What If My Child Isn’t Doing Things Like Other Children His/Her Age? As you watch your child grow, you may become concerned about your child’s development. While all young children grow and change at their own rate, sometimes you may have concerns that your child is developing differently than others the same age as your child. Early intervention services are available to families of children with special needs beginning at birth. There are two programs for eligible children: • Help Me Grow: Infant and Toddler Intervention are special services and supports for children birth through age two years and their families. These services are provided for eligible children who may be experiencing delays in their development for several reasons, including special health conditions. These services are designed to meet the unique developmental needs of each child and their family and are offered at no cost to families. • Help Me Grow: Preschool Special Education is for eligible children ages three to five years. Help Me Grow services are free to eligible families regardless of income or immigrant status. Help Me Grow provides services based on the needs of preschool children who meet state eligibility criteria for developmental delay or other disability, and who are experiencing challenges in their learning and development. Children may be eligible if they are not able to learn, speak or play like other children who are the same age. www.helpmegrowmn.org What types of services are available to eligible children? Services are based on the child and family’s needs and priorities. Parents are essential team members in the decision-making process of identifying services for their family. Follow Along Program For all parents of children birth to age 3 to learn about their child’s healthy growth and development. Parents can use the program to learn if their child is playing, talking, growing, moving and acting like other children the same age. The Follow Along program is open to all county residents; there are no eligibility requirements or costs associated with participating in Follow Along. It identifies, at an early age, possible health or learning concerns so that your child can get help before starting school. It is a free service offered by your school district. In Minnesota, all children are required to complete early childhood screening before kindergarten entrance. However, it is not a test for kindergarten. These checkups are important to children’s health and can include vision, hearing and developmental checks, a physical exam, immunizations, and an opportunity to ask questions. These checkups can help find and treat health problems before any lasting harm is done and will help children grow to their full healthy potential. Contact your local health provider for Child and Teen checkups covered under Medical Assistance (MA) and MinnesotaCare. These programs cover the cost of the exam. For those with private insurance, well-child checkups are typically a benefit under most insurance plans. Please refer to the coverage details of your insurance benefit plan. Health Care Coverage MNSure1-855-366-7873 A new marketplace where Minnesotans can find, compare, choose and get quality health care coverage that best fits their needs and budget. General Assistance Medical Care Assists persons who cannot meet costs of necessary medical care. Must be between the ages of 21–64 and not disabled nor eligible for a federal program. Medical Assistance Minnesota’s Medicaid program provides services to low-income senior citizens, families, children, and people with disabilities. There are income limits to qualify for this program, and you can apply through your local county human services office. Minnesota Care A health care program sponsored by the state for people who live in Minnesota and do not have access to health insurance. There are income limits and other guidelines to qualify. Enrollees pay a monthly premium based on income and/or family size. TEFRA Medical Assistance (MA) program for children with disabilities that provides services for those children who meet eligibility criteria and live at home with their families. Short-term service planning and ongoing case management to determine the needs of your child, identify and support options and obtain available funding. Family Support Grant The purpose of this state funding program is to support families in providing the additional services to their child with developmental disabilities. It allows eligible families to receive monthly grant amounts to purchase services or equipment to allow their child to remain at home. Waivered Services The waiver enables families to keep their disabled child at home or to provide him/her with services in the least restrictive environment within the community. It allows Medicaid to cover a variety of services that are not available to other Medicaid participants. The availability of these services depends on eligibility and funding.
