Dakota Truck Driving
Championships
When I read that heading on the program
it was hard to believe we have been at this
for 34 years. I strongly believe the TDC is
one of the best events we sponsor all year.
I was especially pleased to see the Champions Club honoring Bud Westendorf with
their "Appreciation and Recognition" award
in honor of his years of service with the TDC.
I am not 100% sure if Bud was helping "year 1" and he may have, but I know
for sure he was already on board "year 2". Either way Bud has been a very
long time contributor and supporter of the event. Well deserved recognition.
It was great to see a strong field of drivers, I believe 36 to be exact. Collectively this group of 36 represented 848 years of driving experience and 74
million miles traveled; some rather impressive statistics. It is an honor for
anyone to be able to participate in the event and obviously an even greater
honor if they are fortunate enough to win their class. Congratulations to
those that did win their class and I am confident that each and every one
of them will do a great job professionally representing South Dakota at the
Nationals in Salt Lake City. Congratulations also to the MCT drivers on winning the Team Award this year.
It takes a small army to pull this off each year and we can't thank those
that helped enough, especially those that braved the wind and cold during
the competition! It takes months of detailed planning and preparation and
everyone did a great job and we appreciate your efforts. One specific group
that we always appreciate helping with the event is the South Dakota Highway Patrol with the Motor Carrier Enforcement group, and they were there in
force this year with a large contingency. Thank you! Also, special thanks
to the entire SDTA team that helped make this year such a great success.
Last but not least, my thanks to Chairman Don Knowler and Co-Chair Glade
Evenson. They had a great team helping them but it takes good leadership
to keep everything moving the right direction to have a smooth event and
great banquet. Great job to both of you!

On May 11th, we had another successful SDTA
Truck Driving Championships competition resulting in the crowning of champions to represent us
at national competition in Salt Lake City later this
summer. Other than missing a day outside in marginal weather, those that did not attend as spectators and those eligible drivers that did not compete
have again done themselves a disservice. In this
edition of the Trucking News, you will find photos
that will provide you a great recap.
The office has been quite busy answering questions
about the Hours of Service Rules that take effect on
July 1, 2013. In order to deliver some basic information, I am dedicating the remainder of this column to provide a bit of guidance.
MANDATORY REST BREAKS
If more than 8 consecutive hours have passed since the last off-duty (or sleeperberth) period, a driver must take an off-duty break of at least 30 minutes before
driving. Commercial motor vehicle drivers carrying Division 1.1, 1.2, or 1.3 explosives
may count any on-duty time spent attending the commercial motor vehicle toward
the break, but doing no other on-duty work.
60/70 HOUR LIMIT
This driving time is based on a 7 or 8-day period, starting at the time the motor carrier designates as the start of a 24-hour period.
If the driver's company does not operate vehicles every day, the driver must not
drive a commercial motor vehicle after being on duty for 60 hours during any 7
consecutive days. The driver must wait until he/she has dropped below 60 hours for
a 7-consecutive-day period before driving again. The driver may do other work, but
any other hours worked, whether for a motor carrier or someone else, must be added
to the total.
If the driver’s company operates vehicles every day, the driver may be assigned a 70
hour/8-day schedule. This means that the driver is not allowed to drive a CMV after
he/she has been on duty 70 hours in any 8 consecutive days. Once the driver reaches
the 70-hour limit, he/she will not be able to drive again until he/she has dropped below 70 hours for an 8-consecutive-day period. Like under the first limitation, a driver
may do other work, but those other hours worked count toward the total.
34-HOUR RESTART
The 34-hour restart remains the same except for two new limits. First, the restart
may only be used once every 7 calendar days (168) hours. Second, the 34-hour period
must include two periods between 1 a.m. and 5 a.m. (home terminal time zone). That
is, the restart cannot be used until 168 hours or more have passed since the beginning of the driver's last restart and the restart period is 34-hours.
* Also Note: The 11 and 14-hour rule that went into effect February 27, 2012 remains
the same unless the Court rules differently in the future.

Finally I got to throw away the sling. Although I am a long way from being able to do much physical work, it feels good to have the
use of both hands again. I know Wayne Ryan and Rodney Johnson feel the same way about the crutches after their knee surgeries.
Thanks Bruce for covering the newsletter for me the last couple months.
As everyone knows we had to cancel the Log Haulers Seminar April 9th due to the weather. I am still amazed Myron was able to
make it back to Sioux Falls. He must have been just ahead of the road closures or he used his former connections to proceed, but
I was glad to know he made it back safely. We did reschedule the seminar April18th and had an excellent turn out. The day was
filled with many guest speakers and we had a really good social hour and dinner. I hope everyone enjoyed it and we do look forward
to some feedback.
Just to inform everyone our Black Hills Log Haulers Vice President Bruce Votroubek will be part of the SDTA group to make the Call
on Washington this year. I know Bruce was hoping to get our feet just a little wet here, but I was not surprised when he was thrown
right into the fire. Bruce has been assigned the task of addressing the pine beetle epidemic with our congressional delegates.
Bruce has spent many hours researching the issue, including visiting with forest service officials and a long phone conversation
with Jim Neiman. Although this is not a subject our delegates are not well aware of, we are an entity they have never heard from
before on this subject. The pine beetle epidemic has an effect on all of South Dakota from tourism, to the hand cutter in the woods,
to the contactor, to the log hauler, to the mills, to the mill employees, right on down to the grocery store. Bruce will do an excellent
job representing us and will be reporting on the experience as part of our newsletter in June. I for one am excited to hear about
this and all of the issues that will be addressed.
The survey for the 2012 information has gone out. I hope everyone has filled the survey out and returned it. This information is
critical and has proven to not only be effective, but it’s almost impossible to dispute. If we can get this information in and compiled
in time there will be a good possibility that both 2011 and 2012 can be delivered at the same time. We have perfected this survey
to the point that we should be able to be current every spring with the previous years information.
We have had a very good start and response for associate membership support and I would like to thank and recognize each business. Baker Timber Products, Quality Insurance, Prorate 48, Dale’s Tire, 18 Wheeler, Godfrey’s Brakes, Eddies Trucks of Rapid City,
Northwest Peterbilt of Black Hawk and CBH Cooperative of Sturgis and Belle Fourche. There are many businesses that we have not
yet contacted that I’m sure will support us, so please ask for their support when you can.
June 13th is the SDTA Annual Summer Board Meeting, Agriculture Commodities Conference and Log Haulers Conference along with
a Fishing Tournament on June14th. Please attend if you can.

Driver of the month
RICK GEERDES
K&J TRUCKING, INC., SIOUX FALLS, SD
Rick Geerdes, K&J Trucking, Inc., Sioux Falls, SD,
has been selected as the May 2013 Driver of the
Month by the South Dakota Safety Management
Council.
Mr. Geerdes has logged over 2.7 million miles in
a professional driving career that spans 23 years.
He has been with K&J Trucking, Inc. for the past
4 years. He has shown great skill on the road
and he shares that knowledge as one of the driver
trainers for K&J. He likes to share his experiences
with those coming into the industry in hopes that
it will prevent newcomers from making some of
the mistakes he did.
Rick is very professional when dealing with both
shippers and receivers. He is very thorough with
his paperwork in order to assure that billing can
be handled in a timely fashion. K&J Trucking, Inc.
reports, “We would like to clone him a few times
over.”
Rick and his wife Becky are the parents of two
adult children and reside in Cleghorn, Iowa.
SDTA joins the Safety Management Council in
congratulating Rick Geerdes for being selected as
the May 2013 Driver of the Month.

IMPROVING THE HUMAN CONDITION
Shedding light on the dangers of sun exposure

Beach babes, sun bums and outdoor
enthusiasts aren’t the only people
at risk of developing dangerous,
sometimes deadly, skin cancers.
If you spend a lot of your workday
traveling in a truck or working in the
fields without protection from the
sun, you’re putting yourself at significant risk.
It’s important to protect yourself
from the increasingly strong, dangerous ultraviolet rays from the sun,
says Dr. Clint Brunner, a Sanford
Health dermatologist in Sioux Falls.
In fact, UV radiation bounces off of
surfaces and exposes us from all directions, which means every place,
from underneath your chin to the
palms of your hands, are vulnerable.
“We see truckers, for example, getting skin cancer on the left side of
their scalps, faces and ears,” says
Dr. Brunner. “The more you’re exposed, the more you’re at risk.”
Who’s at risk?
Sometimes genetics play a factor
in your chances of developing skin
cancers, although lifestyle goes a
long way in determining your risk.
Generally, people at higher risk for
skin cancer are:
• Fair-skinned Caucasians with
blonde or red hair and blue or
green eyes
• Outdoor workers
• Tanning bed users
• People with a history of skin,
breast, thyroid or pancreatic
cancer
• People who have a history of
sunburns
Prevention
Dr. Brunner often tells his patients
that they can’t undo their genetics
or the sun exposure they’ve had in
the past. But, “You can monitor now
and wear protective clothing, sunglasses, lip balm and sunscreen. All
of these measures will decrease your
exposure to UV radiation,” he says.
An SPF 30 to 50 is adequate. Anything higher doesn’t offer much
benefit, says Dr. Brunner. “You’re
already blocking 99 percent at 50
SPF.”
Follow manufacturer’s directions. If
it says reapply every two hours then
reapply.
Choose water resistant. Outdoor
workers tend to perspire more and
are exposed to rain, wind and snow
as well. Reapply often. “Unfortunately, there’s no way for you to
tell when a sunscreen has stopped
working, but generally they’re not
going to last longer than a couple of
hours,” says Brunner.
Can’t stand greasy lotion? There are
lots of other options nowadays that
won’t leave you feeling oily. Try a dry
touch formula or a stick, which is
good for around the eyes. Try a gel
application if you have hairy arms
or a beard.
You’re still at risk even when the
sun isn’t shining. On cloudy days,
the UV radiation is only reduced by
20%. Also, when there is snow on
the ground, 80 percent of the UV
rays are reflected back up from the
ground.
Take a shot. Generally, a shot glass
amount of sunscreen should be
enough to cover your whole body.
Apply at least 15 minutes prior to
sun exposure to allow the special
chemicals to activate on your skin.
Hat’s off to hats. Crispy fried ears.
That’s what Dr. Brunner has seen
in patients who wear baseball caps
and forget to protect their ears with
sunscreen. Brunner suggests wearing cowboy hats or other broadrimmed type hats.

birthmarks goes a long way in detecting and preventing skin cancer. If you don’t have a partner
to help you check yourself, there are smart phone
apps that can snap photos and catalogue your
skin. Or go the old-fashioned way and use a fulllength mirror in a well-lit area.
Look for:
A- asymmetry of a mole (one half looks different
than the other half)
B- irregular borders (not smooth and round)
C- different colors in the same mole, or a mole
that is differently colored than the other moles
(especially if it is darker than the others)
D- increasing diameter, especially when larger
than a pencil eraser
E- evolving- itching, bleeding, scaling, pain or irritation

A baseline exam will give you a good idea of your
individual risk factors. During this consultation,
a dermatologist will thoroughly examine your skin
for spots that may be red flags.
“You can get skin cancer anywhere you have skin,
even in areas that weren't exposed to the sun,”
says Brunner, emphasizing both the importance of
self-checks and regular exams with your doctor.

North Dakota Highway Patrol puts 35 pickup drivers out of service

A commercial motor vehicle enforcement effort in North Dakota resulted in more than 100 citations and 35 drivers ordered out of service, according to a spokesman for the highway patrol’s office.
not passed the necessary knowledge and skills tests for the
class of vehicle they are operating. These violations occur
more frequently in western North Dakota, as the demand for
truck drivers is high.

Troopers from across the state traveled to western North
Dakota near U.S. Highway 83 and Interstate 94 last week
to conduct a saturation patrol. Sgt. Mitch Rumple said the
goal of the three-day effort was to identify and remove drivers from behind the wheel who were operating CMVs without
proper training and licensing authority.
“Since the oil boom caught our state, there’s been a huge
influx of commercial vehicle traffic of all sizes in western
North Dakota,” he said. “Through our safety efforts, we’ve
had concentrated patrols. The mission is to make sure the
roads are safe for everyone.”
Rumple said the 35 drivers ordered out of service in the latest
patrol were all pickup drivers, hauling trailers or equipment
that exceeded gross vehicle weight limits. Pickup trucks pulling trailers where the gross vehicle weight exceeds 26,001
pounds require the driver to have either a Class A CDL if the
trailer is over 10,000 pounds, or Class B CDL if the combination was over 26,000 pounds, but the trailer weighs less than
10,000 pounds.
“There seems to be a lot of confusion throughout the motor
carrier industry and the general public about what weight
is used in determining whether a CDL is required,” Rumple
said. “It’s not how much the vehicle weighs that determines
if a CDL is required. It’s the manufacturer’s gross vehicle
weight rating. That is what we use.”
In addition to the license violations, Rumple said the patrol
issued citations for other infractions, including logbook violations, hours-of-service violations, medical certificates and
seatbelt violations. On each stop a driver-vehicle inspection
report was undertaken as well. Patrolmen issued more than
200 violations from the inspections, many of them of the
equipment variety.
The North Dakota Highway Patrol has noticed an increase
in the number of CMVs being driven by operators who have

RULES FOR SDTA’S DRIVER OF THE MONTH NOMINATION
Driver may be nominated for Driver of the Month for any outstanding act of heroism, a contribution to highway safety, an extraordinary act of
courtesy, an exceptional deed or act of service to mankind within the community reflecting positively on the motor carrier industry, or for a long
period of safe and courteous driving. An outstanding act shall be deemed to mean unusual or other than the normal every day courtesies
afforded by truck drivers.
ELIGIBILITY:
1. The nominated driver must be an employee of a member in good standing of the South Dakota Trucking Association.
2. The nominated driver must have been employed by the present employer for at least two years and have a minimum of five years overall
experience.
3. South Dakota domiciled* drivers are eligible for nomination for an outstanding act performed in any state.*The intent of the word “domiciled” shall be interpreted to mean: Any driver reporting to or regularly dispatched from a terminal within the State of South Dakota (in
keeping with Federal Motor Carrier Safety Regulations definition of his home terminal) regardless of where the driver may dwell.
4. A driver may receive the Driver of the Month award only one time in any contest year. He/she may be renominated in any subsequent year.
5. Nominations for outstanding acts on the highway shall be accompanied by supporting evidence (letters, statements, news clipping, etc.).
A clear, factual account is absolutely necessary. Vague generalizations will not be accepted.
6. A copy of recent driver motor vehicle record check must accompany the nomination.
7. Drivers nominated and not selected as Driver of the Month will be held over and used in the following month’s selection. Nominees not
selected in either of these two months may be renonimated for any future month’s selection.
8. Entries must be in the office of the South Dakota Trucking Association no later than the 10th of each month for that current month’s contest.
9. Nominations may be made by any party, but must be approved by the employer or a representative of the employer.
10. The annual contest will run from September of the previous year through August of the current year.
11. Company agrees to submit a professional, head and shoulders, black and white photo of entry upon notification of winning. (3” X 5”
preferred)

CVSA's Roadcheck 2013 planned for June 4-6
Mark your June calendars. The CVSA Roadcheck 2013 is right around the corner. The
annual inspection event – the Commercial Vehicle Safety Alliance’s 72-hour safety blitz
– is scheduled for June 4-6.
CVSA sponsors Roadcheck with participation by the Federal Motor Carrier Safety Administration, Pipeline and Hazardous Materials Safety Administration, Canadian Council of Motor Transport Administrators, Transport Canada, and the Secretariat of Communications and Transportation (Mexico).
Roadcheck is the largest targeted enforcement program on commercial vehicles in the world, with approximately 14 trucks or buses being inspected, on average, every minute from Canada to Mexico during
a 72-hour period.
CVSA provides a Roadcheck checklist for drivers. Included in it are tips such as:
• Buckle up.
• Pre-inspect the condition of your vehicle and check for load securement issues.
• Check your brakes.
• Inspect coupling devices.
• Ensure all required lamps are the proper color and operational.
• Check for loose fuel tank mountings, leaks, etc.
• Look over your tires and check for proper inflation, cuts, bulges, etc.

Each year, approximately 10,000 CVSA-certified local, state, provincial and federal inspectors at 1,500
locations across North America perform the truck and bus inspections.
CVSA is made up of local, state, provincial, territorial and federal motor-carrier safety officials and industry representatives in the U.S., Canada and Mexico.
Since its inception in 1988, the roadside inspections conducted during Roadcheck have numbered more
