BALUYOT Program Director, BICMP-PMO EXPERT CONSULTATION WORKSHOP ON COASTAL & MARINE SPATIAL PLANNING APPROACH: INTERNATIONAL EXPERIENCES 11 July 2012, East Asian Seas Congress, Changwon City, RO Korea Bataan Profile • Bataan is a peninsular province bounded by the Manila Bay in the east and the West Philippine Sea in the western side • 11 municipalities and 1 city • 137,296 has. total land area • 133,962 has. municipal waters • 188.66 km. length of coastline Manila Bay West Philippine Sea Issues and Problems Pollution from land- & sea-based activity Illegal and destructive fishing methods Proliferation of informal settlers Siltation and Sedimentation Habitat degradation Focus of the ICM Program o Adopted by the Provincial Board thru Resolution No. 68 to serve as the primary framework for integrated coastal management of the province o Members of the Technical Working Group (TWG) includes the PPDO, PG-ENRO, OPA, Tourism Office, MPDCs, BCCFI and PEMSEA o Published in December 2006 Zoning is a tool employed in ICM program implementation to reduce conflicting uses and to enhance and sustain the health and resiliency of the ecosystem. Identified Problems and Solutions in the Municipality of Abucay PROBLEMS / ISSUES / BARRIERS y Squatting (illegal settlers) along riverbanks (i.e., Wawa & Capitangan) y Mangrove deforestation y Proliferation of mussel culture areas/ unregulated construction & establishment y Siltation / shallow & narrow navigational lanes y Illegal fishing/ destructive fishing (sudsod, barilya, dynamite, gasang, theft) y Solid waste SOLUTIONS / POLICIES y Define relocation area & define boundaries w/ Samal & Balanga, 7km coastal waters initially observed y Mangrove reforestation y Establish limits of establishing mussel culture areas (size & distances) y Dredging of heavily silted areas y Strict implementation of laws & ordinances y Regular coastal cleanup & ordinances on solid waste mgt.
