’t seen her little girl in two months. “It was my best present, ever,” she said.
Once court was involved the parties were able to come to an amicable agreement
without going to trial. LaQuayla has custody of her daughter during the school
year and Ja-ziya will spend summers with her father. “My little girl is happy
and doing well,” said LaQuayla. And she gets to stay in touch with her dad. I’m
so relieved that it is over.” The Family Law Attorney position is supported by
the York County Bar Foundation.
Leveling the Playing Field
When She Asked for Repairs, Her Landlord Tried to Evict Her
She Had An Ally in the Courtroom
“I was so scared to go to court alone,” said Lorie Garman about her eviction hearing.
She had lived in the modest apartment for over 8 years and was never late with the
rent. She fixed up a lot of things herself. “My stove didn’t work at all. I had to buy
one on my own. Nothing ever got taken off the rent.”
Lorie had been the victim of past physical and emotional abuse. The landlord
knew that she received a small monthly disability payment, most of which went to
pay the rent. But when she took photographs of a significant mold problem and
asked the landlord to remedy the problem, he filed to evict her.
The landlord claimed that Lorie had disturbed the neighbors, damaged a door and
engaged in “disorderly conduct.” “My neighbors always complemented me on
how well I took care of my place. I never did anything like he said.”
A MidPenn attorney went with Lorie to her hearing. When the landlord presented
no proof of damages, disorderly conduct or disgruntled neighbors, the Judge
dismissed the case. She is very glad that her MidPenn attorney stuck up for her.
She wasn’t alone.

She Never Meant to Give Up Her Child
Mother Regains Custody, Child Gets Special Care
When Chad was a few months old, Kimberly Rockey was overwhelmed. She
needed someone to help for a short time until she got back on her feet. An aunt and
her boyfriend pressed her to sign a “Temporary Custody” document. She wouldn’t
see her child again until he was one year old. They didn’t live that far away but they
kept her from having any contact with her baby. She learned about MidPenn from
a flyer she picked up. “I called to see about my rights.”
With her attorney’s help she steadily progressed from one-hour supervised visits to
unsupervised visits and eventually, primary custody. It wasn’t easy. “Chad didn’t
even know my name.” Worse, the baby had special needs that went ignored. When
the surrogate parents left Chad with a babysitter and did not return home for days,
he was placed in temporary foster care. Within one month, with court approval,
Chad was back in his mother’s care.
“It feels so wonderful to have him back. There were times when I didn’t think I’d
make it. But now I’m getting him the help he needs.” Chad, now four, has speech
and other developmental delays but a mobile therapist visits regularly and he goes
to Head Start. “He loves it,” says Kimberly. “It is all new to him. It is a whole new
life.”
