have been opening the doors to some of the area’s finest new
and remodeled homes. This year, on September 19th & 20th,
we offer 16 homes to tour, to dream, to gather ideas.

Chefs on Parade, presented by Columbia Gas, continues to be a
popular kick-off event to the Parade of Homes weekend. On Thursday,
September 17th three top local Chefs will team up with three Parade
homes for a private tour and tasting. Sample wine from some of the
area’s finest wineries, as well as local craft beers. Tickets for this event
are $15 per person or $25 for a couple with a portion of the proceeds
benefiting the Children’s Home of York. The Chefs on Parade section of
this guidebook provides all the information you need to plan your tour.

customer, Temple Beth
Israel. They approached
us for a donation of mulch
for a separate playground
at the school and while
working on this, I learned
about the “Doing Good
for Goode” project that
their congregation had
undertaken. Alexander
D. Goode was a leader of
Temple Beth Israel in the
1930’s and the school is
named after him.”
HOW IS EACH
PROJECT DIFFERENT?
Ventre: “Some simply
need a good clean-up
while others need major
restoration or renovation.
This year, the focus was
on creating useful space,
in addition to attractive
space. This school has a
gorgeous courtyard that
is completely secure
and offers a wonderful
learning environment
but the teachers and
school administration
had neither the time nor
the financial ability to get
the area to a safe, usable
condition. We helped
rebuild raised planting
beds for the students to
use as veggie gardens (Bob
Myers at John H. Myers &
Son donated the lumber
and fasteners for this
portion of the project).
We also rehabbed a pond
for the many ducks that
live in the courtyard.”

The next time you get
a mortgage to either
purchase a new home or
refinance your existing
home the process and
documents are going
to look a bit different.
This is a result of the
Dodd-Frank Act which
established the Consumer
Financial
Protection
Bureau or CFPB.
The housing crisis
uncovered the fact that
many consumers did
not fully understand
the type of mortgage
product they were
receiving. As a result,
many homes ended
up in foreclosure. The
Consumer
Financial
Protection
Bureau
conducted
extensive
research and devised
new
language,
procedures, and forms
to make it easier for the
consumer to understand
the type of loan for
which they applied and
any changes that may
have taken place since
their initial application.
LET’S GET STARTED
WITH TERMINOLOGY
CHANGES.
- The Lender will now be
called the Creditor
- The Borrower will now
be called the Consumer
- S ettlement/Closing/
Signing will now be
called Consummation
- Tolerances will now be
called Variances
The first new form
you will come across
in your mortgage
process is the Loan
Estimate or LE. The
LE replaces what was
previously called the
Good Faith Estimate.
The Creditor must
provide
the
LE
to the Consumer
within three days
of
receiving
a
completed
loan
application.
An
application consists
of these six pieces
of
information:
consumer’s
name,
consumer’s income,
consumer’s
social
security number, the
property address, an
estimate of the value
of the property, and
the mortgage loan
amount desired.
When it’s time to
Consummate your loan
you will now receive
a Closing Disclosure
or CD. The CD takes
the place of the HUD1
Settlement Statement.
This form MUST be
provided to you three
days prior to settlement.
The three day rule
applies if the CD is
handed to you. If the CD
is mailed to you, your
lender must email or
mail it seven days prior
to consummation.
Another change you
will notice about
the CD is that all fee
names will have the
same name on both
the Loan Estimate and
the Closing Disclosure.
This will make it easier
to compare your initial
disclosed fees to your
final fees.
This three day rule
does mean that you
will need to clear any
outstanding conditions
such
as
updated
paystubs,
updated
financial
documents
like bank statements,
and documentation to
support
undisclosed
debt or income, earlier
than you may have,
before.
You cannot
waive the three day rule.
What
happens
if
something does change
during the three day
waiting period? There
are three things that will
require a new three day
waiting period.
-The APR (annual
percentage
rate)
increases by more than
a 1/8 of a percent for
fixed rate loans or ¼ of a
percent for adjustable
rate loans. A decrease
in APR will not require
a new three day review
if it is based on changes
to interest rate or
other fees.
-A prepayment penalty
is added, making it
expensive to refinance
or sell.
- The basic loan product
changes, such as a
switch from fixed rate
to adjustable interest
rate or to a loan with
interest-only payments.
Any other changes in the
days leading up to the
closing do not require
a new three day review,
although the lender will
still have to provide an
updated disclosure.1
Most of the new changes
fall on the creditor.
The creditor now
bears the obligation
to ensure the accuracy
and delivery of the CD.
The new rules does
not apply to home
equity lines of credit,
reverse
mortgages,
mortgages
secured
by a mobile home or
dwelling not attached
to land and no-interest
second
mortgages
made
for
downpayment
assistance,
energy efficiency or
foreclosures. The new
rule does not apply to
Seller in transition.
As the consumer,
you can do your part
to ensure a smooth
transaction by being
quick and responsive
to answer any requests
of your creditor and all
other closing agents.

How to Spot a Contractor Scam
There are thousands
of legitimate, ethical
contractors in business
around the country.
Unfortunately, there are
also scam artists looking
to cheat you out of your
money who pose as
legitimate contractors.
These
“fly-by-night”
operators often show
up in communities
impacted by natural
disasters to try to scam
distressed home owners
into paying for shoddy
repairs or work that they
will never show up to
perform. HERE ARE SOME
WARNING SIGNS TO
LOOK OUT FOR:
Doesn’t have license
and insurance. All
professional contractors
should be insured
and able to show their
certificate proving such
insurance.
Although
all states do not require
licensing, contractors in
states requiring licenses
should have it and be
able to provide a copy.
Asks you to sign
anything before you’ve
hired them. If they want
you to sign an “estimate”
or
“authorization”
before you’ve made
the decision to hire the
contractor, look out.
They may be trying to
get you to sign what is an
actual binding contract.
Doesn’t write contracts.
Professionals have clear
contracts that outline
the job, process, the
cost, and helps clarify
how problems will be
managed. If you don’t
have a contract, you
are not protected when
something goes wrong.
Don’t hire anyone who
tells you a contract
“won’t be necessary.”
Requires
cash
or
payment in full before
starting the job. Shady
contractors
demand
cash and then run
with the money. Many
home owners have been
stranded by paying in
full up front. A deposit
towards materials is
common, but only
pay it once you have a
contract signed by both
you and the contractor.
It’s also suspect you’re
asked to pay cash to a
salesperson instead of a
check or money order to
a company. Vastly underbids all
other
contractors.
They may have the best
price, but that doesn’t
guarantee the best
work. Such contractors
may cut costs on
quality, which can end
up costing you more
when you have to
have the substandard
work redone.
Offers
“special”
pricing. If you’re told
you’ve been “chosen” as
a demonstration project
at a special, low price, or
you’re told a low price is
good only if you sign a
contract today.
Cannot provide customer
references. Professional
contractors should have
current references they
can provide from current
and past clients — and you
should be able to reach
those references, not just
an answering machine.
Difficulty contacting
the
contractor.
Professionals have a
physical office, mailing
address, phone, and
email. They should
respond
to
your
queries in a timely
manner. Make sure
you can verify the
contractor’s business
address. If they only
have a p.o. box, be wary.
Tells you to obtain the
building or remodeling
permits. Professional
contractors go to the
county or state offices
and get permits for
their work themselves.
Asking the home
owner to do it is a
sign that they are not
a legitimate contractor. Your best bet is to take
your time, do your
research and choose
someone you feel
completely comfortable
with. If your state
requires contractors
to be licensed, look
them up on the state
licensing website even
if you’ve seen a piece of
paper that looks like a
license. Make sure they
don’t have a record of
consumer complaints
lodged with your local
Better Business Bureau.

reputable contractors in
