Rio Grande City CISD Board
of Trustees recently named
Mr. Alfredo Garcia as Interim
Superintendent during a special
Board Meeting held on May 25,
2016. He officially began his new
post on Wednesday, June 1, 2016.
Garcia is long time educator and
has served the district in various
capacities. He looks forward
to bringing his experience and
knowledge to this new position that
will be beneficial to the students
and staff of the district.
“I want to return to the basics
of education, the fundamentals, I
am a firm believer that education
starts at the elementary level,” said
Interim Superintendent Garcia.
“Our focus needs to be at that level
in order to develop a strong and
solid foundation for our students so
that they have a smooth transition
from one grade to another.”
Garcia received his Bachelor
of Science in Bilingual Education
from Texas A & I Kingsville and
shortly after earned his Master
of Arts Bilingual Bi-Cultural
degree from the University of
Texas Pan American. He holds
a mid-management certification
and a superintendent certification
from the University of Texas Pan
American.
He began his career at RGCCISD
in 1978 as an elementary teacher
and after seven years moved up
to assistant principal. In 1987, he
accepted the principal position at
Ringgold Elementary and went
on to serve in that same capacity
at two other elementary schools
such as John & Olive Hinojosa
Elementary and North Grammar
Elementary.
After eight years as an
elementary principal he moved
on to Ringgold Middle School to
serve as principal. Garcia was there
for five years before he was asked
to take the helm at Rio Grande
City High School as principal. In
2002, Garcia accepted a position as
Administrative Officer for Program
and Accountability and was
charged with assuring all district
programs were aligned with the
district’s plan and in compliance
with the Texas Education Agency
requirements.
Garcia is firm believer in the
education of all students and has
dedicated his life to the field. When
he became a district administrator
he wanted to continue educating
students and began a second career
in higher education. He became an
adjunct professor at the University
of Texas Rio Grande Valley-Starr
County Campus and South Texas
College.
“I want the students and parents
to know that I am student-oriented,
I’m here for the students and I have
an open door policy,” said Interim
Superintendent Garcia. “Whatever
concern that they might have,
they can always come talk to me.
There is always a solution to every
particular situation and as long as
we work together we will do well
for the students of the district.”

The Starr County Retired School Employees
Association awarded four scholarships to
graduating high school seniors during a
meeting on Thursday 05-19-2016 at the
Workforce Building on the South Texas
College campus. S.C.R.S.E.A. scholarship
committee chairperson Lydia Lopez,
presented the four recipients; one from each of
the four high schools in Starr County. The four
students were: Julissa Marie Garza (R.G.C.),
Juan Anaya (La Grulla), Dilia Salinas (Roma),
and Alejandra Guevara (San Isidro). These
four graduates wrote excellent essays on their
goals to continue their education.

C.A.R.G.O. stands for ‘Cases
Are Rare Gifts Offered’ to foster
children.
Imagine that you are forced to
travel suddenly to an unknown
place and instead of luggage, you
are given a black trash bag to
carry your valuables in; makes one
wonder ‘Am I going to be cared for
in this new place, will it be a safe
haven for me?’ It is heartbreaking
to receive or release children with
black garbage bags as suitcases
and this practice needs to end.
The trauma of removal and the
psychological damage on young
children who are forced to carry
their life’s worth in a trash bags
is an irreparable pain that can be
avoided.
We want to eliminate the use of
trash bags as suitcases for children
in care and restore a child’s dignity
during what is absolutely the most
difficult time of their precious lives.
We also want to bring awareness
and highlight the idea of ‘It takes a
village to raise a child’ and we are
all responsible for assisting those
who are less fortunate.
‘Dignity’ & ‘Journey’ cases
distribution began April 1st, 2016
and we are gearing up for our next
phase of distribution ‘Care’ cases
coming this August.

foster youth aged 18 and former
foster youth are encouraged to

The Barrera Brothers Military Roma High’s #3 Ranked Student Accepted to Texas
Leadership Scholarship Awarded A&M Health Science Center College of Medicine’s Office
of Admission Partnership for Primary Care Program
The Barrera brothers, all
graduates of Rio Grande City
High School, Rio Grande City,
Texas are proud to announce that
Cadet Lieutenant Colonel Karina
Garza is awarded this year’s 2016
scholarship. Karina is a member
of the Rio Grande City High
School graduating class of 2016.
The scholarship is awarded
annually to a senior Army JROTC
cadet who has shown the attributes
of citizenship, duty, honor and a
willingness to serve their country
while a member of the Rio Grande
City High School Junior Army
ROTC (Reserve Officers Training
Corps). Karina served all four years
in the Rattler battalion and was
selected by the Rattler Battalion
Senior Army Instructor (SAI) to
receive the scholarship. Karina
also was a member of the RGC
High School Varsity Tennis Team.
She plans to start her secondary
education at STC with ultimately
pursuing a career in dentistry.
The scholarship was established
in efforts to promote the continued
success of the Rattler Battalion
Army JROTC program. The
local scholarship has been
awarded annually since 1995.
The Barrera brothers are the five
sons of Mr. Guadalupe E. Barrera
Sr.(†) and Maria del Rosario
(Chayito) G. Barrera. The Barrera
brothers all graduates of Rio
Grande City High School (Class
of ‘78. ‘79, ‘82, ‘84, and ‘89).
They all have served or are
serving presently in our military.
One of the brothers is presently
serving on active duty and holds
the rank of Army Colonel.

Daniel A. Garza on his acceptance
in the highly competitive Texas
A&M Health Science Center
College of Medicine’s Office
of Admission Partnership for
Primary Care Program (PPC).
Only 19 students are accepted
into this program and one is a
Mighty Roma Gladiator. As long
as he maintains his standing in
the program, Daniel is guaranteed
a spot in the TAMHSC College
of Medicine. While enrolled
in the PPC program, he
will have the opportunity to
participate in several medical
enrichment activities during his
undergraduate years, including
workshops on success in medical
school, seminars on topics
ranging from medical ethics
to medical research, summer
academic enrichment programs,
clinical observation experiences
and visits at the TAMHSC
College of Medicine campuses.
Rio Grande City High School Student Receives
The 2016 Gates Millennium Scholarship
Rio Grande City High School’s Jose Rodolfo Garcia is the recipient of
the 2016 Gates Millennium Scholarship. Garcia has received $250,000
towards his college education which funds a student’s education through
the Ph.D. level. The Bill & Melinda Gates Foundation funds the scholars
program, which is opened annually to only 1,000 students nationwide.
Garcia will be attending the University of Texas at San Antonio and will
be studying engineering and business. Congratulations on such a great

On Friday, April 29, 2016, the
Starr County Campus Psychology
Club of South Texas College
hosted Starr County’s Got Talent
9 at the STC Amphitheater in Rio
Grande City, TX.
It was completely sold out with
436 people in attendance! $1,919
was fundraised overall, from the
admission and participation fees,
plus money obtained from selling
waters, Gatorades, sodas and
chips, which will benefit the annual
$1,000 Starr Psych Club Scholarship.
There were 15 contestants from
all over Starr County that included
10 singers, 2 dance groups, 1 music
group, 2 musicians (who also sang),
competing in this spectacular show.
The judges were TV Hosts of
Univision’s “La Salud del Valle”
Zoraly Ramos and Claudia Tamez,
Singers/Vocalists of Super Odisea
Eduardo Alanis and Eduardo Javier
Alanis, Radio Host Lily Ollervides,
and Magician David Sage.
Opening performances included
a duet by Super Odisea vocalists,
followed by magic acts on behalf of
David Sage. Closing performance
was a rendition of three classic songs
by Mariachi Corazones de Oro.
Every contestant received a
certificate of appreciation for
participating, there were 1st &
2nd place trophies in the solos
division and 1st place trophy in
the dance groups division. Jr. Miss
Starr County 2016 Carolina Garcia
presented the trophies to the winners.
In the solos division, Albeza
Barrera, opera singer and STC
student, obtained 1st place; and
Victoria Rosa (5th grader at Roma
ISD) obtained 2nd place. In the
dance groups division, there
was a tie in 1st place, Ringgold
Middle School Divas and FJ Scott
Elementary School All Stars.

On April 26, 2016, 5th grade students from Alto Bonito Elementary were
put to the challenge and excelled! District Personnel were invited to the
campus and held a small Science Competition for these students. Every
student was given a Science question and if answered correctly, students
were rewarded with a Science backpack. Students eagerly awaited their
turn and were excited about the reward. They all did exceptionally well
and we know they do just as good on their STAAR Science Test! Best of

Congrats to the Roma High School Students enrolled in the South Texas College Dual Enrollment Medical
Science Academy (DEMSA) for completing the Student Leadership Academy this week. The students
learned leadership skills at the college’s Pecan Campus in McAllen. Through DEMSA, the Roma High John & Olive Hinojosa Elementary celebrated Arbor Day on Friday, April 29, 2016. Arbor Day is a special
students earn free college tuition because of a joint partnership through Roma ISD and STC.

Rio Grande City High School’s Migrant Club Holds Migrant Banquet
On April 21, 2016, Rio Grande
City High School held their
Migrant Banquet at the Rio High
Library. The banquet is held
every year in order to recognize
and celebrate the migrants for
their hard work, commitment,
and challenges they face when
going out to work in different
areas.
This year the Migrant Club
had a guest speaker who is a
Rio Grande City High School
graduate. Mr. Jose Corona
graduated from Rio High in 1977
and was a migrant worker from
his school days all the way to
some of his college years.
He is a Registered Radiologic
Technologist and a Registered
Magnetic Resonance Technologist
with the American Registry of
Radiologic Technologists. He
attended St Edwards University,
Austin, TX, Texas Southmost
College,
Brownsville,
TX,
Baylor
University
Medical
Center, Dallas, TX, Radiology
Program Graduate 1982, where
he was awarded the Clinical
Achievement Award, University
of Texas Health Science Center
- Dallas, TX where he completed
the MRI program.
He currently lives and works
in Corpus Christi, Texas, where
he is employed in the medical
field as an MRI Technologist at
Corpus Christi Medical Center.
He spoke to the students about
growing up in Rio Grande City
and the difficulty of going out to
the fields working while picking
asparagus. He also mentioned
the importance of staying in
school and about the different
options they have. “Don’t just
choose one field in that area,
that field might have another
option so try to advance as
much as you can, don’t give
up”, said Corona. He motivated
the students and even showed
them a ledger his father kept of
the days and hours he used to
work. The migrant students were
very interested and asked many
questions that are beneficial for
their future.
The migrant students worked
diligently to make the banquet a
great success. They would like to

Lopez, Mr. Joseph Ellert, along
with their staff members.

REQUEST FOR RELEASE OF FUNDS
On or about June 24, 2016, the City Of Rio Grande will submit a request to the Texas
Department Of Agriculture (TDA) Environmental Specialist, P.O. BOX 12847, Austin, Texas
78711 for the release of Community Development Block Grant funds under Section 104(f)
of the Title 1 of the Housing and Community Development Act of 1974 as amended, to
undertake a project known as Street Improvements under TDA Contract No. 7215419 for the
purpose of first time street paving to (3) streets in the City Of Rio Grande City corporate city
limits streets being paved will be Gabilan St, Lucien Street, and Morlen St contractor shall
construct approximately two thousand hundred eighty-three linear feet (2,283 l.f.) of street
utilizing compacted crushed caliche base with prime coat, one-and-one-half-inch (1.5) hot
mix asphaltic concrete with tack coat, install curb and gutter, reinforced concrete apron,
driveway adjustment and repair. to improve deteriorated streets, and limited access which
can have a potential threat to public safety.
FINDING OF NO SIGNIFICANT IMPACT
The City Of Rio Grande City has determined that the project will have no significant
impact on the human environment. Therefore, an Environmental Impact Statement
under the National Environmental Policy Act of 1969 (NEPA) is not required.
Additional project information is contained in the Environmental Review Record
(ERR) on file at City Of Rio Grande City Hall,5332 E. US HWY 83, Rio Grande City, Texas
78582 and may be examined or copied weekdays 8 A.M to 5 P.M. excluding holidays.

to authorizing submission of a request for release of funds. Comments should specify

ENVIRONMENTAL CERTIFICATION
The City Of Rio Grande City certifies to Texas Department of Agriculture that Mr. Joel
Villarreal in his capacity as Mayor consents to accept the jurisdiction of the Federal
Courts if an action is brought to enforce responsibilities in relation to the environmental
review process and that these responsibilities have been satisfied. The Texas Department
of Agriculture (TDA) approval of the certification satisfies its responsibilities under NEPA
and related laws and authorities and allows the City Of Rio Grande to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Texas Department of Agriculture (TDA) will accept objections to its release of fund and
the RE’s certification for a period of fifteen days following the anticipated submission
date or its actual receipt of the request (whichever is later) only if they are on one of
the following bases: (a) the certification was not executed by the Certifying Officer of
the City Of Rio Grande (b) the City Of Rio Grande City has omitted a step or failed to
make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the
grant recipient or other participants in the development process have committed
funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before
approval of a release of funds by Texas Department Of Agriculture; or (d) another Federal
agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the
project is unsatisfactory from the standpoint of environmental quality. Objections must
be prepared and submitted in accordance with the required procedures (24 CFR Part
58, Sec. 58.76) and shall be addressed to Texas Department Of Agriculture, Environmental
Specialist at P.O. BOX 12847, Austin, Texas 78711. Potential objectors should contact

Dr. Mario Ramirez Elementary Library celebrated National Library Week with activities throughout the
week. It was a fun filled week for the Diamondbacks at Dr. Mario Ramirez Elementary. A heartfelt thank
you to everyone at DMR for making National Library Week such a special week. The following are the
activities the students participated in. Monday: Students made parade floats out of shoe boxes. Each child
choose a book and decorated his/her shoe box with characters and scenes from that book. Tuesday: If You
Give A Mouse A Cookie, students and teachers made a book marker in exchange for a cookie and a cause
and effect lesson. Wednesday: Book Character Day, students and teachers were encouraged to dress as

The City of Rio Grande City, in collaboration with
the Farm Workers Union and other organizations
met on Wednesday, June 1, to commemorate
the 50th anniversary of the 1966 Rio Grande City
Melon Strike.
Hundreds gathered at the Kiosk on Britton where
the surviving “huelgistas” were recognized for
their contribution to the strike. Afterwards, the
crowd participated in a commemorative march
down Main Street to the Kelsey Bass Museum and
Event Center and were treated to a lunch at the
Lopez-Tijerina Courtyard. During the celebration,
participants shared their personal stories and sang
folk songs about the strike.
We would like to thank everyone involved with the
coordination of the event including Farm Workers
Union, LUPE, Starr County officials, Starr County
Sheriffs Department, City Staff and all the attendees
who joined in the march.

Hearing and Organizational Meeting on Thursday June 9, 2016 at the

The RRC will be reviewing the 2017-2018 Texas Community Development
Block Grant Scoring Criteria and Guidelines for the South Texas Region.
Agenda for the public hearing consists of introduction of the RRC Members

changes to the RRC Guidebook, and public comment. The RRC encourages

Which process in the digestive system is best classified as a physical
change? Eighth graders at Veterans Middle School can answer that
science question and many more! VMS 8th graders participated in a
Science Competition at the VMS Cafeteria on April 27, 2016. RGCCISD
administrators and personnel conducted the question and answer Science
competition in order to better prepare these students for the Science
STAAR test. Students eagerly awaited their turn at the different tables
for an opportunity to display their scientific knowledge as Mr. Joel Trigo,
RGCCISD Superintendent, and other district personnel provided the
science questions to students. Those students who answered correctly
had the satisfaction of being recognized for their accurate responses
and received a colorful drawstring backpack. Pictured above are VMS

On April 27, 2016 the Starr County Young Voters with the help of
AACT hosted a voter registration drive at South Texas College at Starr
County Campus. The purpose of the drive was to encourage students
and the community to participate in the next upcoming election and to
register those who were not. Over 50 students were benefited with the
registration drive. The event was a great success and we would like to
thank Attorney Eduardo “Eddie” Ramirez and the Ramirez Law firm
for sponsoring the food to this event.

North Grammar Elementary Students Stay Active and Healthy
North Grammar Elementary 4th and 5th students participated in the district wide initiative to get active. The Border Obesity Program sponsored by the Texas Department of Health is working closely with young
students to help them become aware of the myriad of health benefits of physical activity. Throughout the school year, the NGE coaching staff monitored student progress, and awarded respective medals and pins for
each target achieved. At the end of the program, students who walked 30 miles or more received a free t-shirt as reward for their accomplishment. North Grammar Elementary is committed to helping every student
achieve a healthy and successful future.
DPS Urges Texans to Prepare as Hurricane Season Begins
What’s in that tube of green leaves?
A few years
ago I built
a
cement
block storage
building.
On
several
occasions
since then, as
I’ve
opened
the door, a tube of green leaves
has fallen from its location at the
top of the door. I’ve been puzzled
by the green tubes.
As I’ve now discovered, the
leaf tubes are made by leafcutter
bees. There are several species
but all resemble honey bees in
appearance and are about the
same size or a bit smaller. The
wings are clear or smoky and the
bodies dark with perhaps a green
or blue metallic sheen.
Unlike many bees, the
leafcutters lead a solitary life.
They have no hive or complex
social life.
The female uses her mandibles
to cut circular pieces from leaves
and then connects them to make
a tube about 3/8 inch in diameter.
You may have noticed plant
leaves with neat rounded portions
removed. From these pieces
the tube is built in a knothole,
a pipe, a crevice above a door,
or, occasionally a hole in the
ground.
The tube, several inches long,
is divided into cells into which
the female bee places pollen and
nectar. In each cell, she then lays
a single egg. The egg hatches into
a larva which feeds on the stored
food and then pupates. During
pupation, the caterpillar like larva
is transformed into a new adult
leafcutter bee.
The leafcutter bees are
abundant which is fortunate for
us because they’re pollinators
of many plants which are of
economic significance. The only
minor problem for us is that the
females can sting. Being stung is,
however, a truly rare occurrence.
Most bees collect pollen on
their hind legs; leafcutter bees
collect pollen on the fuzzy ventral
(bottom) side of their abdomens.
They collect the pollen for their
own consumption and to place
in the cells of the leaf-tubes
they built. In the process, they
pollinate the flowers they visit.
You can attract leafcutter bees
to your garden by building them
a house. Take a log or post or
wood block, about 10 inches
thick would be perfect, drill
some approximately 3/8 inch
holes and place it in a solid, not
swinging, location somewhere
in the garden. The leafcutters are
wonderful pollinators and as you
may have heard, other pollinators
such as honeybees are in trouble.
We’re losing many pollinators
and we need to help those we can.
We tend to think that all
creatures of any type, such
as bees, are much alike. The
leafcutter bees remind us that it’s
not true. Within what seem to be
very similar groups of animals
there may be considerable
diversity. That diversity is what
yields heathy ecological systems
and fascinating observations for
us.
The Texas Department of
Public Safety (DPS) is reminding
residents that hurricane season
began June 1st and continues
through Nov. 30. The department
also is warning Texans to
not delay in developing their
emergency plans in advance of
possible hurricanes or tropical
storms.
“Many of our communities
have already been impacted
by severe weather events this
year,” said Texas Governor Greg
Abbott. “As we enter the 2016
hurricane season, I urge residents
to start preparing now for these
possible storms – if they have
not done so yet – and to make
it a practice to monitor weather
conditions and to heed directives
from their local officials.”
“It is critical that Texans have
an established hurricane plan and
emergency kit in place before
a hurricane or tropical storm
ever forms or enters the Gulf
of Mexico,” said DPS Director
Steven McCraw. “Advance
preparation is a critical gamechanger in helping protect
lives and property, and we urge
residents to remind their family,
friends and neighbors of this lifesaving step.”
All Atlantic and Gulf of
Mexico coastal areas are subject
to hurricanes or tropical storms. It
is possible for a storm to severely
impact our state, even prior to or
without making direct landfall in
Texas. Additionally, the rainbands
associated with a tropical system
have an extremely wide reach,
so monitoring changing weather
conditions during hurricane
season is critically important for
all Texans.
Hurricanes
can
cause
catastrophic damage to coastlines,
and winds can vary from 74 to
157 miles per hour (or higher). In
addition, hurricanes and tropical
storms can also spawn tornadoes,
create dangerous coastal water
conditions
including
storm
surges along the coast, and cause
extensive damage from flooding.
Here are several measures
residents can take now to prepare
for potential storms:
•Assemble an emergency kit
that includes essential documents,
supplies and provisions.
•Review hurricane evacuation
maps, and select a route for you
and your family.
•Plan how all family members
and pets will evacuate safely.
•Consider any special needs
for individuals with disabilities
or the elderly.
•Stay informed about changing
weather conditions in and around
your area.

Assistance Registry (STEAR),
a free registry that provides
local emergency planners and
responders
with
additional
information about needs in their
