A Common Question
WA is one of the few states that has a revenuebased system of taxation
Taxing districts, such as fire, library and school
districts, submit their annual adopted budgets to the
Assessor who has the responsibility to determine
the “levy rate” that is necessary to meet the
adopted budgets.
Revenue Based System
2013 – Seattle School District taxed you $100
Next year (2014) – Seattle School District can
only tax you 1% more = $101
UNLESS
Budgets are limited to a 1% growth unless a
bond or levy is voter-approved by the local
community or new construction

Property Tax Exemption
Annual Household income of $35,000 or less
• Disabled King County residents income of
$35,000 or less can qualify regardless of
age
• 61 years of age by December 31 of the
previous year
• Veteran with a service-connected disability

Program Overview
• Value of your residence is frozen as of January
1 of the initial application year for property tax
purposes,
• Exempt from all excess and special levies.
• Refunds for prior years, up to 3 years and must
meet qualifications for each tax year.
• Grant Program – It is not a loan that you have
to repay
